The turn of the year is an opportu-nity to reflect on our activities these past months. Since June, I have had the pri-vilege to experience the BALSAC Project as its Interim Director, replacing Hélène Vézina during her sabbatical. I already knew of its many qualities and accom-plishments, but through my involvement, I have come to realize the full potential of the population database.

Here you will find a summary of our accomplishments in the past year. Recent activities have focused mainly on the deve-lopment of the integrated infrastructure for historical microdata of the Quebec popu-lation (IMPQ), currently in its last year of funding from the Canada Foundation for Innovation. Along with the partnerships outlined in this report, our colla boration

with the Musée du Fjord continued with the May release of Origo, a science game designed to introduce the population data-base and the scientific work it makes possi-ble to the greater public.

My background and interests in ge-nomics and population genetics were put to good use this year to develop BDFAQ, a database of allele frequency in the French-Canadian population. Funded by the Network of Applied Medical Genetics (RMGA), the database can be accessed through an online portal. The next step will be to link it to BALSAC. More research projects are in development to exploit this population data; grants will be sought to support them this fall, and we are hoping for positive responses in 2018.

BALSAC has been a part of the sci-entific community for over 45 years, pro-viding researchers here and abroad ac-cess to data and tools of great quality. Such achievements would not be possible without precious partnerships. Of course, the principal partner of the project has always been Université du Québec à Chi-coutimi, through the work of its Founda-tion and Research Support Programme. We must also note the important contri-butions from the Canada Foundation for Innovation, which currently supports the IMPQ project, and the RMGA, Université Laval, Université de Montréal and McGill University.

Finally, I wish to express my sincere gratitude to BALSAC staff, Ève-Marie, Jean-Sébastien, Sophie, Jacinthe and

Jocelyn, for their dedicated work. Thanks also to Dominic and Michaël, who help us navigate the sometimes rough seas of technology. Special thanks to Carole, who left the project this year to tackle new chal lenges, with our warmest wishes for success.

Overview of BALSAC

The BALSAC database was created 45 years ago at Université du Québec à Chicoutimi, in partnership with Université Laval, McGill University and Université de Montréal. The database is comprised of digitized Québec vital event records, interconnected using a linkage method based on nominative information that al-lows for the automatic recreation of gene-alogical relations and kinship structures in the Quebec population over four centu-ries. BALSAC covers the entire territory of Quebec, from the beginning of European settlement in the 17th century to the con-temporary period.

To this day, 2.9 million records have been digitized, including all Catholic mar-riage records (and partial records for other denominations) from 1621 to 1965. For the Saguenay-Lac-St-Jean region, the data-

base also includes birth and death records from 1838 to 1971. It is now possible to include virtual records, or data from sour-ces other than vital events records. Since late 2014, over 45,000 virtual records have been entered, a third of them for events that occurred after 1965.

BALSAC is a remarkable piece of Quebec’s scientific legacy. The data is used by researchers in Quebec, Canada and abroad who are interested in population genetics, genetic epidemiology, demogra-phy, geography, sociology and history.

Damian Labuda is Professor in the Department of Pediatrics at the Université de Montréal and researcher at the Research Center of the CHU Ste-Justine.

Bernard Brais is Professor of Human Genetics at McGill University and neurogeneticist at the Montreal Neurological Institute.

Marc St-Hilaire is Professor in the Department of Geography at Université Laval and Director of CIEQ Université Laval.

Hélène Vézina is Professor in the Department of Human Sciences at the Université du Québec à Chicoutimi and Director of BALSAC Project.

Development Activities

Building the IMPQ

Launched in 2013, the project to build an integrated infrastructure of histori-cal microdata of the Quebec population (IMPQ) has come to completion. In colla-boration with our partners at Université du Québec à Trois-Rivières and Université de Montréal, work continued throughout last year, among other things to complete more linkages and implement the portal. In winter 2018, the IMPQ will provide resear chers access to all serial microdata available for the Quebec population based on civil records from 1621-1917 and Ca-nadian census data from 1852-1911.

Linkage of Census and Vital Events Records

The linkage process happens in two successive steps, first linking census and civil records, then linking censuses to each other. In the last year, we have completed the two largest corpus, Québec and Gaspésie, which together represent over

128,000 households and 709,000 indi-viduals. Thus, the linkage of data from the three regions (Saguenay, Côte-Nord and Gaspésie) and two cities (Québec and Trois-Rivières) planned under the FCI is now complete. All that remains is a quick validation operation for the Gaspésie data in fall 2017. The following graphics show the rate of linkage of individuals and households for each region.

The availability of birth and death certificates as well as marriage records for Saguenay helped increase the success rate. Furthermore, additional manual work was done on the data from Saguenay as part of a doctoral project, maximizing results. For other regions, note that in BALSAC, it is easier to trace a married couple and their descendants than individuals without ap-parent relations. Thus, single households and workers in small businesses or on job sites (in 1851 and 1861) show much lower linkage rates. Finally, individual mobility also influences the rates downwards, as for

now, we can only link individuals that re-main in the territory covered by the project from one census to the next. However, a part of the population does remain stable and can be traced through time. While many individuals only show up once in the census, the majority of biographies extend over two or more censuses. Based on their age when they first appear in the data, it is possible to track some individuals over 50, 60 or even 70 years!

On average, over 95% of census house-holds were handled by the linkage applica-tion developed for BALSAC. Linkage rates vary from one region/census to another, but reach 70% or 80% in almost all cases. Lower rates are mainly due to the orga-nization of censuses and to the variable quality of the original documents, which sometimes makes it difficult to identify in-dividuals. Ethnicity (linked with migration) and religion (Catholic or others) also have an important impact on linkage rates.

The success rate for individuals follows the same trend as households, although it is generally lower.

Vital Events Records

As part of the IMPQ project, the infra-structure will also benefit from the pooling of vital events records from BALSAC and the Research Programme in Historical Demography (PRDH). At the beginning of autumn 2017, the BALSAC team will complete an important work of harmo-nization of these databases developed in parallel for more than 40 years. Further-more, thanks to a partnership with Drouin Institute, records of births and deaths from 1800-1849 will also be added to the IMPQ. The linkage of these data was completed at the end of August by the PRDH team.

Ultimately, researchers will have access to over three and a half centuries of genea-logies for the Quebec population and the demographic history of individuals and families over almost 250 years (1621-1849).

Web Portal

Data from the IMPQ will be available to researchers via an online portal in early 2018, to be developed and implemented by the team at Centre interuniversitaire d’études québécoises (CIEQ) at Université du Québec à Trois-Rivières. The portal enables data exchanges and linkage, while ensuring secure transactions. A secure and private sharing network for partners (www.risq.qc.ca) established in late 2014 facilitates the regular synchronisation of findings, as well as quick and secure data exchanges between BALSAC and CIEQ in Trois-Rivières.

First and Last Name Library

Nominative data is of the utmost im-portance for reconstructing lineages. With the addition of birth and death records, namely data from Charlevoix integra-ted to BALSAC in 2016, the first and last names recorded in the database had to be further standardized. This process has not only facilitated linkages, but also allowed us to conduct a secondary audit of data entry accuracy. When linking civil records and census data, we were able to create a library of all names and surnames, equi-valencies and variations appearing in the census.

Quebec Allele Frequency Database

A database of allele frequency in the Quebec population was developed thanks to RMGA funding granted to Simon

Girard. As soon as September, this tool will be made available to researchers interested in genetics, to provide better samples for studies pertaining to the French- Canadian population and maximise their findings and impact. In the next phase, an interface will be developed to link this database to BALSAC.

Technological Developments

Maintenance, networking and support are conducted in collaboration with the UQAC IT Services, responsible for mana-ging BALSAC systems. This collabora-tion between IT and BALSAC enable us, among other things, to ensure that deve-lopments benefit the rest of the academic community, as they are adapted to fulfill similar needs in other fields of research.

Valorization and Operating Activities

This section covers usage of the BALSAC database over the last two years. The objective to find and recruit new users while maintaining and developing relations with the national and international scientific commu-nity remains at the core of our strategy. Whether it is through communications, publications, collaborations or informal meetings, BALSAC management is committee to networking and promoting the database. The visibility and importance of BALSAC have a direct impact on the profile of the IMPQ and other ongoing partnerships.

Research Projects

The 47 projects active in 2016-2017 can be divided into three main research areas that each comprise about a third of the projects (see table 1). A fourth area re-groups four methodological development projects, including the IMPQ. The com-plete list of research projects is included in Appendix A on page 18.

Regarding the origin of researchers, we note that a trend is emerging. Indeed, as a sign of interest in BALSAC’s data abroad, we observe a slight growth in access re-quests by foreign universities, for a number of active projects comparable to previous

years. In 2016-2017, over 20% of our re-searchers came from Europe or the United States. The same trend can be seen with students and research professionals, who represent about half of all BALSAC users. The list of communications and publica-tions by BALSAC users can be found in Appendix B on page 24.

Networking and Collaboration

Quebec Network of Applied Medical Genetics

As part of the Strategic Grouping for Population Genetics of the Quebec Network of Applied Medical Genetics (RMGA) and to support researchers in

theoretical and applied genetics, BALSAC offers researchers access to genealogical data that can be analyzed alongside gene-tic data. These anonymized records cover eight regional populations in Quebec and are available on the Quebec Reference Sample: Population Genetics and Genetic Epidemiology in Quebec website : www.quebecgenpop.ca

funded by the Social Sciences and Huma-nities Research Council under the Partner-ship Development Grants program. The linkage program developed for BALSAC will be used to link data from various sources, including census data from Cana-da (outside Quebec) and the United States. The preliminary results of linkage done on the census of the city of Manchester, New Hampshire in 1880 are very encouraging. Aside from tracing French-Canadian an-cestries outside Quebec borders, this work enriches our knowledge of patronymic variations, anglicization of family names and kinship networks outside Quebec. Work continues in the fall of 2017 with the 1910 census.

Other Collaborations

As part of the research services we of-fer, we sometimes get requests that are not directly related to research projects, but are still pertinent and offer interesting oppor-tunities for collaboration. In the last two years, we have responded positively to the following requests:

• Linked data set containing Quebec City censuses and vital events up to 1917 to Marc St-Hilaire from the CIEQ at the Laval University.

Outreach

Hélène Vézina was a guest on the third episode of the podcast titled Qui a tué les enfants du Saguenay-Lac-Saint-Jean? to talk about the creation of the BALSAC popu-

lation database. Eight episodes have been available since May on the online platform of Radio-Canada Ici Première: http://ici.radio-canada.ca/premiere/premiereplus/science/5163/quiatuelesenfantsdusa-guenaylacsaintjean

In 2016-2017, with funding from the Société des musées du Québec, a new col-laboration with the Musée du Fjord led to the development of a mobile application and interactive website. Supplementing the exhibition Des racines et des rêves : un re-gard neuf sur le Saguenay-Lac-St-Jean, Origo is a serious game designed to help people discover BALSAC and the scientific work it makes possible. Players can personalize their fun adventure using any last name they want. Co-created with the designers at Créo hired for the project and the con-tent experts at BALSAC, the game was the topic of a presentation at the Journées internationales de la culture scientifique – Science and You conference last May at McGill University. It was a great opportunity to discuss the challenges related to scientific outreach.

Launched in May 2017, the appli-cation has already attracted over 25,000 players on the App Store, Google Play and the website : http://www.museedufjord.com/jeu-genealogie-quebec/.

Report from the Committee for the Protection of Privacy and Access to Data

This section of the BALSAC Annual Report serves as the official summary of the CPAD’s activities to the UQAC Board of Directors.

For 2016-2017, the Committee has been asked to evaluate the admissibility of two (2) requests for access to confiden-tial data. Note also that the Committee was consulted in 2014 on ethical consi-derations related to the use of BALSAC data for clinical purposes. The project has been suspended since a complete review of access policies for BALSAC will soon be underway. The clinical component will be included in the new version.

Finally, Committee membership has changed since the departure of Jacinthe Douesnard who acted as a representative of the UQAC’s Research Ethics Board. Claude Thibeault will occupy his duties

during her absence. Here are the members of the Committee:

Report from the BALSAC Steering Committee

During the last year, the Steering Com-mittee was convened about thirty times to discuss issues related to data access and protection of personal information. Three (3) requests for access to non-confidential data and ten (10) requests for extensions were submitted to the Committee.

Access to Data and Protection of Privacy

Université du Québec à Chicoutimi is responsible for managing access to the BALSAC database and preserving the confidentiality of the personal information it contains. The Committee for the Protection of Privacy and Access to Data (CPAD) was established by the UQAC Board of Directors to apply the Policy on Access to BALSAC Data for Research Purposes. The Steering Committee was also mandated by the UQAC Board of Directors to evaluate requests for access to non-confidential data.
