In 2017 Canada celebrated its 150th Birthday and there was plenty to celebrate about the Bay of Quinte region’s economy. Canada’s 150th birthday, was also an opportu-nity to showcase Canadian made products right here in Bay of Quinte. The business sector continued to grow with investment in new technology, equipment and people in 2017. We appreciate the confidence businesses showed by making those investments in the Bay of Quinte Region.

This Year in Review includes highlights of 2017’s exciting activities in the Bay of Quinte Region and the Quinte Economic Development Commission (QEDC) expresses our thanks to our member municipalities and our economic development partners that helped us to support the region’s business base.

Special recognition to the established partners at the Quinte Business Development Centre (QBDC) including, Trenval, Small Business Centre, Loyalist Training and Knowl-edge Centre, Launch Lab, and the Business Development Bank of Canada. Each of these organizations, housed at QBDC, is an important partner that plays a vital role in developing businesses and entrepreneurs in the region. RBC and Quintevation also joined in the QBDC in 2017 and we are collaborating with both these organizations as well. Other strategic partnerships include the Chambers of Commerce, Bay of Quinte Regional Marketing Board, East Central Ontario Training Board , Loyalist College, Ontario Centres of Excellence, Quinte Manufacturers Association and others. Addition-ally both the Federal and Provincial governments financially supported projects of the QEDC helping us to leverage our valued municipal funding.

Under the guidance of the Board of Directors, the QEDC staff continued with its man-date to retain and grow businesses and jobs in our target sectors. The success in these high-value, wealth creating sectors is creating positive growth across all sectors of the economy.

The QEDC staff team consisting of: Rachael Bilodeau, Mike Hewitt, Vicki Bristow Ferguson, and myself, are looking forward to working with our municipalities, business and other partners to continue supporting and growing the Bay of Quinte Region economy in 2018.

Hain Celestial Canada is a leading food manufacturer that produces a wide range of natural, organic food and personal care products. The company sells products for more than 25 brand names including, Ce-lestial Seasonings Tea, Yves Veggie Cuisine, Terra Chips, Tilda rice and Live Clean per-sonal care products. The Quinte West facility will be manufacturing Yves Veggie Cuisine products. 2017 marked a milestone year in Beclawat’s history as the company celebrated its 105th company anniversary.

10 Years of Kellogg Operating in Belleville

In 2007, Kellogg constructed a brand new facility in the City of Belleville, Ten years later Kellogg is going strong, manu-facturing breakfast cereal including Froot Loops, Corn Pops, Mini Wheats, Crave and All-Bran Buds.

NovaVive Launches Cattle and Equine Veterinary Products Internationally NovaVive Inc., an animal health immunobiology company located in Belleville, launched an equine-specific version of its Immunocidin® product for equine sarcoid tumors in response to demand by U.S. veterinarians. Later in 2017, Nova Vive signed a co-operation agreement with Hoken Biotechnol-ogy (Beijing) Co., Ltd. making Hoken the exclusive distributor for NovaVive’s cattle immunotherapeutic, Amplimune™.

Industry Milestones and Recognition

In 2017, Sears Canada announced a number of facility closures, including the 2 million square foot distribution centre located in City of Belleville. QEDC has been actively promoting the facility and connecting potential investors with the real estate company managing the facility

The City of Belleville has been tremendously supportive with assisting the 600 employees with the transition, including hosting a job fair attended by many local employers offering 950 jobs.

In 2017, a number of Bay of Quinte companies participated in the development of case studies in effort to help raise awareness of the importance of manufacturing in the Bay of Quinte Region. The industry case studies were promoted both in the media, and on the QEDC website.

2017 saw continued increase in raising awareness of the ‘Proudly Made in Bay of Quinte Region Campaign’. This industry driven initiative was launched in 2015 and continues to be an incredible success in bringing attention to products manufactured in the Bay Quinte Region.

EASTERN ONTARIO DEVELOPMENT PROGRAM (EODP)The QEDC’s investment attraction targets identified are:

The Business Retention Strategy for the QEDC is focused on the manufacturing sector with direction provided in the local manufacturing report titled: Engaging People Embracing Technology.

To further develop and strengthen the Bay of Quinte Region investment attraction initia-tives, Trenval Business Development Corporation provided funding support in 2016 and 2017 through the Eastern Ontario Development Program (EODP) to support recommenda-tions resulting from the 2014 Target Market Study. In addition to manufacturing and ICT sector development initiatives, these projects also support the Manufacturing Resource Centre (MRC).

QEDC PROJECTS AND FUNDING

The Bay of Quinte Region is one of the communities across Canada to have received federal funding to support its foreign direct investment attraction efforts. The QEDC was approved for up to $60,700 in matching funds through International Trade Canada’s Invest Canada - Community Initiatives Program (ICCI) which financially supports the efforts of regions and municipalities to attract, retain and expand foreign direct investment.

Initiatives aimed at recruiting new businesses and entrepreneurs to the Bay of Quinte Region will help to ensure that the region remains vibrant and competitive within an in-creasingly global context. The QEDC is focused on the future, ensuring that the Bay of Quinte Region has the infrastructure, the labour force and the “right message” to meet the needs of the future.Project Duration January 1 2017 - December 31 2017 Support of $60,7000

INVEST CANADA - COMMUNITY INITIATIVES (ICCI)

SECTOR PARTNERSHIP PLANNING GRANT PROJECTSQEDC was successful in applying for a Sector Partnership Planning Grant (SPPG). The pro-ject included engaging employers to see if there is interest in developing a modified ver-sion of Elevate Plus that would address labour supply issues that they may be experiencing. Engagement included face to face interviews with manufacturers, supporting community organizations and Employment Ontario providers, and participants of the Elevate Plus pro-gram that are currently employed.

In addition, the QEDC worked with the Ontario East Economic Development Commission to help with the delivery of their SPPG project focussed on how to rapidly respond to em-ployer’s hiring and training needs in rural Ontario. Project Duration August 11 2017 - November 12 2017 Support of $47,400

Building a strong, sustainable community in the Bay of Quinte region is a priority for the partnership between QEDC and Loyalist College’s Training and Knowledge Centre. The joint program, Elevate Plus, provides training to help employers and unemployed and un-deremployed workers fill well-paid positions in food processing, manufacturing and logis-tics sectors. The program also includes a 4 day coaching & mentoring workshop to help employers enhance their employee onboarding, development and retention capabilities. Two cohorts of managers, supervisors and lead hands from industry have been complet-ed.

The successful delivery and results of the program prompted a visit in June from Minister of Advanced Education & Skills Development Deb Matthews, which included a round table meeting attended by various organizations involved in the delivery of Elevate Plus, as well as an opportunity to hear from program graduates. The Elevate Plus program is an excel-lent example of organization collaborations and cooperation within the Bay of Quinte region.

Mike Hewitt, Manufacturing Resource Centre Coordinator, and Neil Dick, Elevate Plus Program Coordinator / Lead Facilitator – Loyalist Training & Knowledge Centre, completed the Toronto Sector Skills Academy (TSSA) fellowship program. This leadership program is the first of its kind in Canada and Mike and Neil were part of the inaugural cohort.

The Toronto Sector Skills Academy is a ten-month learning and leadership program for sen-ior professionals who advance sector-based workforce development policy, services, and training in the Toronto region. Each cohort works with peers from a variety of organizations to learn from experts, strengthen partnerships, engage in experiential learning with practi-cal applications, and acquire new skills to explore, catalyze, and enable sectoral work-force strategies.

BAY OF QUINTE MANUFACTURING SECTOR - EXPORT SURVEY PROJECTIn June, QEDC partnered with the Canada-Ontario Export Forum to deliver the half day ‘Develop-ing a Global Mindset ‘workshop where companies learned what it takes to become a successful exporter. Participants received an overview of the key export support resources and partners that can help them get ready to go global.

This was followed by a more intensive two day workshop on the ‘Accelerate to International Markets (AM) Program’. The program is designed to help set companies up to successfully export their goods and services. This workshop was delivered by Ontario’s Ministry of International Trade Ontario Export Services.

Between these two workshops QEDC reached out to local manufacturers to better understand where locally made products are sold. Fifty five companies responded to the survey. Below is a general graphic displaying the results.

QEDC SUPPORTS INDUSTRY WITH INFORMATION AND PARTNERSHIPS

QEDC INDUSTRY SUPPORT INITIATIVES

The QEDC provides retention and industry support through a variety of initiatives and activities including:

• Regular communication with local industry through its Corporate Visitation Program, which includes meeting one on one to discuss project funding needs, and more.

• QEDC facilitates meetings between industry funding and support agencies both Provincially and Federally including Eastern Ontario Development Fund (EODF), Eastern Ontario Development Program (EODP) and others.

• Coordinate with industry support focused agencies such as Ontario Centres of Excellence, Ministry of International Trade and Canadian Manufacturers & Exporters in providing information on research opportunities, workshops and information sessions on topics of interest to manufacturers, such as Exporting, How to Lower Energy Costs and more.

• Data on the local wage and benefit offerings is frequently requested by local industries as they evaluate their wages and benefits versus the local industry scale. The QEDC administers the annual ‘Bay of Quinte Industry Wage & Benefit Survey’.

• Development and in-house maintenance of ‘The Bay of Quinte Industrial Directory’. This publication includes 300+ listings of Bay of Quinte industry and industry support services.

TRI-ASSOCIATION MANUFACTURERS CONFERENCE

BAY OF QUINTE MANUFACTURER AND PARTNER APPRECIATION EVENT

The 13th Annual Tri-Association Manufacturers Confer-ence was hosted by the Kawartha Manufacturer’s Association (KMA). The Machining Centre, a local machining and fabrication company, partnered with Tangible Words in delivering a well received presentation entitled ‘How We Used Social Media to Grow Our Business’.

Over 80 people attended the ‘Manufacturer and Part-ner Appreciation’ event, held on November 30, provid-ing an opportunity to thank the local manufacturing community for all they do for the local community and economy. QEDC hosted the event with support from Trenval, RBC and BDC.

QEDC supported the Small Business Centre in their efforts to deliver business development services locally in our region. The SBC, funded by the Ministry of Economic Development and Growth, also delivers the Starter Plus program providing training and grant dollars to innovative local start up and expanding businesses and Summer Company, an entrepre-neurial training program for youth returning to school. Statistics to November, 2017, the SBC assisted with:

Through Starter Plus, 19 new startups and expansions have received grant dollars and 71 businesses have completed business building training. Summer Company supported 20 youth aged 15 – 29 as they developed and operated summer businesses.

The QEDC, in partnership with Trenval, provided support towards Launch Lab activities in 2017. Launch Lab, a partner co-located at the Quinte Business Development Centre, offers business advice to startups and entrepreneurs. They can help with marketing, raising investment, distribution and sales channels, business structure, intellectual property strategy, cash forecasting, and more.

Launch Lab is an easily accessible conduit into a suite of resources both locally and provincially. Along with mentorship, Launch Lab can also provide access to market intelligence reports, grants and funding programs, training and workshops, connections into other local resources, and an expanded network of professional contacts

Over a 9 month period, Launch Lab met with 86 companies.
