Dear Members, Dear Partners,

2017 was marked by the completion of a long-term project. Since its creation in 2005, our organisation has combined the LUTB competitive cluster and the RAAC regional cluster. Because experience has shown that this synergy works well for our ecosystem, we made a joint decision to harmonise our visibility and our operations. LUTB-RAAC has become CARA, maintaining its status as a competitive cluster and a regional cluster to successfully accomplish its two key missions:- Supporting transformations in urban mobility, particularly passenger and freight transportation systems.

- Uniting and leading the car and heavy goods vehicle sector in Auvergne-Rhône-Alpes.

The baseline: a European Cluster for Mobility Solutions which offers visibility throughout Europe and a strong regional base in Auvergne-Rhône-Alpes.CARA supports its members from concept to market, thanks to an organisation based on three hubs: Innovation / Demonstration / Development.

In 2017, our INNOVATION hub organised 13 think-tanks, certified 21 projects, and helped 17 projects find public financing solutions. The DEMONSTRATION hub placed a wide range of projects involving alternative energies, the circular economy, and autonomous vehicles in real-world situations. The DEVELOPMENT hub built a sharing platform for 33 member companies, structured industrial performance through its Lean clubs, and provided training through the PIA ACE project and the ITMU.

Finally, because the international dimension is key to our ecosystem’s development, several initiatives were implemented to further your expansion into international markets and enhance the influence of CARA and its members. The wide range of initiatives we offer our members, which are presented in this document, helped increase membership from 189 to 207 members in a single year. We hope to continue to that growth with you.

Finally, we would like to thank you for the wonderful year we shared in 2017. The leadership team at CARA is counting on you to continue the conversation about our topics and share your needs and successes to ensure our network’s success. Enjoy your reading, and let’s continue to move ahead enthusiastically in 2018.

CARA SERVES ITS MEMBERS BY PURSUING SEVERAL COMPLEMENTARY OBJECTIVES TO HELP FOSTER INNOVATIONS: - Identifying promising areas for innovation and calls for projects and sharing that information with members

- Bringing together the right skills and partners to work on the network’s collaborative innovations - Sharing everyone’s experiences and expertise - Guaranteeing the quality of responses to calls for projects with the CARA label - Promoting members’ projects and success stories to establish them as benchmarks and sources of inspiration outside of its ecosystem

- Supporting demonstrations and evaluations in real-world situations.

To achieve these objectives, CARA focused its efforts on four drivers in 2017: stimulating creativity, supporting the development of innovative projects, guaranteeing project quality through the CARA certification process, promoting innovation.

STIMULATING CREATIVITYIn 2017, CARA organised 13 think tanks, topical discussion groups and presentations. These events, which are free for all members, brought together 530 participants. Participants enjoyed the opportunity to work on in-depth topical intelligence and on drawing out ideas for collaborative innovations. The think tanks are linked to the 5 research programmes: Motorisation and driveline, Vehicle architecture, Safety and Security, Intelligent Transportation Systems, Mobility modelling and management. The 2017 think tanks covered the following topics: - Understanding the French Law on Energy Transition (cf. 2017 in Review, page 14) - Fine particulate pollution: 1) Measurement, characterisation and treatment, 2) Origin of the particles, atmospheric phenomena,

and impact- How to make life easier for truck and bus drivers?- Using serious games in transportation (organised in partnership with the Imaginove cluster)- Automating deliveries- How to reduce the environmental impact of urban deliveries? From problem to solutions- Using image processing for safer mobility- Smart tyres- ITS and logistics (the first think tank held in Auvergne, at SIGMA in Clermont Ferrand)- Natural Gas for Vehicles (as part of the Solutrans show)- Cybersecurity for Vehicles (as part of the Solutrans show)- Embedded lighting for safer truck and bus manoeuvres (organised jointly with the Logistics Intelligence Cluster (PILES) and the Lighting Cluster as part of the LED Forum).

SUPPORTING THE DEVELOPMENT OF INNOVATIVE PROJECTSSince its creation in 2006, the organisation has helped its members with the innovation process, particularly their industrial property policies. As a part of that service, CARA and the INPI signed an agreement which will enable CARA members to have an INPI expert assess the protection provided by their industrial property policy. Two other initiatives were carried out under that agreement in 2017:- update of monitoring of the CARA member patent portfolio;- seminar to raise awareness of the implementation and negotiation of the consortium’s contracts, attended by 20 companies

INNOVAT ION

CARA: ACTIVATING INNOVATION DRIVERS

As a part of its mission as a Competitive Cluster, in 2017 CARA continued its work on certifying innovative projects. CARA’s project certification, which guarantees the projects’ technical quality to public investors, was awarded to 21 new projects at very different levels of maturity this year:- 5 fundamental research projects: 4 ANR projects, 4 ARC regional research projects

- 5 research and innovation projects: 2 FUI, 6 ADEME including 4 IPME, 1 On-Road Vehicle of the Future and 1 Rail or guided transportation, 1 European - SME instrument

- 4 demonstration and testing projects: 2 Auvergne-Rhône- Alpes Region RDI BOOSTER, 2 ADEME Regional AURA - AURATRANS

The project owners’ diversity highlights CARA’s rich and dynamic ecosystem: 8 projects led by university or public

research centre laboratories, 9 by SMEs, 1 by an ETI, 2 by major groups, and 1 by a local government. The certification’s value is highlighted by the fact that 17 projects certified in 2016 and 2016 received public funding, for an average conversion rate of 67%:- FUI: 75 % - including 2 FUI24, 100% and 1 FUI23, 50% - ANR: 50 % with 2 projects funded,- ADEME IPME: 6 projects funded (75%)- ADEME REGIONAL: 4 projects funded (100%) - ARC REGION: 1 project funded (25%)- ADEME On-road vehicle of the future and rail or guided transportation: 2 projects funded (100% conversion rate)

PROMOTING INNOVATIONEvery year, CARA publishes Contributions, reviews based on its think tanks and presentations. They are available online at www.cara.eu and in paper copies.Three reviews were published in 2017: - The specific risks related to vehicle electrification - Understanding the Law on Energy Transition - Autonomous vehicles and mass transit policy

EDIT, LOW EMISSION DRIVELINE PRIZE The EDIT project, a CARA-certified project funded through the French Single Inter-ministerial Fund’s 19th call for projects which was presented and exhibited at the Solutrans show under the name UrbanLab2, won the “Low Emission Driveline” Prize sponsored by CARA and the PFA and presented on the side-lines of Solutrans.

STAR: ACCELERATING THE DEVELOPMENT OF AUTONOMOUS URBAN TRANSPORTATIONThe STAR project aims to create an autonomous, driverless bus capable of circulating as safely and comfortably as a “normal” bus (12-metre-long vehicle with room for a large number of passengers, at speeds of up to 40 km/h). This project, which is certified and supported by CARA, Aerospace Valley and the New Industrial France - Autonomous vehicle (for which CARA coordinates industrial, agricultural, and forestry vehicle use), involves several partners: EASYMILE, IFSTTAR, INRIA, ISAE-SUPAERO, IVECO BUS, MICHELIN, SECTOR and TRANSPOLIS. The project had received funding from the French government through the FUI (single inter-ministerial fund), the Auvergne-Rhône-Alpes and Occitanie regions, and the Lyon Metropolitan Area.

COMPRESSED NATURAL GAS FOR VEHICLES: INITIAL CONCLUSIONS OF PROJET ÉQUILIBRE Projet Équilibre, rolled out in the Auvergne-Rhône-Alpes region, aims to assess the relevance of using natural gas to transform regional freight transportation. A study of the environmental performance and consumption of diesel and CNG vehicles is under way. The study measures the consumption and CO2 and NOx emissions of a fleet of 15 vehicles in real operating conditions over the course of a year. The test involved more than 1,000,000 km of driving, with over 500,000 km used for the statistical results. Mid-experiment results from the 44T vehicles were released in April 2017.CARA supports the project’s monitoring of the experiment and coordinates the monitoring committee responsible for verifying that it runs properly.

Mid-experiment results available online at www.projetequilibre.fr

NATURAL GAS AND GASOLINE: INNOVATIVE MOTORS FOR LIGHT UTILITY VEHICLESWhile electric motors can already meet needs for local usage and last mile deliveries, their range of action is limited by their low autonomy. Natural gas is a serious alternative to diesel motors for these purposes. IFPEN has developed the concept of CIGAL™ concomitant injection, based on biofuel vehicles (natural gas/gasoline), to exploit the synergy of natural gas and gasoline. IFPEN partnered with the company Warning for the tests. The project, which was funded by the ADEME Auvergne-Rhône-Alpes energy agency, is a part of the GNVolontaire programme implemented by the ADEME and GrDF.

D EMONSTRAT ION

CARA: AN EXPERT IN APPLICATION DEMONSTRATOR DEPLOYMENT

Deploying application demonstrators makes it possible to assess innovations in real-life situations and test them in real conditions: user acceptance, integration into operating systems, adaptations to achieve regulatory compliance, business model development, etc. The goal is to secure these projects’ capacity to find their market and accelerate their market access.

AMBITIOUS ROLL-OUTS OF ELECTROMOBILITY SOLUTION IN THE MATURATION PHASE

DEVELOPING THE TESTING RESOURCES TO MATCH FRANCE’S AMBITIONS FOR THE MOBILITY OF THE FUTURE TRANSPOLIS, THE CITY LAB FOR URBAN MOBILITY

THE PAYS DE GEX ASSOCIATION OF MUNICIPALITIES IS DEPLOYING ITS ELECTROMOBILITY STRATEGYThe Pays de Gex association of municipalities (Ain) has chosen to roll out an ambitious, systemic carbon-free mobility strategy. Its proposal covers all types of flows of passengers and freight, for a lasting transformation in practices.CARA is putting its expertise to use in working with the partners involved in the project and its innovation ecosystem to develop electromobility solutions tailored to fit the region and users’ needs. The project focuses on low-impact mobility, charging stations, bus rapid transit, and urban logistics solutions.

ZERO EMISSION VALLEY: DEPLOYING HYDROGEN-POWERED MOBILITY IN AUVERGNE-RHÔNE-ALPESThe Auvergne-Rhône-Alpes Region presented a large-scale project to deploy zero emissions mobility in the region during the 2017 Blending Call, a European call for projects. The Zero Emission Valley project aims to make the region Europe’s leader in hydrogen-powered mobility. Roll-out of 1,000 cars with zero-emissions fuel cells, 20 hydrogen-powered charging stations, and 15 electrolysers (to produce hydrogen without emitting C02) is slated for 2018. Auvergne-Rhône-Alpes is investing 15 million euros. The total project budget is 70 million euros over 10 years, including €10.1 M in European funding. MICHELIN and ENGIE are involved in the project. At the Region’s request, CARA created a working group on HGV development and drew up a training programme development plan.

TRANSPOLIS, THE CITY LAB FOR URBAN MOBILITY In 2017, Transpolis continued to serve clients on its Saint Exupéry site, where its first City Lab is located, while awaiting the 2018 launch of its future 80 Ha site in the Ain department. The Transpolis platform provides a space to test innovations in a controlled setting before they are rolled out in open environments. CARA remains highly involved in Transpolis, and supports it by: - Sitting on its Scientific Committee - Identifying projects which require a test phase at Transpolis prior to demonstrator deployment in real situations.

NEW INDUSTRIAL FRANCE - AUTONOMOUS VEHICLES: APPROVAL AND TESTING RESOURCESCARA has actively supported the work done by New Industrial France (NFI) since 2014. As a member of the steering committee for the “Integrating Autonomous Vehicles into eco-friendly mobility solutions” programme, CARA coordinates the “Heavy goods, agricultural, and forestry vehicles” use case programme. Its work on structuring the field involves reporting issues with autonomous vehicle deployment to the authorities and identifying use cases to test to facilitate roll-out.CARA is also continuing its involvement in the “Autonomous Public Transit System” and “Autonomous HGV” use cases and works with CEREMA to lead the “Approval and testing resources” working group for these two use cases. The active involvement of certain CARA members (Iveco, Navya,

EasyMile, Alstom, Transpolis, RATP, Transdev, Keolis, etc.) and the support of the DGITM (Infrastructure, Transportation and Maritime Agency) are key.

While it is clear that autonomous vehicles are the future, the time horizon remains unclear given the number and significance of the roadblocks to overcome. The disruptions enabled by this technology offer an extraordinary breadth of possibilities for our field. France has chosen to reinforce its approach by appointing Anne-Mare Idrac as “High Commissioner for the national strategy on autonomous vehicle development.” Her mission is to coordinate the government’s action in the field. Her responsibilities will include developing an industrial roadmap, in conjunction with the strategic committee for the automotive industry. One of CARA’s challenges in 2018 will be bringing hauliers together to work on the autonomous HGV use case, to anticipate how these new technologies will impact freight transportation and its organisation.

LAUNCH OF THE 3PE SHARED EDUCATIONAL PLATFORM ON ELECTROMOBILITY The 3PE shared electromobility educational platform project, led by CARA, was launched in 2017. The project started with notification of the Office of the General Commissioner for Public Finance Investments, through the “Investing in the Future” programme. This programme, a regional version of the ACE (Attractiveness Competencies Employment) programme led by the PFA Automotive Industry & Mobilities, takes an innovative approach to skills and jobs. The approach starts with creating a network of industrial, educational, and research players to create initial and continuous training programmes. This network will be based on a technical and educational platform,3PE, the shared educational platform on electromobility, which features educational and experimental resources. It will be located at the Lycée Aragon Picasso de Givors (Lyon Metropolitan Area), where it occupies a 320 m2 space. A regional kick-off meeting was held on 7 July and attended by the project’s stakeholders: PFA Automotive Industry & Mobilities, CARA, the Lyon local education authority, ECAM Expert, Thésame, Arthur Hunt Consulting, and regional institutions (Direccte, Auvergne-Rhône-Alpes Region) and businesses. The meeting offered an opportunity to share the results of a national study of major automotive manufacturers and equipment manufacturers carried out by PFA Automotive Industry & Mobilities, which provides perspective on the need to modify training programmes to achieve the necessary skills. In December, the regional academic commission ruled in

favour of granting “Campus des Métiers” (Professional Campus) certification. Development of the first training programmes and set-up of the 3PE platform will begin in 2018.

A BTS (2-year technical degree) in Internal Combustion Engines, the first in France to offer training on electric motors, will be created. A regional survey of businesses will be carried out to assess how electromobility impacts jobs and skills.

ITMU, WHERE BUSINESSES AND UNIVERSITIES MEET2017 marked another step in the deployment of the ITMU, the Institute for Transportation and Urban Mobility, a space where businesses and researchers can meet to discuss transportation and mobility-related issues. The ITMU’s new website (www.itmu.fr) hosts collaborative projects involving the corporate world and universities. The Lyon Urban Goods Movement Chair combines the skills of companies and university research labs to meet the need for innovation in urban logistics. It has now entered its active phase, with the release of training resources and the launch of an “à la carte” continuous training programme in partnership with the University of Lyon and with the support of the Auvergne-Rhône-Alpes region. CARA and the University of Lyon have also gotten involved in the UMOVE consortium, to respond to the EIT’s “Knowledge Innovation Community-Urban Mobility” call for projects. The 2018 agenda includes a new Master’s programme and Doctoral programme, a lifelong learning programme, and a collective conversation and industrial projects focused on the data economy.

POOLING AND SHARING FOR FASTER DEVELOPMENT The resource and skill sharing platform is one year old and has 33 corporate members (+65% in 2017) of different types and sizes. The concept is simple: companies agree to share their skills and conceptual tools with others. The catalogue already features over 60 products: technical or soft-skills training, design tools, prototyping resources, and testing resources. 5 sharing operations were completed in 2017, thanks to an effective facilitation team and the companies’ motivation: provision of measurement equipment, sharing of project management and sales skills, sharing of embedded IT network skills and creation of a shared training for three companies (see inset).

Shared training “Risks of using diesel in industrial testing”In early 2017, the company Schrader contacted CARA because changes in its product line meant that its testing lab staff needed to be trained on the regulatory constraints and risks involved in using diesel. The companies’ questions on the platform showed that other labs had the same needs. CARA had IFP Training create a tailored training module. Three companies (EFI automotive, Valeo and Schrader) then confirmed their interest. A custom training session was held on EFI Automotive’s site, with a practical session in the lab.

ALICE: THE EUROPEAN LOGISTICS ALLIANCEThe European technological platform ALICE (Alliance for Logistic Innovation through Collaboration in Europe) develops holistic strategies for logistics and supply chain management in Europe. As a member of the working group on urban logistics, CARA attended in IPIC conference in Graz (Austria, July 2017) on the topic “toward a smart hyperconnected era of efficient and sustainable logistics, supply chains and transportation.” CARA also contributes to defining research programmes as part of Horizon 2020, the European framework programme for research and innovation.

BRUSSELS TRIP

In December 2017, CARA organised a trip to Brussels for the POLIS international conference, in partnership with PIL’ES (Logistics Intelligence Cluster). The 20 participants from major companies, SMEs, universities, and local authorities had the opportunity to discuss the work currently under way on future transportation and environmental regulations with 4 European MPs and members of the European Commissions and the FCHJU (Fuel Cells and Hydrogen Joint Undertaking). The delegation then attended the POLIS conference, where participants learned about the innovative experiments and mobility policies implemented by European cities. (www.polisnetwork.eu/2017conference)

CARA AND THE URBAN MOBILITY KIC In 2018, the EIT (European Institute of Innovation & Technology) will publish a call for programmes dedicated to the creation of a KIC (Knowledge and Innovation Community), to develop stronger ties between business communities to address major urban mobility issues. The EIT will provide 80 to 100 million euros in annual financing to the KIC for 7 to 14 years.CARA joined the U-Move consortium (www.umove-kic.com), while Michelin and the University of Lyon (ENTPE, INSA…)

have staked out a position as key partners alongside GRDF, Tuba, ForCity, Cerema, IVECO Bus, Renault Trucks, the Lyon Metropolitan Area and the municipality of Annemasse. In 2017, CARA led this local network and took part in facilitation and sat on the consortium’s steering committee alongside the IFSTTAR and the Mov’eo cluster. It will submit its proposal to the European Commission in June 2018. The winner will be announced in December 2018.

FOUR MOTORS FOR EUROPE The Four Motors for Europe interregional partnership has brought together Baden-Württemberg (Germany), Catalonia (Spain), Auvergne-Rhône-Alpes (France) and Lombardy (Italy) for the past 28 years. These major regions represent 36 million inhabitants and 6.78% of the European GDP.Their partnership facilitates collaborative projects, supports joint participation in European calls for projects like Horizon 2020, and defends economic players’ interests before the European Commission, always with the goal of a positive impact for businesses. In addition to the AllFraTech projects, which illustrate the cooperative projects supported by the partnership (cf. on this page: “Electromobility: a joint Franco-German strategy”), CARA took part in a meeting to discuss testing and experimentation platforms for autonomous vehicles on 6 March 2017, which highlighted the 3 experimental platforms run by Transpolis.

Electromobility: a joint Franco-German strategy The AllFraTech project (Franco-German alliance for innovative mobility technologies), founded with the Elektromobilität Süd-West Cluster (coordinated by e-mobil BW), aims to give the highest-performing clusters an international dimension. In 2017, three en-counters between organisations from both countries were held in Stuttgart and Lyon, with each drawing an average of 40 participants, to implement innovative projects. A total of 26 French and German organisa-tions are involved (Groups, SMEs, ETI, Research), and 4 projects focused on innovative mobility technologies have been submitted to the German Federal Ministry for Education and Research (BMBF), which already subsidises the German cluster. The launch is planned for 2018.

DEBATING THE LAW ON ENERGY TRANSITION The French law on energy transition for green growth (LTE) sets quantitative objectives and defines concrete measures for construction, the circular economy, energy and transportation. Transportation accounts for 27% of greenhouse gas emissions and 33% of energy consumption. That makes it essential to find solutions to achieve the objectives: a 40% reduction in greenhouse gas emissions by 2030 compared to the 1990 baseline and a 30% reduction in fossil fuel consumption compared to 2012. The CARA seminar on understanding this law, held on 30 March 2017, featured accounts of experiments and best practices from municipalities and transportation operators (Geneva and Lyon Metropolitan Areas, La Poste), areas for innovation developed by manufacturers (Iveco Bus and Renault Trucks), GRDF and Suez-Consulting, analyses and solutions from the mobility experts at the CEREMA, the NTPE, the IFPEN and the LAET.

STAY INFORMED THANKS TO OUR INTELLIGENCE UNITThe CARA intelligence unit publishes a monthly newsletter for members. The newsletter, which is written in partnership with Auvergne-Rhône-Alpes Entreprises and the INPI, provides technological, economic and legal information, announces events and international trips for which CARA is a partner, and publishes current European and national calls for projects.

TAKE PART IN THE MOBILITY HEARINGS Launched in September 2017 by Elisabeth Borne, French Minister for Transportation, the national Mobility Hearings ran through December 2018. This large-scale consultation was open to all regional players, and was used to prepare the framework law on mobility announced in the first half of 2018. From September through December 2017, the National Mobility Hearings aimed to identify all residents’ needs and priorities. CARA took part in the consultation, alongside ATEC ITS, AFILOG and the TLF Union, with the technical support of SETEC in drafting a text: Making and receiving deliveries in the digital era: a challenge for cities and rural areas - Proposals for the Framework Law on Mobilities.

CARA: LEADING THE CONVERSATION

The Rendez-Vous CARA events, a key stop for anyone looking to build a network, offer members an ever-changing array of visits, including industrial players, SMEs, universities, and research labs. Four events were held in 2017: Michelin hosted the first on its Ladoux site, officially welcoming players from the Auvergne region to the organisation. Next was a visit to La Poste subsidiary Corbas’ Chronopost Hub, which included a presentation of the ITMU (Institute for Transportation and Urban Mobility). The company

AMIS (SIFCOR group), which specialises in forged automotive parts, opened the doors of its Montluçon plant, with a presentation of the company VIATEMIS. The series ended with a visit to the CEVA (Cornavin Eaux-Vives Annemasse) site, including a presentation of the company VIBRATEC. Fruitful discussions of the new Geneva/Annemasse links took place, with the goal of identifying the impacts and opportunities in the French Geneva region for our members.
