The 2019 Big Game Draw Supplement provides Saskatchewan resident hunters with information on seasons and quotas for draw species, as well as advance notice of changes to this fall's regular big game seasons.

Changes to the big game draw pool system were implemented in 2018. As a result, a new D pool is in effect for the 2019 big game draw. All successfully drawn 2018 applicants and first-time applicants will be placed in the D pool for 2019. This change will reduce the number of applicants entering the Super A pool each year, increasing your odds of being drawn.

Pronghorn Opportunities

Pronghorn populations continue to expand throughout much of their range, as winter weather conditions were favourable in 2018-19. Wildlife managers are proposing increased hunting opportunities in 2019, with either-sex quotas in all eight pronghorn management units – zones 1-15, 18, 19 and 23-27. In addition, doe pronghorn opportunities are being proposed for combined zones 2, 4, 5 (designate zone 2A); 3, 6, 7 (designate zone 3A); 8-11 (designate zone 8A) and 14W, 25-27 (designate zone 14WA).

The final quotas will be determined after ground surveys are completed. The quotas may be adjusted or eliminated based on current year population estimates. Please check the listed WMZ combinations to ensure you are applying for your preferred hunting areas.

Applications for the pronghorn antelope draw will be accepted during the big game draw in May; however, the pronghorn draw will not be conducted until July. Draw results will be released immediately after the draw is completed and an email notice will be sent out. The status of the pronghorn draw will also be posted on our website.

Moose Opportunities

Information from our most recent aerial surveys shows a decline in southern forest moose populations, with several zones 30 to 50 per cent below the long-term average. The factors causing this decline are not fully understood; however, hunting pressure is likely

adding to the downward trend. In response to this population decline, the ministry adjusted the regular licence season length to a restricted season in 2018. These dates will be maintained this hunting season. Draw quotas will remain the same in forest WMZs as they were in 2018.

In the northern forest, WMZs 74-76, there will be an either-sex regular season in 2019 – as opposed to bull-only seasons in the past.

Farmland moose populations remain at or above long-term objectives in some WMZs. Quotas will remain similar to 2018, with some WMZs seeing slight reductions or increases.

Mule Deer Opportunities

Provincial mule deer populations have benefitted from several mild winters and appear to be at sustainable levels. As a result, there will be increased hunting opportunities, including higher quotas across much of their range. There will also be new mule deer hunting opportunities in WMZ 32 and the Prince Albert WMZ, bringing the total to 62 zones.

Antlerless licences will be offered with a bag limit of one or two deer (one or two seals), depending on the zone. See page 5 for details.

Regular archery mule deer licences will be offered in the same zones as 2018, with the addition of WMZs 8, 53 and the Regina/Moose Jaw WMZ.

Elk Opportunities

A number of changes have been made to elk hunting season dates and quotas for 2019 to align with the recently drafted Saskatchewan elk management plan. This includes changes to antlerless elk seasons across the province to improve antlerless elk hunting opportunities. Regular archery elk seasons have been shifted to increase hunter opportunities, while accommodating antlerless elk season dates. Regular (all-weapon) elk and most either-sex draw elk season dates will

remain unchanged from previous years. To manage elk populations, increased draw quotas have been set in select parkland WMZs and WMZ 33 (including Moose Mountain Provincial Park).

White-tailed Deer Opportunities

Following several years of favourable winter conditions, white-tailed deer populations are beginning to return to base levels across much of the province. Populations in some regions, such as the southwest and southeast, have increased to levels that warrant antlerless quotas in order to moderate population growth. The ministry will continue the use of countdown licences to allocate these antlerless quotas in WMZs 2E, 2W, 5, 6, 7E, 7W, 14W, 33, 34 and 55.

The ministry has extended the 2019 season dates by five days for Saskatchewan resident regular seasons and the Canadian resident draw season in all southern WMZs. Regular antlerless seasons will remain in place in city WMZs (Saskatoon, Regina/Moose Jaw and Prince Albert).

Use this checklist to avoid common mistakes and ensure your application is submitted successfully. Applications submitted improperly can result in your application being rejected from the draw or have an undesirable result. Avoid disappointment and take time to read the information carefully.

Detailed information on the draw is available online in the Saskatchewan Resident Big Game Draw Overview.

Applicants are strongly encouraged to apply early and review your applications for accuracy prior to the May 25, 2019 deadline. You can review and edit your application details and status in your HAL account at any time.

Make sure you are eligible to apply

· All members on your application must meet residency and age requirements, comply with firearm safety/hunter education regulations and not be suspended from hunting in Saskatchewan. If any member of your application is found to be ineligible, the application will be rejected from the draw.

· Each person may submit only one application for each species or species type. If a person is found to have submitted more than one application for the same species type, each of the applications will be rejected from the draw. The exception is mule deer, as either-sex mule deer and antlerless mule deer are considered separate species types for the big game draw. Youth hunters may submit a youth draw application and an antlerless mule deer application.

· Any applications containing false information will be rejected from the draw. Providing false information is an offence under The Wildlife Regulations.

2. Obtain group member information

· If applying as a group, the HAL number and date of birth for each group member must be included on the application.

· Group members with valid email addresses on their HAL accounts will receive notification emails.

Confirm your pool status

· Make sure you know the pool status of each group member on your application. Your application will be placed into the priority pool of the group member with the lowest pool status.

· You can view your pool status through your HAL account by visiting the My Account section. If there are any issues with your pool status, call the Ministry of Environment general inquiry line at 1-800-567-4224.

Complete your application

· Visit the application guide at saskatchewanlicences.active.com for detailed instructions on how to submit your application.

· You may submit your application anytime between May 1 and May 25, 2019, but we recommend applying early to resolve any problems you may encounter.

· Select your hunt choices carefully. You may select up to six choices in order of preference. The system will consider your choices in the order listed on the application.

· All applications are subject to review regarding eligibility and pool status prior to the big game draw. If there are any questions regarding an application, call the Ministry of Environment general inquiry line at 1-800-567-4224.

5. Review your application(s) before the deadline

· It's a good idea to review your application prior to the deadline to confirm that all information is correct.

· Big game draw applications can be changed at any time before the application period closes. Only the individual who submitted the application is able to change zone choices and/or change group members. These changes can be made on the group leader's HAL account.

· Other members of the group can view, but not edit, the application.

· Once the draw period closes, no further applications will be accepted and changes cannot be made to applications.

Confirm your draw results

· Draw results will be available in June 2019.

· Once the draw has been completed, the results of your application will be available through your HAL account.

· Applicants are responsible for checking their draw results.

· Notification emails are sent for draw results, but successful email delivery cannot be guaranteed. Do not assume you are not drawn if you do not receive an email notification.

Purchase your awarded licence

· If drawn, purchase your licence through your HAL account beginning August 1, 2019.

· Successful applicants will move to the D pool the following year, regardless of whether or not you purchase the draw licence you are awarded. Applicants are not eligible to purchase a regular licence for the same species.

Declining a big game draw licence

· Hunters who were successfully drawn for:

~ three big game draw licences may decline one draw licence of their choice;

~ four big game draw licences may decline one or two draw licences of their choice; or

~ five big game draw licences may decline up to three draw licences of their choice.

· Eligible applicants who decline a licence will have their pool status reinstated for that species. Declined licences will not be reallocated.

· You must send the Ministry of Environment written notice of your intention to decline your draw big game draw licence by July 31, 2019, to [email protected].
