1. Executive Summary The City of Defiance has entered into a First Amended Consent Order dated September 2, 2014, which requires the City to submit a CSO annual report. The City is required to submit the report summarizing its CSO and CSO outfall discharges during the previous year and as required in the City’s NPDES permit. The report is required to include the following items:

• Annual summary of frequency and volume of CSO and CSO outfall discharges and the total annual loadings for the 5-day CBOD and total suspended solids for each CSO.

• Evaluation of the City’s predictive model to identify any changes that need to be made based on changes within the sewer system due to implementation of the LTCP, which may include the addition of sanitary sewers, elimination of storm sewer flow, changes in pumping capacities, private property footer drain disconnections, or other changes to the wastewater treatment system.

• Summary of actions taken to implement the nine minimum controls in accordance with the City’s existing

Combined Sewer System Operation and Maintenance Plan (CSSOMP) • Summary of actions taken to implement the City’s original LTCP and Addendum No. 1 as well as the

submittal and approval status of the LTCP Update.

The following sections summarize the information used to develop the CSO annual Report, results of the predictive model, operation and maintenance performed throughout the collection system, and actions taken to implement the LTCP.

2. Summary of Annual Frequency, Volume, and Loading of CSOs

2.1 Predictive Model – Background

In 1993, Burgess and Niple developed a combined sewer overflow (CSO) estimating program (predictive model) for the City of Defiance Water Pollution Control Division to provide an economical means for the City to report the annual CSO discharge frequency, volume and loading and to comply with our NPDES permit. During the development of the Combined Sewer Overflow Long Term Control Plan the Ohio EPA adopted the CSO annual report as a means to provide periodic updates of our progress on the CSO Long Term Control Plan. These updates are called for under Part 1, B of our NPDES Permit and Part VIII, paragraph 36 of the September 2, 2014 First Amended Consent Order. A copy of these pages of the NPDES Permit and First Amended Consent Order is included in Appendix A. The data required by the Ohio EPA includes the estimated total volume of the overflow, overflow duration, and estimated average Carbonaceous Biochemical Oxygen Demand (CBOD) and Suspended Solids (SS) loadings being discharged into the receiving water from the CSO overflows/discharges. The 1993 program has been edited annually from 2002 – 2014 to reflect the progress of the LTCP and Consent Order improvements to predict the CSO discharge information for the previous year and has again been edited with the progress made in 2015.

In 2018 the data used for the CSO estimated overflows includes a combination of “Real Time Monitoring System” along with predictive overflow amounts. There are twelve (12) sites that monitor real time flow at the overflow weirs. There are sixteen (16) CSO overflow sites that have their flow calculated based off historical data, rainfall, rainfall intensity and overflow occurrences at the twelve real time monitoring sites. Program settings as outlined in the next section are also used for the predictive overflow amounts.

2.2 CSO Estimating Program (Predictive Model)

2.2.1 1993 Program Settings

Several variables contribute to the prediction of the overflows. The row at the top of the predictive model input data tables shows each of the following input categories. The abbreviations are represented as follows:

2.2.2 Model Modifications

There were no modifications to the model in 2017. We submitted the LTCP update in August 2015 and current negotiations are taking place on what direction the City and Ohio EPA are willing to take to address CSO control. Table 1 and Table 2 show the existing predictive model as it was developed for the 2015 CSO Annual Report and as used for development of the 2016 and 2017 CSO Annual Report, respectively (no change). The amount of precipitation in 2017 decreased from 2016 approximately 1-inch, and remained below the annual average.

The City has contracted with EmNet to update the Collection System model based on changes completed and planned in the collection system. EmNet will also determine where additional monitoring is required and update the model based on flow metering data. EmNet will identify opportunities for weir height optimization to reduce overflow activations and durations in the system. The previous data from the predictive model as shown in Table 1 was used in conjunction with the RTSWMM CSO volume values, daily rainfall amounts, monthly CBOD amounts and monthly SS for each site. The rainfall for 2018 was 3.8 inches more than in the previous year.

EmNet will use available flow and depth monitoring data to calibrate model consistent with WaPUG Guidelines. EmNet will update model to a new baseline with system improvements made since the last model update including the Auglaize interceptor lining, recent and proposed projects since 2015, Brown & Brown chaining, and flow metering data. These updates are projected to be completed by September 2019.

2.3 Annual Frequency, Volume, and Loading Estimating Program

The final results from the CSO estimating program and the real time monitoring sites are summarized in Table 3. The volume, frequency, CBOD, and SS are calculated within the program. The rainfall data was obtained from the rain gauge located at the Water Pollution Control Center, which is located on the east side of the City of Defiance. A summary of the rainfall data is contained in Appendix B. Monthly results for each overflow can be found in Appendix C.

2.4 Overflow Annual Trend

The trending overflow annual totals from the CSO estimating program for the years 2001 through 2018 are summarized in Table 4 below. The annual results for the volume of overflow, BOD and suspended solids for the timeframe from 2001 through 2018 are plotted in sequence to represent the annual trending data in Figures 1-3.

3. Combined Sewer System Operational Plan and Nine Minimum Controls

The City of Defiance has continued to make significant improvements to its operation and maintenance efforts for our combined sewer system in 2018 and these updates are shown in bold italics throughout this section. Documentation on our past efforts to comply with the nine minimum controls and CSSOMP are shown below.

As part of the Annual CSO reports, we have prepared this brief narrative regarding the status of the CSS Operational Plan and the CSO Long Term Control Plan Implementation. The following text discusses some of the efforts toward implementing the combined sewer system nine minimum controls and previously prepared CSSOMP. After much work was done to the First Consent Order it was determined that the direction we were heading in regards to our LTCP was going to cost the tax payers a considerable amount of money and was outside of the affordability of the community. Following discussions with Ohio EPA it was agreed that a three (3) year extension on the Consent Order through the First Amended Consent Order would give the City a chance to do more comprehensive evaluation of the sewer system. The revised LTCP was submitted to Ohio EPA on August 1, 2015. The City and Ohio EPA are currently in negotiations on what plan will be acceptable to more forward with CSO control. We continue to move forward with Early Action Projects and critical infrastructure improvements and replacement until the LTCP Update is approved and incorporated into the Consent Order schedule.

During the 2018 calendar year the City of Defiance and the Ohio EPA continue to work on an amended consent order. The City is proposing a two-year study period to determine if a water shed based approach to improve the Maumee River is a more feasible and practical way to treat the upper portions of the River.

3.1 Nine Minimum Controls

3.1.1 Operation and Maintenance

For many years, the City’s Water Pollution Control Division has been utilizing an extensive work order system to insure thorough operation and maintenance practices and procedures. The City performs cleaning of any observed or reported blockage in the combined sewer system with the City’s jet-vac “combination truck”.

In addition, regular street sweeping is performed by the City Street Department to remove grit and sediment from the pavement surfaces in the City. The City Street Department has an attachment on their street sweeper that allows them to clean catch basins. Catch basin cleaning is performed after leaf pick-up and on an as needed basis. All the leaves collected within the City are delivered to a holding pad located at the Water Pollution Control Facility. A contractor hauls the leaves away from the holding pad so there is no composting of the leaves collected by the City.

During 1999 and 2000, $93,000 was spent to have a private contractor completely renovate 32 storm water regulators. This work effectively returned the regulator mechanisms to original condition and insured that they are operating properly. There also were a number of adjustments made to the gate mechanisms that will reduce the total overflow events, thus helping to maximize the flows to the Water Pollution Control Facility. In 2018 the bypass gate located at A-17 Bassard drive was chained open to allow flow to continuously be diverted into the interceptor sewer regardless of flow levels. By chaining this gate open it will allow us to observe the overflow events along with flow volumes by using the Real Time Monitoring System. A decision to completely eliminate this CSO overflow and the associated regulator mechanisms is yet to be determined.

The Collection crew checks the operation of the regulator mechanisms every Monday and after every significant rain event or snow melt to ensure that the regulators are operating properly and to identify any maintenance needs. A copy of our Daily Stormwater Regulator Inspection Log is included in Appendix D for reference.

In 2008 we purchased a new sewer televising truck at a cost of $160,000. This new CCTV Truck has greatly enhanced our own ability to proactively inspect the sewer system and identify where maintenance or repair issues may be necessary.

In 2009 we added a lateral launch camera unit to the CCTV truck. This lateral launch system allows us to check the integrity of service laterals as well as note the location of the laterals. The lateral launch system has aided in the CSO removal efforts by locating clean water connections, which aids in expediting the construction of new service laterals.

Additional collection system staff was added in 2011, including two (2) sewer equipment operators to help with collection system maintenance and operations. The total Sewer Collection sub-division is comprised of one Supervisor and four equipment operators.

In 2012, internal sewer lining was performed in accordance with the recommendations of the Group 14/15 Sanitary Sewer Evaluation Study during construction of Phase 1 of the improvements. Sewer lining was performed in the sewer located along Riverside Drive.

In 2013, we purchased a new preventative Maintenance Work Order Program that will help with documentation and organization of work orders. In 2017 we continue to input data into the Maintenance Work Order Program and utilizes it in operation. It is currently the program utilized by the Water Pollution Control Division for Work Orders.

In 2016 we awarded Inland Water a contract to line over 5,000 feet of interceptor sewer along the banks of the Auglaize River. Part of this contract called for relocating a portion of the sewer away from the immediate bank of the river. Additional work relating to this project was installing new manhole castings with bolt down lids on thirty-three (33) manholes, spray lining of twenty-four (24) manholes, installing rapid seal around twenty-four (24) manholes. The relocation of the sewer and lining of the remainder portions along with the manhole rehabilitation will alleviate river water intrusion into the sewer system.

In 2017 we executed the contract for the Davidson Street Sanitary sewer and storm sewer disconnects. This project involved disconnecting three storm sewers from the sanitary sewer one being under a viaduct which contributed a substantial amount of storm water to the sanitary sewer. Additional work on this project involved installing approximately 446 linier feet of new sanitary sewer.

In 2018 we replaced out ten (10) year old TV truck with a new unit at a cost of $265,000. The newer truck has an updated camera system that will allow better access to private laterals and also an upgraded computerization program.

In 2018 we completed two major projects that impacted the amount of storm water going into the sanitary sewers. The larger of the two projects was East High Street where we installed a storm sewer, separating the storm from the sanitary and performed point repairs and lining to the sanitary sewers. This project removed nineteen (19) catch basins. This project was completed at a cost of $3 million dollars and had a direct impact on the overflow volumes and number of overflows at the NE-3, East River Drive overflow. Since this project was not completed until the later part of 2018 the impact on the overflows is not reflected in this report.

The second project we performed in 2018 was the College Place rehabilitation. This project included lining the existing sanitary sewer, replacing the laterals from the sanitary sewer to the right-of-way and removing storm water through the installation of bio-swales between the roadway and the sidewalk. This project was performed at a cost of $1.3 million dollars and has a direct impact on the NE-1 Clinton Street overflow.

In addition to the two major projects we performed we replaced four castings and lids in the Kingsbury Park area with bolt down gasketed lids. The significance of this area is, the area is prone to flooding when the Maumee river gets high. By installing bolt down gasketed lids it will help keep river water out of the system. We are scheduled to replace an additional six manhole lids and castings in this area in 2019. As part of the City/County project to install a multiuse path on the North side of the Maumee River from Pontiac Park on River Road to the Independence State Park the contractor is performing seventeen Mr. Manhole rehabilitation projects in 2019. These Mr. Manhole rehabilitation systems will help keep inflow out of the sanitary sewer system along East River Road.

In December 2018 we signed a contract to have the Kettenring and Carpenter Roads sewer separation project completed. It is anticipated that this work will start in mid-February of 2019.

3.1.2 Maximization of Collection System Storage

One method of increasing collection system storage volume is to keep the interceptor sewer and local sewers clean from debris. Storage will be maximized when the system is operating without obstacles or debris in the lines. This can be accomplished with proper maintenance of the collection system.

To supplement our cleaning efforts, a program was initiated from 1998 through 2003 where we hired a private contractor to clean and televise some of the large interceptor lines. This was part of a multi-year plan to clean the interceptors that could not be completed using our own equipment and manpower. Since 2004 we have been working on the construction to eliminate CSO’s.

A comprehensive cleaning and televising effort is part of the SSES performed on each Group area prior to proceeding into design to maximize the sewers’ hydraulic capacity.

In 2009 through 2011, Groups 12, 14, and 15 were cleaned and televised in conjunction with the SSES efforts. This included approximately 46,320 lineal feet of combined sewers cleaned and televised as part of these SSES efforts. In addition to the SSES projects, we have also been performing cleaning and televising in 2011 in Group 17 area for a partial SSES project, as well as the separate sewer area south of Group 17. Both of these areas were identified as having high wet weather flows and are therefore being further investigated to mitigate the sources of inflow and infiltration.

In 2012, we cleaned and televised approximately 86,440 lineal feet of sewer in Groups 5, 10,15 and 17. In the process of eliminating the existing regulators in Group 5, cleaning of the combined sewer prior to conversion to storm sewers was performed. The combined sewers in Groups 10 and 15 were cleaned and televised in conjunction with service calls and root cutting efforts. The work within Group 17 was a continued effort from 2011 for the partial SSES project.

In 2013 we purchased a new sewer cleaning jet-vac “combination” truck at a cost of $391,000 that has greatly enhanced the ability to remove debris from the sewers. These items, along with normal cleaning efforts, have added a significant amount of storage capacity to the sewer system.

In 2014 we contracted with EmNet to perform an optimization study on the Kingsbury Pump Station in attempt to maximize the existing system. As part of this project, we installed a real time level controller that allows the pumps to slow the flow down if there is storage capacity at the Kingsbury wet well to prevent overflows at the treatment plant. Once the capacity of the sewer system is at a level that would omit a Combined Sewer Overflow the pump station is accelerated to the maximum output to the treatment plant. This controller has help with reducing the number of overflows at the treatment plant when there is capacity in the sewer system but the treatment plant is at its maximum. Once capacity of the treatment plant and sewer system are exceeded the pump station will send as much flow as possible to the treatment plant to reduce the volume of Combined Sewer Overflows. All flows received at the treatment plant are treated in the preliminary and primary treatment process prior to bypassing the secondary process. Once flows bypass the secondary process it is combined with the treated flow prior to disinfection.

Continuous routine cleaning and televising was performed in 2015 in miscellaneous areas and also on an as-needed basis in conjunction with the work order system. Over the course of 2015 we cleaned 50,100 feet of sewer and televised approximately 20,000 feet of sewer.

Continued investigation and cleaning of the sewer system is an ongoing task of the Collection sub-division. In 2016 the Collection crew televised 50,187 feet of sewer, cleaned 34,956 feet of sewer and root cut approximately 10,000 feet of sewer.

In 2017 we contracted again with EmNet to install five real time sewer monitors. These monitors were installed in the overflow manholes at CSO’s M-6 Perry Street, A-2 Lincoln Drive, A-17 Bassard Drive, A-15 East Front Street, NE-3 East River Drive. The data from these sites is transmitted every five (5) seconds to a site where we can monitor real time flows. In addition to installing the real time flow monitors our Collection sub-division Televised 86,190 linier feet of sewer, inspected 1,509 linier feet of laterals, Cleaned 48,100 linier feet of sewer and Root cut 20,000 linier feet of sewer.

In 2018 we installed more Real Time Monitoring devices in the sewer system bringing our total number of monitors to fourteen. Three of the monitors are installed on the interceptor lines going into our River Siphons. The sensors are sending real time data back to a site that can be accessed by the public.

In 2018 we televised 86,497 feet of main line sewer and 1,210 feet of lateral sewers. The Collection crew also cleaned 44,528 feet of sanitary sewer mainlines, and performed root cutting on approximately 14,650 feet of sewer line.

3.1.3 Modifications to the Industrial Pretreatment Program

Improvements made to the pretreatment program included enhancing inspection methods to ensure that CSO issues were formally addressed. Modifications were implemented to enhance and highlight the importance of minimizing industrial wastewater release during wet weather to lessen the potential impact on CSO discharges. The Pretreatment Inspection form was broadened to include a CSO line item and the inspection follow-up letter was modified to include the following CSO requirements:

“Combined Sewer Overflow (CSO) Flow Impact Minimization – One of the requirements of the City’s National Pollution Discharge Elimination System (NPDES) Permit No. 2PD00013*SD is that the City implement the federally mandated 9 minimum control measures to control and manage CSO discharges during wet weather periods. In response to this requirement, the City has developed and implemented a Combined Sewer System Operational Plan and a Combined Sewer System Long Term Control Plan. These plans were filed with the Ohio EPA in October of 1997 and December of 1998 respectively. The 9 minimum controls include the requirement to modify, as necessary, the industrial pretreatment program to minimize CSO discharges during wet weather. In accordance with this requirement, you are requested to consider the impact of your plant’s discharge into the City’s sewer system during wet weather periods. It is important to consider limiting pretreatment system discharges and minimizing other plant wastewater discharge to the extent possible during periods of wet weather to minimize the impact on CSO discharges. Also, the release of any controllable batch wastewater discharges during wet weather conditions is prohibited”.

Additionally, all Industrial Wastewater Discharge Permits include these CSO-related requirements under Appendix E – “Special Conditions/Requirements”.

In 2011, a technical justification for revising local industrial user limitations was developed to maintain compliance with the City’s NPDES permit schedule. The NPDES permit required additional pollutants to be regulated for each industry

which include antimony, arsenic, chromium (hexavalent), molybdenum, and selenium. Therefore, as part of the technical justification, local limits were developed for each additional pollutant. The U.S. EPA also required that updates to the Code of Federal Regulations be included in the City’s Sewer Use Ordinance and Enforcement Response Plan. The updates included additional best management practice requirements for industrial discharges to comply with and gave the City more authority to enforce punishment for violations of each industrial permit.

In 2012, Brown’s Bakery closed. This industry was located on Downs Street upstream of Regulator A-3. This is of significance because closure of this industry reduces the amount of industrial pollutants being discharged at Regulator A-3.

There were no modifications to the pretreatment program in 2018 that would impact the CSO discharges during wet weather.

3.1.4 Maximization of Flow to the WWTP

Maximizing wet weather flow to the WWTP for treatment during wet weather conditions can be done in much the same way as previously described. Performing the proper maintenance on the interceptor as well as all local sewers throughout the collection system will allow a higher volume of flow to reach the WWTP. This includes routine inspections and cleanings of the diversion chambers, streets, catch basins, pump stations, and regular cleanings of the entire collection system. In addition to cleaning the collection system, another way that the City can increase the wet weather flow to the treatment plant is increased hydraulic capacity of the pump stations.

There have been a number of improvements performed at some of the City’s pump stations that include level settings adjustments to maximize the wet-well storage capacity, thus decreasing the pumping frequency to the downstream sewers. In 2000, the City upgraded the Kingsbury Pump Station with 3 new Ebara pumps. These pumps are more reliable than the previous pumps, and help maximize the flows to the Water Pollution Control Facility. In 2012 two (2) of the pumps in Kingsbury pump Station were rebuilt to restore the capacity of this station. Additionally, one (1) spare pump is currently in the process of being rebuilt to serve as a backup pump for the station. In 2001, 2001 and again in 2012, the City hired a contractor to thoroughly clean both wet wells at the Kingsbury Lift Station. These cleanings not only significantly increased the wet well storage capacity, it also helped pumping efficiencies which should maximize the flows to the Water Pollution Control Facility, and potentially increase the time period between major pump repairs.

The replacements of the Carter Road and Maumee West Pump Stations were completed in 2007, which improved system reliability and capacity. In addition, the Maumee West Pump Station replacement allowed for elimination of Overflow Manhole 1818A. In August of 2008, the south-side express sewer system was completed and became operational. The improvements include the new Karnes Avenue Pump Station and force main which conveys wastewater directly to the WWTP and removes the flow from the City’s combined sewer system. The 2008 improvements also included the replacement of the Greenler Road Pump Station, and the extension of the Carter Road Pump Station force main to the Karnes Avenue Pump Station, which relieves the overloaded sewer on Cleveland Avenue. In 2009, rehabilitation was performed on the Maumee East Pump Station, which allowed for elimination of the Overflow Manhole 1801.

In 2016 the last two Cantex lift stations were replaced with submersible pump style lift stations. These two lift stations were built in 1973 and the pumping efficiency had decreased along with one of the lift stations force mains becoming unreliable due to its age. Both lift stations and one of the force mains are completed and functioning properly.

Cleaning of the sewers as previously indicated also restored additional hydraulic capacity in the sewers and increased wet weather flow to the WWTP. The City also performs wet well cleaning utilizing our own crews on a routine basis by cleaning approximately 2 pump stations every month. These cleanings increase wet well storage capacity and help pumping efficiencies which maximize flows to the WWTP.

In 2017 we initiated a work order that comes out quarterly to take apart the check valves at all the lift stations and clean any debris that may be obstructing the flow volume from the pumps. This has resulted in lower pump times and increased pumping volumes.

3.1.5 Elimination of Dry Weather Overflows

Since 1998 we have dramatically reduced the amount of river inflow to the sanitary sewer system by completing “Dry Weather Overflow Elimination Improvements – Phase I and Phase II”. The total cost for these two projects was (Phase I) - $217,120, (Phase II) - $186,725, with a total of $403,945. Check valves or “duck bills” have been installed on 20 of our most critical CSO outfall pipes effectively eliminating most of the river inflow that had been a major problem in the past. In 2002 we installed a new Tideflex “duck bill” in our combined sewer overflow MH 1639, located on the West River Drive just upstream of our Northwest Pump Station, at a cost of $2,298. This “duck bill” replaced an older “flapper” type check valve, which was less reliable.

As a result of discussions between the City, Ohio EPA and the Ohio Attorney General’s Office, a Consent Order has been negotiated that includes the further elimination of potential overflows from the sewer system resulting from river intrusion during river flooding events. Previous planning efforts have been completed for Group 31A and Group 31B river water intrusion areas. Group 31C has also been preliminarily investigated as part of the Demonstration Area Hydraulic Evaluation Project, but a formal planning document has not been developed for this river water intrusion area.

River water monitoring sensors were installed in 2010 and data collected at strategic locations throughout the City to determine if river water intrusion is an issue in the Collection system. In 2013, the sensor locations in the manholes inverts were adjusted to collect a higher level of accuracy for when the river water intrusion events occur. During the sensor adjustment, two (2) additional sensor locations were selected, and one (1) previous location was removed. The City now has 17 river water monitoring sensors installed, including 9 in the interceptor manholes, 4 in the pump stations, 2 in local sewers, and 2 in river locations. We utilize Solinst Depth and Temperature Sensors to obtain data to determine the impacts of river water on the combined sewer system in conjunction with the NOAA website river stage elevation data. The data collected in the river water sensors is being continuously evaluated to determine if and where river water intrusion is occurring in the City’s infrastructure.

In 2016 we purchased three flow monitors with several different size “bands”. Since we now have our own meters we can randomly place them throughout the sewer system when investigating problem areas or looking for high flow areas.

In 2017 the portable flow meters purchased by the City were set up in several areas of the City to look for high flow areas and to check areas that had previously been separated.

In 2018 we replaced the “duck bill” backflow devices on CSO’s A-17 Bassard Drive, M-6 Perry Street, and NE-4 Carpenter Road with new “checkmate” back flow devices. We were experiencing river water coming back into the system through the old “duck bills” and by replacing them with the “checkmate” back flow devices we have eliminated river water intrusion at these three locations. In 2019 we will replace four additional “duck bills”.

3.1.6 Control of Solid and Floatable Materials in CSO Discharges

Regular street sweeping and litter control programs area a way to minimize discharging solids. These will limit the amount of solid material entering the sewer system through catch basin grates and through regular household items being flushed down private connections.

The City Street Department performs routine cleaning of storm sewer catch basins and inlets, routine street sweeping activities, and leaf pickup services to reduce the amount of solid and floatable materials dischared during CSO activity. The City also operates a compost site at the Water Pollution Control Facility to degrade leaves and other miscellaneous items that are harmful to the sewer system. The City purchased a new sweeper unit in 2013 to continue to perform this work effectively.

In 2012, the City purchased a new catch basin cleaning tube that operates by attaching to the street sweeper to remove leaves and debris from the City’s catch basins quickly and effectively.

Garbage collection receptacles have been installed in the City’s downtown area as part of the Downtown Revitalization Project. Also, dumpsters are placed at the City’s parks by Defiance County Environmental Services twice annually to encourage recycling by the residents. The Water Pollution Control Facility also has a location designated for City residents to dispose of brush and other landscaping debris at its compost site.

3.1.7 Pollution Prevention Programs to Reduce Contaminants in CSO’s

Hazardous material discharges to the sewer system are prohibited, and industrial discharges are monitored and regulated through the Industrial Pretreatment Program by the Assistant Superintendent and Plant Superintendent. This has been helpful in reducing the level of contaminants in the CSOs.

We have developed a public educational program to distribute information related to the combined sewer system and CSOs. Information to distribute includes educational pamphlets which are distributed during public meetings where the homeowners are educated on the sewer separation project in which their residence is affected. This program is aimed at reducing the amount of solids in the sewer system as well as lowering the concentration of toxins discharging into the Auglaize and Maumee Rivers.

The local Johns Manville Defiance Plant also provides a hazardous waste disposal program on an annual basis where City residents are able to dispose of any type of hazardous material to Johns Manville for proper disposal.

In 2012 we mailed flyers to all residences within the City which provided a list of items that may not be put into the storm sewer system or catch basins.

In 2017 the Assistant Superintendent developed a flyer explaining the effects grease has on residential plumbing as well as the public sewer system. These flyers where mailed to all residents within the City.

3.1.8 Public Notification of CSO Discharges and Impacts

This control includes getting the public involved by increasing their awareness of CSOs and providing information on how they can be controlled. The City has developed and implemented a public notification program. Included in the public notification program was the plan to put notices in the local newspaper twice per year that explains the combined sewer overflows and the importance of minimizing them. Supplementing this program was the placement of 5 warning signs at a number of overflow locations. This was approved by the OEPA, and was implemented in the spring of 1999. In 2003 the Water Pollution Control Division updated its web page and included more information on its combined sewer overflows as well as information on the City’s pretreatment program.

The installation of CSO outfall location signs began in 2010 and was completed in 2011 for all Maumee River CSO outfalls in accordance with the City’s NPDES Permit Schedule of Compliance. As an additional requirement of the NPDES Permit, signage has been installed at all CSO outfalls following ORC guidelines for size, verbiage, and permit number.

All CSO discharge activity is reported at the City’s Council Meetings. The information is also published in the Crescent News so that all residents have the opportunity to be notified on CSO activity in the City.

In September 2018 the City submitted the required “CSO Great Lakes Basin Public Notification Plan”. The plan required us to install an additional CSO sign at Independence Dam State Park boat launch area. The overflows can be accessed by the public on the City website showing real time overflow events. The overflows show duration, time overflow occurred and time overflow stopped. The overflow location stays red for up to 24-hours after an overflow event. The citizens were advised of this updated system showing the overflows at a council meeting that was air on the local TV station.

3.1.9 Monitoring and Reporting of CSOs

The City has continued to upgrade and maintain the CSO monitoring and reporting efforts in conjunction with its maintenance and operating program. Routine monitoring and reporting of CSOs is performed with the information being sent to the OEPA monthly. Monitoring practices include the inspection of storm water regulators every Monday morning (or Tuesday if Monday is a holiday), and after any significant rainfall or snowmelt. In addition to inspecting all of the regulators routinely, the City performs separate monitoring of its non-regulator type CSOs on a monthly basis. This is done to locate any possible problems that may develop during dry weather conditions. The City schedules cleaning and lubrication of the remaining 22 regulators on an as-needed basis, along with making any needed repairs.

In 2003 the City worked with its engineering consultant to update its procedures for reporting a dry weather overflow. These new procedures were implemented in December of 2003. In 2009 further changes to the reporting procedures were developed to better define overflow conditions due to possible deficiencies in the previous reporting codes.

To ensure that non-routine monitoring and maintenance is performed, the City has over the years developed and fine-tuned a computerized work order system that prints out preventive maintenance work orders on a monthly basis. The City also has the ability to input demand work orders for emergency repairs as needed. The City has specific forms for record keeping and reporting purposes that are kept on file. In 2001, the City also computerized the collection system reporting system. This allows the collection system personnel direct access for daily input for information, and gives them the ability to access information much quicker. This was designed to work in conjunction with the rest of the work order program, and allows for quicker and more efficient information storage and retrieval.

The Water Pollution Control Division has contracted with EmNet to install an additional 8 real time monitoring devices into the sewer system to observe actual flows within the system during periods of high flows. The additional 8 devices will bring the total of real time monitoring devices to 14 locations throughout the City sewer system. These Real Time Monitoring devices can send the data to a website that makes viewing the data instantaneous.

4. CSO Long Term Control Plan and First Amended Consent Order

Of most significance to the City’s future progress with CSO’s was the submittal of the CSO Long Term Control Plan (LTCP) Addendum No. 1 in 2003. The LTCP outlines a prioritized 20-year program of identifying necessary system improvements, design of the improvements, and finally construction of improvements, by service area (Group). The CSO control method recommended in the LTCP is combined sewer separation with the end goal of removing overflows. The effective date of the City’s original Consent Order was March 2, 2010.

The City met with the OEPA on September 20, 2011 to discuss the progress of the current LTCP implementation, including a review of the escalating project costs and a discussion on the City’s concerns over the affordability of the program. At the conclusion of the meeting, the City requested a three (3) year extension to prepare a new LTCP that both evaluates system-wide CSO control strategies, including conveyance, storage, and high-rate treatment, and considers affordability in selection of a plan for CSO control in accordance with acceptable Water Quality Standards. The Ohio EPA has approved the extension request, and a First Amended Consent Order was effective on September 2, 2014.

As part of the 3-year extension, the City has prepared a LTCP Update to cost-effectively provide CSO control. Additional work outlined in the original Consent Order will not be implemented as scheduled due to this Consent Order extension.

The LTCP Update was developed over the course of several phases, including system characterization, alternative analysis, inflow reduction analysis, affordability analysis, and implementation. The LTCP Update was submitted to OEPA on August 1, 2015.

4.1 Capital Projects in First Amended Consent Order

In the Groups where regulators have been eliminated, the City has continued to perform private property clean water removal efforts until the majority are complete. The City has already achieved the target flows in Groups 2, 4, 5, and 6, and has discontinued post-construction flow monitoring in those areas. Those groups are considered complete; however, a few private property disconnections were performed in some areas as homeowners complete the work. In Groups 1 and 3, target flows were not achieved despite significant flow monitoring, field investigations, smoke and dye

testing efforts to identify the sources of inflow. For this reason, the City requested that Groups 1 and 3 be considered for CSO control as part of the LTCP Update and post-construction compliance and monitoring be discontinued. Private property separation work has been suspended during development of the LTCP Update, therefore the private property progress spreadsheet included in Appendix E is shown through 2014.

• Group 1 Private Property clean water removal efforts were continued. The City is currently 91% complete with the private properties in this group. Regulator NE-2 was permanently removed in December, 2012 by constructing a concrete wall where the overflow previously existed. The work also included removal of the regulator mechanisms from this structure.

• Group 2 The City is currently 100% complete with the private properties in this group.

• Group 3 Private Property clean water removal efforts were continued. The City is currently 61% complete with the private properties in this group. Many of the properties in Group 3 are in the downtown area, where there is no storm infrastructure and disconnections are not feasible.

• Group 4 Private Property clean water removal efforts were continued. The City is currently 99% complete with the private properties in this group, and this group was considered complete on April 5, 2013.

• Group 5 Private Property clean water removal efforts were continued. The City is currently 96% complete with the private properties in this group, and this group was considered complete on February 19, 2013.

• Group 6 Private Property clean water removal efforts were continued. The City is currently 98% complete with the private properties in this group, and this group was considered completed on June 11, 2013.

• Group 12 SSES work was initiated and completed in 2010.

• Group 13 Design of Group 13 Storm Sewer Project was completed in 2014. This project included new storm sewers north of Second Street to reduce CSO discharges through Regulator A-13. Construction of Group 13 Storm Sewer Project was completed in 2015.

depiction of river water intrusion. • Investigation during flood stage event lead to further identification of specific locations and sources of river

A hydraulic evaluation was performed in 2011 for the Auglaize Interceptor area including Group 14, 15, 17, 18, 31C, and upstream separate sewer area. The results of this evaluation concluded that the City’s current program is not affordable and may not remove all existing CSO’s as outlined in the City’s LTCP. This prompted the September 20, 2011 meeting in which the decision was made to prepare a new LTCP document. This evaluation highlighted the need for a new LTCP which balances affordability with CSO control. A hydraulic model of the collection system was prepared as part of the LTCP Update.

4.3.2 Long Term Control Plan Update

The LTCP Update was completed and submitted to OEPA in August 2015. The LTCP Update was performed to develop a plan for CSO control that balanced affordability with Water Quality Standards. The OEPA is currently reviewing the document for approval. The City and the OEPA have had several meetings and correspondence since the LTCP Update was submitted in August 2015. Most recently, the City submitted additional data requested by the OEPA regarding the Financial Capability Analysis on September 13, 2016.

The City remains committed to environmental stewardship and continues to strive toward making impactful progress towards reducing the amount of clean water in the sanitary sewer system.
