WelcomeAs the president of the SouthShore Coalition for Mental Health and Aging, it is my pleasure to have participated with members of our board of directors and community leaders to produce this Resource Guide for the SouthShore Community.

In 1992, Dr. Kenneth D. Barringer founded the SouthShore Coalition for Mental Health and Aging to help seniors through the aging process. Over the years, the organization has grown to provide resources to all ages. He has inspired us with his spirit of volunteerism. In his recently published book, Making Healthy Choices for Senior Living, Dr. Bar-ringer encourages volunteering as its own healing therapy while contributing to others.

For those of us at the SouthShore Coalition for Mental Health and Aging, by following in Dr. Barringer’s footsteps, our goal is to provide a comprehensive list of resources to support community members in need. With aging services, animal services, children's services, crisis and transportation to veterans' services, there is something for everyone.

Contained within the pages of this guide you will find a common theme of Neighbor Helping Neighbor. Nowhere in SouthShore is that sentiment stronger than at the Sun City Center Emergency Squad. The squad began in 1964 with 14 “first aiders” trained by the Red Cross. Today, there are over 400 volunteers, consisting of licensed emergency medical technicians, drivers, dispatchers and support staff. They will

respond to your call for emer-gency medical assistance 24 hours a day, 365 days a year.

We are especially excited to present this guide to our caring squad members for them to provide additional support before they depart to their next call.

We will also make these guides available to local places of worship, medical and financial institutions, retirement com-munities and chambers of commerce.

The spirit in our community, where we truly care for the welfare of our neighbor, makes SouthShore one of the most welcoming places to live. Please keep a copy on hand so that you, too, may become a resource if there is a need.

Building community,

one volunteer at a time

This inaugural copy of the SouthShore Community Resource Guide may be one of the most important publications you’ll receive this year. Inside, you’ll find information on services and organizations in and around SouthShore to help with everything from your health to your finances, from education to elder care. Do you have a concern about an older neighbor, or need help identifying activities to keep young minds and hands busy? This guide can help identify organizations and services that may be able to help.

“The goal is to have the community of SouthShore support each other,” explained Debbie Caneen, president of the SouthShore Coalition for Mental Health and Aging, the organization behind the publication.

Caneen, whose office is in Sun City Center, says the unique nature of SouthShore, a community of six cities with a retirement center – Sun City Center – in the middle, and the work of the Sun City Center Emergency Squad led to the idea of publishing a resource guide for the entire community.

“The impetus for the publication really came from the folks at the Emergency Squad,” she said. The Sun City Center Emergency Squad is an all-volunteer, no-cost, 24/7 first-responder service serving Sun City Center. Often, according to Caneen, calls involve someone who has fallen in their home. A call to 911 connects the caller to the Sun City Center Emergency Squad, who is able to care for the injured at no cost to either the caller or the county.

“The squad not only saves the county money, the responders are in a perfect position to assess the person’s

living condition, their medical and mental state and can, where necessary, make recommendations to improve someone’s quality of life,” Caneen explained. “This guide will be of great help to everyone, and it’s something they can leave behind or give to a family member.”

Caneen also believes the Resource Guide has the ability to build community, and points specifically to the book, Making Healthy Choices for Senior Living,written by long-time Sun City Center resident and founder of the coalition Kenneth Barringer, Ph.D., as one of the sparks behind the idea for a resource guide. According to Barringer, one of the keys to a healthy retirement is staying active, and one way to stay active is to volunteer.

“We’re hoping this publication encourages many more Sun City Center residents to volunteer in communities throughout SouthShore, and those residents in surrounding communities to get to know the residents of Sun City Center.

“Businesses like Amazon are bringing a plethora of young people to the area, and we want them to become involved with the community as well. We’re hoping this guide will get them curious enough to

volunteer,” she said.

“Everyone can contribute to building a cohesive community,” Caneen added. “We’re hoping this guide helps nourish a spirit of neighbor helping neighbor.”

A history ofCaringThe SouthShore Coalition for

Mental Health and Aging isengaged as a non profit organiza-tion to provide mental health ser-vices to the residents of southern Hillsborough County, including Sun City Center, Ruskin, Wimau-ma, Apollo Beach and Riverview.

The organization is a collection of engaged volunteers providing mental health services to the res-idents of southern Hillsborough County. They challenge everyone with the means to live a healthy lifestyle in their aging years, and help residents who need extra as-sistance by providing them with options that can assist them to deal effectively with their person-al conflicts and relationships.

Outreach includes a quarterly seminar, newsletter, website and the coalition office at Sun Towers Retirement Community in Sun City Center. There are screening services for depression and memory loss, and a referral system to help those who need assistance. We have expanded our sup-port groups to focus on specific needs, such as grief, care giving and memory loss, and include two groups that deal with the stresses of retirement living.

Debbie Caneen President, SouthShore Coalition forMental Health and Aging

Meeting needs and helping others has been a life long mission for Deb-bie Caneen, president of the SouthShore Coalition for Mental Health and Aging. Caneen is also director of admissions at Sun Towers, a retirement and rehabilitation community located in Sun City Center. Caneen’s past experience in senior care issues is the perfect match for the SouthShore Coalition. Upon accepting the office of president, she immediately went to work looking for ways to improve the quality of life for all residents throughout the SouthShore community. One of her early successes as president of the coalition was the recently signed agreement with the Byrd Alzheimer’s Institute to provide memory screenings in SouthShore. This exciting program will allow residents the opportunity to possibly discover early signs of Alzheimer’s, to be able to make changes in their life to help combat this terrible disease and to provide a better future for themselves and their families. These screenings will take place throughout the community, and information is confidential in accordance with HIPPA compliance standards. Caneen said the greatest challenge for the SouthShore Coalition is getting information to people about the help that is available throughout the community. And from that, the idea for the SouthShore Community Resource Guide was born. The guide is designed to be a tool identifying the vast group of non profit organizations, as well as other resources, in an easy-to-use format. People helping others is the goal of the SouthShore Coalition. The organization was founded many years ago by Ken Barringer, Ph.D., author of Making Healthy Choices for Senior Living. Today, the coalition is composed of volun-teers from all walks of life, all career paths and all inter-ests, some retired, some still working. President Debbie Caneen invites all SouthShore residents to consider how they can help others by joining the coalition, and it is her hope that all residents will take advantage of the services provided in the new resource guide.

Everyone at the Sun City Center Emergency Squad is a volunteer – there are no paid positions and never have been. Squad members come from all walks of life: different backgrounds, different ages and different talents. The chief, Dennis Floto, served on the Sun City Center Emergency Squad for six years pri-or to being selected as chief. Prior to his involvement on the squad, Chief Floto served 33 years of active and reserve duty in the U.S. Army and U.S. Air Force. As a member of the U.S. Army, Floto served in Viet Nam as a helicopter pilot with the rank of chief warrant officer. For his service he received two Purple Hearts and the Silver Star for valor while engaged in conflict. As a member of the Air Force Reserves, Floto held the rank of chief master sergeant. Upon retirement from military service, Floto served 12 years as a lieutenant and EMT in the Salt Lake City Fire Department, 17 years as deputy sheriff for Salt Lake County and eight years as fire chief for the Manhattan, Nevada, Fire Department. Today, Chief Floto brings a wealth of experience to the squad. He serves as an EMT as well as overseeing the operation of 8 squad teams. Every month, the squad makes well over 400 ambulance runs and 140-plus wheelchair transportation runs. Hillsborough County Fire Rescue reports that the squad’s pres-ence and response time is generally under five minutes from time of call to on-scene, which saves county taxpayers approximately $5 million per year.

The Sheriff’s Office has reported that Sun City Center has the lowest crime rate of any community in Hillsborough County – and that is due in large part to the watchful eyes of the Sun City Center Security Patrol. Seven days a week, 365 days a year, volunteer patrol members are out on the street in patrol cars, helping to make sure residents and their homes are safe. The security patrol is operated entirely by volunteers – no one is paid a salary. Members come from many careers and do not have to have a background in law enforcement to participate. In fact, there is always a need for dispatchers, mechanics and administrative help. The security patrol operates five patrol cars manned by two people on each shift. The security patrol is the extra eyes and ears watching over more than 19,000 homes within Sun City Center. The patrol also checks local businesses and the assisted liv-ing facilities throughout the community. The patrol is on the lookout for more than crime: They are observant of the build up of newspapers at a home or other signs that something might be wrong with a resident. Distant families often call the patrol when they become worried when a relative can’t be reached, and the patrol has even rescued lost animals

and delivered residents home from the hospital. “Unfortunately, Sun City Center is a hot bed for solicitors and scam artists,” said Karen Ryan, chief of patrol. “When residents spot a solicitor on their street they call the patrol, the patrol captain monitors activity, calls the patrol dispatcher who then contacts the Sheriff’s Office. The problem is then handled by law enforcement officers.” Currently, the patrol has over a thousand members; some with over 20 years’ experience. However, with four shifts a day, every day of the year, as well as administrative and maintenance positions, new volunteers are constantly needed. No special skills are required. The patrol is a fun way to give back to the community and help keep every home safe, including your own. The patrol office is located at 1005 N Pebble Beach Blvd. Call 813-642-2020 to volunteer.

Sun City Center Security Patrol

Neighbors helping neighbors, a community resolving its own problems: The Sun City Center Emergency Squad is one of the best examples of this philosophy. At no cost to Sun City Center residents, the squad is on call 24 hours a day, 365 days a year. They are the community’s first responders in emergency (and non emergency) situations, and they work in concert with the Hillsborough County Advanced Life Support (ALS) and Fire Rescue departments. Because the squad is local and their only responsibility is Sun City Center, they are able to respond more quickly and are able to assess situations and help stabilize patients while waiting for the county squad to arrive when nec-essary. In non critical situations, the squad transports patients to a hospital of choice at no charge to the patient. The squad is of-ten called when someone has fallen and just needs help getting up. Again, they come, they help and there’s no charge. Other services provided by the squad include wheelchair transport to medical appointments, and blood pressure checks. The Sun City Center Emergency Squad was started in 1964, and today there are over 400 volunteers consisting of licensed emergency medical technicians, emergency medical responders, emergen-cy medical responder drivers and dispatchers, plus a support staff of receptionists, mechanics, washers, sanitizers, instructors, technicians and maintenance and administrative staff. Most of the people that volunteer for the squad do not have a medical background. All volunteers receive extensive training, and those working in a squad van complete an eight-hour CPR course

and a 44-hour first responder course. The first responder course is taught at Hillsborough Community College and is the same course required by county EMT staff. Sun City Center residents have peace of mind knowing competent, caring help will reach them quickly in all situations. Volunteers enjoy the challenge of learning something new, keeping their minds and bodies active, and, most importantly, the satisfaction of helping others. The goal of the SouthShore Coalition for Mental Health and Aging is to ensure that the needs of all residents through-out the SouthShore area are met. The coalition constantly works on ways to identify those needs, and the new resource guide is just one of the solutions they have established to help residents. The coalition is much more than its name suggests. Service providers include the Mary & Martha House, helping victims of domestic abuse; AMIKids, giving troubled youth needed support; and Good Samaritan Mission, helping to provide education and life skills. These are just three of the many providers helping residents, from the youngest to the oldest, every day of the year. The coalition also offers regularly scheduled educational seminars, newsletters and an informative website, mentalhealthandaging.org. Their amazing Mindboost Workshop utilizes a series of mental exercises and games designed to help adults devel-op an awareness of brain health and memory improvement. Support groups within the coalition include Life After Loss Bereavement Group, the Life Challenges Support Group, the SouthShore LGBT Support Group, the Diabetes Support Group and many more. The mission of the coalition is to promote healthy aging and to facilitate optimum mental health through developing affiliations with their community partners and by providing education, support and outreach to all SouthShore residents. The coalition addresses problems associated with drug abuse, divorce, dementia, care-giving, physical abuse, depression, family conflicts, life stressors and alcoholism. An amazing and unexpected fact was discovered recently about residents in the Sun City Center area. Here, in a community of lovely homes, golf courses and apparent comfort, hunger is the greatest need. Unfortunately, many residents experience dramatic changes in their lives: a spouse dies, investments lose value, medical costs escalate, the money runs out. Choices

have to be made, and often mealtime is the loser. Sometimes it becomes hard to go shopping, and often it becomes difficult to prepare healthy meals. Lack of proper nutrition increases the risk of falls and illness and reduces sense of well-being. St. Andrew Presbyterian Church has recognized this need and beginning Oct. 28, 2015, they will provide a hot lunch every Wednesday from 11:30 a.m. to 12:30 p.m. – absolutely free: no questions asked, no donation bucket, no proof of need. St. Andrew is working in collaboration with Metropolitan Ministries. Each week, Metropol-itan Ministries will prepare and deliver hot, healthy, well-balanced meals to be enjoyed by anyone in the community who is hungry. In addition to feeding their hunger, participants will enjoy getting out of their homes for a while and sharing the camaraderie of dining with others. Sally McLeish, Mission Committee chairman, reports,

“For the past two years, St. Andrew Presbyterian Church has worked with Metropolitan Ministries and their Boxed Lunch fundraiser program. When it was discovered that hunger was such a great need in our community, we knew we had to sponsor the weekly lunch program.” St. Andrew Presbyterian Church is located at 1239 Del Webb Blvd. in Sun City Center. Rich farm lands surround the SouthShore community, providing fresh produce used locally and shipped to places around the country and world. Every year, as many as 12,000 migrant workers come to the area to plant and pick these crops. Many of these workers are uneducated and most do not speak English. Because of frequent moves, their children often have difficulty with school, and some are left alone and unschooled while parents are in the field. These people work very hard for very littlecompensation – yet it is all they know and, so it seems, all the future holds for them. The Rev. Kathy Dain, executive directorof the Beth-El Mission, strives to provide a better life for these workers. For more than 39 years, this organization has provided a variety of programs in education, nutrition and life skills. Children now can attend school on site and child care is available for infants, toddlers and pre school kids. Adult education, giving workers the opportunity to learn English and earn their GED, is offered through a partnership with the Redlands Christian Migrant Association and support of Hillsborough County Schools. In cooperation with the USDA Emergency Food Program – Feeding America – 400 bags of food are distributed each Tuesday. A community dinner is provided every Thursday from 5 to 7 p.m. This dinner is open to anyone in Hillsborough County who is hungry. Located on 27 acres, the Beth-El Mission center is just six miles south of Sun City Center at 18240 U.S. 301 S. in Wimauma. It is estimated that over 100,000 people are served annually, and volunteers are constantly needed to help continue this important program. Good Samaritan Mission

Making a difference, one day at a time. The Good Samaritan Mission helps people transform their lives by educating them in life skills that most people take for granted: from something as simple as under-standing how and why it’s important to go to an evacuation shelter during a storm to the consequences of celebrating with a gun shot into the air to shopping for nutritious food and saving money for future needs. The classes offered equip people with the tools needed to get out of the rut they are in and allow them to have a better future for themselves and their families. A wide variety of classes are taught at different levels of learning. Classes include cooking, nutrition, den-tal hygiene, parenting, computer skills, prenatal education, sewing, ve-hicle repair and even how to cut hair. In addition to learning important skills, participants are rewarded at the completion of each week’s class with a token to spend in the mission shop. The shelves of the shop

are lined with food staples, locally grown produce, school supplies, toiletries, cleaning supplies and much more. Each token may be redeemed for a bag that participants fill with the items they need that week. Participants also have the opportunity to participate in the Gratitude Program, in which they give of their own talents to help Mission projects. The Good Samari-tan Mission has proudly served the SouthShore Spanish-speaking community since 1984. With over 10½ acres and multiple buildings, the Good Samaritan Mission wants to grow its programs and continue to be of service to its neighbors. AMIKids

Separating a troubled past from a bright future is the vision of AMI-Kids. For over 45 years, AMI (Associated Marine Institutes) has pro-vided troubled boys the guidance and support they need to discover their potential, strengthen their community and make a lasting impact on generations to come. AMIKids is a unique combination of educa-tion, behavior modification and treatment in a family atmosphere with a caring staff to help boys turn their lives around and become produc-tive citizens. Boys are referred to the program by court order, and they spend from six to nine months in residence at the facility. Daily, they attend classes on site, and before and after class they are engaged in counseling and vocational training. The weekends find the boys in service projects throughout the SouthShore community. By helping out at church car washes, setting up for events, moving heavy equipment,

helping the library sort and shelve books, working on environmental projects in area parks and recreational centers and engaging in various other projects, the participants in the AMIKids program are able to give back to the community while learning how to change their own lives. Many exciting vocational experience are available to AMIKids. A recent Depart-ment of Labor grant provides IT courses with an emphasis on learning the computer by breaking one down and reas-sembling it. The Safe Serve Food Service course ends with a test for state certification. These courses and many others give the boys the opportunity to find their bright future. Joe Chestnut, ED.D, heads the program in the SouthShore area. Chestnut said, “Our boys are studied for three years after they graduate from the program, and over 71percent achieve their goals and move beyond their troubled past.”

Transforming lives, one family at a time is the mission of the Mary & Mar-tha House. The Mary & Martha House was established in 1982 by three women in the Ruskin community who identified a growing need to pro-vide temporary, emergency shelter and longer-term housing for homeless and abused women. Previously, all shelter services were concentrated within the city of Tampa and not available for SouthShore residents. The number of women and their dependent children who are homeless due to domestic violence or financial crisis is growing. The primary focus of the Mary & Martha House is to assist these women by providing a safe environment along with other services to help them develop financial stability and meet their other needs. Each individual referred to the Mary & Martha House comes with a different set of challenges, and it is the

goal of the Mary & Martha House to help these women find a job and transition into housing. Short-term emergency housing and support services are provided for up to 90 days to help the family in crisis assess their immediate needs and have access to community resources. Once the family is stabilized, they are eligible for transitional housing, where they can reside for up to six months to address the longer-term goals of the family. At this point, the women are required to seek employment and utilize all available community resources to achieve self-sufficiency. The Mary & Martha House offers comprehensive support services in an environment of dignity, compassion and respect. Clients successfully completing the program have full-time employment, a savings account, financial stability and permanent housing. Recognizing that children are our future, the SouthShore Chamber of Commerce created an Educational Partnership Committee to ensure schools in the SouthShore area would have the resources needed for teachers to provide the high-est-quality education possible. Chairman Carrie Elwell reported, “Our mission is to connect educational institutions with businesses throughout the region. We serve 13 schools, and have provided mentors, funds for books and a wide variety of miscellaneous items requested by teachers. As the liaison between business and schools, we are able to match needs with available resources, such as computers from a business upgrading their equipment. When students needed parts to create robots for a state competition, the committee put out the call and collected a roomful of supplies.” The committee was able to outfit an entire first grade (seven classrooms) with the books they needed to help raise reading scores and move the school out of the F category. In the past, the committee has sponsored a Welcome Breakfast for all new SouthShore teachers. This year, they took the idea on the road and delivered lunch or breakfast to every school and every teacher in the region, along with information about committee support for things needed to improve student education.

The Baker Act

The Florida Mental Health Act of 1971 (Florida Statute 394.451-394.47891[1] (2009 rev.)), commonly known as the "Baker Act," allows the invol-untary institutionalization and examination of an individual.The Baker Act allows for involuntary examination (what some call emergency or involuntary commitment). It can be initiated by judges, law en-forcement officials, physicians, or mental health professionals. There must be evidence that the person: possibly has a mental illness (as defined in the Baker Act); is a harm to self, harm to others, or self neglectful (as defined in the Baker Act).Examinations may last up to 72 hours after a person is deemed medically stable and occur in over 100 Florida Department of Children and Families-designated receiving facilities statewide.There are many possible outcomes following examination of the patient. This includes the release of the individual to the community (or other community placement), a petition for involuntary inpatient placement (what some call civil commitment), involuntary outpatient placement(what some call outpatient commitment or assisted treatment orders), or voluntary treatment (if the person is competent to consent to volun-tary treatment and consents to voluntary treatment). The involuntary outpatient placement language in the Baker Act took effect as part of the Baker Act reform in 2005.The act was named for a Florida state representative from Miami, Maxine Baker,[2] who had a strong interest in mental health issues, served as chair of a House Committee on Mental Health, and was the sponsor of the bill.The nickname of the legislation has led to the term "Baker Act" as a transitive verb, and "Baker Acted" as a passive-voice verb, for invoking the Act to force an individual's commitment. Although the Baker Act is a statute only for the state of Florida, use of "Baker Acting" as a verb has become prevalent as a slang term for involuntary commitment in other regions of the United States.

• Get your credit report – you receive one free each year from the credit reporting companies. Call, Annual Credit Report at: 1-877-322-8228.

• Choose to only show the last four numbers of your Social Security number. It is safer than showing the full number.

• Choose which credit reporting company you want a report from. (You get one report free from each company every year.) The company mails your report to you. It should arrive two to three weeks after you call. Read your credit report carefully. Look for mistakes or accounts you do not recognize.

The Marchman Act: Substance Abuse

The Marchman Act provides individuals in need of substance abuse services with emergency services and temporary detention for sub-stance abuse evaluation and treatment when required.

Marchmans reason to bel Act petitions that may be filed in Probate Court Records:• An EX Parte Petition for involuntary Assessment and Stabilization• An Ex Parte Petition for Involuntary Treatment

A Petition for Involuntary Assessment and Stabilization may be filed:

When there is reason to believe that a person in substance abuse impaired and :1. Because of the impairment, he or she has lost the power of self-control with respect to substance abuse use.2. The person’s judgment is impaired because of substance abuse and he/she is incapable of appreciating the need for, and is unable to

make a rational decision in regards to, substance abuse services.3. He/she has either inflicted, attempted or threatened to inflict, or threatened to inflict, or unless admitted, is likely to inflict, physical

harm or himself or herself or another.4. The petition may only be filed by: The person’s spouse or guardian, any relative of the person, a director of a licensed service provid-

er, a private practitioner, or any three adults who have personal knowledge of the person’s substance abuse impairment. In the case of a minor, only the parent, legal guardian/cusoian or licensed service provider can file a petition.

Unlike the Baker Act, there is a filing fee required. Refer to the Schedule of Service Charges for current fees. The petitioner must also make arrangements for an available bed in a designated facility prior to submitting the petition for filing.

What happens after the petition is filed:If the court finds that the criteria have been met, an Order for involuntary Assessment and Stabilization will be issued by the Court. The Court may set the case for a hearing, or the Sheriff may be ordered to transport the person to the designated facility. The facility then has 5 days to do an assessment. After the assessment has been completed at the facility, the petitioner may file a Petition for Involuntary Treat-ment for Substance Abuse is warranted.
