EVENT REGULATIONS

OVERVIEW The 2016 Volkswagen USA Cycling Masters Road National Championships are run under USA

Cycling (USAC) sanction. All USAC rules, regulations, and bylaws are to be followed. The panel of Commissaires has on-site jurisdiction regarding these regulations. Any questions should be directed to the Commissaires.

Additionally, the event is governed by the US Anti-Doping Agency (USADA). All USADA rules and regulations must be followed as well.

EMERGENCY MEDICAL INFORMATION Emergency medical support and first aid will be available at all venues near the start finish lines.

An ambulance will be on site at each course.

In case of an emergency the following hospitals will be the primary destination for transport.

ANTI-DOPING The 2016 Volkswagen USA Cycling Masters Road National Championships is run in accordance with

the regulations of the U.S. Anti-Doping Agency (USADA). By registering to compete at this event you have consented to be subject to drug testing and adhere to the penalties associated with an anti-doping rules violation. All registered competitors are subject to testing and, if chosen for drug testing, are required to comply with the applicable rules. Noncompliance or refusing to be tested will result in the same penalties as a doping violation.

Should USADA attend this event, a list of cyclists selected for doping control will be posted at the finish line and at the Doping Control Station.

All riders, including any athlete who has abandoned the competition, are responsible for ensuring personally whether they are required to appear for doping control. All posted riders are required to report to the Doping Control Station unless their release from testing is documented by a USADA Official in the field. If, after reporting to the Doping Control Station a posted rider is not required to provide a sample for purposes of doping control, their dismissal will be documented by a USADA Official.

USADA will conduct testing in accordance with its Protocol. A copy of and additional information concerning the USADA Protocol are available online at http://www.usantidoping.org.

Refusing, or failing without compelling justification, to submit to sample collection after notification as authorized in applicable anti-doping rules or otherwise evading sample collection” is an anti- doping rule violation.

USADA will test for any and all substances and methods prohibited by the World Anti-Doping Code.

Visit www.USADA.org for a full list of banned substances, banned methods, and the current Anti-doping protocols.

Please note that even over-the-counter or prescription medications may contain a banned substance(s) that could cause a positive test result and thus constitute a doping offense. The use of dietary/nutritional supplements including vitamins, minerals and amino acids is completely at the athlete’s risk, even if the supplements are labeled ‘approved’ or ‘verified.’ If you take dietary/nutritional supplements you may test positive for a prohibited substance which is not disclosed on the product label. This would result in a doping violation and sanction. Always check with the USADA Drug Reference Line before taking any medication.

NUMBER PLACEMENT Numbers should not be cut, folded, or otherwise altered. Altering a number may result in any results

being voided.

Time trial numbers should be placed centered on the back of the rider’s jersey.

Road Race and Criterium numbers should be placed so as to be seen from the sides and the photo-finish camera above the finish line.

AWARDS The top-5 finishers in each category are required to participate in the appropriate award ceremonies.

The riders must report to the awards area at the appropriate times.

No bicycles will be allowed on the podium during ceremonies.

The US National Champion’s jersey will be presented for all categories with at least one official finisher.

Awards will be presented at ceremonies at each venue, please pay attention to the timeline for the proper time of your award ceremony.

USA CYCLING REGULATIONS The following is a brief overview of USA Cycling National Championship rules. For full details, please see:

www.usacycling.org/usa-cycling-rule-book.htm Individuals attempting to pre-ride the course prior to the event or any scheduled practice day may encounter hazards including incomplete course construction or obstructions. The course may also cross private property. Athletes pre-riding the course do so entirely at their own risk.

LICENSE REQUIREMENTS 1. ALL PARTICIPANTS MUST HAVE A CURRENT & VALID USA CYCLING ANNUAL LICENSE WITH THE PROPER CATEGORY AT THE TIME OF REGISTRATION. Riders who attempt to register, but do not hold a current and valid USA Cycling Annual license, will NOT be allowed to complete the registration process until they can provide a valid USA Cycling license number. In order to avoid this situation, please make sure that your USA Cycling profile is current and includes your USA Cycling license number.

ELIGIBILITY 1. At the time of registration, all participants MUST meet the minimum required category for the

respective event according to the 2016 USA Cycling Rule Book. Riders attempting to register for an event without having the required category will be removed from the registration list with no refund provided.

2. All participants MUST be either a U.S. citizen or permanent resident (green card). 3. All participants MUST have a racing age of 35 or over (including masters tandem categories, but NOT

including open tandem categories). Riders with a racing age of 35 or over who hold Elite status per USA Cycling rules may NOT compete in the USA Cycling Masters Road National Championships. This includes riders who:

• Are, or have been, members of a UCI-registered team of any type (road, track, MTB) in the calendar year of the championship.

• Have competed in the Elite category of a UCI World Championship, Continental Championships,

• Olympic Games or World Cup in the road discipline in 2016. 4. All participants MUST race in the current age class as shown on their 2016 USA Cycling license.

Riders MAY NOT race up or down in racing age class.

RULES 1 BICYCLE REGULATIONS: In general, the regulations for bicycles are those of USA Cycling. Please refer to section 1I – Bicycles, in the USA Cycling rulebook: https://s3.amazonaws.com/USACWeb/forms/rules/2016_USAC_Rulebook_Chapter_1.pdf The main points are: A. Bicycles may be no more than 2 meters long and 75 cm wide, except that tandems may be up to 3

meters long. B. There may be no protective shield, fairing, or other device on any part of the bicycle, which has the

effect of reducing air resistance except that spoke covers may be used. C. Wheels may be made with spokes or solid construction. D. The handlebar ends shall be solidly plugged. E. Handlebars with ends, features, or attachments that extend forward or upward or that provide support

for other than the rider's hands are permitted only in time trial events.

Per USA Cycling regulations, the following UCI regulations will be in effect for the event. A. For Mass Start Events and Individual Time Trials:

I. Bicycle frames must be of double triangle construction II. Wheels must be of the same diameter between 550 and 700 cm.

B. Other UCI regulations, including saddle and handlebar placement, will not be in effect.

2 INDIVIDUAL TIME TRIALS: Are open to ALL categories – men’s categories 1‐5 and women’s categories 1-4.

3 ROAD RACE AND CRITERIUM RULES: For master men’s age groups 35-54, riders MUST be Category-3 or higher. For master men’s age groups 55 and above, there are no category requirements. For master women’s age groups 35-44, riders MUST be Category-3 or higher. For master women’s age groups 45 and above, there are no category requirements.

4 TANDEM ROAD RACES: Tandem Road National Championships shall be conducted for men’s, women’s, and mixed teams whose ages’ sum falls into the following categories: 70+, 90+ and 110+. The pilot MUST be a Category 1, 2 or 3 rider at the time of registration.

5 TANDEM TIME TRIALS: Tandem Time Trial National Championships will be conducted for men’s and mixed teams, whose ages’ sum falls into the following categories: 70+, 90+ and 110+ and for women’s teams whose ages’ sum falls into the following categories: 70+, 90+, and 110+ .

NOTE: All races will start with a 1 kilometer (0.62 mile) neutral section, racing will not begin until after passing through the third round-about. The Commissaire will signal the official start of the race.

ROAD RACE NOTES

Staging for each race will take place 20 minutes prior to each start.

Rider staging will be on Belnette Dr. This street is residential, please be respectful of property owners and residents.

The race will begin with a 1km neutral roll-out from the start line to the right turn off the third traffic circle on Williams Rd.

The course will run in a clockwise direction.

There will be neutral support follow vehicles in each race, provided by Mavic.

Registration/packet pick-up will be located near the start/finish line.

No team vehicles are allowed.

Please respect local traffic and do not ride in large packs when previewing the road race course. Roads are open to traffic at all times and riders should stay to the far right.

This event will have a rolling enclosure. Athletes falling out of the protected envelope must abide by all rules of the road.

DIRECTIONS TO START LINE – ROAD RACE

START/FINISH LOCATION Start/Finish line is located on Shallowford Rd in Lewisville, NC, next to the ABC store at the northern

edge of the shopping center. This is a common start/finish for all road races.

PARKING INFORMATION There is no dedicated parking for the Road Race. There are various lots located around the area of

the start/finish line with parking (see map below).

DIRECTIONS TO ROAD RACE START FROM WINSTON-SALEM From Winston-Salem head west on US-421 to Exit #242 (approximately 3.5 miles from the

intersection of I-40 and US-421).

At Exit #242 (Lewisville/Clemmons) exit and at the traffic light, proceed straight to Lewisville/Clemmons Rd (CR-1156).

Follow Lewisville/Clemmons Rd approximately 2.3 miles to Shallowford Rd and the various parking lots.

NOTE: Exit #244 is on the race course and attempting to use that exit rather than #242 will cause delays getting to or leaving the start/finish area.

LOCATION The feed zone is located at the Lewisville Fire Station #13 at 8420 Shallowford Road

PARKING Park ONLY in designated areas. THIS IS AN OPERATIONAL FIRE STATION AND DRIVEWAYS

MUST REMAIN CLEAR. Do NOT park in the lot in front of the station, those spots are reserved for the first responders.

DIRECTIONS TO FEED ZONE FROM RACE START Take Highway 421 West to Exit #249, Dinkins Bottom Road/SR1571.

Right (south) on Dinkins Bottom Road to T intersection at Courtney-Huntsville Road (0.9 mile)

Left on Courtney-Huntsville Road for 1.0 mile; Lewisville Fire Station #13 is on the right. NOTE: Courtney-Huntsville Road becomes Shallowford Rd upon crossing the Yadkin River

WE STRONGLY RECOMMEND THESE DIRECTIONS; traveling on the race course WILL result in delays getting to the feed zone. DO NOT follow the course to return to the finish line.

FEED ZONE REGULATIONS The course runs North along Williams Road then bears right onto Shallowford Road.

All feeding must be done from the right side of the road, feeding from the left may result in nullification of results.

Feeding must be done ONLY in the designated area, moving outside the area may result in nullification of results.

It is encouraged that all feeders wear identifiable team clothing.

There is no neutral feed.

Several races are on the course at the same time; please move back from the road if your rider’s event is not passing through.

Feeding will be allowed on every lap except the final lap. This may be altered on race day by the Chief Referee due to weather conditions.

CRITERIUM NOTES

Staging for each race will take place 10 minutes prior to each start.

There will be neutral support provided by Mavic in one fully staffed neutral wheel pit.

Call-ups will be done for defending National Champions and National Champions moving up an age group.

Free Lap Rule: Riders shall normally cover the distance of the race regardless of mishaps and must make up any distance lost on their own ability unless a free lap is granted for mishaps. A free lap may be granted for each mishap subject to the following rules unless the official race announcement states that no free laps will be allowed. Bicycle inspection and repairs must be made in an official repair pit. A rider who is granted a free lap must return to the race in the position held at the time of the mishap. A rider who was in a group shall return at the rear of the same group the next time around. A rider granted a free lap must re-enter the race before the final 8km of the race; after that point in the race a rider in the pit is losing ground on the field.

START/FINISH LOCATION Start/Finish line is located at the Winston-Salem Fairgrounds Annex, adjacent to BB&T Field and the

Lawrence Joel Veterans Memorial Coliseum, near the Wake Forrest University campus.

PARKING INFORMATION Parking is in the lot for the Lawrence Joel Veterans Memorial Coliseum (2825 University Pkwy,

Winston-Salem, NC). This parking is located directly west of the criterium course.

DIRECTIONS TO CRITERIUM FROM WINSTON-SALEM From Winston-Salem head north on US -52 to Exit #111A (approximately 1.9 miles from the

intersection of US-52 and US-421)

Take Exit #111A (28th St) to Indiana Ave

Left turn on to Indiana Ave to 28th St (0.3 mile)

Bear left on to E 28th St to University Pkwy (1.4 miles)

NOTE: 28th St merges with and becomes 27

th St.

Right on to University Pkwy to Deacon Blvd. (0.3 miles)

Right on to Deacon Blvd, Lawrence Joel Veterans Memorial Coliseum and parking is 0.1 mile on the right.

TIME TRAIL NOTES

The start line is located near 271 Mathis Farm Road, Roaring River, NC, 28669.

The TT course is an out-and-back, and thus the centerline rule will be in effect for all portions of the course (including turns).

Staging will take place 20 minutes prior to each start.

The course is closed 15 minutes prior to race start.

There will be neutral support provided at the start and there will be assistance in pits, along the course, provided by Mavic.

No team vehicles are allowed.

Please be respectful if pre-riding the course prior to race day. Stay to the right.

START/FINISH LOCATION Start/finish is located approximately 40 miles west of Winston-Salem, NC in Wilkes County, NC.

It is located at the intersection of Old US 421 and Mathis Fam Road (approximate address 271 Mathis Farm Road, Roaring River, NC, 28669)

PARKING INFORMATION Parking is located along the shoulder of Mathis Farm Road. Follow the guidance of the marshals for

parking instructions.

DIRECTIONS

From Winston-Salem head west on US-421 to Exit #277 (approximately 40 miles from the intersection of I-40 and US-421).

At Exit #277 (Windy Gap Road/Speedway Road) head south (left) on Windy Gap Road to Cling Johnson Road (1.2 miles).

Bear left to stay on Windy Gap Road to Mathis Farm Road (1.1 miles)

Left onto Mathis Farm Road for 1.5 miles to the designated parking areas. NOTE: DO NOT ATTEMPT TO ACCESS THE START/FINISH AREA FROM EXIT #276 RATHER THAN #277. There is no access through the course and no athlete parking allowed ANYWHERE on Red, White, and Blue Road. Park ONLY south of the course in designated areas on Mathis Farm Road.
