As per the request of District Collectors of AndhraPradesh to release funds under IEC, Capacity Building,Administrative Components, etc., of SBM(G) it is decided torelease the funds to all the Districts as per their eligibility (basedon performance) to meet the expenditures of IEC, CapacityBuilding, Administrative Expenditure, MPDOs vehicles hiredcharges, remuneration to additional computer operatorsworking in MPDO offices, payment to geo-tagging for FAs/TAs,payment to Swachha grahis, payment for geo-tagging usingMSBM App In view of the above, an amount of Rs.13.00 Crores isreleased through RTGS from SBM(G) funds to the followingMember Secretaries of DWSCs & SEs of RWS&S Dept. The detailsof releases are as follows:

The Member Secretaries of DWSCs & SEs of RWS&SDept. are requested to utilize the funds for the activities asmentioned in the references 2 to 5. The letters & circulars relatedto the above activities are reiterated below. 1.For appointment & payment of COs on need basis(refer to Sl. no. 45 of SAC website). 2. For appointment & payment to pay Swachhgrahisand payment to M/s Blue Frog agencies for geo-tagging thefinal completed IHHL through mSBM app. (refer to Sl. no. 46 ofSAC website). While making the payments towards geo-taggingof the completed IHHL using mSBM app, it shall be ensured thatall the payments done through VDAs be processed through PDDRDA and CEO SERP. Direct payments can be done in case geo-tagging was done through any other agency other than VDAs. 3. Payment to FAs/TAs for geo-tagging througheFMS, (refer to Sl. no. 14 of SAC website). 4. Payment to MPDOs for vechicle hire charges. (referto Sl. no. 47 of SAC website). 5. For all the above activities the payment shall be madeby the districts from the funds released now in addition to


meeting expenditure for regular IEC, CB, A & OE activities. Therefore all the Member Secretaries of DWSCs & SEs ofRWS&S Dept. are requested to follow the instructionsscrupulously and also update the expenditure details head wisein IMIS immediately as and when the amounts are utilized andalso submit the UCs for the funds released. Ref:Request made by the districts during the meetings. @@@@@@@@@ Attention is invited to the subject and reference cited. As you are aware the Andhra Pradesh State targeted tobecome ODF state by 31st December 2018. During 2017-18 sevendistricts ie., West Godavari, Krishna, SPS Nellore, Guntur, East Godavari,Vizianagaram and Prakasam districts are targeted to become ODF andthe remaining 6 districts during 2018-19. During the review on progressof IHHLs, it is observed that there is a considerable delay in geo-tagging at the FA/TA level and some technical advice/assistance isrequired for proper construction of the IHHLs by the beneficiaries.Therefore, it is decided to pay an amount of Rs.8/- for each stage ofgeo-tagging of IHHL (and for 3 times it works out Rs.24/-) as incentiveto all the FAs/TAs towards geo-tagging of the IHHL and assisting thebeneficiary in proper construction of the IHHL. The amount will bereleased to the individual accounts of FAs/TAs directly by SAC dulymeeting the expenditure from IEC/CB funds under SBM. Therefore, it is requested to take necessary action accordinglyand expedite the completion of construction of IHHLs and declare yourdistrict as ODF.
