  • 4 SEC. 4. EXPLANATORY STATEMENT. 1

    The explanatory statement regarding this Act, print-2

    ed in the House of Representatives section of the Congres-3

    sional Record on or about January 15, 2014 by the Chair-4

    man of the Committee on Appropriations of the House, 5

    shall have the same effect with respect to the allocation 6

    of funds and implementation of divisions A through L of 7

    this Act as if it were a joint explanatory statement of a 8

    committee of conference. 9

    SEC. 5. STATEMENT OF APPROPRIATIONS. 10

    The following sums in this Act are appropriated, out 11

    of any money in the Treasury not otherwise appropriated, 12

    for the fiscal year ending September 30, 2014. 13

    SEC. 6. AVAILABILITY OF FUNDS. 14

    Each amount designated in this Act by the Congress 15

    for Overseas Contingency Operations/Global War on Ter-16

    rorism pursuant to section 251(b)(2)(A) of the Balanced 17

    Budget and Emergency Deficit Control Act of 1985 shall 18

    be available (or rescinded, if applicable) only if the Presi-19

    dent subsequently so designates all such amounts and 20

    transmits such designations to the Congress. 21

    SEC. 7. TECHNICAL ALLOWANCE FOR ESTIMATING DIF-22

    FERENCES. 23

    If, for fiscal year 2014, new budget authority pro-24

    vided in appropriation Acts exceeds the discretionary 25

    spending limit for any category set forth in section 251(c) 26

    of the Balanced Budget and Emergency Deficit Control 1

    Act of 1985 due to estimating differences with the Con-2

    gressional Budget Office, an adjustment to the discre-3

    tionary spending limit in such category for fiscal year 4

    2014 shall be made by the Director of the Office of Man-5

    agement and Budget in the amount of the excess but not 6

    to exceed 0.2 percent of the sum of the adjusted discre-7

    tionary spending limits for all categories for that fiscal 8

    year. 9

    SEC. 8. LAUNCH LIABILITY EXTENSION. 10

    Section 50915(f) of title 51, United States Code, is 11

    amended by striking ‘‘December 31, 2013’’ and inserting 12

    ‘‘December 31, 2016’’. 13

    the Department; not to exceed $3,869,000 shall be avail-1

    able for the Office of Assistant Secretary for Congres-2

    sional Relations to carry out the programs funded by this 3

    Act, including programs involving intergovernmental af-4

    fairs and liaison within the executive branch; and not to 5

    exceed $8,065,000 shall be available for the Office of Com-6

    munications: Provided, That the Secretary of Agriculture 7

    is authorized to transfer funds appropriated for any office 8

    of the Office of the Secretary to any other office of the 9

    Office of the Secretary: Provided further, That no appro-10

    priation for any office shall be increased or decreased by 11

    more than 5 percent: Provided further, That not to exceed 12

    $11,000 of the amount made available under this para-13

    graph for the immediate Office of the Secretary shall be 14

    available for official reception and representation ex-15

    penses, not otherwise provided for, as determined by the 16

    Secretary: Provided further, That the amount made avail-17

    able under this heading for Departmental Administration 18

    shall be reimbursed from applicable appropriations in this 19

    Act for travel expenses incident to the holding of hearings 20

    as required by 5 U.S.C. 551–558: Provided further, That 21

    funds made available under this heading for the Office of 22

    able until expended, of which $164,470,000 shall be avail-8

    able for payments to the General Services Administration 9

    for rent; of which $13,800,000 is for payments to the De-10

    partment of Homeland Security for building security ac-11

    tivities; and of which $54,730,000 is for buildings oper-12

    ations and maintenance expenses: Provided, That the Sec-13

    retary may use unobligated prior year balances of an agen-14

    cy or office that are no longer available for new obligation 15

    to cover shortfalls incurred in prior year rental payments 16

    for such agency or office: Provided further, That the Sec-17

    retary is authorized to transfer funds from a Depart-18

    mental agency to this account to recover the full cost of 19

    the space and security expenses of that agency that are 20

    funded by this account when the actual costs exceed the 21

    agency estimate which will be available for the activities 22

    tees pursuant to the provisions of the Credit Reform Act 1

    of 1990 (2 U.S.C. 661 et seq.), and the interest on such 2

    loans may not be subsidized: Provided further, That appli-3

    cants in communities that have a current rural area waiv-4

    er under section 541 of the Housing Act of 1949 (42 5

    U.S.C. 1490q) shall be treated as living in a rural area 6

    for purposes of section 502 guaranteed loans provided 7

    under this heading: Provided further, That of the amounts 8

    available under this paragraph for section 502 direct 9

    loans, no less than $5,000,000 shall be available for direct 10

    loans for individuals whose homes will be built pursuant 11

    to a program funded with a mutual and self-help housing 12

    RENTAL ASSISTANCE PROGRAM 3

    For rental assistance agreements entered into or re-4

    newed pursuant to the authority under section 521(a)(2) 5

    or agreements entered into in lieu of debt forgiveness or 6

    payments for eligible households as authorized by section 7

    502(c)(5)(D) of the Housing Act of 1949, 8

    $1,110,000,000; and, in addition, such sums as may be 9

    necessary, as authorized by section 521(c) of the Act, to 10

    liquidate debt incurred prior to fiscal year 1992 to carry 11

    out the rental assistance program under section 521(a)(2) 12

    of the Act: Provided, That rental assistance agreements 13

    entered into or renewed during the current fiscal year 14

    shall be funded for a 1-year period: Provided further, That 15

    any unexpended balances remaining at the end of such 1- 16

    year agreements may be transferred and used for the pur-17

    poses of any debt reduction; maintenance, repair, or reha-18

    bilitation of any existing projects; preservation; and rental 19

    assistance activities authorized under title V of the Act: 20

    Provided further, That rental assistance provided under 21

    agreements entered into prior to fiscal year 2014 for a 22

    farm labor multi-family housing project financed under 23

    section 514 or 516 of the Act may not be recaptured for 24

    use in another project until such assistance has remained 25

    unused for a period of 12 consecutive months, if such 1

    project has a waiting list of tenants seeking such assist-2

    ance or the project has rental assistance eligible tenants 3

    who are not receiving such assistance: Provided further, 4

    That such recaptured rental assistance shall, to the extent 5

    practicable, be applied to another farm labor multi-family 6

    housing project financed under section 514 or 516 of the 7

    Act. 8

    MULTI-FAMILY HOUSING REVITALIZATION PROGRAM 9

    ACCOUNT 10

    For the rural housing voucher program as authorized 11

    under section 542 of the Housing Act of 1949, but not-12

    withstanding subsection (b) of such section, and for addi-13

    tional costs to conduct a demonstration program for the 14

    preservation and revitalization of multi-family rental hous-15

    ing properties described in this paragraph, $32,575,000, 16

    to remain available until expended: Provided, That of the 17

    funds made available under this heading, $12,575,000, 18

    shall be available for rural housing vouchers to any low- 19

    income household (including those not receiving rental as-20

    sistance) residing in a property financed with a section 21

    515 loan which has been prepaid after September 30, 22

    2005: Provided further, That the amount of such voucher 23

    shall be the difference between comparable market rent 24

    for the section 515 unit and the tenant paid rent for such 25

    vouchers shall be subject to the availability of annual ap-2

    propriations: Provided further, That the Secretary shall, 3

    to the maximum extent practicable, administer such 4

    vouchers with current regulations and administrative guid-5

    ance applicable to section 8 housing vouchers administered 6

    by the Secretary of the Department of Housing and Urban 7

    Development: Provided further, That if the Secretary de-8

    termines that the amount made available for vouchers in 9

    this or any other Act is not needed for vouchers, the Sec-10

    retary may use such funds for the demonstration program 11

    for the preservation and revitalization of multi-family 12

    rental housing properties described in this paragraph: Pro-13

    vided further, That of the funds made available under this 14

    heading, $20,000,000 shall be available for a demonstra-15

    tion program for the preservation and revitalization of the 16

    sections 514, 515, and 516 multi-family rental housing 17

    properties to restructure existing USDA multi-family 18

    housing loans, as the Secretary deems appropriate, ex-19

    pressly for the purposes of ensuring the project has suffi-20

    cient resources to preserve the project for the purpose of 21

    providing safe and affordable housing for low-income resi-22

    dents and farm laborers including reducing or eliminating 23

    interest; deferring loan payments, subordinating, reducing 24

    or reamortizing loan debt; and other financial assistance 25

    That the Secretary shall as part of the preservation and 4

    revitalization agreement obtain a restrictive use agreement 5

    consistent with the terms of the restructuring: Provided 6

    further, That if the Secretary determines that additional 7

    funds for vouchers described in this paragraph are needed, 8

    funds for the preservation and revitalization demonstra-9

    tion program may be used for such vouchers: Provided fur-10

    ther, That if Congress enacts legislation to permanently 11

    authorize a multi-family rental housing loan restructuring 12

    program similar to the demonstration program described 13

    herein, the Secretary may use funds made available for 14

    the demonstration program under this heading to carry 15

    out such legislation with the prior approval of the Commit-16

    capacity and ability of private, nonprofit community-based 4

    tive American Tribes to undertake projects to improve 7

    housing, community facilities, community and economic 8

    That such funds shall be made available to qualified pri-10

    vate, nonprofit and public intermediary organizations pro-11

    treme need, of which $6,000,000 shall be made available 3

    for a grant to a qualified non-profit multi-state regional 4

    problems, the principal purpose of such grant shall be to 7

    assist rural communities with populations of 3,300 or less, 8

    year balances for high-energy cost grants authorized by 1

    Rural Utilities Service, High Energy Cost Grants Ac-4

    For gross obligations for the principal amount of di-9

    rect loans as authorized by section 1006a of title 16 of 10

    The principal amount of direct and guaranteed loans 4

    be provided to entities that meet all of the eligibility cri-13

    those noncommercial educational television broadcast sta-16

    tions that serve rural areas and are qualified for Commu-17

    regardless of the location of their main transmitter, stu-21

    dio-to-transmitter links, and equipment to allow local con-22
