About the College ur college, Sukanta Mahavidyalaya, name after the eminent Bengali

poet Sri Sukanta Bhattacharya (1926-1947), was established on25th

September, 1981 at Sukanta Nagar, P.O. – Dhupguri, Dist. – Jalpaiguri,

West Bengal. It is a Government-aided Degree College permanently affiliated to

the University of North Bengal and enlisted under Section 2(F) and 12 (B) of the

U.G.C. Act, 1956. It is situated on the Dhupguri – Falakata Road and reachable

from the district town Jalpaiguri in one hour journey by bus or train. The college

is situated in an area known as Dooars which is the tea belt of North Bengal other

than Darjeeling.

he College has successfully completed the first circle of NAAC (National

Assessment and Accreditation Council) visit during December, 2013 and

subsequently was awarded Grade “B” with CGPA 2.19 which is no doubt

an outstanding achievement in the history of Sukanta Mahavidyalaya.

Considering the importance of NAAC visit the college authority was provided so

many facilities both for stakeholders, faculties and employees of the college.

t is a great pleasure for us that the Directorate of ‘Rastriya Uchchatara

Shiksha Abhiyan” (RUSA), MHRD, Govt. of India has identified this

institution as a recipient of the sanction of Two Crores for infrastructural

development of the college. The College has successfully implemented RUSA

project. Apart from that, our new Science Block is constructed out of the grants

offered by North Bengal Development Department (NBDD), Govt. of West Bengal.

1. Eligibility for Honours Program Courses:

A candidate who has obtained – (a) 55% marks in the aggregate, or (b) 50% in the

aggregate with 60% marks in a subject in the last qualifying examination (generally

10+2 examination) shall be eligible to apply for Honours Program in that particular

subject.

Admission shall, however, be on the basis of merit and availability of seats. The

minimum marks and percentage of eligibility for SC/ST candidates shall be as per Rules

of the State Government.

Provided further that in matter of eligibility of 49.5% marks and above shall be equal to

50%; 54.5% marks or above shall be equal to 55%; and 59.5% marks and above shall be

equal to 60%.

ECONOMICS HONOURS (AMENDMENTS)

From this year (Academic Session 2018-2019) University of North Bengal introduces

both B.Sc. Honours Program in Economics and B.A. Honours Program in Economics. The

important regulations regarding eligibility are as follows—

A candidate shall be allowed to take up Honours in Economics (both in B.A. and B.Sc.) if

he /she have passed in Mathematics or Business Economics including Business

Mathematics and other subjects as prescribed at the qualifying examination.

B.B.A. HONOURS

This year, as per the guidelines of the University of North Bengal, applicants can apply

for only Honours course in B.B.A.

2. Eligibility for General Program Courses:

A candidate shall be allowed to take admission in the Program Course of B.A. and

B.Sc. (Formerly Pass/General Course), if he/she has passed in at least 4 (four)

subjects other than/excluding Environmental Studies with English as

compulsory subjects in the Higher Secondary (10+2) Examination held by West

Bengal Council of Higher Secondary Education (W.B.C.H.S.E.) or any other Board

Examination and Examination recognized by the University as equivalent.

A candidate shall be allowed to pursue B.A. and B.Sc. Program Course if he/she

has passed the last qualifying examination in Vocational Stream Subjects.

Provided that,

i) A candidate shall be allowed to take up Physics subject, if he/she has

passed in Mathematics and Chemistry along with Physics and other

subject as prescribed at the qualifying examination.

ii) A candidate shall be allowed to take up Chemistry subject, if he/she has

passed in Mathematics and Physics along with Physics and other subject

as prescribed at the qualifying examination.

iii) A candidate shall be allowed to take up Botany/ Zoology subject, if he/she

has passed in Biology at the qualifying examination.

iv) A candidate shall be allowed to take up Computer Science subject, if

he/she has passed in Mathematics at the qualifying examination.

v) A candidate shall be allowed to take up Economics in B.Sc. subject, if

he/she has passed in Mathematics or Business Economics along with

Business Mathematics and other subject as prescribed at the qualifying

examination.

vi) No other student other than those of Science stream and Economics of

Arts stream shall be allowed to take Science subjects as Generic Electives

Subjects.

vii) No student of Honours Program in Arts stream other than Economics

shall be allowed to take Science subjects as Generic Elective Subjects.

viii) A candidate pursuing Honours in a subject shall not be allowed to take the

same subject as Generic Elective.

ix) A candidate pursuing Honours in a Language subject shall be allowed to

take another Language subject as Generic Elective.

Seat Reservation Policy

There will be reservation of seats for SC/ST/OBC/ Differently-able candidates as per

Govt. Rule.

1. For Differently- Able Candidates minimum considerable disability criteria should

be at least 40%.

2. As per Govt. Order No. ED-340/2012 dt. 04-07-2012, 3% of seats is reserved

for persons with disabilities.

3. As per Govt. Order No. 905-TW/EC dt. 12-09-1995, 22% and 6% of total

number of seats in each Honours subject shall be reserved for SC and ST

candidates respectively.

4. As per Govt. Order No. 83-Edn (T) 10M-48/14 dt. 28-02-2014, 10% and 7% of

total number of seats in each honours subject shall be reserved for OBC-A and

OBC-B candidates respectively.

5. Rules of inter-changeability of seats: If adequate numbers of ST candidates are

not available, seats should be filled up by SC candidates and vice-versa.

Session Gap

For admission to the Under Graduate Course there should not be a gap of more than 4

years (2015, 2016, 2017, and 2018) between the year of Higher Secondary (10+2) and

the year of admission to the Under Graduate Course of study.

This Annual Report contains the description of various activities carried out by the College

throughout the calendar year, 2018. These activities include Classes,Examinations, Seminars,

Lectures, NCC activities, NSS activities, IQAC activities, Sports,Cultural activities, etc. Efforts are

always made not to confine the students onlyin the class rooms butto allow and encourage

them to participate in different types of outdoor activities in the College for their all-round

development. Following is a brief sketch of these multifarious activities along with some other

valuable information carried out during the year.

CLASSES AND EXAMINATIONS

The year 2018 began with the tabulation of Test Examination for the session: 2017-18 of B. A.

Part I, II and III (General) classes and the results of this examination were published at the end

of January, 2018. The students filled up their examination forms in February and final

examination was started by North Bengal University from 23rd April, 2018. It was continued in a

staggering manner due to Panchayet Elections till 23.06.2018. Then the online admission to B.

A. First Year(Honours and General) had been taking place from 26th

June to till 12th

July this

year. Finally, classes started on 12.07.2018.

From July, 2018,classes in Choice Based Credit System (CBCS) were started from

12.07.2018 based on new Syllabi for First Semester students (both Honours and Program

Courses). All the teachers help the students of their respective departments to understand the

CBCS mode of teaching-learning system. Classes in CBCS mode continued till the end of

November, 2018. Marks 10 allotted for internal assessment and marks 5 for attendance were

assigned to each of the students after proper assessment and sent to North Bengal University

at appropriate time. And the written examination for remaining 60 marks was held during 1st

December, 2018 to 11th

December, 2018.

CELEBRATION OF INTERNATIONAL MOTHER TONGUE DAY

International Mother Tongue Day was observed in a befitting manner in the College on 21st

February, 2018. It was organized by the Department of Bengali Language and Literature. The

eminent historian and Bangaratna Professor Anandagopal Ghosh was invited as the Chief Guest

and speaker. The celebration was started with colourful procession which was originated from

the bust of Poet Sukanta Bhattacharya and after a round of the College campus, it ended at the

same place with slogans. It was participated by teachers, non-teaching staff and students of the

College. The function was inaugurated by lighting the lamp by Sudip Mallik, President of the

Government Body of the College along with other guests. . The function began with the

welcome address by Dr N. S. Das, Principal of the College. Inaugural song was sung by Professor

(Miss) Archita Banerjee, Department of Sanskrit. Shri Sudip Mallik delivered his speech.Then,

the chief guest Professor Anandagopal Ghosh delivered his lecture with special reference to

historical significance of day. Students of the Bengali Department read out poems. One student

performed dance towards the end of the function. The function ended with the vote of thanks

by the Principal of the College.

BRATACHARI TRAINING CAMP

Bratachari Training camp for the current year was organized by the National Service Scheme

unit of the College and conducted by BanglarBratachari Samiti, Kolkata with effect from 7th

February, 2018 to 16th

February, 2018. BanglarBratachari Samiti was represented by Shri

SubhraPattanaik who came from Kolkata. Students who participated in this 10-day training

camp learnt a lot about the Bratachari tradition of Bengal. On the last day of the Camp,

Bratachari cadets exhibited what they learnt during 10-day programme to the teachers, non-

teaching staff and other students of the College.

IMPLEMENTATION OF RASTRIA UCHHA SIKSA ABHIYAN (RUSA) PROJECT

After the College was graded 'B' by National Assessment and Accreditation Council (NAAC) in

2014,the College was sanctioned Rs. 2 Crores by the University Grants commission (UGC) under

RastriaUchhaSiksa Abhiyan Scheme (RUSA). After spending the first and second installments

successfully, the third installment to the tune of Rs 50,00,000/- has been received by the

College 12th

February, 2018. This amount was spent in accordance with the plan as prepared by

the Project Monitoring Committee. An amount to the tune of 1, 93, 360/-has been allocated to

build a Staff Canteen and 40,75, 600/- has been allocated to constructa Students’ Canteen from

RUSA Fund.JalpaiguriZilla Parishad was entrusted to construct both these canteens. The

construction of both these canteenis nearly complete and awaiting inauguration.

received from honourablelocal MLA Smt.Mitali Roy for the construction of a high-mast light in

the campus, and it was already implemented. Another amount of 15, 70, 105/- (Fifteen lakh

seventy thousand one hundred five) was also received under BEUP from the same honourable

MLA for the construction of Open Stage in the campus. The latter project will be implemented

by DhupguriPanchayet Samiti. The high-mast light was inaugurated by MLA herself in the

evening of 24th

December, 2018 in presence of Shri Rajesh Kr Singh, Vice-chairman, Dhupguri

Municipality, Shri Dinesh Mazumdar, President, DhupguriPanchayetSamiti, Shri Sudip Mallick,

President, Governing Body of the College, teachers, non-teaching staff and others. In her

inaugural speech, Mitali Roy, MLA also promises to grant money for building another high-mast

light in the campus in the next financial year.

SEMINAR

A Seminar on “Gender Equality, Woman Empowerment and State” was jointly arranged by

Departments of Political Science and Philosophy on 28th

March, 2018. The seminar began by

lighting the lamp by Shri Sudip Mallick, President, Governing Body of the College and other

dignitaries. Welcome address was delivered by Dr N. S. Das, the Principal,

SukantaMahavidyalaya. The keynote address was given by Dr ManasChakroborty, Professor

Emeritus, Department of Political Science, North Bengal University. In this day-long

deliberation, more than 20 papers were presented and discussed. Valedictory address was

delivered by Dr Benulal Dhar, a senior teacher of this College.

SPECIAL LECTURE

A Special Lecture was organized by National Service Scheme on the topic “Voluntary Service

and Its Importance in the Present-day Society” on 13. 02. 2018. The function began with the

inaugural song sung by the students of the College. It was inaugurated by Shri Sudip Mallick,

President, Governing Body of the College by lighting the lamp. The function was also presided

over by Sudip Mallick, President, Governing Body of the College. Dr N. S. Das, Principal of the

College delivered his welcome address. The lecture was delivered by Dr Raghunath Ghosh,

Professor Emeritus, Department of Philosophy, North Bengal University. During the question-

answer session, both teachers and students participated with all enthusiasm. The entire

seminar was ended with vote of thanks by the Principal of the College.

OTHER IMPORTANT DAYS OBSERVED

International Forest day was observed on 21st

march, 2018 in order to give the clear message

that forests are invaluable property of this earth for the survival of all kinds of living beings.

Another programme “Save Drive and Safe life” was also observed on 28th

July, 2018 in order to

make aware of driving among students. Officer-in-Charge of Traffic police, Dhupguri Police

Station cautioned the young students about the reckless driving and its legal implications.

Besides, a Training Programme for teachers on using Smart Classroom was held on 30th

January

2018. Training personnel from WEBEL was present to train the teachers. Teachers were greatly

benefited from this programme.

OBSERVATIONS OF THE DAYS OF NATIONAL IMPORTANCE

Birthday of Netaji Subhas Chandra Bose was observed on 23rd

January, 2018 by hoisting

National Flag on the College ground. Parade by N. C. C. cadets was also held during the

function. On this occasion, after hoisting the Flag, the Principal explained the significance of the

day. Further, Republic Day was also observed in the campus by hoisting National Flag with a few

words from the Principal about significance of the day in our national life. And on this occasion,

N. C. C. parade by the cadets was also held. Independence Day for the year 2018 was observed

on 15th

August by hoisting the National Flag. The Principal delivered his independence-day

speech in which he described the significance of the day.

CULTURAL FUNCTIONS AND ACTIVITIES

A few cultural activities organized by the Care-taker Students' Union in the College. A Wall

Magazine was published at the beginning of the year. After the completion of the admission of

B. A. First Year, Students' Union organized Fresher’s Welcome Function to welcome the

newcomers in the College with traditional grandeur. Teachers' Day was also observed in the

College where teachers were honoured by the students through songs, recitations, lectures and

gifts. And finally, grand Yearly College Social was organized by the Students' Union 24th

December, 2018in the inaugural ceremony of many local dignitaries were present. After

welcome address delivered by the Dr N. S. Das, President of Care-taker Students’ Union, the

function was inaugurated by Smt. Mitali Roy, MLA. Among those present were Bharati Barman,

Chairperson, Dhupguri Municipality, Shri Rajesh Kr Singh, Vice-Chairman, Dhuguri Municipality,

Shri Sudip Mallick, President, Governing Body of the College who delivered their speech. where

student artists and outside artists were performed, and thousands of students enjoyed the gala

function.

CELEBRATION OF RELIGIOUS HARMONY WEEK

The year 2018 is the 125th

year of the Chicago Address by Swami Vivekananda and the

government of West Bengal has decided to celebrate the occasion as religious harmony week in

educational institutions of the state. During this period, district level Quiz, Essay and Poster

competition were arranged. The topic of the Quiz was “Chicago address”, the topic of the essay

was “Swami Vivekananda and Universal Religion”and the topic of the Poster was “Harmony of

Religions”. A few students of our College participated in the district level Competitionheld in P.

D. Woman’s College, Jalpaiguri. The winners in the quiz competition was Sujan Chandra Barman

of political Science 1st

year jointly stood second with Sujan. In the

Poster Competition, Sumita Roy of 1st

year, History Department, occupied First position. A brief

cultural function was also held in the Rabindrakaksa of the College on this occasion on 07. 09.

COLLEGE FOUNDATION DAY CELEBRATION

The College Foundation Day of our College was observed on 25th

September, 2018. The

dignitaries present on the occasion were Smt. Mitali Roy, Member of West Bengal Legislative

Assembly, Shri Rajesh Kr Singh, Vice-Chairman, Dhupguri Municipality, Shri Sudip Mallick and

others. The observation of the day began with a procession where local MLA, the president of

the Governing Body, Vice-Chairman of the Municipality, Principal, all employees and students

participated. This procession was started from the bust of poet Sukanta Bhattacharya and

toured the main road outside the campus. Coming back to the campus, all dignitaries including

Smt. Mitali Roy, Shri Sudip Mallick, Rajesh Kr Singh, Dr N. S. Das garlanded the statue of Poet

Sukanta Bhattacharya. Then all moved to Rabindrakaksa where a grand yet brief cultural

function was held. Shri Sudip Mallick, President of the Governing Body along with other

dignitaries lighted the inaugural lamp. The inaugural song was sung by Prof. Archita Banerjee.

All the dignitaries delivered their lecture on this occasion. A number of students performed

songs, recitations which were solo performance. A group of students performed dance on the

stage. The function was ended with thanks-giving by the Principal.

DISTANCE EDUCATION MODE

RABINDRA BHARATI UNIVERSITY

The College has a PG study Centre under distance education mode of Rabindra Bharati

University. The seven subjects, namely, Bengali, English, History, Political Science, Sanskrit,

Education and Environmental Studies are taught in personal contact program. Then

examinations are also held under the supervision of the authorities of Rabindra Bharati

University. And finally, M. A. Degrees are awarded to the successful students by the University.

BECHELOR OF BUSINESS ADMINISTRATION (B.B.A)

The College is running a Bachelor of Business Administration course which is affiliated to the

University of North Bengal under self-financed stream since 2006. The Co-coordinator of the

course is Shri Sanjib Das who is a well-qualified teacher. Presently, the intake capacity of the

course is 25 (twenty-five). It is a 3-year course and divided into six semesters. This course is

taught by the teachers of this College as well as by the visiting faculties from different nearby

institutions. The examination of each semester is conducted by the University of North Bengal.

The pass-outs of this course get jobs in prominent business houses, such as Nestle, Coca-Cola,

Bagpiper, Druk, etc. Sometimes the BBA department arranges the campus interview through

which the successful students get jobs but generally students remain more interested in higher

studies. The College is also planning to arrange industrial visits for students from this year. In

the last semester of three-year course when students go rry out external projects, they also get

offers for jobs from different companies at that time.

CAREER-ORIENTED PROGRAMME (COP)

The College is running a Career-oriented Programme (COP) both Certificate and Diploma

courses. A total of 55 (Fifty-five) students were admitted in the Certificate course in the session

2017-18 and 07 (seven) are in Diploma course in the same session.

INFRASTRUCTURE DEVELOPMENT EFFORTS

The College has a continued effort to augment its infrastructure facilities in the campus in view

of the increasing number of students taking admission in the Institution every year. A major

project of constructing Science Building was sponsored and taken up by the North Bengal

Development Department (NBDD), Government of West Bengal in the campus. It is now

complete and was inaugurated by Rabindranath Ghosh, North Bengal Development Minister,

Government of West Bengal. A staff canteen and a student canteen were constructed in the

campus with the help of RUSA fund and these are also awaiting inauguration.
