Neighborhood News EL PASO COUNTY SHERIFF’S OFFICE | August 2016 Trust between law enforcement agencies and the people they protect and serve is essential in a democracy. It is the key to the stability of our communities, the integrity of our criminal justice system, and the safe and effective delivery of policing services. In light of events that have exposed rifts in the relationships between local police and the communities they protect and serve, on December 18, 2014, President Barack Obama signed an Executive Order establishing the President’s Task Force on 21st Century Policing. The President charged the task force with identifying best practices and offering recommendations on how policing practices can promote effective crime reduction while building public trust. The task force members sought expertise from stakeholders and input from the public through listening sessions, teleconferences, and written comments as they worked to identify best practices and make recommendations to the President. The task force met seven times in January and February 2015. The listening sessions took place in Washington, D.C.; Phoenix, Arizona; and Cincinnati, Ohio and included 11 task force members along with more than 100 individuals from diverse stakeholder groups - law enforcement officers, executives, community members, civic leaders, advocates, researchers, academies, and others-in addition to many others who submitted written testimony to study the problems from all perspectives. The task force recommendations, each with action items, are organized around six main topic areas or “pillars:” Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Community Policing and Crime Reduction, Officer Training and Education, and Officer Safety and Wellness. Building Trust & Legitimacy Promoting trust and ensuring legitimacy through procedural justice, transparency, accountability, and honest recognition of past and present obstacles. Policy & Oversight Developing comprehensive and responsive policies on key topics while also implementing formal checks/balances and data collection/ analysis. Technology & Social Media Balancing the embrace of technology and digital communications with local needs, privacy, assessments, and monitoring. Community Policing & Crime Reduction Encouraging the implementation of policies that support community-based partnerships in the reduction of crime. School is back in session. Please be mindful in school zones and watch for children at bus stops. Training & EducationEmphasizing the importance of high quality and effective training and education through partnerships with local and national training facilities.

Officer Wellness & SafetyEndorsing practices that support officer wellness and safety through the re-evaluation of officer shift hours and data collection/analysis to help prevent officer injuries.

The task force also offered two overreaching recommendations: the President should support the creation of a National Crime and Justice Task Force to examine all areas of criminal justice and propose reforms; as a corollary to this effort, the task force also recommended that the President support programs that take a comprehensive and inclusive look at community-based initiatives addressing core issues such as poverty, education, and health and safety.

The Community Oriented Policing Services (COPS) Office, under the Department of Justice, is supporting national efforts to implement the recommendations outlined in the President’s Task Force on 21st Century Policing Report. The Task Force recommendations provide meaningful solutions to help law enforcement agencies and communities strengthen trust and collaboration, while ushering the nation into the next phase of community-focused policing.

The members of the President’s Task Force on 21st Century Policing are convinced that the recommendations for research, action, and further study will bring long-term improvements to the ways in which law enforcement agencies interact with and bring positive change to their communities. It is also recognized that through policies and practices already in place, recommendations from the report can move forward. The following items were proposed for immediate action:

• The President should direct all federal law enforcement agencies to review the recommendations made by the Task Force on 21st Century Policing and, to the extent practicable, to adopt those that can be implemented at the federal level

• The U.S. Department of Justice should explore public-private partnership opportunities, starting by convening a meeting with local, regional, and national foundations to discuss the proposals for reform described in the Task Force’s report and seeking their engagement and support in advancing implementation of these recommendations.

• The U.S. Department of Justice should charge its Office of Community Oriented Policing Services with assisting the law enforcement field in addressing current and future challenges.
