1 2018 Rulebook The National Veterans Golden Age Games (NVGAG) encourages Department of Veterans Affairs (VA) enrolled seniors age 55 and over to make physical activity a central part of their lives, and support VA’s comprehensive recreation and rehabilitation therapy programs. It is a national showcase for the preventive and therapeutic value of sports, fitness and recreation for all older Americans. The following qualifying procedures and rules of competition for the 2018 National Veterans Golden Age Games are based upon those set forth by the recognized National Governing Body (NGB) for each sport. In the best interest of the athletes, modifications and variances of these rules and regulations are permitted as outlined in the rulebook.

The following qualifying procedures and rules of competition for the 2018 National Veterans Golden Age Games are based upon those set forth by the recognized National Governing Body (NGB) for each sport. ATHLETE ELIGIBILITY

To be eligible, athletes must be 55 years of age or older as of December 31, 2018, and currently eligible for healthcare through the Department of Veterans Affairs (VA).

REGISTRATION FOR EVENTS

Athletes must register online at www.veteransgoldenagegames.va.gov to participate in the NVGAG. All registered athletes are required to participate in a minimum of three (3) days of sporting events during the five (5) day NVGAG competition, in order to receive a meal card. If an athlete has 4-6 events that occur over 1 to 2 days of the five-day competition, he/she will not be eligible for a meal card. Athletes may only register for a maximum of six (6) medal events.

Events in blue are qualifying events for the 2019 National Senior Games in Albuquerque, New Mexico.

1Each medal event will have eight age divisions for participation: • 55-59 • 60-64 • 65-69 • 70-74 • 75-79 • 80-84 • 85-89 • 90 and up

Athletes may request to compete in a younger age division. At the discretion of the National Head Official, an age division with only one entry may be assigned to compete with athletes in another age division; however, medals will be awarded in original age division entered.

3VISUALLY IMPAIRED DIVISION – Visually impaired athletes who participate in the NVGAG must meet the visual criteria for legal blindness: visual acuity of 20/200 in the better seeing eye with best correction OR a visual field loss of 20 degrees or less. This information must be verified and documented on the medical application by a Visual Impairment Services Team (VIST) Coordinator, an eye care specialist or a medical provider.

4Visually impaired athletes may also participate in power walk and swimming events, however, there will not be a separate division for these awards.

5WHEELCHAIR DIVISION – Athletes who require a wheelchair for competition are eligible to compete in a separate division for the following sports: boccia, bowling, horseshoes, nine ball,

shuffleboard and table tennis. *Note –If an athlete utilizes a scooter they must adhere to the modification of the rules for wheelchair users (i.e. - feet may not touch the floor during competition).

SUMMARY OF SIGNIFICANT CHANGES

The following is a summary of the significant changes to the rules of competition governing the 2018 NVGAG. This section is a summary only and does NOT summarize every change. For specific information, please review the actual rule in question under the specific medal sport.

1. NEW EVENT – Team Event: Basketball 3 on 3 team, the following age groups have been added to the competition:70-74 and 75-79. Teams will be randomly assigned after on-site registration check-in on August 3, 2018. Individual Event: Basketball Free Throw competition for the following age groups 55-79.

2. NEW EVENT- Blind Disc Golf: visually impaired athletes only3. NEW EVENT- Pickle ball: singles and doubles (partners can be same gender or mixed)

competitions have been added.4. NEW EVENT – Swimming 75yd Individual Medley(IM) (Breast, Back, Freestyle)5. EXHIBITION EVENTS- Archery, Air Pistol and Floorball6. EVENT CHANGES – Due to popular demand, athletes will now be able to participate in

all three (3) field events.7. EVENT CAPS - To ensure every competitor adequate playing time, NVGAG will be

placing a cap on the total number of entries for the following sports: air rifle, basketball free-throw, boccia, bowling, field, golf, horseshoes and shuffleboard.

8. GOLF – $50 Refundable deposit required- A personal check (no money orders or cashier’s checks) is required and checks will be returned the day of the golf event. Cancellations for golf must be done 30 days prior to the scheduled event to receive a full refund.

9. AGE REQUIREMENT – All registered athletes must be 55 years of age or older as of December 31, 2018.

10. CYCLING – The Event will be a 10k. All athletes must secure their own cycle and helmet for competition. Rental options are the responsibility of the athlete and not available through theNVGAG. Recumbent bikes are allowed.

11. MEDALS-. All medals must be picked up during the Games either at the event, a scheduled awards ceremony or at the designated room location. No medals will be mailed after the event.

12. EQUIPMENT- Athletes are allowed to bring personal equipment for the following events:air rifle, badminton, bowling, cycling, golf, nine ball (pool stick), pickleball (paddles),shuffleboard (cue sticks) and table tennis (paddle). Equipment must conform to thestandards of the NGB for that sport. No personal equipment will be allowed for theexhibition events.

RULES, REGULATIONS & FORMAT

The following are the qualifying procedures and rules of competition governing the 2018 NVGAG. These Games will be held August 3-8, 2018 in Albuquerque, New Mexico.

A. National Governing Body (NGB)All sports/events shall be governed by the rules of the NGB for that sport. The NVGAG hasmodified some of these rules in the best interest of its athletes. All rules shall apply as stated in2018 NVGAG rulebook.

B. Modifications of Rules and Adapting EventsAny modifications to the rules, based on an athlete's disability, may be requested and aresubject to the discretion of the event’s Lead Official.

The NVGAG event rule sheet of each sport has been included as an attachment, to assist athletes with preparation for the sporting events. Athletes are encouraged to not limit their understanding of the sports to theses sheets, but to continue to visit the NGB for complete rules.

C. Events EntriesAll registered athletes are required to participate in a minimum of three (3) days of sportingevents during the five (5) day NVGAG competition, in order to receive a meal card. If an athletehas 4-6 events that occur over 1 to 2 days of the five-day competition, he/she will not be eligiblefor a meal card. Athletes may only register for a maximum of six (6) medal events.

Exceptions: 1. Field, athletes may enter a maximum of three events.2. Power Walk, athletes may enter only one event.3. Swimming, athletes may enter a maximum of three events.4. Track, athletes may enter a maximum of three events.

The NVGAG may place a cap on the total number of entries for any and/or all sports and/or events in the best interest of Games management. To ensure each athlete receives adequate playing time, the NVGAG will not accommodate individual scheduling requests.

D. DoublesAll doubles will compete in the age division of the younger partner as of December 31, 2018.You cannot compete in an age division younger than the youngest partner. The NVGAG WILLNOT assign partners at the Games. It is the athletes’ responsibility to indicate a partner prior tothe close of Athlete Registration for the competition year. Partners do not need to be from thesame VA Medical Center. Doubles partners can be same gender or mixed.

E. Brackets and Formation of HeatsAll seeding shall be random:

1. Results of past NVGAG will be used whenever possible.2. Athletes from the same VA Medical Center will not be matched against each other in

first round matches, whenever possible.3. All athletes must arrive on time for their event, there will be a 10-minute grace period,

after that time allotment all athletes not present will be disqualified.

F. AwardsAwards will be presented for 1st through 3rd medals and 4th - 6th ribbons for each event withineach age division. Exceptions: bracketed events will be awarded 1st through 3rd medals; openevents will be age division only. For Air Rifle, Basketball free throw, Blind Disc Golf, Bowling,Cycling, Field, Golf, Powerwalk, Swimming and Track, medals will be awarded to places 1-3rd,and ribbons will be awarded to places 4-6th. For Badminton, Basketball Team, Boccia,Horseshoes, Nine Ball, Pickleball, Shuffleboard and Table Tennis, medals will be awarded toplaces 1-3rd.

Exhibition Events - Neither medals nor ribbons will be awarded for exhibition events.

G. Tie RuleIn the event of a tie during an event, athletes will be awarded duplicate medals and ribbons.Exception: if the event has rules to break the ties for 1-3rd place.

H. DisqualificationsNational Officials have the right to disqualify any athlete from competition. The athlete willforfeit the right to any awards for the following:

• unsportsmanlike conduct or tactics detrimental to the competition• inappropriate uniform• non-compliance to the rules of the specific event, as outlined in this rulebook.

I. Default during CompetitionAthletes that forfeit during tournament play rounds shall not be permitted to advance to thechampionship or consolation brackets except where such a forfeit is the result of a verifiedmedical reason, or a good-faith effort was made to compete. Verification by a member of theNVGAG medical staff of an athlete’s injury and capability to continue must be submitted to andsubsequently approved by the event’s Lead Official and the National Head Official prior to theathlete being permitted to continue. A good-faith effort to compete will be determined by theevent’s Lead Official and the National Head Official.

Athletes that forfeit during championship or consolation play shall not be eligible for awards except where such forfeit is the result of a verified medical condition, or a good-faith effort was made to compete, and does not result in a Did Not Finish (DNF) under NVGAG or NGB rules. Their award spot will be left open and subsequent places will not be moved up. Verification by a member of the NVGAG medical staff of the athlete’s injury must be provided to and subsequently approved by the event’s Lead Official and the National Head Official prior to receipt of any awards.

J. CoachingCoaches, spectators, or non-competing athletes are not allowed to advise or coach any athleteduring the competition, within an area designated as the field of play. Coaching of an athletemay be conducted in the area designated by the Lead Official. If, after asking a coach/spectatornot to coach an athlete during the game of play and he or she continues to do so, the event’sLead Official will ask the coach/spectator/non-competing athlete to leave the competition area.All coaches must have the required credentials or permission to access the designated area fieldof play if their athlete needs assistance.

K. ProtestsAny person desiring to make a protest with regard to any aspect of competition at the NVGAG

shall make such protest to the event’s Lead Official of the competition in question. All protests must be written and submitted to the event’s Lead Official within 30 minutes of the conclusion of the game, match, heat, or event under protest. Officials’ decisions and judgment calls may not be protested. Event rules and procedures stated within the NVGAG rule book and the NGB rulebook cannot be protested. The National Head Official will evaluate the protest and render a decision.

If a response to a protest is such that a further hearing is desired. An appeal will be made to the NVGAG Committee. This request must be made within 30 minutes of the initial protest denial. All decisions by the NVGAG Committee are final and not subject to further appeal.

L. UniformsAll athletes must wear athletic-type clothing and shoes that are customary for the sport in whichthey are competing. Failure to follow the uniform rule can result in disqualification by theOfficial. Review below for specific uniform requirements.

Basketball Team, Cycling, Powerwalk and Track: Clothing made of jean and/or denim and khaki material are not allowed as it can restrict movements during competition, and if worn can result in disqualification. Athletic tights/shorts can be above mid-thigh, knee length or ankle length. Loose fitted Capri length pants can be worn, but cannot be of denim or khaki material. Example of these types of clothing:

Swimming: The swimsuits worn for competition shall be nontransparent and conform to the current concept of the appropriate. The referee shall have authority to bar athletes from competition until they comply with this rule. Swimwear shall include only a swimsuit, no more than two caps and goggles (a nose clip and ear plugs are allowed). During competition, the competitor must wear only one swimsuit in one or two pieces. For men, the swimsuit shall not extend above the navel nor below the knees, and for women, shall not cover the neck, extend past the shoulder nor extend below the knees. Swim trunks must have a draw string and mesh liner. Speedos and jammers are acceptable.

M. Competition BibsAll athletes must wear their assigned bibs during their sporting event competition. Athletes whoforget their bibs must provide a substitute bib in order to compete. At times, whenappropriate/feasible, replacement bibs will be available at the check-in table at the event.

Bibs must be worn correctly with last name and bib number to the front of chest, as in the example below:

N. Smoking PolicyNational Veterans Golden Age Games is committed to creating a healthy and safe environmentfor all participants, staff and spectators. All activities will be held in a smoke-free environment.

O. EquipmentAthletes may use their own equipment for the following events: air rifle, badminton, bowling,cycling, golf, nine ball (pool stick), pickleball (paddles), shuffleboard (cue sticks) and tabletennis (paddle). Equipment must conform to the standards of the NGB for that sport. Noequipment will be allowed for the exhibition events.

All personal equipment will be inspected prior to the start of the competition.

P. Service AnimalIt is recommended that a service animal not be in the competition area during the game of play toprotect the safety of each individual during competition.

Q. ATHLETE CODE OF CONDUCT• No alcoholic beverages or illegal substances are permitted in the possession of athletes during

official NVGAG activities.• Behavior on and off the competition field by any persons associated with the Games must

follow the highest standards.• Use of foul or abusive language constitutes a violation of the Code of Conduct.• All athletes must respect the decisions of the officials and volunteers during and after

competitions. Any harassment will constitute a violation of the Code of Conduct.

• Unruly behavior by spectators towards players, coaches, volunteers and/or officials will not betolerated. Such behavior may result in the dismissal of the offending spectator from thecompetition site.

• Any participant’s behavior deemed in violation of the Code of conduct, as decided by theNational Veterans Golden Age Games’ staff, subjects the competitor to expulsion from thecurrent Games and future NVGAG Games.

R. How to suggest a Rule Change for subsequent NVGAGSuggestions for rules changes in future NVGAG may be made in writing to the NVGAGProgram Director up to 30 days after the 2018 NVGAG. NVGAG rules are reviewed andapproved annually by the NVGAG National Advisory Council and are published via NVGAGNational Staff.

S. How to suggest that a New Sport be added to the NVGAGYou may contact the NVGAG Office at NVGAG National Staff if you would like to suggestthat a new event be added to the menu. You must include the following information:

1. An exact description of the sport/event.2. The address, phone number and contact person for the national governing body (NGB)for the sport/event.3. The number of people, ages 55 and older, that participate in this activity.4. The geographic distribution of people, ages 55 and older, that participates.5. Any additional pertinent information.

New sports and exhibition events are reviewed and approved annually by the NVGAG National Advisory Council are published via www.veteransgoldenagegames.va.gov.

NATIONAL SENIOR GAMES ASSOCIATION (NSGA) The National Senior Games Association (NSGA) is non-profit organization dedicated to motivating active adults to lead a healthy lifestyle through the senior games movement.

Since 2004, the National Veterans Golden Age Games have been a qualifier for the National Senior Games, a member of the U.S. Olympic Committee. Through this partnership, gold, silver and bronze medalists in certain events have the opportunity to compete further, among America’s elite senior athletes. Veterans may participate in the NSG by qualifying in the core competitions in the year preceding the Games. Veterans that meet the specific criteria while participating in the NVGAG qualify to participate.

Select events offered at the 2018 NVGAG serve as pre-qualifying events to compete at the 2019 National Senior Games (see Menu of Events above). The Office of National Veterans Sports Programs & Special Events supports all NVGAG elite athletes to take their competitive drive to the next level.

After the 2018 NVGAG, the National Office will transmit all qualifiers to the National Senior Games office through the Fuse Sport online registration. Qualifiers include: all first, second and third place finishers for: badminton, horseshoes, non-ambulatory horseshoes, shuffleboard, non- ambulatory shuffleboard and table tennis; and all first, second, third, and fourth place finishers for: bowling, non-ambulatory bowling, cycling, field, golf, swimming and track. The NSGA will contact qualifying Veterans with their registration materials for the National Senior Games competition. All costs associated with their participation at the National Senior Games will be the attending Veteran’s responsibility. For more information, please visit www.nsga.com.

MEDAL SPORTS

AIR RIFLE

EQUIPMENT

The NVGAG will provide standard .177 air rifles with a maximum velocity of no more than 600 feet per second (fps), .177 pellets, 10-Meter Orion air rifle target, target boxes, and protective eyewear. Only iron or peep sights are permitted no scopes are allowed. Athletes may bring their own equipment, but it must meet USA Shooting standards:

The air rifle must be .177 calibers with .177 competition flat headed pellets. No air rifle producing muzzle velocity above 600 Fps will be allowed. No air rifle with repeating capability will be allowed. All personal equipment will be checked prior to the start of the match must be inspected.

COMPETITION

The competition will be a seated PRONE event. There will be a safety briefing and a 5- minute preparation period before the match begins. Shooters will have 30 minutes to shoot unlimited sighters and 20 shots per record, totaling a possible score of 200 points. All shooters must arrive one hour prior to their scheduled shooting event. Each athlete should support the rifle with both elbows resting on the stationary-firing table. The chest and/or abdomen may also rest on the table.

BADMINTON

EQUIPMENT

The NVGAG host will provide racquets, and natural feathered shuttlecocks. Athletes may elect to use their own racquets; however, they must conform to the USA Badminton standards.

COMPETITION

The competition will consist of singles and doubles. The age division of doubles will be determined by the younger age of the two partners as of December 31, 2018. Double partners must be selected during registration, NVGAG will not assign partners for this event. Doubles partners can be same gender or mixed.

The competition will be set up in a single elimination tournament format. All matches will be played as a best two out of three games.

BASKETBALL

EQUIPMENT

The NVGAG will provide regulation basketball courts, basketballs, jerseys, basketball pumps, and score boards for the basketball competition.

COMPETITION

3-3 BasketballThe competition will consist of registered athletes from ages 55-79. Athletes will registerfor the event via the online registration system. During the Games’ on-site registrationprocess, athletes will check-in. Based on the number of checked-in athletes, teams will becreated and posted at the end of the registration day for athletes to view. When at allpossible, teams will consist of 5-6 players of various age groups and gender.

The competition will be set up in a double elimination tournament format. Medals will be awarded to the first, second, and third place team finishers.

Free Throw

The competition will consist of registered athletes from ages 55-79. Athletes will register via the online registration system. Men and women will compete against each other. All contestants must use the basketball provided by the NVGAG. An official men’s basketball will be used for men and an official women’s ball will be used for women. Free throw attempts will be made from the free throw line for all men and women age divisions.

The winner who scores the most baskets will be declared the winner. All tiebreakers will be held at the completion of each age category. Any contestant who is tied and fails to show up for the tiebreaker will concede and forfeit their medal. Medals will be awarded to the first, second, and third place finishers, ribbons will be awarded 4th-6th place finishers.

BLIND DISC GOLF

EQUIPMENT

The NVGAG host will provide the disc and the cages for the event. The discs used will meet all the conditions set forth in the Professional Disc Golf Association (PDGA) Technical Standards.

COMPETITION

The sport of Blind Disc Golf is similar to regular golf but participants will use a disc to aim at a Disc Pole Hole, placed in the ground with a basket made of chain. Participants want to complete the holes in the fewest number of throws. Athletes will be blindfolded during the competition when initiating each throw.

The course will be a 9-hole course. Athletes will have the opportunity to practice with Frisbees 15 minutes before start of the tournament. Coaches are allowed to show athletes the course prior to the start and may serve as a guide during the game of play (if volunteers are not available).

EQUIPMENT

The NVGAG host will provide the regulation boccia courts (12.5m x 6m), balls, measuring devices and timing equipment.

COMPETITION

The competition will consist of singles and doubles (ambulatory only). The age division of doubles will be determined by the younger age of the two partners as of December 31, 2018. Double partners must be selected during the online registration; NVGAG will not assign partners for this event. Doubles partners can be same gender or mixed. Each doubles team will designate a captain.

The competition will be set up in a single elimination tournament format, and all matches will consist of (4) ends.

BOWLING

EQUIPMENT

The NVGAG will provide bowling balls, ramps, handles, sticks, and bowling shoes. Athletes may elect to use their own bowling ball and shoes. All bowling balls must conform to the size and weight outlined by United States Bowling Congress, American Wheelchair Bowling Association for wheelchair and wheelchair adaptive categories or American Blind Bowling Association for the visually impaired category.

COMPETITION This competition will be based on the total pins attained in two complete games. Each game will consist of 10 frames. Bowlers will be given the opportunity to warm up on the lanes prior to bowling their two games in the competition. Averages will not be taken into account.

CYCLING

EQUIPMENT

Athletes are responsible for bringing their own two-wheel bicycle and helmet for competition that is custom-fit for them. Multi-gear (free-wheel) bikes with front and rear brakes are required. NVGAG will not provide equipment for this event. There may be no protective shield, faring or other device on any part of the bicycle (including, but not limited to, the frame, wheels, handlebars, chain wheel or accessories) that has the effect of reducing air resistance.

All bicycles must be certified by the Lead official prior to the competition. Helmets are mandatory and must conform to USA Cycling regulations. Athletes will be required to furnish and wear their own athletic shoes for this competition. Recumbent bikes are welcomed.

Bike Suggestions and examples: • Personal bikes are required and the preference of bike depends on the person’s interest. If the athlete is going to be road racing and riding at home, while balance and stability

aren't issues, a road bike is what should be acquired. If they are going to use the bike more recreationally and exercise, more for riding bike

trails with family, etc. then I'd go with a hybrid cross trainer. Looks more like a mountainbike but lighter and cheaper.

Recumbent bikes (three wheel bikes), performance wise they are the same and reduce riskof crashes and hip fractures. The catrike and sun products are popular brands.

COMPETITION

The 10K cycling competition is limited to ambulatory athletes only and will be based on best time. The road race will be a mass start at 10-minute intervals by age division, and gender with combinations when needed. Each athlete will be given the opportunity to become familiar with the course. Warm-up prior to the cycling competitions will be used to determine the riding ability and safety of the athlete. If the athlete is deemed unsafe he/she will not be allowed to compete.

Riders must stay to the right except when overtaking another rider. Failure to do so will result in disqualification. No rider shall pace behind another rider closer than 25 meters (80 feet) ahead, or 2 meters (7 feet) to the side. A rider who is observed taking pace shall receive a time penalty. No restarts are permitted.

GOLF

EQUIPMENT

The NVGAG will provide one sleeve of three golf balls, scorecards, and golf carts. Athletes must provide their own tees, clubs, golf gloves, golf shoes, and additional golf balls. The NVGAG will not be responsible for replacing lost or stolen clubs. Golf carts are for athletes and official NVGAG staff only, NOT for coaches, family or friends of athletes.

Refundable deposit required- a personal check (no money orders or cashier’s checks) is required and will be returned the day of the golf event. Cancellations for golf must be done 30 days prior to the scheduled event to receive a full refund.

COMPETITION

The event will be held on a golf course selected by the NVGAG. Play will consist of eighteen (18) holes for golfers 55 -74 and nine (9) holes for age groups 75 and above. If an athlete is unable to complete the round a withdrawal is necessary.

Players will begin each hole from the following tee boxes: RED - women; WHITE– men. Players 75 and above - GOLD/senior tees.

Each athlete will compete individually within his/her age group and gender divisions. Gross scores will determine the first three places in each age category. In the event of a tie between 1st, 2nd or 3rd place the USGA tie-breaking procedure of matching scorecards will be implemented.

Golf athletes must have prior golfing experience of having played on a regular basis for at least the past one year. Each athlete will provide golf ratings on their application to assist with setting up teams.

Spectators must remain at least 25 feet away from tee boxes and greens. USGA rules regarding coaching will be strictly enforced. USGA rules regarding pace of play will be observed. Spectators may be asked, by the event’s Head Official, to leave the course in the event of a disturbance or interruption event play.

HORSESHOES

EQUIPMENT

The NVGAG host will provide standard and adaptive sets of pitching horseshoes. The 2017 competition will be held indoors using adapted equipment.

COMPETITION

The competition will be set up in a single elimination tournament format. All matches will be played for six innings, each player throwing two shoes per inning. If conditions warrant, the event’s Lead Official may decrease the number of innings pitched in the match. The winner of the match will advance in the tournament. The Championship round will be decided by win/loss record. Count-all scoring (without bonus points for each match won) will be used. Ties shall be broken by pitching an extra inning, for a maximum of two additional innings. At the conclusion of the two additional innings and there is still not a clear winner. Each competitor will be able to throw one horseshoe with the closest shoe to the stake being the winner.

First Place ties will play a 3-shoe playoff game to decide 1st and 2nd place. All other ties will be decided by head-to-head competition (who beat who between the tied participants) and then by points scored if still tied.

All pitching distances are measured from the bottom of the stake to the pitching line. Pitching distances will vary based on age, gender and category. Athletes in the visually impaired and wheelchair categories will use the standard court, but the pitching distances will be adjusted in accordance with the below guidelines:

NINE BALL

EQUIPMENT

The NVGAG host will provide billiards tables and balls (nine numbered and one cue ball), diamond-shaped ball racks, cues, cue chalk, coin or other device to determine the break and stop watches. Athletes may use their own pool cues after inspection and approval by the event’s Lead Official.

COMPETITION

The competition will be set up in a single elimination tournament format. All matches will be best two out of three games. Third Place game will match the two losers of the two semi-final games against each other. All games will be subject to a 10-min time limit.

Nine Ball is a rotation game, meaning the balls are shot in numerical order. The shooter must strike the lowest numbered ball on the table first. The game is over when the 9-ball is legally pocketed. A player retains his/her turn at the table as long as he/she strikes the lowest numbered ball first and legally pockets a ball. He/she need not pocket the lowest numbered ball to continue shooting. For example, he/she may shoot the 1-ball into the 4- ball, thus pocketing the 4-ball. He/she will then continue shooting but must, once again, strike the 1-ball first. If the shooter hits the 1-ball into the 9-ball and the 9-ball is pocketed, the game is over and that shooter wins. Neither shots nor pockets need to be called.

Nine balls are used and are racked in a diamond shape. All fouls carry the ball in hand penalty anywhere on the table.

After the 10-minute time limit and a winner has not been determined, a "shoot-out" will determine the winner. The "shoot-out" rules are listed in the event instruction sheet.

POWER WALK

EQUIPMENT

The NVGAG host will provide the track, timing system and score sheets.

COMPETITION

Power Walking is a progression of steps taken so the walker makes contact with the ground with no visible (to the human eye) loss of contact. As the advancing leg moves forward and the heel strikes the ground, the knee need not be completely locked as it passes under the body (as it does in race walking). A soft knee is perfectly acceptable; however, an overly excessive, bent knee is deemed to be in a creeping or running shuffle. This will also be subject to disqualification.

Competition will consist of an 800M and a 1600M power walk.

All athletes must wear athletic-type clothing and shoes that are customary for the sport in which they are competing. Failure to follow the uniform rule can result in disqualification by the Official.

Clothing made of jean and/or denim and khaki material are not allowed as it can restrict movements during competition, and if worn can result in disqualification. Athletic tights/shorts can be above mid-thigh, knee length or ankle length. Loose fitted Capri length pants can be worn, but cannot be of denim or khaki material.

SHUFFLEBOARD

EQUIPMENT

The NVGAG host will provide standard and adaptive shuffleboard discs, as well as cues. Athletes may use their own cue if determined to be of regulation type by the event’s Lead Official, and the cue shall not have an overall length of more than 6 feet, 3 inches.

COMPETITION

This competition will be set up in a single elimination tournament format. All matches will be played in six frames. Highest point score will determine the winner. Third Place game will match the two losers of the two semi-final games against each other. If time permits and if courts are available, athletes can practice on courts, however they cannot be the ones played on during their competition.

No metal part of the cue shall touch the playing surface.

COMPETITION

All swimming events will be based on time. The number of racers in each heat will be based on the number of entries. The opportunity to warm-up in the pool prior to the race will be given at the discretion of the event’s Lead Official. The order of finish (1st through 6th places) will be determined by best times for each event within each age divisionand gender . Any swimmer who uses improper methods in order to obtain an advantage over his/her competition will be disqualified from that event.

For athletes who are members of United States Masters Swimming (USMS), competition times will be identified for their records.

TABLE TENNIS

EQUIPMENT

The NVGAG host will provide standard table tennis tables and nets, regulation table tennis rackets/paddles, balls and scorecards. Athletes may use their own table tennis paddles if they are determined to be regulation by the event’s Lead Official and they are the same type as those supplied by the NVGAG.

COMPETITION

Athletes will compete individually in singles table tennis. The competition will be set up in a single elimination tournament format. All matches will be played as the best three out of five. Third place game will match the two losers of the two semi-final games against each other. White shirts or jackets are not permitted for competition, per USA Table Tennis rules.

TRACK & FIELD

EQUIPMENT

The NVGAG host will provide the course, timing system and score sheets.

The NVGAG will provide certified implements for all field events and age groups. Athletes must use the implements that are provided.

COMPETITION

This competition will consist of 100m, 200m, 400m, 800m and 1500m. The number of heats will be determined by the number of entries. The order of finish (1st through 6th places) will be determined by best times for each event within each age division.

In track and field, clothing made of jean and/or denim and khaki material are not allowed as it can restrict movements during competition and if worn can result in disqualification. Athletic tights/shorts can be above mid-thigh, knee length, or ankle length. Loose fitted Capri length pants can be worn but cannot be of denim or khaki material.

Example of these types of clothing:

All athletes must wear their assigned bibs during their sporting event competition. Bibs must be worn correctly with last name and bib number to the front of chest.

Each athlete will have the opportunity to throw any of the three official implements (discus, javelin and shot put) 3 times each. Only the longest of each athlete’s three (3)

EXHIBITION SPORTS

The exhibition sports will be introductory clinics that will include instruction, as well as opportunities to participate. Individual personal equipment is NOT allowed for the exhibition sports.

AIR PISTOL

The sport of Air Pistol will allow participants the opportunity to learn how to shoot a 10m Air Pistol.

The NVGAG will provide the pistols and ammunition for the air pistol exhibition event.

LEARNING THE SPORT

The athlete must be in the prone position, without any artificial or other support, with both feet and/or shoes completely within the firing point. The pistol must be held and fired with one (1) hand only. The wrist must be visibly free of support.

In the 10m Air Pistol Event, shooting must start from the READY position. In the READY position, the athlete's arm must point downward at an angle of not greater than 45 degrees from the vertical. The arm with the pistol must not be pointed at the ground within the forward edge of the firing point. The arm must remain in this position while waiting either for the appearance of the target or, when EST is used, for the green light(s) to come on.

ARCHERY

Archery is the sport and skill of shooting bows and arrows at a specified target. Participants will learn the techniques of how to hold the bows correctly and shoot the arrows.

The NVGAG will provide the bows and target arrows needed for the archery exhibition event.

LEARNING THE SPORT Arrows will normally be shot in six arrow ends, but may be shot in three arrow ends when field and equipment conditions require more than four archers to be grouped on a target butt.

Each end will consist of one set of six arrows with five minutes allowed for each end to be shot. When three arrow ends are necessary, each end will consist of one set of three arrows with 2-1/2 minutes allowed for each end to be shot. Shooters will rotate with target mates after each end.

Dividing lines are part of the higher scoring. The arrow shaft must only touch the color or dividing line between scoring zones to score the higher value.

Hits will not be marked on the target face. Witnessed bounce out and pass through arrows will be shot over at the end of the distance as make-up arrows. If the bounce out destroys an arrow in the target, then it is a “Robin Hood” and will score the value of the arrow it destroyed.

Archers will not be required to wear white or blue attire; however, they will be expected to wear clothing appropriate for a national event.

Athletes should be able to keep their arrows on target at 10meters.

FLOOR BALL

Floorball is a type of hockey that has its roots in similar activities such as floor and field hockey. The game only requires the use of sticks and a ball which makes it a perfect activity for most players, regardless of their age, gender and physical ability. Unlike other stick sports, floorball sticks are extremely lightweight (approx. 8 oz), which makes them safe and easy to use by nearly all players.

LEARNING THE SPORT Due to the very basic nature of the game, floorball is adaptable to virtually any environment. The equipment, number of players, size of the court, type of surface and the implemented rules can all be modified in order to suit the needs of the players. Therefore, floorball is an excellent activity for individuals with either a physical disability, cognitive disability or both. In fact, floorball is widely played by people with a vast range of disabilities.

BADMINTON INSTRUCTIONS TO ATHLETES & RULES

In light of high interest and number of entries in Badminton and the limited court time,

matches may be shortened at the discretion of the tournament manager. For example early

round matches may be one game of 21 points.

1. Competition numbers must be worn. 2. You may not be assisted or coached in the competition area. 3. A match consists of the best of 3 games of 21 points. 4. Every time there is a serve; there is a point scored. 5. The side winning the “rally” adds a point to its score. 6. At 20-all, the side which gains a 2-point lead first, wins that game. 7. At 29-all, the side scoring the 30

th point, wins that game.

8. The side winning a game serves first in the next game. 9. When the leading score reaches 11, a 1 minute break is allowed. 10. Between games, a 2 minute break is allowed. 11. In the 3rd game, change ends when the leading score is 11.

SINGLES: 1. At the beginning of each game and when the server’s score is

even, the server serves from the right service court. When the server’s score is odd, the server serves from the left service court.

2. If the server wins a rally, the server scores a point and serves again from the alternate service court.

3. If the receiver wins a rally, the receiver scores a point and becomes the new server. (Even score=right; Odd score =left)

DOUBLES: 1. At the beginning of each game and when the server’s score is

even, the server serves from the right service court. When the server’s score is odd, the server serves from the left service court.

2. The service passes consecutively. 3. If the serving side wins the rally, it scores a point and the same

server serves again from the alternate service court. 4. If the receiving side wins the rally, it scores a point and becomes

the new serving side.

5. The players do not change their respective service court until they win a point when their side is serving.

8. Medals will be awarded based on age division, gender, double teams

Golf INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. (Front and Back)

2. You may not be assisted or coached in the competition area.

3. Golf Cart, three golf balls and tees will be provided.

4. Competitors must provide their own golf gloves, golf shoes and additional golf balls.

5. Play will consist of 18 holes for 55-74; 9 holes for 75+

6. If a competitor is unavailable to complete the round, a withdrawal is necessary. 7. Golfers must have prior golfing experience, having played on a regular basis for the past year. 8. Each player will compete individually within his/her age group and gender divisions. There is no handicapping of scores. 9. Competitors will play in groups of no more than 4 competitors

will be grouped in similar age categories as much as possible. 10. A" shotgun" start will signal players to begin play.

11. Players in each age group will play the same holes

12. Players will begin each hole from the following tee boxes: a. White – Men 55-74

b. Red – Women c. Gold – Men 75+ 13. Speed of play will be strictly enforced for all competitors.

14. A stroke will occur any time a player positions him/herself to hit the ball and takes a swing at the ball. 15. Special Rules;

a. Winter Rules: A ball may be moved 1 club length in any direction in the fairway or rough, but NOT toward the hole. However, a ball in the rough must be played from the rough. It cannot be moved to the fairway. A ball in the sand trap must be played where it lies.

b. Water Hazards: (A ball in the water or inside the red/yellow hazard stakes) if you cannot play your ball, drop a ball outside the

Once a player reaches double bogey, he/she is to pick up the ball and wait for the others in the group to finish the hole.

d. Out of Bounds: Usually marked by white stakes. Player takes 1 stroke penalty but no loss of distance. Drop a ball in play approximately at the point the ball went out of bounds.

e. Lost Balls: Take no more than 5 minutes to look for a ball. If not found, place a ball where you think the ball should have been found. Take 1 stroke penalty.

f. Putts: All puts must be putted. 16. Places will be awarded based on best score.

17. Medals will be awarded based on age division.

18. Awards will be presented for 1st-3

rd medals and 4-6

th ribbons

19. Resolving ties: In the event there is a tie at the end of the round for low score in an age group, a score card tiebreaker will be used to break that tie. Spectator Rules:

Spectators may walk the course but must remain 25ft away from tee boxes and greens

No spectators are allowed in the golf cart, if in cart, spectator will be removed from course. If Veteran fails to comply, they will be disqualified from medal contest and may finish play or leave the course. No warnings will be given.

1. Competition numbers must be worn. 2. Swimming will count as one event towards the four event

maximum. Competitors may enter and medal in one, two or three swimming competitions.

3. You may not be assisted or coached in the competition area. 4. Swimming event will be held in a 50yd pool ( 25yd with bulkhead) 5. Swimmers will be given an opportunity to warm up prior to the

start of the event. 6. All swimmers will begin with an “in water” start. One hand must be

in contact with the wall prior to the start. 7. Heats will be set up based on age divisions, depending on the

number of competitors some heats may have different age groups.

8. The backstroke, breaststroke and freestyle events require some part of the body to touch the wall.

9. Backstroke: There are no rules pertaining to arm or leg movements. The swimmer is allowed to turn over on his/her stomach during the turn prior to touching the wall.

10. Breaststroke: Forward start must be used. After the start and after each turn when the swimmer leaves the wall, the body

shall be kept on the breast. It is not permitted to roll onto the back at any time except at the turn after the touch of the wall where it is permissible to turn in any manner as long as the body is on the breast when leaving the wall. Throughout the race the stroke cycle must be one arm stroke and one leg kick in that order. 11.Freestyle: Swimmers must touch the wall at each turn and at the finish. Any stroke may be used, and swimmers may switch strokes whenever they wish.

lanes. 10. Adaptive bowling categories; wheelchair, wheelchair adaptive

(i.e., ramp, stick or handle ball), and visually impaired. 11. Competitors can only compete in one adaptive bowling

category. 12. Bowlers will adjust their own ramps with no assistance from

volunteers or officials. 13. Adaptive bowling categories (ramp bowlers) will not switch

lanes. 14. *Note –If athletes utilize a scooter they must adhere to the

modification of the rules for wheelchair users (i.e. - feet may not touch the floor during competition). No alterations may be made to change the height of the seat.

15. Handrails may be used for those competitors with visual impairments.

shoes per inning. If conditions warrant the event official can decrease the number of innings pitched in the match.

8. Beeper devices are available for use for the visually impaired competition.

9. Pitching Distance:a. Ambulatory Men 55-69 – 40 ft.b. Ambulatory Men 70 and up – 30 ft.c. Ambulatory Women 55-64 – 30 ft.d. Ambulatory Women 65 and up – 20 ft.e. Wheelchair and VI – Men – 20 ft.f. Wheelchair and VI – Women – 15 ft.

10. First pitch is determined by the toss of a coin.11. Players shall alternate first pitch, one player having first pitch in

point. 15. Ties shall be broken by pitching an extra inning, for a maximum

of two additional innings. At the conclusion of two additional innings and there is still a clear winner. Each competitor will be able to throw one horseshoe with the closest shoe to the stake being the winner.

16. Fouls and Penalties a. No competitor, while their opponent is in pitching position,

shall make any remark nor utter any sounds within the hearing of opponent, nor make any movement that does or might interfere with the opponent playing. Penalty: both shoes of the offender shall be declared foul in the inning about which complaint is made.

b. No competitor shall touch his/her own or opponent’s shoe or shoes until the event official renders a decision. The event official shall declare foul shoes thrown by a competitor failing to comply with this rule, and award points to the opponent, according to the position of his or her shoes.

c. No competitor shall walk to the horseshoe pit, or be informed of the position of shoes prior to the completion of an inning.

d. A player, while not pitching, must remain in an area that does not interfere with his/her opponents pitching motion.

e. Any player repeatedly violating rules, or guilty of unsportsmanlike conduct, may be barred from further competition.

17. Medals will be awarded based on age division, gender and category (ambulatory, visually impaired, wheelchair). 18. Awards will be presented for 1st through 3rd medal winners.

INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn 2. You may not be assisted or coached in the competition area. 3. USA Boccia equipment will be provided. 4. USA Boccia rules will be used and modified for VI participants 5. VI Boccia is for single competition only. 6. Players are allowed to sit or stand during play. 7. Competition will be a single elimination tournament. 8. Whenever possible, competitors from the same medical center will not

be matched against each other in first round matches. 9. All matches will be played using two ends each team throwing a

maximum of 6 balls per end. 10. Each player wears a blindfold to make everyone equal. 11. Each player has a boccia grid, in which the volunteer will manipulate 12. Walk the players around the circumference of the court, starting from

their playing position to give them an impression about the size and shape of the playing area. Point out to them the throwing line, the v-line, the cross, and their seating position.

13. Coin flip starts the game; winner has choice of color, which determines their player’s box, throwing of the Jack, and first throw for each End.

14. The player with red balls throws the white jack ball into the court – the assistant inserts the white peg into the grids according to its position on the court. The referee or the players’ assistant inserts the pegs after each Red & Blue ball is thrown.

15. The red player throws the first red ball, aiming to get as close to the white jack ball as possible.

16. The blue player throws the firs blue ball, aiming to get as close to the target ball as possible.

17. The player with the longest distance to the target ball continues to play. 18. On their turn players should be allowed to walk out to the jack as well

as reading the grid.

9. A clapping or tapping sound by the officials/volunteers may be made to indicate the right direction of the ball for the athlete.

10. The game continues like this until all balls are thrown. If the white jack is thrown out of the legal area, it is placed on the cross.

11. Athlete scores one point for each ball that is closer to the jack than the opponent’s closest ball. A match of VI Boccia only comprises of 2 ends.

Shuffleboard INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn.

2. You may not be assisted or coached in the competition area.

3. Standard and adaptive shuffleboard discs and cues will be provided.

4. Competitors may use their own cue if determined to meet the

regulations by the event official.

5. The cue shall not have an overall length of more than 6 feet 3 inches.

No metal part of the cue shall touch the playing surface.

6. Shuffleboard categories are ambulatory, visually impaired and

wheelchair.

7. Competition will be a single elimination tournament.

8. Whenever possible, competitors from the same medical center will not

be matched against each other in first round matches.

9. All matches will be played in six frames.

10. Highest point score will determine the winner.

11. The game will be played using the singles format. Two competitors

will compete against each other in a match.

12. Need to report no later than10 minutes after start time or you are

considered a No-Show.

13. Athletes can practice on courts not in use and only on ones they will

not play on during competition.

14. Bright colored discs will be used for the visually impaired.

15. Choice of color is determined by flip of a coin. Competitors will be

allowed four practice shots.

16. Yellow shall always be played from the right side of the head of court

and left side of foot of court.

17. Yellow begins the first round, black begins the second round. Play

continues with the lead changing colors every round.

18. All discs must be in -10 to start.

19. Discs should be indicated good or bad after each shot. After the score

is called and the shooter disagrees with the call, he/she may go and

20. Winner of each game will be the person scoring the highest points at

22. If a tie score results at game point or over, a complete 2 frames will be

played and score totaled. If score is still tied, play continues in

complete frames until a winner is declared.

23. Fouls and Penalties

a) No hesitation or hook shots allowed. Penalty: Offender’s disc

removed and opponent credited with score of any discs replaced.

b) Competitors shall not stand in the way of, or have a cue in the

way of, or interfere with the opponent while he/she is executing a

play. Penalty: 5 Points Off

c) Competitors shall not touch live discs at any time. Penalty: 5

Points Off

d) Competitors must not talk or make remarks to disconcert

opponents play. Penalty: 10 Points Off

e) A disc or discs returning or remaining on the court after having

struck any object other than a live disc shall be removed before

further play. It is called a dead disc. If a dead disc moves or

displaces a live disc, that half round will be played over.

f) A disc which stops in the area between the starting area and the

farthest dead line is DEAD, and shall be removed before any

further play. If a disc touches the far dead line on either side, it is

a LIVE disc and remains in play.

g) Competitors shooting before opponents disc comes to rest will

result in a 10 point penalty and the offender’s disc removed and

opponent credited with any discs displaced.

h) In the act of shooting, it is permissible for the player to cross the

center line. Players may not however, begin their shot from their

opponent’s side of the court. Penalty: 5 Points Off

24. Medals will be awarded based on age division, gender, and category.

25. Awards will be presented to 1st-3

Power Walk 800M, 1600M

INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. 2. Number of heats will be based on the number of entries. 3. All competitors must stay in their assigned lane. 4. All athletes must be signed-in when their event heat is announced. 5. Athletes must wear appropriate clothing 6. Athletes may utilize a guide. Guide runner may lead the athlete to the

completion area and tether the athlete with a non-elastic material not to exceed 100cm.

7. Places will be based on fastest time for each event. 8. One foot must be on the ground at all times. If both feet are off of the

ground simultaneously, that is cause for disqualification. 9. Each advancing foot-strike must be heel to toe at all times. Striking

with the toe or ball of the advancing foot is considered running (or "creeping"), and is cause for disqualification.

10. As the advancing leg moves forward and the heel strikes the ground, the knee need not be completely locked as it passes under

the body (as it does in race walking). A soft knee is perfectly acceptable; however, an overly excessive, bent knee is deemed to be in a creeping or running shuffle. This will also be subject to disqualification. 10. Disqualification will also result when an athlete is judged to be in violation of the above rules in three separate instances, by three separate officials, during the course of the race/competition.

11. Rules are strictly enforced to maintain the integrity of the sport. 12. A competitor will be disqualified after the third warning. 13. Medals will be awarded based on age division and gender. 14. Awards will be presented for 1st-3rd medals and 4-6th ribbons 15. Resolving ties: competitors who tie will be awarded duplicate

1. Nationals officials or judges can be from the race walk events, or can be other officials or volunteers assigned by the Head National Official. 2. Each judge or monitor should employ the above rules to ensure that all athletes are "legal." Should an athlete been seen violating the rules, verbal warnings from the judges or monitors will be forthcoming. 3. Continued violation by an athlete will result in a red card issued by the judge or monitor. All cards are to be turned into the Lead National Official. 4. If an athlete accumulates three red cards from three different judges or monitors during the event, the athlete is disqualified and will be asked to leave the course by the Head Judge or monitor. If the race has been completed, but an athlete has accumulated three red cards during the event, the Head Judge shall notify the athlete that he or she has been disqualified. The Head Judge or monitor shall have the final decision on athlete disqualification.

Nine-Ball INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. 2. You may not be assisted or coached in the competition area. 3. Pool tables, pool balls (nine numbered and one cue ball), ball

racks, cues and cue chalk will be provided. 4. Competitors may use their own pool cues after inspection and

approval by the event official. 5. Nine-ball categories are ambulatory and wheelchair. 6. Competition will be a single elimination tournament. 7. Whenever possible, competitors from the same medical center

will not be matched against each other in first round matches. 8. All matches will be the best two out of three games 9. 9-Ball is a rotation game, meaning the balls are shot in numerical

order. 10. Competitors in the wheelchair division must remain seated

while shooting. Feet may not be placed on the floor during competition. No alterations can be made to alter the height of

the seat. 11. The game ends at the end of a legal shot which pockets the 9-

ball, or when a payer forfeits the game as the result of a foul, or after the 10-minute time limit. 12. All games in the ambulatory division will have a 10-minute time

limit. The wheelchair division will be 15-minutes. 13. Break will be determined by the flip of a coin with the winner of

the toss having choice of break, then turns alternate for the second and third games.

14. A foul on the break will result in ball-in-hand anywhere on the table for the breakers opponent.

15. Players will call and keep track of their opponent’s fouls. 16. Combination shots are legal and extremely common in 9-Ball.

The lowest numbered ball on the table must be hit first. 17. Balls must remain in a pocket to be legal. If a ball goes in a

pocket but bounces back onto the playing surface, it is not

considered pocketed. 18. The 9-ball is the only ball that can be spotted. 19. If after the 10-minute time limit a winner has not been

determined, a "shoot-out" will determine the winner. The following "shoot-out" rules will apply to determine the winner of the game: a. The timer will announce when the time limit has been reached.

If a player is taking his/her turn, the timer will wait until the player’s turn (not his/her shot) is over before announcing the time limit has been reached.

b. When the time limit has been reached, the balls will be re-racked and the original breaker of the rack will break again.

c. They will then take their turn and the scorekeeper will record the number of balls made and the second player will play. If the player does not make a legal shot off of the broken rack, the second player will when then take a turn and their balls will be recorded and the first player would play again.

d. The winner will be the player who legally makes the most number of balls during his/her turn.

e. If the 9-ball is legally made at any time during the overtime period by either player the game is over and the player legally making the 9-ball is the winner.

Examples: a. If player A is first to play in the overtime and he/she legally

makes the 9-ball during his/her turn, player A wins and the game is over.

b. If player A legally makes 3 balls during his/her turn and player

B makes only the 9-ball during his/her turn, player B wins.

c. If player A legally makes 2 balls during his/her turn and player B makes 1 ball, player A is the winner even if no one legally has made the 9-ball.

20. Fouls (If any of the following fouls are committed, the penalty is ball-in-

hand for the incoming player) a. Only the player can call his/her opponent’s foul b. Anytime the cue ball goes in a pocket. c. Failure to hit the correct ball first. (The correct ball is

always the lowest numbered ball on the table). The table official will determine "good or bad" hits.

d. Failure to hit a rail after contact. Any ball (including the cue ball) must go to a rail AFTER LEGAL contact. A pocketed ball counts as a rail.

e. It is a foul to jump a cue ball over another ball by purposely miscuing it up in the air. Accidental miscuing is not a foul unless other rules in this section are violated

f. Anytime the cue ball goes on the floor, or otherwise leaves the playing surface

g. Receiving illegal aid during your turn at the (coaching from another person) table.

h. Causing movement of the cue ball, even accidentally, is a foul.

i. If, during the course of a shot, the cue ball does not touch anything.

j. Only the player may place the cue ball in a ball-in­ hand situation.

Blind Disc Golf INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn at all times during competition.

2. VI athletes must have their eyes covered by blindfolds that completely cover their eyes during the competition when initiating each throw to eliminate light perception and ensure an even playing field.

3. Coaches/volunteers will show participants the course and serve as the guide. The role of the guide is to get the athlete in the proper position and provide verbal (acoustic) cues ( clapping the hands ,voice) to help direct the throw. If the head official in charge of the event decides that an guide who is providing acoustic cues is in an unsafe location then the official has the right to require the assistant to move. If the official in charge of the event decides that a guide is in breach of the rules (e.g. coaching in competition area), the athlete and his guide(s) shall be warned by the Head Official and advised that, if there is any repetition, the athlete will be disqualified from the event . A guide animal is not recommended in the competition area to ensure the safety of all individuals.

4. Athletes will be called to the competition area in order to begin play with guide/coach.

5. Teeing order on the first tee is determined at random.

6. Teeing order on all subsequent tees is determined by the scores on the previous hole, with the lowest score throwing first, and so on. If the previous hole was a tie, the scores are to be counted back until the order is resolved. After all players in the group have teed off, the player farthest from the hole throws first.

7. Players should take a maximum of 30/45 seconds to make a throw after the previous player has thrown and marked their lie.

8. Tee throws must be completed within or behind the designated tee area. When the disc is released, at least one of the player’s feet must be in contact with the surface of the teeing area.

9. After each throw, the thrown disc must be left where it came to rest until the lie is established by the placing of a marker.

10. A marker inadvertently moved prior to the throw shall be returned to its correct location.

11. When the disc is released, a player must:

• Have at least one foot in contact with the playing surface on the line of play and directly behind the marker disc.

• Have no contact with the marker disc or any object closer to the hole than the marker disc.

• Have both feet in bounds.

• Stepping past the marker disc is permitted after the disc is released, except when putting within 10 meters.

• Any throw within 10 meters to the hole is considered a putt. A follow through after a putt, that causes the thrower to make contact closer to the hole, constitutes a falling putt and is considered a violation.

• A player must choose a stance that will result in the least movement of any obstacle that is a permanent part of the course.

• If a large obstacle prevents a player from taking a legal stance, the player shall take his or her stance immediately behind that obstacle on the line of play. The guide may assist the athlete in determining this.

• Stance violations can be made by an opponent (which will result in a warning) and all subsequent violations will incur a one-throw penalty. When this violation occurs, re-throws must be taken from the original lie.

11. We will use stroke play in scoring all disc golf matches. One point

per throw

12. The goal is to use the lowest amount of throws to finish each

hole. The lowest score wins the match..

13. A player who fails to play any hole or fails to hole out on any hole

during the round will be disqualified.

14. Disc Entrapment Devices: In order to hole out, the thrower must release the disc and it must come to rest supported by the chains or within one of the entrapment sections. The disc must also remain within the chains or entrapment sections until removed.

15. Medals will be awarded based on age divisions.

Obstacles and Relief

• No relief is granted for park equipment (such as signs, trashcans, picnic tables, etc.) as they are considered part of the course.

• A player may not move an obstacle (or hold it back or bend it) in order to make room for a throwing motion. It is legal for a players throwing motion to make incidental movement of an obstacle.

• A player may move obstacles between the lie and the hole that became a factor during the round such as braches that fell during play. If it is not known if an obstacle became a factor during the round then it shall not be moved.

• A player may obtain relief only from the following obstacles: casual water, loose leaves or debris, broken branches no longer connected to a tree, harmful insects or animals, player’s equipment, or spectators.

• A player shall receive one penalty throw for violation of an obstacle or relief rule.

Unplayable Lie

• A player may declare his or her lie to be an unplayable lie and is the sole judge as to whether the lie is unplayable.

• The unplayable lie may be relocated to a new lie that is no closer to the hole, on the line of play and within 5 meters of the unplayable lie.

Interference

• A thrown disc that hits another player, spectator, or animal shall be played where it comes to rest.

• A thrown disc that is intentionally deflected or was caught and moved shall be marked as close as possible to the point of contact.

• In the case of intentional interference, the thrower has the option of taking a re-throw.

• If a disc at rest on the playing surface or supported by the target is moved, the disc shall be replaced as close as possible to its original location.

• Any player who consciously alters the course of a thrown disc, or consciously moves or obscures another player’s thrown disc at rest or a marker disc shall receive two penalty throws if observed by any two players or an official.

Disc above the Playing Surface

• If a disc comes to rest above the playing surface in a tree or other obstacle on the course, its lie shall be marked on the playing surface directly below it.

• If the disc comes to rest above the playing surface out of bounds then the disc shall be declared out of bounds and penalized accordingly.

• If the playing surface directly below the disc is inside a tree or other obstacle, the lie shall be marked on the line of play immediately behind the tree or obstacle.

Out of Bounds

• A disc shall be considered out-of-bounds only when it comes to rest and it is surrounded by the out of bounds area.

• A player whose disc is considered out-of-bounds shall receive one penalty throw. The player may elect to play the next shot from:

• The previous lie as evidenced by the marker disc

• A lie that is up to one meter away from and perpendicular to the point where the disc last crossed into out-of-bounds

• Within the designated Drop Zone, if provided.

Throwing From another Players’ Lie

• A player who has thrown from another player’s lie shall receive two penalty throws. The offending player shall complete the hole as if the other player’s lie were his or her own. No throws shall be replayed.

• The player whose lie was played by the offending player shall be given an approximate lie as close to the original lie as possible.

Lost Disc

• A disc shall be declared lost if the player cannot locate it within three minutes after arriving at the spot it was last seen.

• A player whose disc is declared lost shall receive one penalty throw. If the throw was made from the tee, the player will re-tee for the next shot. If not made from the tee, the player will throw from the approximate lie where the last throw was made. In all cases, the original throw plus one penalty throw shall be counted in the player’s score.

• A marker disc that is lost shall be replaced in it appropriate lie with no penalty.

Mandatories

• A mandatory restricts the path the disc may take to the target. A disc must pass the correct side of the mandatory before the hole is completed. Once the disc has completely passed the mandatory line on the correct side, the mandatory is to be ignored for the remainder of play on that hole.

• The mandatory line is the line marked to indicate when a disc passes or misses the mandatory.

• If no line is marked, the mandatory line is defined as, a straight line through the mandatory, perpendicular to the line from the tee to the mandatory.

• A throw is considered to have missed the mandatory if it passes the incorrect side of the mandatory line from the direction of the tee, and comes to rest lying completely beyond that line.

• A disc that has missed the mandatory results in a one-throw penalty and the next throw shall be made from a lie marked within 5 meters of the mandatory object.

Courtesy

• Players should not throw until they are certain that the thrown disc will not distract another player or potentially injure anyone present.

• Players should take care not to produce any distracting noises or any potential visual distractions for other players who are throwing.

• A player violating a courtesy rule may be warned by any affected player with all players of the group advised of the warning. The player

Basketball

INSTRUCTIONS TO ATHLETES & RULES

3-3 Basketball Competition

1. Coin Toss will determine who gets the ball first.

2. Each game will be to 21 points, or 30 minutes running clock whichever comes first. The team with the most points will be declared the winner; team must win by one point.

3. Teams score by either regular two-point baskets, or by three-

point shots taken from outside the three-point circle.

4. After a basket has been scored or a foul called, a player must put the ball in play from a line past the three point line above the foul key.

5. All held balls will be put into play behind the three point line

with possession given alternately to each team.

6. On defensive rebounds or steals, players must return the ball by dribble or pass across the three point line before a basket may be attempted. Once across the line, they do not have to pass the ball before shooting.

7. Any player may convert an offensive rebound.

8. After a basket, the team scored upon will put the ball in play.

9. Fouls will be called the referee. A foul called in the act of

shooting will result in either two or three points being awarded to the team which was fouled, depending on where the player was fouled. A non-shooting foul will result in the award of one

There will be only one 30-sec time out per team per game. 13. Time will not be stopped to discuss any call. 14. If the game ends in a tie after regulation time there will be a two-minute overtime period. Possession will be determined by a coin toss. Ties at the end of any overtime period will result in successive one minute periods until the tie has been broken, with possession alternating each overtime period. 15. When applicable NCAA rules will apply. 16. Medals will be awarded based on teams and age divisions when appropriate. 17. Awards will be presented for 1st through 3

rd team winners.

Free Throw Competition

1. Each contestant will be allowed two practice free throws prior to their recorded free throws.

2. Each contestant will shoot 15 free throws in succession for no longer than 5 minutes.

3. Each shooter will have a volunteer who will retrieve the ball after each shot.

3. The contestant who makes the most baskets will be declared the winner.

6. All tiebreakers will be held at the completion of each age category. Any contestant who is tied and fails to show up for the tiebreaker will concede.

7. In the case of a tie in the first three places, the ties will be played off by shooting five (5) free throws.

Throws Discus, Javelin, & Shot Put

INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. 2. Field is considered one event towards the six event maximum,

competitors may medal in one, two or all three field competitions (discus, javelin, shot put).

3. You may not be assisted or coached in the competition area. 4. The NVGAG will provide all implements (discus, javelin and shot

puts) 5. Gloves are not allowed, cannot tape fingers together. Substances

to improve grip ok for all events, on hands & shot for Shot put. Chalk or easily removed substance on the implement may be used.

6. Calls are “up”, “on Deck” and “on Hold”. 7. Each competitor is given one (1) minute to throw. The clock starts

when the competitor is called “Up”. The competitor will receive a 15 seconds warning.

implement hits the ground, or leave out of the front half of the circle//leave the runway ahead of the foul line arc and extended lines.

f. Touches with any part of the body before the implement hits the ground, the surface outside the circle; the top of the metal band, the stop board or painted area; for the

10. There will be one/two fights per age division with no more than 13 competitors. Each thrower will be allowed 3 throws

12. No warm-ups will be allowed after the competition begins 13. The Javelin must land head first; head must land in the sector. 14. An open pit format may be used. 15. AIR RIFLE INSTRUCTIONS TO ATHLETES & RULES

Competition numbers must be worn. 1. You may not be assisted or coached in the competition area. 2. Shooting Course will be 10 meters (33 feet) 3. The targets will be positioned in such a manner that they are at

least 4 feet off of the ground/floor. 4. The course will be adequate lighted with limited entrance and exit. 5. Shooters will have 30 minutes to shoot unlimited sighters and 20

shots per record, totaling a possible score of 200 points.

6. Each competitor's total score will be tabulated after the remaining rounds are fired. The best scores out of the 20 shots will be tabulated for a total possible score of 200.

7. Each competitor must support the rifle with both elbows resting on the stationary-firing table. The chest and/or abdomen may also rest on the table.

8. All competitors, assistants, and accompanying personnel who will be in the immediate vicinity of the range complex are required to wear shatterproof shooting glasses or similar eye protection while shooting is in progress. Clear lenses are best, but amber, yellow, or gray is acceptable.

9. EYE PROTECTION WILL BE PROVIDED AND MUST BE WORN!

10. Medals will be awarded based on age divisions. 11. Awards will be presented for 1st through 3rd medals and 4th –

6th ribbons. 12. Resolving ties: competitors who tie will be awarded duplicate

1. Competition numbers must be worn. 2. You may not be assisted or coached in the competition area. 3. USA Boccia equipment will be provided. 4. USA Boccia rules will be used. 5. Boccia categories are, ambulatory and wheelchair; singles and doubles. 6. Ambulatory players are allowed to sit or stand during play. 7. Competition will be a single elimination tournament. 8. Whenever possible, competitors from the same medical center will not

be matched against each other in first round matches. 9. All matches will be played using four ends each team throwing a

maximum of 6 balls per end. 10. A 2-minute or 6-ball warm-up per player/team will be permitted. 11. Coin flip starts the game; winner has choice of color, which determines

their player’s box, throwing of the Jack, and first throw for each End. 12. The player throwing stays behind the throwing line and inside their box. 13. Balls that do not land completely in the court will be declared “dead”. 14. Players may not enter the court area. 15. All seated competitors must keep at least one buttock in contact with

the seat during the throw. 16. Ends will be timed @ 4 minutes for singles; 5 minutes for doubles. 17. The referee determines which color is closest to the Jack. 18. The color NOT closest to the Jack throws next. 19. Players must wait for referee to signal their color before throwing. 20. Scores and times will be recorded and announced after each End. 21. The team with the highest number of total points will be the winner. 22. In the event of a tie, an extra End will be played and tie-break rules will

be used. 23. Medals will be awarded based on age division, gender, double teams.

24. Awards will be presented for 1st through 3rd medal winners.

Additional Rules for Boccia

At the completion of the ends, the points scored on each end are

added together and the side with the highest total score is the winner.

Only one side scores at the end of each end (example red 2, blue 0). If

scores are tied, an additional ‘tie-breaker end’ is played. The Jack

(white ball) is placed on the “cross” (in the center of the court), and the

winner of a coin toss chooses who will throw first. A complete end is

played. The side that wins the tie-breaker wins the game. Tie-breaker

ends will be timed at the discretion of the national official.

Competition begins with the flip of a coin. The winner chooses their

color. The color determines their player’s box. The ball can be thrown

in any manner. If a player cannot throw, a specialized ramp can be

used, which will be the responsibility of the player to bring. Each side

gets 6 same-colored balls.

Ambulatory players may either throw from a standing or sitting position.

Whichever position is chosen to begin play, the position will remain

throughout the completion of the match. Players will throw from the 2

center boxes. Red is in box 3 (left as you face the court) and Blue is in

box 4. For doubles, Red is in boxes 2 and 4 and Blue is in boxes 3

and 5.

The play begins with Red (in the box on the far left as you look out on

the court) throwing the Jack (white ball) out onto the court. It must go

across the V-line and stay inside the court boundary lines.

The player throwing must stay behind the “throwing line” and in their

box not touching the lines, or their ball does not count. That player then

follows up their Jack with a colored ball.

THE OBJECTIVE IS TO GET CLOSE TO THE WHITE JACK BALL.

The opponent then throws their ball. ANYTHING GOES! YOU MAY

HIT ANY BALL OR JUST ROLL IT IN CLOSE.

The colored ball that is closest to the Jack is the “in team” and does

not play. They sit back and wait until their opponent throws closer OR

runs out of balls. After each throw, the referee determines who is

closest to the Jack. The color not closest to Jack is the one to throw.

To begin the next ends:

End 2, the Jack is thrown by the next player (blue player) (for Pair, box

3)

End 3, the Jack is thrown by next player (red player) (for Pair, box 4)

End 4, the Jack is thrown by next (blue player) (for Pair, box 5)

The players must wait for the referee to signal their color before

preparing their throw. When your color is shown you may come out on

court to look. During doubles play the partners can discuss their

strategy when their color is shown. Players can decide NOT to throw

their remaining balls. The balls are then put in the dead ball area.

VI Boccia

INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. 2. You may not be assisted or coached in the competition area. 3. USA Boccia equipment will be provided. 4. USA Boccia rules will be used and modified for VI participants 5. VI Boccia is for single competition only. 6. Players are allowed to sit or stand during play. 7. Competition will be a single elimination tournament. 8. Whenever possible, competitors from the same medical center will not

be matched against each other in first round matches. 9. All matches will be played using two ends each team throwing a

maximum of 6 balls per end. 10. Each player wears a blindfold to make everyone equal. 11. Each player has a boccia grid, in which the volunteer will manipulate 12. Walk the players around the circumference of the court, starting from

their playing position to give them an impression about the size and shape of the playing area. Point out to them the throwing line, the v-line, the cross, and their seating position.

13. Coin flip starts the game; winner has choice of color, which determines their player’s box, throwing of the Jack, and first throw for each End.

14. The player with red balls throws the white jack ball into the court – the assistant inserts the white peg into the grids according to its position on the court. The referee or the players’ assistant inserts the pegs after each Red & Blue ball is thrown.

15. The red player throws the first red ball, aiming to get as close to the white jack ball as possible.

16. The blue player throws the firs blue ball, aiming to get as close to the target ball as possible.

17. The player with the longest distance to the target ball continues to play. 18. On their turn players should be allowed to walk out to the jack as well

1. Competition numbers must be worn.2. You may not be assisted or coached in the competition area.3. Table tennis tables, nets, regulation rackets (paddles) and balls

will be provided.4. Competitors may use their own table tennis rackets after

inspection and approval by the event official.5. Table Tennis categories are ambulatory and wheelchair.6. Competition will be a single elimination tournament.7. Whenever possible, competitors from the same medical center

will not be matched against each other in first round matches.8. All matches will be the best three out of five games9. White shirts or jackets are not permitted for competition.10. Competitors in the wheelchair division must stay in full contact

with the seat of the wheelchair. The footrests or feet touching the floor shall result in the loss of a point. The competitor may not use their legs in any way to gain an advantage over their opponent.

11. The game is won by the player first scoring 11 points, unless both players have scored 10 points, then the game shall be won by the first player subsequently gaining a lead of 2 points. When a tie of 10 points, the serve will alternate between players until a 2 point lead is gained and the game is over.

12. The choice of ends and the player in the first match shall be decided by a coin toss. Thereafter the server will alternate the start of each game.

13. After each 2 points have been scored, the receiving player shall become the serving player, and so on until the end of the game.

14. The service shall be delivered by the server releasing the ball by open palm only, without imparting a spin.

15. The following is a let:

c. If the server releases the ball but does not make an attempt at the ball, he/she may attempt the serve again.

16. Either player shall lose a point: a. If he/she fails to make a good service, except as a let. b. If he/she or his/her racket (paddle), or anything that

he/she wears or carries, touches the net or its supports while the ball is in play.

c. If he/she or his/her racket (paddle), or anything that he/she wears or carries, moves the playing surface while the ball is in play.

d. If his/her free hand touches the playing surface while the ball is in play.

e. If, before the ball in play has passed over the end lines or side lines and has not yet touched the playing surface on his/her side of the table and ball comes in contact with him or anything that he/she wears or carries.

f. If at any time he/she volleys the ball, except in serving. g. If the server makes an attempt on the ball and does not

make contact with the ball on serve attempt, a point will be awarded to the receiver.

h. If the ball in play has passed over the end lines or side lines, has not yet touched the playing surface of his/her side of the table and ball comes in contact with him/her, a point will be awarded the player that the ball came in contact with during rest. (example - line drive)

i. When a good service or a good return having been made by his/her opponent, he/she fails to make a good return.

10K Cycling INSTRUCTIONS TO ATHLETES & RULES

1. Competition numbers must be worn. (Front and Back) 2. You may not be assisted or coached in the competition area. 3. Competitors may either use their own bicycle or rented bicycle. 4. 10K course. 5. Bicycle safety helmets must be worn. 6. Competitors are required to wear appropriate attire and shoes. No

bare shoulders. 7. All riders will start in the same manner, one foot on the ground. 8. The start can be given with a verbal command, whistle, gun or

waving a flag, at 10-minute intervals by age division and gender. 9. The competition is limited to ambulatory competitors only. 10. Each competitor will be given an opportunity to become familiar

with the course. 11. Warm-up prior to the cycling event will be used to determine

riding ability and safety. 12. Riders must stay to the right except when overtaking another

rider. 13. No rider shall pace behind another rider closer than 25 meters

ahead of 2 meters to the side. 14. Riders observed taking pace will receive a time penalty. 15. No restarts are permitted. 16. Places will be awarded based on best time. 17. Medals will be awarded based and age division and gender. 18. Medals will be presented for 1st through 3rd medals and 4th –

Pickleball INSTRUCTIONS TO ATHLETES & RULES

In light of high interest and number of entries in Pickleball and the limited court time, matches

may be shortened at the discretion of the tournament manager.

1. Pickleball is played either as doubles (two players per team) or singles; doubles is most common. A coin toss will determine the team to start the game. 2. The serve must be made underhand. 3. Paddle contact with the ball must be below the server’s waist (navel level). 4. The serve is initiated with at least one foot behind the baseline; neither foot may contact the baseline or court until after the ball is struck. 5. The serve is made diagonally crosscourt and must land within the confines of the opposite diagonal court. 6. Only one serve attempt is allowed, except in the event of a let (the ball touches the net on the serve and lands on the proper service court; let serves are replayed). Service Sequence 7. Both players on the serving doubles team have the opportunity to serve and score points until they commit a fault *(except for the first service sequence of each new game). 8. The first serve of each side-out is made from the right-hand court. 9. If a point is scored, the server switches sides and the server initiates the next serve from the left-hand court. 10. As subsequent points are scored, the server continues switching back and forth until a fault is committed and the first server loses the serve. 11. When the first server loses the serve the partner then serves from their correct side of the court (except for the first service sequence of the game*).

12. The second server continues serving until his team commits a fault and loses the serve to the opposing team. 13. Once the service goes to the opposition (at side out), the first serve is from the right-hand court and both players on that team have the opportunity to serve and score points until their team commits two faults. 14. In singles the server serves from the right-hand court when his or her score is even and from the left when the score is odd. 15. At the beginning of each new game only one partner on the serving team has the opportunity to serve before faulting, after which the service passes to the receiving team. 16. Medals will be awarded based on age division, gender, double teams 17. Awards will be presented for 1st through 3rd medal winners. Additional Rules Scoring • Points are scored only by the serving team. • Games will be played to 11 points, win by 2. • When the serving team’s score is even (0, 2, 4, 6, 8, 10) the player who was the first server in the game for that team will be in the right-side court when serving or receiving; when odd (1, 3, 5, 7, 9) that player will be in the left-side court when serving or receiving. Double-Bounce Rule • When the ball is served, the receiving team must let it bounce before returning, and then the serving team must let it bounce before returning, thus two bounces. • After the ball has bounced once in each team’s court, both teams may either volley the ball (hit the ball before it bounces) or play it off a bounce (ground stroke). • The double bounce rule eliminates the serve and volley advantage and extends rallies.

Non-Volley Zone • The non-volley zone is the court area within 7 feet on both sides of the net. • Volleying is prohibited within the non-volley zone. This rule prevents players from executing smashes from a position within the zone. • It is a fault if, when volleying a ball, the player steps on the non-volley zone, including the line and/or when the player’s momentum causes them or anything they are wearing or carrying to touch the non-volley zone including the associated lines. • It is a fault if, after volleying, a player is carried by momentum into or touches the non-volley zone, even if the volleyed ball is declared dead before this happens. • A player may legally be in the non-volley zone any time other than when volleying a ball. • The non-volley zone is commonly referred to as “the kitchen.” Line Calls • A ball contacting any line, except the non-volley zone line on a serve, is considered “in.” • A serve contacting the non-volley zone line is short and a fault. Faults • A fault is any action that stops play because of a rule violation. • A fault by the receiving team results in a point for the serving team. • A fault by the serving team results in the server’s loss of serve or side out. • A fault occurs when: • A serve does not land within the confines of the receiving court • The ball is hit into the net on the serve or any return • The ball is volleyed before a bounce has occurred on each side • The ball is hit out of bounds • A ball is volleyed from the non-volley zone
