Civil society acting for lifelong learning!

“Laying the foundations for more inclusive societies through education”

Because of deep economic, social, technological and political upheaval, the traditional pathway «school, work, retirement» is no longer the norm. Childhood and youth spent on school education, adulthood spent in professional activity, and retirement no longer correspond to the realities of contemporary life; even less to times to come. Today, no one can really expect to put in his/her bag an initial knowledge base that will suffice for his/her entire life, for a rapidly changing world requires continuous updating of knowledge, skills and competences, albeit young people tend to stay longer in formal education. Lifelong learning is therefore a prerequisite in what has been named the knowledge society.

Lifelong learning is a tool to meet these challenges: it covers education and training across all ages and areas of life be it formal, non-formal or informal. The underpinning idea is to better connect the different sectors and actors in order to create synergies and push forward innovative solutions. For us, partnership is a key to lifelong learning. Our members also share a common vision of learning that puts the learner at the centre of all learning activities, empowers people and fosters social inclusion and active citizenship. Lifelong learning is a long-term investment in society and the economy.

The term ‘lifelong learning’ was mentioned in European policy papers for the first time in the middle of the 1990s but the underlying idea is much older. It took another few years, however, until a basis for European policies in lifelong learning was created. A milestone was the publication of the European Commission Communication “Making a European area of lifelong learning a reality” in 2001.In reaction to this communication, six European associations – AEGEE, EAEA, EfVET, EVTA, SOLIDAR and Euro-WEA – joined forces in a project to develop a consultation platform open to all interested civil society actors in the field of lifelong learning. The aim was to shape the future objectives of education and training systems in Europe that should focus on enabling people to develop and to maintain key competencies throughout life. This project grew into the platform that, at the time of the launch of this publication, brings together 39 European NGOs from all over Europe – the Lifelong Learning Platform.

These networks represent more than 50.000 European educational institutions or associations for education and lifelong learning. The members of the Lifelong Learning Platform cover the wide range and variety of educational actors in lifelong learning: from formal to non-formal and informal learning, from the very young to the very old age, from trainings for the job to developing civic and intercultural competences. Lifelong learning takes place in every stage of life and at every place imaginable – validation of learning outcomes and equal access to lifelong learning are therefore at the core of the platform’s policy work.

The platform also thrives to implement a dialogue between the European Union institutions and civil society organisations in order to build better policies, closer to the needs of educational actors and citizens. The Lifelong Learning Platform was acknowledged by the European Commission in 2009 as a “unique representation” of lifelong learning of the various education and training actors organised at EU level, and in 2011 as ‘in a unique position to support European networks in education and training to work collectively at European, national and local levels and to contribute to a structured policy dialogue within the open method of coordination in education and

training’. The Platform facilitates the dialogue taking place around the Education and Training work programme of the Commission and as implemented, with the support of EAEA, a Lifelong Learning Interest Group within the European Parliament.

In this publication, the members of the Lifelong Learning Platform present their work in their organisations and projects.

DARE stands for Democracy and Human Rights Education in Europe. The DARE Network currently consists of 48 member organisations from 26 countries in Europe.

DARE is a Europe-wide network of NGOs and other organisations aiming to raise the profile of Education for Democratic Citizenship (EDC) and Human Rights Education (HRE), improve the quality of EDC/HRE services, and promote transcultural and transnational cooperation of all stakeholders in the field. DARE aims to achieve recognition, visibility and adequate resources for EDC and HRE as a core obligation for the formal and non-formal education systems throughout Europe.

ECSWE is a European network of 26 national Steiner Waldorf associations representing more than 700 Steiner Waldorf schools in Europe.

The mission of ECSWE is to strengthen and develop Steiner Waldorf education in the member countries of the network, to promote mutual support among its members and to conduct advocacy in the public sphere for better quality in education, independence of curriculum and assessment and freedom of choice of schooling. • The Diploma Project looks into ways of how to provide an own Steiner School Certificate (SSC)

• The WOW-Day is a joint project with the Friends of Waldorf Education. Once a year, Waldorf pupils help raising money for Waldorf facilities in urgent need of help.

The European Students’ Union (ESU) is the umbrella organisation of 47 National Unions of Students (NUS) from 39 countries (December 2012). The NUSes are open to all students in their respective country regardless of political persuasion, religion, ethnic or cultural origin, sexual orientation or social standing. Our members are also student-run, autonomous, representative and operate according to democratic principles.

The aim of ESU is to represent and promote the educational, social, economic and cultural interests of students at the European level towards all relevant bodies and in particular the European Union, Bologna Follow Up Group, Council of Europe and UNESCO. EUROCLIO - European Association of History Educators, was established in 1992 on request of the Council of Europe to build bridges between history education professionals from all parts of the then recently reunited Europe. The International Federation of Centers for Training in Active Education Methods (Ficeméa) regroups 42 organisations present in Europe, South America, Africa and the Indian Ocean. EARLALL was established in 2001 under the initiative of regional and local authorities throughout Europe willing to build a solid cooperation in the field of lifelong learning.

ESHA, the European School Heads Association, is the leading network for European school leaders. Members of ESHA are national associations for school heads and deputy school heads within primary, secondary and vocational education. Nearly all European countries are represented within ESHA by one or more associations. The ESHA members represent 85,000 school leaders in Europe.

The ESHA network is an international community in which experiences, visions and views between the members, research organizations, policy makers and teachers are exchanged and in which new ideas are born The aim of ESHA is to disseminate good practices through the ESHA magazine (17600 subscribers), regional conferences, website and community portal. ESHA works closely together with the EC to improve the quality of school leaders and by doing so, improving the quality of European education as a whole.

EUF is a network of 19 universities from 16 countries aiming at fostering the idea of European citizenship by enabling students to experience Europe’s unity and diversity and at contributing to the modernisation of the European Higher Education Area. Besides being an incubator for innovation in student exchange, the network implements long term and in-depth cooperation among universities by exploring their complementarities and differences. This results in new avenues of cooperation among European universities as well as their modernisation. The European Federation for Catholic Adult Education – Federation Européenne pour l’Éducation Catholique des Adults (FEECA) is an european network of national umbrella-organsisations of catholic adult education. FREREF was created in 1991 as an initiative of several European Regions. The network currently gathers about thirty Regions and Regional bodies and organisms acting in the area of LLL. It is associated to several other European Networks such as EUCIS-LLL, EARLAll, The Committee of Regions, The European Association of Regions.

The objective of FREREF is to promote and support the real and concrete development of LLL at Regional and European levels, by enabling interregional cooperation based on practice sharing and peer learning, and by reinforcing the links between the regional actors and the European context, which is strongly and rapidly evolving regarding LLL (Lisbon strategy, Copenhagen process, etc.).

Founded in 1994, the International Association of Educating Cities (IAEC) is a non-profit Association, constituted as a permanent collaborative structure uniting local governments committed to the Charter of Educating Cities, which is the road map of the cities that comprise it. Any local government that accepts this commitment can become an active member of the Association, regardless of its administrative powers. The Association has 478 member cities in 36 countries on all continents.

The Universal Education Foundation was established in the Netherlands in 2004 as an advocacy foundation, working in co-creative partnerships, to inspire people to listen more to children and young people and to take more responsibility and initiative towards their holistic development, enabling them to live in harmony with themselves, others and the world at large.UEF’s vision is Learning for Well-Being (L4WB), which is defined as “learning to realise one’s unique potential, through physical, emotional, mental and spiritual development, in relation to oneself, others and the environment.” UEF believes that Learning for Well-being is the process and approach needed for people and societies to thrive.

The operational offices of UEF are in Brussels and Ramallah. Who can become a member?

Our members are European organisations active in the conception and elaboration of policies in the field of lifelong learning. Organisations interested in joining have to be composed of organisations from several European countries, have a legal personality and operate non-profit making activities. Furthermore, applicants should engage in the promotion of general interest and contribute to educational process as well as to socio-economic cohesion.

ABOUT USTHE LIFELONG LEARNING PLATFORM

The Lifelong Learning Platform, previously called European Civil Society Platform on Lifelong Learning (EUCIS-LLL), was born in 2005 as a response from civil society organisations to the definition and implementation of a European policy in the field of education and training in the so-called «Open Method of Coordination».

In 2001 already, several educational networks had come together to share their experience and expertise and to react to the Europe-wide consultation on the EU «Lifelong Learning Memorandum». This cooperation became systematic when the Platform was established as a permanent organisation in 2005. For 10 years now, the Lifelong Learning Platform has played a key role in structuring and increasing the input of civil society on the «Education and Training 2020» and «Europe 2020» strategies and their ancestors.

Today funded by the Erasmus+ Programme, the Lifelong Learning Platform was acknowledged by the European Commission in 2009 as a “unique representation” of lifelong learning of the various education and training actors organised at EU level, and in 2011 as “in a unique position to support European networks in education and training to work collectively at European, national and local levels and to contribute to a structured policy dialogue within the open method of coordination in education and training”.

Gathering 39 member organisations, the Lifelong Learning Platform is today the most legitimate interlocutor of the European institutions in the field of lifelong learning. The Lifelong Learning Platform continuously defends the need to implement a dialogue across educational sectors and between stakeholders and public institutions at all levels, regional, national and European.

ValuesThe platform fosters a vision of lifelong learning that promotes equity, social cohesion and active citizenship. It believes that the objectives of education and training should not only be described in terms of employability or economic growth but also as a framework for personal development. It is essential to raise awareness on the fact that lifelong learning should include a large range of learning settings and create more complementarity and continuity between formal, non-formal and informal learning.

VisionThe Lifelong Learning Platform is a tool to promote a holistic vision of lifelong learning, from cradle to grave, that is not limited to formal education but integrates non-formal and informal learning. By bringing together actors from all sectors and levels of education and training, The Lifelong Learning Platform contributes to an increased flexibility between systems. By encouraging an exchange of knowledge, it aims to build a citizen’s voice on education and training issues but also to propose concrete solutions to make lifelong learning a reality for all.
