Constitution of the United Nations Educational, Scientific and Cultural Organization
Adopted in London on 16 November 1945 and amended by the General Conference at its 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th, 10th, 12th, 15th, 17th, 19th, 20th, 21st, 24th, 25th, 26th, 27th, 28th, 29th and 31st sessions.
The Governments of the States Parties to this Constitution on behalf of their peoples declare:
That since wars begin in the minds of men, it is in the minds of men that the defences of peace must be constructed;
That ignorance of each other’s ways and lives has been a common cause, throughout the history of mankind, of that suspicion and mistrust between the peoples of the world through which their differences have all too often broken into war;
That the great and terrible war which has now ended was a war made possible by the denial of the democratic principles of the dignity, equality and mutual respect of men, and by the propagation, in their place, through ignorance and prejudice, of the doctrine of the inequality of men and races;
That the wide diffusion of culture, and the education of humanity for justice and liberty and peace are indispensable to the dignity of man and constitute a sacred duty which all the nations must fulfil in a spirit of mutual assistance and concern;
That a peace based exclusively upon the political and economic arrangements of governments would not be a peace which could secure the unanimous, lasting and sincere support of the peoples of the world, and that the peace must therefore be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind.
For these reasons, the States Parties to this Constitution, believing in full and equal opportunities for education for all, in the unrestricted pursuit of objective truth, and in the free exchange of ideas and knowledge, are agreed and determined to develop and to increase the means of communication between their peoples and to employ these means for the purposes of mutual understanding and a truer and more perfect knowledge of each other’s lives;
In consequence whereof they do hereby create the United Nations Educational, Scientific and Cultural Organization for the purpose of advancing, through the educational and scientific and cultural relations of the peoples of the world, the objectives of international peace and of the common welfare of mankind for which the United Nations Organization was established and which its Charter proclaims.

Cultural Highlights of Jeonju
Jeonju Hanok Village
The Hanok Village is a historical site showing the development of Korea’s housing culture since the 1910's. Koreans began to construct modern Korean-style houses in the Gyodong and Pungnam-dong areas of Jeonju partly in reaction to the expansion of Japanese cultural influence following the colonization of Korea. Whilst a subsequent decline in the regional economy inevitably had effects on the residential environment, the village survived thanks to its designation as a preservation district for Korean-style houses in 1977. Moreover, in 1996, when Jeonju was designated as one of the host cities for the 2002 Korea-Japan World Cup, the city took the opportunity to renovate and revitalize the Hanok Village. Since 2016, the number of tourists visiting Jeonju each year has been over ten million, and the Hanok Village has been a primary draw. There has been a particular increase in interest from international tourists and younger visitors recently – more than 20% of all Korean visitors to Jeonju in 2017 were in their 20s.

Palbok Art Factory
Parlbok Art Factory was originally built by SOREX as a factory for the production of cassette tapes. However, after technological developments led to the decline of the cassette tape industry, the factory lay abandoned for almost 25 years. In 2016, Jeonju began a project to regenerate Palbok-dong utilizing the factory as a cultural platform, which has been a good example of urban regeneration and sustainable development. Palbok Art Factory has become a venue for cultural connection between local artists and the general public. It offers a creative space for artists and enriches local cultural life. Visitors to the factory can appreciate art, relax in the cafe and browse in the cartoon book store. Parents and their children can enjoy an exhibition of picture books together, and all visitors can showcase their own creativity at Palbok Sketchbook, a glass wall where people are encouraged to draw anything they want with water-based pens and crayons.

Pansori Epic Chant
UNESCO Intangible Cultural Heritage in Jeonju
Pansori is a genre of musical storytelling performed by a vocalist and a drummer. This popular tradition, characterized by expressive singing, stylized speech, and a repertory of narratives and gesture, embraces both elite and folk culture. During performances lasting up to eight hours, a male or female singer, accompanied by a single barrel drum, improvises on texts that combine rural and erudite literary expressions. Pansori originated in south-west Korea in the seventeenth century, probably as a new expression of the narrative songs of shamans. It remained an oral tradition among the common people until the late nineteenth century, by which time it acquired more sophisticated literary content and enjoyed considerable popularity among the urban elite (UNESCO ICH, 2008). However, Korea’s rapid modernization, and the associated influx of foreign cultures, have threatened traditional culture. In response, the South Korean government has taken action to protect Pansori, and other Korean cultural heritage. Pansori was designated as National Intangible Cultural Property in 1964, and as intangible cultural heritage by UNESCO in 2003.
