Common DeclarationThe Appeal of Conscience Foundation and the Council of European Bishops’ Confer-
ences (CCEE), concerned about the persistent violence, persecutions of Christian minorities
and other religious groups, calls upon the United Nations to adopt a Resolution for the Protection
of Religious Minorities.
We condemn all acts or threats of violence, destruction, damage or endangerment, directed against religious minorities, including the de-
struction of places of worship and sacred religious texts of any kind.
We call upon all states to prevent acts or threats of violence, and invite relevant intergovernmental and non-governmental organizations to contrib-
ute to those efforts by developing appropriate initiatives to advance mutual respect and recogni-
tion of religious minorities.
The Council of European Bishops’ Conferences and the Appeal of Conscience Foundation encourage all states, intergovernmental and
non-governmental organizations and the media to promote through education a culture of
mutual respect and tolerance for the diversity of religions, which represent an important aspect of
the collective heritage of mankind.

2003 – ACF in cooperation with the late President Boris Trajkovski
of Macedonia and UNESCO, co-sponsored a “Regional Forum on
Dialogue Among Civilizations” in Orhid, Macedonia, which brought
together ten heads of state from the region and prominent leaders of
business, religion and culture to help further security and stability in
South East Europe.
2002 – ACF supported a conference on “The Role of Religion and
Belief in a Democratic Society: Searching for Ways to Combat
Terrorism and Extremism” in Azerbaijan. ACF also co-sponsored
the “World Council of Religious Leaders Conference” in Bangkok,
Thailand, to energize Asian religious leaders to promote tolerance.
2001 – ACF supported the “Interfaith Meeting Towards Peaceful
Co-existence Among the Three Monotheistic Religions: Judaism,
Christianity and Islam” conference organized under the auspices of
the European Commission and The Ecumenical Patriarch Bar-
tholomew I in Brussels.

2000 – ACF co-sponsored the Millennium World Peace Summit at the U.N. and organized a session on conflict transformation in the Balkans, Russia and Central Asia.
1999 – ACF organized the historic Kosovo Conference on Peace and Tolerance II which brought together for the first time the leadership of the Catholic, Muslim and Serbian Orthodox Communities of Kosovo and has since encouraged healing and conciliation.
1995 – ACF initiated the Conflict Resolution Conference in Vienna, Austria as a follow up to the Peace and Tolerance Conference. The conference adopted the Vienna Declaration I and the ACF delegation held meetings with the Presidents of Bosnia and Herzegovina, Croatia and Yugoslavia. ACF, through the media, called for people of all faiths to pray for the success of the Balkan peace talks in Dayton, Ohio.
“The Talmud says, “He who saves one life, saves the world.” In the Koran it says, “who did harm on earth without justice, did harm to all people on earth.” In Corinthians it is written that “God is Spirit. Wherever there is God’s spirit, there is freedom.” We continue to demand that hostilities cease immediately in order to alleviate the suffering in the war zones in Chechy-na, Armenia, Azerbaijan and in Nagorno-Karabakh; that humanitarian
aid flow freely to all in need, regardless of faith and that religious authorities cooperate in the vital and life saving humanitarian work in the conflict
zones.”

1994 – ACF organized, in cooperation with the Ecumenical Pa-triarchate, the Peace and Tolerance Conference in Istanbul, which brought together government and religious leaders from the Balkans, the Caucasus and Central Asia. The conference adopted the Bospho-rus Declaration.
1992 – ACF called for worldwide prayer at the United Nations for peace in Bosnia.
At the start of the conflict in former Yugoslavia and Kosovo, ACF appealed to the government and religious leaders to halt the blood-shed. It convened in Berne, Switzerland, the first religious summit with leaders of the Serbian Orthodox, Catholic, Muslim and Jewish communities in Bosnia, Croatia and Serbia, to further reconciliation and coexistence in those strife-torn countries and to prevent ethnic conflicts from growing into religious confrontations and issued the Berne Declaration, calling for an end to the conflict.

François Hollande was born on August
12, 1954 in Rouen (Normandy). He has
four children.
He was first secretary of the Socialist Party
from 1997 to 2008, mayor of Tulle from
2001 to 2008, representative of Corrèze
from 1988 to 1993 and again from 1997 to
2012, and president of the General Council
of Corrèze from 2008 to 2012.
François Hollande is an alumnus of HEC
Paris (business school) and of Sciences Po
(Paris Institute of Political Studies). He is
also a graduate of the French National School
of Public Administration (ENA), Voltaire
class of 1980.
He joined the Socialist Party in 1979. In
1980, he became an auditor at the Court
of Audit (Cour des comptes, charged with
conducting financial and legislative audits
of most public institutions including the
government). He also lectured at his alma
mater, Sciences Po. Following François
Mitterand’s election as President of the
Republic in 1981, François Hollande joined
the President’s staff as special advisor.
During the June 1981 legislative elections,
François Hollande campaigned to become
representative of Corrèze.
In 1983 he is appointed chief of staff to the
government’s spokesperson Max Gallo, and
then Roland Dumas, under Prime Minister
Pierre Mauroy. In 1984 François Hollande
became officer to the Court of Audit.
During the 1988 legislative elections
following the reelection of François Mitterand
for his second term, François Hollande is
elected representative of the first district of
Corrèze.
From 1988 to 1991, he served as professor of
economics at Sciences Po.
Defeated at reelection in 1993, François
Hollande took on the role of president of
Jacques Delors’ think tank, and continued to
serve in this capacity until 1997. In November
1994, François Hollande became national
secretary of the Socialist Party responsible for
economic issues. The following year, Lionel
Jospin appointed him spokesperson for the
Socialist Party.
In 1997, following the victory of the left-
wing coalition Gauche Plurielle, François
Hollande regained his seat as representative
of Corrèze and became the first secretary of
the Socialist Party. He officially declared his
candidacy in the Socialist primaries in March
2011, and won in October 2011.
In May 2012, François Hollande became the
seventh president of the Fifth Republic.

Andrew N. Liveris is Chairman and Chief
Executive Officer of The Dow Chemical
Company, a materials, polymers, chemicals
and biological sciences enterprise, with 2015
annual sales of nearly $49 billion.
A 40-year veteran of Dow and recognized
global business leader, Liveris’ career has
spanned roles in manufacturing, engineering,
sales, marketing, and business and general
management around the world. During more
than a decade as Dow’s CEO, Liveris has led
the Company’s transformation from a cyclical
chemicals manufacturing company into a
novel enterprise – one powered by science,
driven by innovation and delivering solutions
to the world.
An international advocate for the criticality
of manufacturing to the long-term health of
national economies, Liveris is the author of
Make It in America, a book which presents
a comprehensive set of practical policy
solutions and business strategies to achieve
the Company’s vision of an ‘Advanced
Manufacturing’ economy, and served as Co-
Chair of U.S. President Obama’s Advanced
Manufacturing Partnership steering
committee. Liveris believes that a clear
roadmap is vital for countries, regions and
the global community to drive the future of
advanced manufacturing. To this end, he has
led Dow to collaborate with governments
on Advanced Manufacturing Plans for the
U.S., Australia, Europe and Kenya, while
simultaneously driving the Company’s world-
class investment and industry leadership in
fast-growing regions around the globe.
In addition to his work at Dow, Liveris’
breadth of experience and expertise is broadly
represented across business, government,
academic and non-profit sectors. He sits on
the Board of Directors of IBM, is Vice Chair
of the Business Roundtable, an Executive
Committee Member and Past Chairman of
the U.S. Business Council, and a member
of the U.S. President’s Export Council,
the Concordia Leadership Council and the
Australian government’s Industry Growth
Centres Advisory Committee. Liveris serves
on the Board of Trustees for the Herbert H.
and Grace A. Dow Foundation, California
Institute of Technology and the United States
Council for International Business. He is also
a member of The B Team.
Born in Darwin, Australia, Liveris attended
the University of Queensland in Brisbane,
graduating with a bachelor’s degree (first-
class honors) in Chemical Engineering. He
is a Chartered Engineer and a Fellow of
The Institute of Chemical Engineers as well
as a Fellow of the Australian Academy of
Technological Sciences and Engineering.
Liveris resides in Midland, Michigan with his
wife Paula. They have three adult children.

Carlos Slim Helú studied Civil Engineering
at the Universidad Nacional Autónoma de
México.
At 25, in 1965, he began to build his holding
group, Grupo Carso. He learned basic
business practices from his father, from a very
early age, and worked in his family’s business
as a teenager. After he graduated from college,
he began investing in earnest and slowly
began building a multi-industry empire
of conglomerates and corporations; both
developed and purchased by him.
He has holdings in México, Latin
American and international companies,
in industries ranging from construction
and manufacturing to financial, mining,
commerce, real estate and important inf luence
in telecommunications sector with presence in
26 countries.
Today, Mr Slim is honorary chairman for
life of his parent company, ‘Grupo Carso,
Honorary Chairman of América Móvil
and currently Chairman of the Carlos Slim
Foundation, Telmex Foundation.
In 1986, he established Fundación Carlos Slim
to impact the most vulnerable populations;
the foundation has directly benefited millions
of people. With a marked sense of social
responsibility, efficiency, and proven results,
the Foundation has programs in various
fields, such as education, employment,
health, nutrition, social justice, culture,
human development, support during natural
disasters, protection and conservation of the
environment, and economic development.
These programs help improve the quality of
life for populations of all ages, fostering the
development of human capital and generating
opportunities for people, their communities,
and their countries.
Mr. Slim supports a significant genomic
medicine partnership with the Broad Institute
of Harvard and the Massachusetts Institute
of Technology, and has established different
partnerships with the Bill & Melinda Gates
Foundation, like Salud Mesoamérica 2015 to
improve the health of women and children
in Central America- and the Global Polio
Eradication Initiative (GPEI).
In 2012, Mr. Slim was awarded for his
leadership in philanthropy by former US
President Bill Clinton at the Clinton Global
Citizen Awards.
Carlos Slim is passionate about history, the
arts, astrophysics, nature and sports, but above
all, he is devoted to his family.

THE APPEAL OF CONSCIENCE FOUNDATION ACF, founded by Rabbi Arthur Schneier in 1965, has worked on behalf of religious freedom and human rights throughout the world. This interfaith coalition of business, religious and foreign policy leaders promotes peace, tolerance and ethnic conflict resolution. It also provides a voice of conscience to protect minorities at a time of increasing ethnic con-flict in many regions of the world.
As a member and ambassador of the United Nation’s “Alliance of Civilizations” High Level Group, Rabbi Arthur Schneier has extended the ACF’s work and reputation through his own participation, forging ties with political and religious leaders from Europe, Asia, Africa, the Middle East, and South America – in conferences in Spain, Qatar, Senegal, and Turkey.
To uphold the principle of “live and let live” is the ACF’s continuing goal. The ACF believes that free-dom, democracy and human rights are the fundamen-tal values that give nations of the world their best hope for peace, security and shared prosperity.
One of the primary ways in which the ACF carries out its mission, and disseminates its message of peaceful coexistence and religious freedom, is by bringing del-egations of religious, business and government leaders from all over the world to meet with their counter-parts. ACF delegations have met with government and religious leaders worldwide. The ACF also hosts delegations from abroad to acquaint them with the diversity of American religious life and its con-tribution to a civil society.

The struggle for human rights is ongoing and tolerance can be achieved by encouraging open
dialogue and mutual understanding. The ACF is dedicated in reaching this endeavor by rallying religious leaders worldwide to take a stand,
using their influence to halt violence and terrorism.

The General Assembly,
Recalling its resolutions 53/22 of 4 November 1998, 54/113 of 10 December1999 and 55/23 of 18 November 2000, entitled “United Nations Year of Dialogueamong Civilizations”,
Recalling also its resolution 36/55 of 25 November 1981, by which itproclaimed the Declaration on the Elimination of All Forms of Intolerance and ofDiscrimination Based on Religion or Belief, and its resolution 55/97 of 4 December2000 on the elimination of all forms of religious intolerance,
Recalling further its resolutions 47/124 of 18 December 1992, 48/126 of20 December 1993, 49/213 of 23 December 1994 and 51/95 of 12 December 1996,on the United Nations Year for Tolerance,
Bearing in mind the Universal Declaration of Human Rights,1 the InternationalCovenant on Economic, Social and Cultural Rights2 and the International Covenanton Civil and Political Rights,2 as well as the pertinent universal and regional humanrights instruments,
Bearing in mind also the relevant provisions of the Geneva Conventions of19493 and the Additional Protocols thereto, of 1977,4 as well as the relevantprovisions of the Hague Convention for the Protection of Cultural Property in theEvent of Armed Conflict of 1954,5
Recalling the Vienna Declaration and Programme of Action adopted by theWorld Conference on Human Rights on 25 June 1993,6 which emphasizes the needto counter intolerance and related violence based on religion or belief, including thedesecration of religious sites,
Recalling also the appeal of the United Nations Millennium Declaration of8 September 20007 to respect the diversity of belief, culture and language, to cherishdifferences within and between societies as a precious asset of humanity and topromote a culture of peace and dialogue among all civilizations,
1. Condemns all acts or threats of violence, destruction, damage orendangerment, directed against religious sites as such, that continue to occur in theworld;
2. Calls upon all States to exert their utmost efforts to ensure that religioussites are fully respected and protected in conformity with international standards andin accordance with their national legislation and to adopt adequate measures aimedat preventing such acts or threats of violence, and invites relevant intergovernmentaland non-governmental organizations to contribute to those efforts by developingappropriate initiatives in this field;
3. Encourages all States, relevant intergovernmental and non-governmentalorganizations and the media to promote, inter alia, through education, a culture oftolerance and respect for the diversity of religions and for religious sites, whichrepresent an important aspect of the collective heritage of humankind;
4. Requests the Secretary-General to devote, in consultation with therelevant bodies of the United Nations system, attention to the issue of protection ofreligious sites in his forthcoming reports related to the United Nations Year ofDialogue among Civilizations;
5. Decides to continue consideration of the question of the protection ofreligious sites under the item entitled “United Nations Year of Dialogue amongCivilizations”.
