Remembering the Past, Preparing for the Future

Welcome to the 2016 DC Flood Summit! What do the years 1889, 1933, 1936, 1942, 1972, 1985, 1996, 2006, and 2012 have in common? In those years, parts of Washington, DC were inundated, swamped, deluged, and engulfed with floodwater. And it will happen again!

Following the success of the establishment of the DC Silver Jackets flood risk management team in 2014, the 2016 DC Flood Summit is an important opportunity to share our successful collaborations and remaining challenges for addressing flood risks in Washington, DC.

The 2016 DC Flood Summit brings together public and private partners to share best practices, learn from past and ongoing experiences, hear about major initiatives, and develop new partnerships and collaborations to reduce flood risks and build a resilient Washington, DC in a changing climate.

Reducing flood risk in Washington, DC is a shared responsibility. The DC Silver Jackets is composed of members from federal, District of Columbia, and regional agencies, as well as academia. We are leveraging our resources to identify and implement comprehensive and sustainable solutions to reduce local and regional flood risks.

As a significant stakeholder in our city, you and your organization can help Washington, DC prepare for future floods, reduce their impacts, and build a resilient community. We welcome your knowledge, experience, and support to help make our residents and colleagues aware of flood risks and actions they can take to reduce risks.

We invite you to remember the past and prepare for future flood events by learning from our speakers, engaging in panel discussions, and continuing this dialogue throughout the day and the coming years.

10:45–noon Panel Discussion I: Flood Risk Management Leadership

Washington, DC is at risk of three different types of flooding: riverine; tidal and storm surge; and interior. No single agency or program has the authority and resources to address all of the District’s flood risks. This panel will focus on stormwater, floodplain, and flood risk management programs, policies, and initiatives at the federal, regional, and District levels. The goal of this discussion is to identify measures to better align interagency efforts and enhance collaboration. Find out: What would a comprehensive flood risk management program in the nation’s capital look like? How can agencies improve collaboration toward that goal? What would be a governance approach for such efforts?

Resilience and Climate Adaptation Challenges and Opportunities

“Urban Resilience is the capacity of individuals, communities, institutions, businesses, and systems within a city to survive, adapt, and grow no matter what kinds of chronic stresses and acute shocks they experience.” (100 Resilient Cities)

This panel will focus on the challenges and opportunities in other cities that are building urban resilience in a changing climate, particularly related to flood hazard and climate risks. This discussion will explore how cities incorporate flood risk reduction measures when developing and implementing comprehensive resilience plans and urban design best practices. The panel will also address the benefits of international collaboration and partnership in building urban resilience and adapting to climate change.

Agencies have learned from past major flood events (1936, 1996, and 2006) and developed policies, regulations, non-structural, and structural measures to prepare and plan for future floods. However, agencies still face many challenges and limitations in reducing flood risks. Panelists will share local flood risk reduction and response measures, tools, best practices, policy, innovative technology, and lessons learned from their approaches. The discussion will focus on the actions federal, regional and District agencies are planning to reduce flood risk in the coming years and the complexity of addressing flood risk in the District. SPEAKERS BIOGRAPHIES

Master of Ceremonies: Jason Samenow The Washington Post Jason Samenow is the Washington Post’s Weather Editor. He founded CapitalWeather.com which was incepted by the Post in 2008 and became the Capital Weather Gang, which he has since led. A native Washingtonian, he has been a weather enthusiast since age 10. He earned an undergraduate degree in atmospheric science from the University of Virginia and went on to earn a master’s degree at the University of Wisconsin-Madison. Prior to joining the Washington Post, he worked as a climate change science analyst for the federal government, monitoring, analyzing and communicating the science of climate change. Jason lives with his wife and two children in Washington, DC.

Mark Baker, P.E. National Park Service

Mark Baker is the National Park Service's Dam and Levee Safety Officer and a registered professional engineer. In 2012 he founded the Washington, DC Flood Risk Management Group which went on to become the DC Silver Jackets. He has helped the National Mall to make improvements to the Potomac Park Levee and assisted the DC area parks with flood risk management. Mark is chairman of the Dam Failures & Incident Committee and co-leader of the DC Silver Jackets.

Doug Bellomo, P.E. U.S. Army Corps of Engineers

Doug Bellomo is a civil engineer with the US Army Corps of Engineers (USACE) Institute for Water Resources in Fort Belvoir, VA. Doug is a senior technical advisor for flood risk management with the US Army Corps of Engineers' (USACE) Institute for Water Resources. Doug leads the Corps National Flood Risk Management program and works within the USACE Levee Safety Program. In these capacities, Doug seeks to develop and implement policies and business practices to better integrate USACE activities across the flood risk management life cycle and to promote shared responsibility for flood risk.

Previously Doug served as the Director of the Risk Analysis Division within the Federal Insurance and Mitigation Administration at FEMA. In that capacity Doug oversaw flood hazard mapping as part of the National Flood Insurance Program, Natural Hazard Risk Assessment, Mitigation Planning, as well as implementing the National Dam Safety program. Mr. Bellomo is a professional engineer and holds a B.S. and M.S. in Civil Engineering. He has been working in the fields of flood hazard identification, risk management, and mitigation since 1993.

Nick Bonard National Capital Planning Commission

Nick Bonard is the Climate Adaptation Lead at the National Capital Planning Commission (NCPC), the federal planning agency for America’s Capital. Addressing the effects of extreme weather, flooding, and climate change is a primary concern for NCPC as it formulates plans and policies to guide the future development of the federal government. Nick leads the interagency Monumental Core Climate Adaptation working group and manages NCPC’s initiatives on stormwater management and flooding. Nick also represents NCPC as a member of the MWCOG Climate, Energy and the Environment Policy Committee and the DC Silver Jackets. Nick has a Master in Urban Planning from Harvard University and a Bachelor in Urban and Environmental Planning from the University of Virginia.

Gregory Casten Tony & Joe’s Seafood Place and Nick’s Riverside Grill

Gregory Casten has been a Partner and Director of Operations of Tony and Joe’s Seafood Place and Nick’s Riverside Grill in Georgetown’s Washington Harbor for 29 years. He is also president of OceanPro Industries which includes Profish Limited, a seafood distributer and Ivy City Smokehouse, a seafood market and restaurant in Northeast Washington, DC. Having grown up in the small beach town of Hull, Massachusetts, Mr. Casten is no stranger to preparing for and persevering through flood. Mr. Casten has survived two natural disasters: the Blizzard of 1978 in which his family was huddled in a shelter house for 5 days without heat or provisions, and the 2011 floods at Washington Harbor that resulted in both Tony and Joe’s Seafood Place and Nick’s Riverside Grill closing for 17 months. Mr. Casten is a graduate of Bentley College in Waltham, Massachusetts.

Jason Elliott National Weather Service

Jason Elliott has served as the Senior Service Hydrologist at the National Weather Service (NWS) Baltimore/Washington office since 2010. In this position, Mr. Elliott is the NWS hydrologic subject matter expert and program manager for a service area encompassing the Potomac, Shenandoah, and Rappahannock river basins as well as the Maryland portion of the Chesapeake Bay and all streams which flow into the Chesapeake Bay from the Western shore. Mr. Elliott graduated from the University of South Alabama in 1999 with a Bachelor of Science in Geography with a concentration in Meteorology, and earned a Master of Education degree with a concentration in e-Learning from the University of Illinois, Urbana-Champaign, in 2010. Prior to arriving at the Baltimore/Washington office, Mr. Elliott was a meteorologist and hydrology program manager at the NWS office in Huntsville, Alabama, and also served at previous NWS duty stations in Memphis, Tennessee and Mobile, Alabama.

Gerry Galloway, P.E., Ph.D. University of Maryland

Gerald (Gerry) Galloway, P.E., Ph.D. is a Glenn L. Martin Institute Professor of Engineering, University of Maryland, USA, where his focus is on disaster resilience and mitigation, sustainable development, and water resources policy under climate change. He has broad experience in dealing with water and infrastructure management issues both within the United States and internationally. He is a member of the US National Academies’ Risk, Resilience and Extreme Events, Roundtable, the Louisiana Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation and the Maryland Coast Smart Council. He is a 38 year veteran of the US Army, retiring as a Brigadier General.

George Hawkins DC Water and Sewer Authority

George Hawkins serves as Chief Executive Officer of DC Water. Mr. Hawkins is transforming DC Water into an innovative, customer-oriented enterprise. DC Water is implementing the $2.6 billion Clean Rivers Project to nearly eliminate combined sewer overflows, investing $950 million to reduce nutrients for the Chesapeake Bay, and finishing a $470 million waste-to-energy program to produce a marketable nutrient and generate 13 megawatts of green power. George has also tripled the program to replace water infrastructure. DC Water has been the recipient of almost every major award in the industry, including most recently, the 2016 US Water Prize for its resource recovery efforts. DC Water is also driving a robust innovations program, focused on customer engagement, vibrant social media, research and development, and in product development and licensing. George has also launched DC Water Works – a program to encourage local workforce hiring. George has held executive positions in state and municipal government, environmental and community groups, US EPA and private law practice. Mr. Hawkins has received many awards for his public service, including the 2014 Public Official of the Year Award from Governing Magazine and Business Leader and Public Leader Awards from the DC Chamber of Commerce and DC Business and Industry Association. Mr. Hawkins graduated from Princeton University and Harvard Law School. Mr. Hawkins teaches Environmental Law and Policy at Princeton University.

Mandy Ikert C40 Cities Climate Leadership Group

Mandy Ikert is the Head of the Water and Adaptation Initiative and is responsible for supporting cities in meeting their goals in climate change adaptation and water management. Before taking on this role, Mandy served as the organization’s Jakarta City Director—through the C40 partnership with the Clinton Climate Initiative (CCI)—working closely with the Governor and regional government of Jakarta to identify, develop and implement programs and projects to reduce greenhouse gas emissions from the city. Before joining the organization, Mandy worked for both NYC's City Planning and Parks and Recreation departments. She has a research background in urban and architectural history as well as international environmental programming, including projects with the Asia Foundation and the Aga Khan Trust for Culture. Mandy holds a Master of City Planning and a Master of Science in Architectural Studies from MIT and a BA in History from Wesleyan University.

Kate Johnson Department of Energy and Environment

Kate Johnson is a Climate Program Analyst for the District of Columbia Department of Energy and Environment. She manages the District's efforts to measure and reduce greenhouse gas emissions and is currently leading the development of a citywide climate resilience plan, Climate Ready DC, to help the District prepare for and adapt to the impacts of climate change. Prior to joining DOEE, Kate worked for the American Council for an Energy-Efficient Economy providing technical assistance and policy support for local energy efficiency programs. Kate received a Master of Public Administration degree from Columbia University's School of Public and International Affairs.

Bart de Jong The Royal Netherlands Embassy

Bart de Jong is Counselor for Infrastructure and the Environment at the Royal Netherlands Embassy. He has been working for the Ministry of Infrastructure and the Environment since 1989, in various positions, always working on international relations of the ministry. Prior to his position in Washington, DC he, inter alia, served as an attaché at the embassy in Jakarta, Indonesia and at the Permanent Representation to the EU in Brussels. In his present role his portfolio includes climate, environment, spatial planning, water management, and all modes of transport.

Hamid Karimi, Ph.D. Department of Energy and Environment

Hamid Karimi has more than 25 years of environmental management experience and is currently Deputy Director of the District of Columbia Department of Energy and Environment. He oversees the Stormwater Management, Fisheries and Wildlife, Watershed Protection, and Water Quality Divisions and serves on the Interstate Commission for the Potomac River Basin, the Chesapeake Bay Program Scientific and Technical Advisory Committee, and the board of Green Roofs for Healthy Cities. He provides technical expertise for policy, regulation, and enforcement related to floodplain and stormwater management, NPDES and MS4 permit compliance, water quality monitoring, habitat restoration, and regional environmental issues.

Brian T. Kenner Government of the District of Columbia

Brian T. Kenner was named Deputy Mayor for Planning and Economic Development (DMPED) by Mayor Muriel Bowser on January 8, 2015. Prior to his appointment, Kenner served as City Manager of Takoma Park, Maryland, managing the city's day-to-day operations. Before taking over management of the Washington suburb, Kenner served as the Chief Operating Officer for the DMPED. In addition to his familiarity with DMPED's $13 billion portfolio, Kenner's work for the District included managing the team that completed the reuse plan for the Walter Reed Army Medical Center site. Kenner has also worked as a Senior Fund Manager of the Community Investments Group at Fannie Mae; served as Vice President of the Public Institutions Group at Jones Lang LaSalle specializing in public-private initiatives; as a Manager of the Government Real Estate Advisory Services Consulting Practice at Ernst & Young; and, as a Presidential Management Fellow for the federal government.

Sandra Knight, Ph.D., P.E., D.WRE, D.NE University of Maryland

Sandra Knight is a Senior Research Engineer at the University of Maryland where she works with her colleagues in the research and development of water resources, disaster resilience and flood risk management policies and initiatives. She previously held senior positions at FEMA, NOAA and USACE. As the Deputy Associate Administrator for Mitigation, FEMA, Sandra was responsible for the nation’s floodplain mapping, management and mitigation grants supporting the National Flood Insurance Program, environmental compliance for the agency, and oversight of the National Dam Safety Program. She has a Ph.D., University of Memphis, an MS, Mississippi State University and a BSCE, Memphis State University. She is a registered professional engineer in Tennessee, a Diplomate Water Resource Engineer and a Diplomate Navigation Engineer, member of the American Society of Civil Engineers, the American Meteorological Society, the Society of Women Engineers, Sigma Xi and a Fellow for PIANC.

Julia Koster National Capital Planning Commission

Julia Koster, AICP, serves as Secretary, the official liaison between the Commission and staff, at the National Capital Planning Commission (NCPC), the federal government’s planning agency for America’s Capital. She also directs the Office of Public Engagement (OPE) to inform and involve the public in all aspects of NCPC’s work, including recent initiatives on building height and commemoration, and foster partnerships to address planning challenges in the National Capital Region. OPE leads the agency’s work to collaborate with federal and local agencies in reducing flood risk and adapting to climate change in the nation’s capital. Ms. Koster directed several NCPC divisions, completing the agency’s 2004 comprehensive plan elements update, annual capital improvements reports, a joint federal-District parks plan, other policy studies, and numerous regional collaborations. She is a city planner with expertise in smart growth and environmental issues. Ms. Koster received a master’s degree in Urban Planning from the Harvard University Graduate School of Design. Prior to joining the agency, she was the development coordinator for the Governor’s Office of Smart Growth in Maryland, and a senior land use and environmental planner in Washington State. Ms. Koster served as adjunct faculty at the University of Maryland, teaching graduate land use planning courses. She was president of the National Capital Area Chapter, American Planning Association for five years.

Dale Morris The Royal Netherlands Embassy

Morris coordinates the Embassy’s Water Management efforts in the United States, in particular in Louisiana, Florida, Texas, California, and Virginia. This work is focused through a “sustainability” lens: flood protection and flood risk mitigation, coastal and floodplain restoration, ecosystem resiliency, urban adaptation, urban water management, and landscape design for risk reduction and environmental/public amenity. Morris is a co-director of Dutch Dialogues (New Orleans and Virginia), and member of water-management advisory boards and steering committees in Louisiana, Virginia and Washington. Morris also provides analyses of US macro-economic developments, monitors US fiscal and monetary policy, US federal budget, tax and appropriations policies, and is a long-standing member of the Embassy’s Pension Advisory Board. Morris previously worked in the U.S. Congress, served in the US Air Force, is a graduate of the University of Pittsburgh and the University of Virginia, and is an avid motorcyclist, hockey fan and white-water junkie.

Harrison Newton is the chief manager responsible for launching the District’s 100 Resilient Cities program and establishing a focus on resilience within the Office of the City Administrator. He leads a strategic launch team including senior representatives of the Deputy Mayor for Greater Economic Opportunity, the Deputy Mayor for Health and Human Services, the DC Homeland Security and Emergency Management Agency and the DC Departments of Energy and Environment (DOEE), Health (DOH), Planning (OP), and Housing (DCHA). Newton helped lead the development of the District’s successful application to the 100 Resilient Cities network and has a strong history of developing programs that work across agency boundaries to make residents more resilient. Prior to coming to OCA, he was the Associate Director of the Efficiency and Affordability Division at DOEE. There he led an effort to modernize and develop strategic priorities for programs that help thousands of DC residents control their energy costs. He also served in DOEE as the Chief of the agency's Lead and Healthy Housing Branch, creating the city’s award-winning “Partnership for Healthy Homes."

Congresswoman Eleanor Holmes Norton U.S. House of Representatives

Congresswoman Eleanor Holmes Norton, now in her thirteenth term as the Congresswoman for the District of Columbia, is the Ranking Member of the House Subcommittee on Highways and Transit. She serves on two committees: the Committee on Oversight and Government Reform and the Committee on Transportation and Infrastructure. Congresswoman Norton has brought significant economic development to the District of Columbia throughout her service in Congress, creating and preserving jobs in DC. The most significant are her work in bringing to DC the U.S. Department of Homeland Security headquarters compound, now under construction, and is the largest federal construction project in the country; her bill that is developing the 55 acre-Southeast Federal Center, the first private development on federal land; her work that resulted in the relocation of 6,000 jobs to the Washington Navy Yard; and her successful efforts to bring to the District the new headquarters for the U.S. Department of Transportation, and the Bureau of Alcohol, Tobacco, and Firearms, along with an additional Metro station at New York Avenue, which has resulted in the development of the NOMA neighborhood. Before being elected, Congresswoman Norton served as a trustee on a number of public service boards, including the Rockefeller Foundation, and the Board of Governors of the DC Bar Association, as well as served on the boards of civil rights and other national organizations. The Congresswoman is a third-generation Washingtonian, and is the mother of John Holmes Norton and Katherine Felicia Norton.

Phetmano Phannavong, P.E., CFM Department of Energy and Environment

Joining the District of Columbia Department of Energy and Environment (DOEE) in 2008, Phetmano Phannavong’s main responsibilities as the floodplain manager and the National Flood Insurance Program (NFIP) coordinator for the District are to review and approve floodplain development plans and projects and coordinate among District agencies to implement and enforce NFIP. He has played a major role in the adoption of the revised DC Flood Insurance Rate Map in 2010 and the revision of the DC floodplain regulations, including building code amendments. He currently serves as Chairperson of the Flood Hazard Special Committee to support the DC Construction Codes Coordinating Board and an advisor to the DC Climate Adaptation planning team. Mr. Phannavong, a Certified Floodplain Manager (CFM) by the Association of State Floodplain Managers since 2005, has worked closely with the Federal Emergency Management Agency, the U.S. Army Corps of Engineers (USACE), Baltimore District, and other regional, federal, and District agencies in enhancing floodplain and flood risk management and building resilience in the District of Columbia. Along with the National Park Service and USACE, Baltimore District, Mr. Phannavong is a co-founder and a co-leader of the DC Silver Jackets, which was formally established in 2014 to address DC flood risks holistically.

Teri Janine Quinn Bloomingdale Neighborhood Civic Association and ANC 5E

Teri Janine Quinn has served as President of the Bloomingdale Civic Association for the past 6 years. Ms. Quinn is Chair of Advisory Neighborhood Commission (ANC) 5E and is the Commissioner for the 5E06 Single Member District, which includes parts of the Bloomingdale and Bates/Truxton Circle neighborhoods. In 2012, Ms. Quinn was a mayoral appointee to the Flooding Prevention Task Force. In years since the 2012 floods, Ms. Quinn has worked closely with DC Water and District agencies as a community advocate during the planning and construction phases of the First Street Tunnel. Ms. Quinn is a regulatory and business law attorney in the District.

Joseph Reed, P.E., CFM U.S. Army Corps of Engineers

Joseph (Joe) Reed is the Levee Safety Program Manager for the U.S. Army Corps of Engineers, Baltimore District. Mr. Reed is responsible for the execution of the Levee Safety Program for more than 170 miles of levees in the Baltimore District, which are located in New York, Pennsylvania, Maryland, West Virginia, Virginia, and the District of Columbia. He has worked with the Corps for eight years. Mr. Reed has a Master of Science in Environmental Engineering, Science, and Management from Johns Hopkins University in Baltimore, Maryland and a Bachelor of Science in Engineering with a concentration in Civil Engineering from Geneva College in Beaver Falls, Pennsylvania. He is a registered Professional Engineer (State of Maryland) and a Certified Floodplain Manager (Association of State Floodplain Managers).

Jonathan Reeves DC Water and Sewer Authority

Jonathan Reeves is originally from Sydney, Australia. He has a Bachelor’s degree from the University of Western Sydney and over 15 years’ experience in emergency management. He is the Manager of DC Water’s Office of Emergency Management. He focuses his efforts on managing, and continually improving DC Waters’ emergency management program, ensuring OSHA and EPA regulatory compliance, development and implementation of emergency management training programs, and managing the DC Water incident management team. He is the Deputy Chair of the Water Security Coordination Council. His primary focus is practical application of best management practices that will move the whole industry forward.

René Senos National Park Service

René Senos is the NPS Regional Flood/Dam Safety Coordinator and project manager for The National Park Service - National Capital Region, which spans Washington, DC; Maryland; Virginia; and West Virginia, and includes over 40 diverse national park units such as Chesapeake & Ohio Canal, the National Mall, war memorials, and significant historic sites. She also assists the NPS Captain John Smith Chesapeake Bay Office to document and preserve the 3000 mile National Historic Trail along the Chesapeake Bay shoreline. Ms. Senos is a licensed landscape architect with twenty years’ experience directing innovative design and planning projects that enhance environmental and cultural values on public lands throughout the U.S. She has collaborated with tribes, communities, non-profit organizations, and public agencies to implement landmark projects such as US 93 Wildlife Highway, Minidoka Internment National Monument, Papahānaumokuākea Marine National Monument (World Heritage Site), Vancouver Land Bridge, Confluence Project on the Columbia River, and Elwha Dam Removal. Ms. Senos is contributing author of several ecological design and planning books, including Restoring the Pacific Northwest: The Art and Science of Ecological Restoration in Cascadia.

Suzanna Sterling-Dyer Washington Metropolitan Area Transit Authority

Suzanna has 26 years’ experience in the Civil Engineering flooding/drainage field and she is a graduate from Arizona State University with a BSCE. She has managed and designed the rebuild of multiple projects for New Orleans after hurricane Katrina. Currently she works for WMATA on Flood Resiliency. She has developed a program that identifies, designs and constructs flood hardening for the Washington Metropolitan system. Her goal is to protect and harden the metro system from localized flooding and the next hurricane Sandy.

Tanya Stern D.C. Office of Planning

Ms. Stern oversees OP's neighborhood and citywide land use planning efforts and urban design initiatives and is currently leading the second amendment cycle of the District’s Comprehensive Plan. Ms. Stern also partners with other District and federal agencies on emerging, multi-agency citywide initiatives in areas such as climate adaptation and resilience. She previously served as OP’s Chief of Staff and was the Project Manager for the 2013 Congressionally-requested Height Master Plan in partnership with the National Capital Planning Commission. Ms. Stern has served in the Government of the District of Columbia since 2004 and prior to OP held positions in the Office of the City Administrator; the then-Office of Property Management (now Department of General Services); the D.C. Department of Parks and Recreation; and the Office of the Deputy Mayor for Public Safety and Justice. Ms. Stern holds a Master’s Degree in City Planning from the University of Pennsylvania and Six Sigma Green Belt certification and is a Certified Public Manager.

Rebecca Kagan Sternhell New York City Mayor’s Office of Recovery and Resiliency

Rebecca is currently the counsel for the NYC Mayor’s Office of Federal Affairs and a member of the NYC Law Department. She serves as an advisor to numerous City agencies managing a range of federal issues, handling congressional testimony for City officials, and is the City’s lead attorney on flood insurance. Rebecca was actively involved in the Homeowners Flood Insurance Affordability Act and is responsible for provisions helping homeowners newly mapped into SHFAs. Prior to joining the City’s Federal Affairs office in 2012, Rebecca was a budget analyst with the City’s Office of Management and Budget. Rebecca obtained her BA from University of California at Berkeley, MPA from NYU-Wagner School of Public Service, and JD from Fordham University.

Stacey M. Underwood, P.E. U.S. Army Corps of Engineers

Stacey Underwood is a senior water resources planner for the Baltimore District, U.S. Army Corps of Engineers. She is a registered Professional Engineer in the State of Maryland and has been working for the Corps for over 20 years. For the past six years, Ms. Underwood has been the Baltimore District’s Flood Risk Management Program Manager and the Silver Jackets Program Coordinator. As the Silver Jackets Coordinator, she helps lead 15–25 federal, state, regional and local agency members work together to collaborate and reduce flood risk in multiple states and jurisdictions.

Roy E. Wright Federal Emergency Management Agency

Roy E. Wright serves as the Federal Emergency Management Agency’s Deputy Associate Administrator for Insurance and Mitigation. He leads FEMA’s Federal Insurance and Mitigation Administration that delivers the agency’s risk management, risk reduction, and flood insurance programs. Under Mr. Wright’s leadership, these programs act as a catalyst to drive increased understanding and proactive actions to help people in communities reduce their losses from natural hazards. Mr. Wright directs the National Flood Insurance Program, the mitigation and resilience programs under FEMA's Stafford Act authorities, the National Earthquake Hazards Reduction Program, and the National Dam Safety Program. FEMA’s programs promote a risk-conscious culture, enable faster recovery from flood disasters, address repeated flooding, and address long-term vulnerabilities to life, property, and well-being in communities across the Nation.
