    12Club:amemberofanAssociation(thatisaMemberofFIFA)orofaLeaguerecognisedbyanAssociationthatentersatleastoneteaminacompetition.

    13 Player:anyfootballplayerlicensedbyanAssociation.

    14AssociationFootball:thegamecontrolledbyFIFAandorganisedinaccordancewiththeLawsoftheGame.

    1 Name and headquarters1. TheFdrationInternationaledeFootballAssociation(FIFA)isanassociationregisteredintheCommercialRegisterinaccordancewithart.60ff.oftheSwissCivilCode.

    2. FIFAheadquartersarelocatedinZurich(Switzerland)andmayonlybetransferredtoanotherlocationfollowingaresolutionpassedbytheCongress.

    2 ObjectivesTheobjectivesofFIFAare:

    a) toimprovethegameoffootballconstantlyandpromoteitgloballyinthelightofitsunifying,educational,culturalandhumanitarianvalues,particularlythroughyouthanddevelopmentprogrammes;

    b) toorganiseitsowninternationalcompetitions;

    c) todrawupregulationsandprovisionsandensuretheirenforcement;

    d) tocontroleverytypeofAssociationFootballbytakingappropriatestepstopreventinfringementsoftheStatutes,regulationsordecisionsofFIFAoroftheLawsoftheGame;

    e) topromoteintegrity,ethicsandfairplaywithaviewtopreventingallmethodsorpractices,suchascorruption,dopingormatchmanipulation,whichmightjeopardisetheintegrityofmatches,competitions,Players,OfficialsandMembersorgiverisetoabuseofAssociationFootball.

    3 Non-discrimination and stance against racismDiscriminationofanykindagainstaCountry,privatepersonorgroupofpeopleonaccountofrace,skincolour,ethnic,nationalorsocialorigin,gender,language,religion,politicalopinionoranyotheropinion,wealth,birthoranyotherstatus,sexualorientationoranyotherreasonisstrictlyprohibitedandpunishablebysuspensionorexpulsion.

    4 Promoting friendly relations1. FIFAshallpromotefriendlyrelations:

    a) betweenMembers,Confederations,Clubs,OfficialsandPlayers.EverypersonandorganisationinvolvedinthegameoffootballisobligedtoobservetheStatutes,regulationsandtheprinciplesoffairplay;

    b) insocietyforhumanitarianobjectives.

    2. FIFAshallprovidethenecessaryinstitutionalmeanstoresolveanydisputethatmayarisebetweenMembers,Confederations,Clubs,OfficialsandPlayers.

    5 PlayersTheExecutiveCommitteeshallregulatethestatusofPlayersandtheprovisionsfortheirtransfer,aswellasquestionsrelatingtothesematters,inparticulartheencouragementofplayertrainingbyClubsandtheprotectionofrepresentativeteams,inspecialregulations.

    6 Laws of the Game1. EachMemberofFIFAshallplayAssociationFootballincompliancewiththeLawsoftheGameissuedbyTheIFAB.OnlyTheIFABmaylaydownandaltertheLawsoftheGame.

    2. TheIFABisanassociationinaccordancewithSwisslawwithitsheadquarterslocatedinZurich(Switzerland).ThemembersofTheIFABareFIFAandthefourBritishAssociations.

    3. Theorganisation,dutiesandresponsibilitiesofTheIFABaregovernedbythestatutesofTheIFAB.

    4. EachMemberofFIFAshallplayfutsalinaccordancewiththeFutsalLawsoftheGame,asissuedbytheExecutiveCommittee.

    7 ConductofbodiesandOfficials1. ThebodiesandOfficialsmustobservetheStatutes,regulations,decisionsandCodeofEthicsofFIFAintheiractivities.

    2. ExecutivebodiesofMemberAssociationsmayunderexceptionalcircumstancesberemovedfromofficebytheExecutiveCommitteeinconsultationwiththerelevantConfederationandreplacedbyanormalisationcommitteeforaspecificperiodoftime.

    8 Officiallanguages1. English,Spanish,FrenchandGermanaretheofficiallanguagesofFIFA.Englishistheofficiallanguageforminutes,correspondenceandannouncements.

    2. MembersareresponsiblefortranslationsintothelanguageoftheirCountry.

    3. English,Spanish,French,German,Russian,ArabicandPortuguesearetheofficiallanguagesattheCongress.Qualifiedinterpretersshalltranslateintotheselanguages.DelegatesmayspeakintheirmothertongueiftheyensureinterpretationintooneoftheofficialCongresslanguagesbyaqualifiedinterpreter.

    4. TheStatutes,RegulationsGoverningtheApplicationoftheStatutes,theStandingOrdersoftheCongress,decisionsandannouncementsofFIFAshallbepublishedinthefourofficiallanguages.Ifthereisanydivergenceinthewording,theEnglishtextisauthoritative.

    9 Admission, suspension and expulsionTheCongressshalldecidewhethertoadmit,suspendorexpelaMember.

    10 Admission1. AnyAssociationwhichisresponsiblefororganisingandsupervisingfootballinallofitsformsinitsCountrymaybecomeaMemberofFIFA.Consequently,itisrecommendedthatallMembersofFIFAinvolveallrelevantstakeholdersinfootballintheirownstructure.Subjecttopar.5andpar.6below,onlyoneAssociationshallberecognisedineachCountry.

    2. MembershipisonlypermittedifanAssociationiscurrentlyamemberofaConfederation.TheExecutiveCommitteemayissueregulationswithregardtotheadmissionprocess.

    3. AnyAssociationwishingtobecomeaMemberofFIFAshallapplyinwritingtotheFIFAgeneralsecretariat.

    4. TheAssociationslegallyvalidstatutesshallbeenclosedwiththeapplicationformembershipandshallcontainthefollowingmandatoryprovisions:

    a) alwaystocomplywiththeStatutes,regulationsanddecisionsofFIFAandofitsConfederation;

    b) tocomplywiththeLawsoftheGameinforce;

    c) torecognisetheCourtofArbitrationforSport,asspecifiedintheseStatutes.

    5. EachofthefourBritishAssociationsisrecognisedasaseparateMemberofFIFA.

    6. AnAssociationinaregionwhichhasnotyetgainedindependencemay,withtheauthorisationoftheAssociationintheCountryonwhichitisdependent,alsoapplyforadmissiontoFIFA.

    7. ThisarticleshallnotaffectthestatusofexistingMembers.

    11 Request and procedure for application1. TheExecutiveCommitteeshallrequesttheCongresseithertoadmitornottoadmitanAssociation.TheAssociationmaystatethereasonsforitsapplicationtotheCongress.

    2. ThenewMembershallacquiremembershiprightsanddutiesassoonasithasbeenadmitted.Itsdelegatesareeligibletovoteandbeelectedwithimmediateeffect.

    12 Members rights1. Membershavethefollowingrights:

    a) totakepartintheCongress;

    b) todrawupproposalsforinclusionintheagendaoftheCongress;

    c) tonominatecandidatesfortheFIFApresidency;

    d) totakepartincompetitionsorganisedbyFIFA;

    e) totakepartinFIFAsassistanceanddevelopmentprogrammes;

    f) toexerciseallotherrightsarisingfromtheseStatutesandotherregulations.

    2. TheexerciseoftheserightsissubjecttootherprovisionsintheseStatutesandtheapplicableregulations.

    13 Members obligations1. Membershavethefollowingobligations:

    a) tocomplyfullywiththeStatutes,regulations,directivesanddecisionsofFIFAbodiesatanytimeaswellasthedecisionsoftheCourtofArbitrationforSport(CAS)passedonappealonthebasisofart.66par.1oftheFIFAStatutes;

    b) totakepartincompetitionsorganisedbyFIFA;

    c) topaytheirmembershipsubscriptions;

    d) toensurethattheirownmemberscomplywiththeStatutes,regulations,directivesanddecisionsofFIFAbodies;

    e) toconveneitssupremeandlegislativebodyatregularintervals,atleasteverytwoyears;

    f) toratifystatutesthatareinaccordancewiththerequirementsoftheFIFAStandardStatutes;

    g) tocreatearefereescommitteethatisdirectlysubordinatetotheMember;

    h) torespecttheLawsoftheGame;

    i) tomanagetheiraffairsindependentlyandensurethattheirownaffairsarenotinfluencedbyanythirdparties;

    j) tocomplyfullywithallotherdutiesarisingfromtheseStatutesandotherregulations.

    2. Violationoftheabove-mentionedobligationsbyanyMembermayleadtosanctionsprovidedforintheseStatutes.

    3. Violationsofpar.1(i)mayalsoleadtosanctionsevenifthethird-partyinfluencewasnotthefaultoftheMemberconcerned.

    14 Suspension1. TheCongressisresponsibleforsuspendingaMember.TheExecutiveCommitteemay,however,suspendaMemberthatseriouslyviolatesitsobligationsasaMemberwithimmediateeffect.ThesuspensionshalllastuntilthenextCongress,unlesstheExecutiveCommitteehaslifteditinthemeantime.

    2. AsuspensionshallbeconfirmedatthenextCongressbyathree-quartermajorityoftheMemberspresentandeligibletovote.Ifitisnotconfirmed,thesuspensionisautomaticallylifted.

    3. AsuspendedMembershallloseitsmembershiprights.OtherMembersmaynotentertainsportingcontactwithasuspendedMember.TheDisciplinaryCommitteemayimposefurthersanctions.

    4. MemberswhichdonotparticipateinatleasttwoofallFIFAcompetitionsoveraperiodoffourconsecutiveyearsshallbesuspendedfromvotingattheCongressuntiltheyhavefulfilledtheirobligationsinthisrespect.

    15 Expulsion1. TheCongressmayexpelaMember:

    a) ifitfailstofulfilitsfinancialobligationstowardsFIFA;or

    b) ifitseriouslyviolatestheStatutes,regulationsordecisionsofFIFA;or

    c) ifitlosesthestatusofanAssociationrepresentingAssociationFootballinitsCountry.

    2. Thepresenceofanabsolutemajority(morethan50%)oftheMemberseligibletovoteattheCongressisnecessaryforanexpulsiontobevalid,andthemotionforexpulsionmustbeadoptedbyathree-quartermajorityofthevalidvotescast.

    16 Resignation1. AMembermayresignfromFIFAwitheffectfromtheendofacalendaryear.Noticeofresignationmustreachthegeneralsecretariatnolaterthansixmonthsbeforetheendofthecalendaryearandbesentbyregisteredletter.

    2. TheresignationisnotvaliduntiltheMemberwishingtoresignhasfulfilleditsfinancialobligationstowardsFIFAanditsotherMembers.

    17 Independence of Members and their bodies1. EachMembershallmanageitsaffairsindependentlyandwithnoinfluencefromthirdparties.

    2. AMembersbodiesshallbeeitherelectedorappointedinthatAssociation.AMembersstatutesshallprovideforaprocedurethatguaranteesthecompleteindependenceoftheelectionorappointment.

    3. AnyMembersbodiesthathavenotbeenelectedorappointedincompliancewiththeprovisionsofpar.2,evenonaninterimbasis,shallnotberecognisedbyFIFA.

    4. Decisionspassedbybodiesthathavenotbeenelectedorappointedincompliancewithpar.2shallnotberecognisedbyFIFA.

    18 Status of Leagues and other groups of Clubs1. LeaguesoranyothergroupsaffiliatedtoaMemberofFIFAshallbesubordinatetoandrecognisedbythatMember.TheMembersstatutesshalldefinethescopeofauthorityandtherightsanddutiesofthesegroups.ThestatutesandregulationsofthesegroupsshallbeapprovedbytheMember.

    2. EveryMembershallensurethatitsaffiliatedClubscantakealldecisionsonanymattersregardingmembershipindependentlyofanyexternalbody.ThisobligationappliesregardlessofanaffiliatedClubscorporatestructure.Inanycase,theMembershallensurethatneitheranaturalnoralegalperson(includingholdingcompaniesandsubsidiaries)exercisescontrolovermorethanoneClubwhenevertheintegrityofanymatchorcompetitioncouldbejeopardised.

    19 Honorary president, honorary vice-president and honorary member1. TheCongressmaybestowthetitleofhonorarypresident,honoraryvice-presidentorhonorarymemberuponanyformermemberoftheExecutiveCommitteeformeritoriousservicetofootball.

    2. TheExecutiveCommitteeshallmakethesenominations.

    3. Thehonorarypresident,honoraryvice-presidentorhonorarymembermaytakepartintheCongress.Theymayjoininthedebatesbutmaynotvote.

    20 Confederations1. MembersthatbelongtothesamecontinenthaveformedthefollowingConfederations,whicharerecognisedbyFIFA:

    a) ConfederacinSudamericanadeFtbolCONMEBOL

    b) AsianFootballConfederationAFC

    c) UniondesassociationseuropennesdefootballUEFA

    d) ConfdrationAfricainedeFootballCAF

    e) ConfederationofNorth,CentralAmericanandCaribbeanAssociationFootballCONCACAF

    f) OceaniaFootballConfederationOFC

    2. FIFAmay,inexceptionalcircumstances,authoriseaConfederationtograntmembershiptoanAssociationthatbelongsgeographicallytoanothercontinentandisnotaffiliatedtotheConfederationonthatcontinent.TheopinionoftheConfederationconcernedgeographicallyshallbeobtained.

    3. EachConfederationshallhavethefollowingrightsandobligations:

    a) tocomplywithandenforcecompliancewiththeStatutes,regulationsanddecisionsofFIFA;

    b) toworkcloselywithFIFAineverydomainsoastoachievetheobjectivesstipulatedinart.2andtoorganiseinternationalcompetitions;

    c) toorganiseitsowninterclubcompetitions,incompliancewiththeinternationalmatchcalendar;

    d) toorganiseitsowninternationalcompetitions,particularlyyouthcompetitions,incompliancewiththeinternationalmatchcalendar;

    e) toensurethatinternationalLeaguesoranyothersuchgroupsofClubsorLeaguesshallnotbeformedwithoutitsconsentandtheapprovalofFIFA;

    f) attherequestofFIFA,tograntAssociationsapplyingformembershipthestatusofaprovisionalmember.ThisstatusshallgrantAssociationstherighttotakepartintheConfederationscompetitionsandconferences. AnyotherrightsandobligationsoftheprovisionalmembershallberegulatedbytheConfederationsstatutesandregulations.ProvisionalmembersmaynottakepartinFIFAfinalcompetitions;

    g) toelectordismissthevice-presidentsandtheothermembersoftheExecutiveCommitteetowhichtheyareentitledincompliancewiththeseStatutes;

    h) toproposeonecandidatefortheofficeofthefemalememberoftheExecutiveCommitteebasedonproposalsfromitsmemberassociations;

    i) tonurturerelationsandcooperationwithFIFAactivelyandconstructivelyforthegoodofthegamethroughconsultativemeetingsandtodiscussandresolveanyproblemsrelatingtotheinterestsoftheConfederationsandFIFA;

    j) toensurethattherepresentativesappointedtoFIFAbodiesorelectedtotheExecutiveCommitteecarryouttheiractivitiesonthesebodieswithmutualrespect,solidarity,recognitionandfairplay;

    k) tosetupcommitteesthatworkcloselytogetherwiththecorrespondingcommitteesatFIFA;

    l) exceptionallytoallow,withFIFAsconsent,anAssociationfromanotherConfederation(orClubsbelongingtothatAssociation)toparticipateinacompetitionthatitisorganising;

    m)withthemutualcooperationofFIFA,totakeanyactionconsiderednecessarytodevelopthegameoffootballonthecontinentconcerned,suchasarrangingdevelopmentprogrammes,courses,conferences,etc.;

    n) tosetupthebodiesnecessarytofulfilthedutiesincumbentuponit;

    o) toprocurethefundsnecessarytofulfilitsduties.

    4. TheExecutiveCommitteemaydelegateotherdutiesorpowerstotheConfederations.Tothisend,FIFAmayconcludeanappropriateagreementwitheachoftheConfederationsconcerned.

    5. TheConfederationsstatutesandregulationsshallbesubmittedtoFIFAforapproval.

    21 Bodies1. TheCongressisthesupremeandlegislativebody.

    2. TheExecutiveCommitteeistheexecutivebody.

    3. Thegeneralsecretariatistheadministrativebody.

    4. Standingandad-hoccommitteesshalladviseandassisttheExecutiveCommitteeinfulfillingitsduties.TheirprimarydutiesaredefinedintheseStatutesandtheircomposition,functionandadditionaldutiesaredefinedintheFIFAOrganisationRegulations.

  • 21V. Organisation

    A. Congress

    22 Congress1. ACongressmaybeanOrdinaryoranExtraordinaryCongress.

    2. TheOrdinaryCongressshallbeheldeveryyear.TheExecutiveCommitteeshallfixtheplaceanddate.TheMembersshallbenotifiedinwritingatleastthreemonthsinadvance.TheformalconvocationshallbemadeinwritingatleastonemonthbeforethedateoftheCongress.Thisconvocationshallcontaintheagenda,thePresidentsreport,thefinancialstatementsandtheauditorsreport.

    3. TheExecutiveCommitteemayconveneanExtraordinaryCongressatanytime.

    4. TheExecutiveCommitteeshallconveneanExtraordinaryCongressifone-fifthoftheMembersmakesucharequestinwriting.Therequestshallspecifytheitemsfortheagenda.AnExtraordinaryCongressshallbeheldwithinthreemonthsofreceiptoftherequest.

    5. TheMembersshallbenotifiedoftheplace,dateandagendaatleasttwomonthsbeforethedateofanExtraordinaryCongress.TheagendaofanExtraordinaryCongressmaynotbealtered.

    23 Vote, delegates, observers1. EachMemberhasonevoteintheCongressandisrepresentedbyitsdelegates.OnlytheMemberspresentareentitledtovote.Votingbyproxyorbyletterisnotpermitted. 2. DelegatesmustbelongtotheMemberAssociationthattheyrepresentandbeappointedbytheappropriatebodyofthatAssociation.

    3. ConfederationdelegatesmaytakepartintheCongressasobservers.

    4. Duringtheirtermofoffice,membersoftheExecutiveCommitteemaynotbeappointedasdelegatesfortheirAssociation.

    5. ThePresidentshallconducttheCongressbusinessincompliancewiththeStandingOrdersoftheCongress.

    24 CandidatesfortheofficeofFIFAPresident,

    for the Executive Committee and for the chairmen, deputy chairmen and members of the Audit and Compliance Committee and the judicial bodies

    1. OnlytheMembersmayproposecandidaturesfortheofficeofFIFAPresident.AcandidaturefortheofficeofFIFAPresidentshallonlybevalidifsupportedbyatotalofatleastfiveMembers.MembersmustnotifytheFIFAgeneralsecretariat,inwriting,ofacandidaturefortheFIFApresidencyatleastfourmonthsbeforethestartoftheCongress,togetherwiththedeclarationsofsupportofatleastfiveMembers.AcandidatefortheofficeofFIFAPresidentshallhaveplayedanactiveroleinAssociationFootball(e.g.asaPlayeroranOfficialwithinFIFA,aConfederationoranAssociation,etc.)fortwoofthelastfiveyearsbeforebeingproposedasacandidate.

    2. ThegeneralsecretariatshallnotifytheMembersofthenamesofproposedcandidatesatleastonemonthbeforethedateoftheCongress.

    3. EachConfederationmayproposeonecandidatefortheofficeofthefemalememberoftheExecutiveCommitteebasedonproposalsfromitsmemberassociations.Confederationsmustnotifythegeneralsecretariat,inwriting,ofacandidaturefortheofficeofthefemalememberoftheExecutiveCommitteeatleastfourmonthsbeforethestartoftheCongress.

    4. TheconditionstobeobservedduringacandidaturefortheofficeofPresidentarestipulatedintheElectoralRegulationsfortheFIFAPresidency.TheseregulationsshallbeissuedbytheExecutiveCommittee.

    5. TheExecutiveCommitteemaysubmitproposalsfortheofficesofchairmen,deputychairmenandmembersoftheAuditandComplianceCommitteeandthejudicialbodies.TheExecutiveCommitteeshalldetermineinadvancethenumberofseatstobeassignedtoeachConfederationintherelevantcommittee.Proposalsshallbesubmitted,inwriting,tothegeneralsecretariatatleastfourmonthsbeforethestartoftheCongress.TheprocedureshallbelaiddownintheFIFAOrganisationRegulations.

    25 Ordinary Congress agenda1. TheSecretaryGeneralshalldrawuptheagendabasedonproposalsfromtheExecutiveCommitteeandtheMembers.AnyproposalthataMemberwishestosubmittotheCongressshallbesenttothegeneralsecretariatinwriting,withabriefexplanation,atleasttwomonthsbeforethedateoftheCongress.

Thejudicialbodiesaretobecomposedinsuchawaythatthemembers,together,havetheknowledge,abilitiesandspecialistexperiencethatisnecessaryfortheduecompletionoftheirtasks.Thechairmenanddeputychairmenofthejudicialbodiesshallbequalifiedtopractiselaw.Thetermofofficeshallbefouryears.Themembersmaybere-electedorrelievedoftheirdutiesatanytime,althoughtheymayonlyberelievedoftheirdutiesbytheCongress.

    4. ThechairmenanddeputychairmenofbothchambersoftheEthicsCommitteeshallfulfiltheindependencecriteriaasdescribedintheStandingOrdersoftheCongress.

    2. TheprovisionsoftheCASCodeofSports-relatedArbitrationshallapplytotheproceedings.CASshallprimarilyapplythevariousregulationsofFIFAand,additionally,Swisslaw.

    67 Jurisdiction of CAS1. AppealsagainstfinaldecisionspassedbyFIFAslegalbodiesandagainstdecisionspassedbyConfederations,MembersorLeaguesshallbelodgedwithCASwithin21daysofnotificationofthedecisioninquestion.

    2. RecoursemayonlybemadetoCASafterallotherinternalchannelshavebeenexhausted.

    3. CAS,however,doesnotdealwithappealsarisingfrom:

    a) violationsoftheLawsoftheGame;

    b) suspensionsofuptofourmatchesoruptothreemonths(withtheexceptionofdopingdecisions);

    c) decisionsagainstwhichanappealtoanindependentanddulyconstitutedarbitrationtribunalrecognisedundertherulesofanAssociationorConfederationmaybemade.

    4. Theappealshallnothaveasuspensiveeffect.TheappropriateFIFAbodyor,alternatively,CASmayordertheappealtohaveasuspensiveeffect.

    5. FIFAisentitledtoappealtoCASagainstanyinternallyfinalandbindingdoping-relateddecisionpassedinparticularbytheConfederations,MembersorLeaguesinaccordancewiththeprovisionssetoutintheFIFAAnti-DopingRegulations.

    6. TheWorldAnti-DopingAgency(WADA)isentitledtoappealtoCASagainstanyinternallyfinalandbindingdoping-relateddecisionpassedinparticularbyFIFA,theConfederations,MembersorLeaguesinaccordancewiththeprovisionssetoutintheFIFAAnti-DopingRegulations.

    68 Obligation1. TheConfederations,MembersandLeaguesshallagreetorecogniseCASas anindependentjudicialauthorityandtoensurethattheirmembers,affiliatedPlayersandOfficialscomplywiththedecisionspassedbyCAS.Thesameobligationshallapplytointermediariesandlicensedmatchagents.

    2. RecoursetoordinarycourtsoflawisprohibitedunlessspecificallyprovidedforintheFIFAregulations.Recoursetoordinarycourtsoflawforalltypesofprovisionalmeasuresisalsoprohibited.

    3. TheAssociationsshallinsertaclauseintheirstatutesorregulations,stipulatingthatitisprohibitedtotakedisputesintheAssociationordisputesaffectingLeagues,membersofLeagues,Clubs,membersofClubs,Players,OfficialsandotherAssociationOfficialstoordinarycourtsoflaw,unlesstheFIFAregulationsorbindinglegalprovisionsspecificallyprovidefororstipulaterecoursetoordinarycourtsoflaw.Insteadofrecoursetoordinarycourtsoflaw,provisionshallbemadeforarbitration.SuchdisputesshallbetakentoanindependentanddulyconstitutedarbitrationtribunalrecognisedundertherulesoftheAssociationorConfederationortoCAS.

    TheAssociationsshallalsoensurethatthisstipulationisimplementedintheAssociation,ifnecessarybyimposingabindingobligationonitsmembers.TheAssociationsshallimposesanctionsonanypartythatfailstorespectthisobligationandensurethatanyappealagainstsuchsanctionsshalllikewisebestrictlysubmittedtoarbitration,andnottoordinarycourtsoflaw.

    A. FIFA final competitions

    80 Venue1. TheExecutiveCommitteeshalldecidethevenueforthefinalcompetitionsorganisedbyFIFA,withthesoleexceptionofthevenueforthefinalcompetitionoftheFIFAWorldCup,whichshallbedecidedbytheCongressinaccordancewithpar.2ofthisarticle.

    2. ThedecisiononthevenueforthefinalcompetitionoftheFIFAWorldCupaimstoachievetheobjectiveofsecuringthebestpossiblehostingconditionsinthehostcountryandshallfollowtheprocedurebelow:

    a) BasedonspecificregulationstobeissuedbytheExecutiveCommittee,theFIFAgeneralsecretariatshallestablishafairandtransparentbiddingprocedure,invitingallqualifiedMemberstosubmitabidanddefiningindetailtherequirementsforthebiddingandhostingaswellascriteriaforselectingthehostoftheevent.

    b) Basedonitsbestjudgement,theFIFAgeneralsecretariatshallsubmittotheExecutiveCommitteeapublicreportevaluatingthecomplianceofallbidswiththebiddingprocedureandtherequirementsforhostingtheevent,takingintoconsiderationthedefinedcriteriaforselectingthehost.

    d) TheCongressshallselectthehostvenuefromthebidsdesignatedbytheExecutiveCommittee.Anabsolutemajority(morethan50%)oftheMemberspresentandeligibletovoteisnecessaryinthefirstballot.Ifanabsolutemajorityisnotreachedinthefirstballot,thenthebidwiththelowestnumberofvotesinthefirstballotiseliminated.Inthesecondballot,oriffewerthanthreebidsarepresentedtotheCongress,asimplemajority(morethan50%)ofthevalidvotescastissufficient.

    8 Change of Association1. IfaPlayerhasmorethanonenationality,orifaPlayeracquiresanewnationality,orifaPlayeriseligibletoplayforseveralrepresentativeteamsduetonationality,hemay,onlyonce,requesttochangetheAssociationforwhichheiseligibletoplayinternationalmatchestotheAssociationofanotherCountryofwhichheholdsnationality,subjecttothefollowingconditions:

    a) Hehasnotplayedamatch(eitherinfullorinpart)inanOfficialCompetitionatAinternationallevelforhiscurrentAssociation,andatthetimeofhisfirstfullorpartialappearanceinaninternationalmatchinanOfficialCompetitionforhiscurrentAssociation,healreadyhadthenationalityoftherepresentativeteamforwhichhewishestoplay.

    b) HeisnotpermittedtoplayforhisnewAssociationinanycompetitioninwhichhehasalreadyplayedforhispreviousAssociation.

    2. IfaPlayerwhohasbeenfieldedbyhisAssociationinaninternationalmatchinaccordancewithart.5par.2permanentlylosesthenationalityofthatCountrywithouthisconsentoragainsthiswillduetoadecisionbyagovernmentauthority,hemayrequestpermissiontoplayforanotherAssociationwhosenationalityhealreadyhasorhasacquired.

    3. AnyPlayerwhohastherighttochangeAssociationsinaccordancewithpar.1and2aboveshallsubmitawritten,substantiatedrequesttotheFIFAgeneralsecretariat.ThePlayersStatusCommitteeshalldecideontherequest.TheprocedurewillbeinaccordancewiththeRulesGoverningtheProceduresofthePlayersStatusCommitteeandtheDisputeResolutionChamber.OncethePlayerhasfiledhisrequest,heisnoteligibletoplayforanyrepresentativeteamuntilhisrequesthasbeenprocessed.

    9 Principle of promotion and relegation1. AClubsentitlementtotakepartinadomesticleaguechampionshipshalldependprincipallyonsportingmerit.AClubshallqualifyforadomesticleaguechampionshipbyremaininginacertaindivisionorbybeingpromotedorrelegatedtoanotherattheendofaseason.

    2. Inadditiontoqualificationonsportingmerit,aClubsparticipationinadomesticleaguechampionshipmaybesubjecttoothercriteriawithinthescopeofthelicensingprocedure,wherebytheemphasisisonsporting,infrastructural,administrative,legalandfinancialconsiderations.LicensingdecisionsmustbeabletobeexaminedbytheMembersbodyofappeal.

    3. AlteringthelegalformorcompanystructureofaClubtofacilitateitsqualificationonsportingmeritand/oritsreceiptofalicenceforadomesticleaguechampionship,tothedetrimentoftheintegrityofasportscompetition,isprohibited.Thisincludes,forexample,changingtheheadquarters,changingthenameortransferringstakeholdingsbetweendifferentClubs.ProhibitivedecisionsmustbeabletobeexaminedbytheMembersbodyofappeal.

    4. EachMemberisresponsiblefordecidingnationalissues,whichmaynotbedelegatedtotheLeagues.EachConfederationisresponsiblefordecidingissuesinvolvingmorethanoneAssociationconcerningitsownterritory.FIFAisresponsiblefordecidinginternationalissuesinvolvingmorethanoneConfederation.

    10 Amendments to the Laws1. FIFAshallnotifyitsMembersofanyamendmentsanddecisionsregardingtheLawsoftheGamewithinonemonthoftheordinaryannualmeetingofTheIFAB.

    2. TheMembersshallenforcetheseamendmentsanddecisionsnolaterthan1JulyfollowingTheIFABsannualmeeting.ExceptionsmaybegrantedonlytoMemberswhosefootballseasonhasnotterminatedbythisdate.

    3. MembersmayapplysuchamendmentsanddecisionsassoonastheyhavebeenissuedbyTheIFAB.

    2. TherefereeandassistantrefereeschosentoofficiateataninternationalmatchshallbeincludedintheofficialFIFAListofInternationalRefereesandAssistantReferees.

    12 Report1. TherefereeofeveryinternationalAmatchshallsendareportwithin48hoursofthematchbothtoFIFAandtheMemberonwhoseterritorythematchwasplayed.

    2. ThisreportshallbemadeontheofficialformgiventotherefereebytheMemberunderwhosejurisdictionthematchwasplayed.

    3. Thereportshallrecordallthedisciplinarymeasurestakenandthereasonsforthesemeasures.

    13 Reimbursement1. Refereesandassistantrefereesatinternationalmatchesshallbeentitledto:

    a) adailyallowance;

    b) reimbursementoftravelexpenses.

    FIFAsExpensesRegulationsshalldeterminetheamounts,travelcategoryandnumberofdaysdueforreimbursementtowhichrefereesandassistantrefereesareentitled.

    2. TheamountowedtotherefereesandassistantrefereesshallbepaidtotheminaneasilyconvertiblecurrencyonthesamedayasthematchbytheorganisingMember.

    3. TheexpensesforhotelandboardincurredbyrefereesandassistantrefereesofinternationalmatchesshallbebornebytheorganisingMember.

    14 Objectives1. FIFAshallensurethatitsobjectivesareachievedandsecuredsolelybyusingsuitablematerialandhumanresourceseitherofitsownorbydelegatingtoMembersorConfederationsorbyworkingwiththeConfederationsinaccordancewiththeFIFAStatutes.

    2. Withreferencetoart.2(e)oftheFIFAStatutes,FIFAshalltakeactionespecially,butnotexclusively,againstirregularbettingactivities,dopingandracism.Theseactivitiesareprohibitedandsubjecttosanctions.

    15 EnforcementTheRegulationsGoverningtheApplicationoftheStatuteswereadopted attheCongressinSoPauloon11June2014andcomeintoforceon1April2015.

    1 Participation in the Congress 1. EachMembermayberepresentedattheCongressbyamaximumofthreedelegates,allofwhommaytakepartinthedebates.

    2. Thenamesofthedelegates,includingtheonewiththerighttovote,shallbesubmittedtothegeneralsecretariatbeforetheopeningoftheCongress.Thegeneralsecretariatentersthedelegatesmentionedontoalist(numbered1to3).Thedelegatewiththerighttovoteisenteredasnumber1.IfthedelegatewiththerighttovoteleavestheCongressduringthedebates,thedelegateenteredasnumber2ontheMembersdelegationlistisentitledtovote.Ifthisdelegateisalsoabsent,thedelegateenteredasnumber3isentitledtovote.

    3. FIFAshallbearthecostsoftravelandaccommodationforthreedelegatesofeachMembertakingpartintheCongress.TheExecutiveCommitteeshallissueappropriatedirectivesinthisconnection.

    2 Chair1. ThePresidentshallchairtheCongress.IfthePresidentisunabletoattend,thelongest-servingvice-presidentavailableshalldeputise.Ifnoneofthevice-presidentsispresent,theCongressshallelectamemberoftheExecutiveCommitteeaschairman.

    2. ThechairshallensurethattheCongressisconductedinstrictcompliancewiththeseStandingOrders,openandclosetheCongressanddebates,and,unlesstheCongressdecidesotherwise,grantdelegatespermissiontospeakandconductalldiscussions.

    3. Thechairshallberesponsibleformaintainingorderduringdebates.HemaytakethefollowingactionagainstanyCongressparticipantwhodisturbsthedebates:

    4. Ifanappealismadeagainstsuchaction,theCongressshalldecideimmediatelywithoutdebate.

    3 ScrutineersAtthebeginningofthefirstsession,theCongressshallappointanadequatenumberofscrutineerstocountthevotesandtoassisttheSecretaryGeneralindistributingandcountingvotingpapersissuedfortheelections.TheExecutiveCommitteemaydecidetouseelectronicequipmenttodeterminetheresultsofavote.

    4 InterpretersOfficialinterpretersshallbeappointedtotranslateintotheofficiallanguagesoftheCongress.TheyshallbeappointedbytheSecretaryGeneral.

    6 Speakers1. Permissiontospeakisgrantedintheorderinwhichitisrequested.Aspeakermaynotbeginspeakinguntilhehasobtainedpermissiontodoso.SpeakersshalladdresstheCongressfromtherostrumintendedforthispurpose.

    2. Aspeakermaynotspeakforasecondtimeonthesameitemuntilallotherdelegateswhohaverequestedpermissiontospeakhavespoken.

    8 Procedural motions and closing of debates1. Ifaproceduralmotionismade,discussiononthemainquestionshallbesuspendeduntilavotehasbeentakenonthemotion.

    2. Ifamotionismadetoclosethediscussion,itshallimmediatelybeputtothevotewithoutdebate.Ifthemotionisapproved,permissiontospeakshallonlybegrantedtothoseMemberswhohaveaskedtospeakbeforethevotewastaken.

    3. ThechairshallclosethediscussionunlesstheCongressdecidesotherwisebyasimplemajority(morethan50%)ofthevalidvotescast.

    9 Votes1. Votingbysecretballotisprohibited.

    2. Beforeeachvote,thechair,orthepersondesignatedbyhim,shallreadthetextoftheproposalaloudandexplainthevotingprocedure(quorum)totheCongress.Ifanobjectionisraised,theCongressshalldecideimmediately.

    3. Votesmaybetakenbyrollcallifrequestedbyatleast15oftheMemberspresentandeligibletovote.

    10 Elections1. Electionsshallbecarriedoutbysecretballotwithballotpapersorbyusingtelevoters,electronicvotecountersthatguaranteethesecrecyoftheelection.ElectionsofthePresidentshallnotbecarriedoutbyusingtelevoters.TheSecretaryGeneral,assistedbythescrutineers,shallconductthedistributionandcountingoftheballotpapersorthedistributionandevaluationofthetelevoters.

    2. Thenumberofballotpapersthathavebeendistributedshallbeannouncedbythechairbeforethecount.

    3. Ifthenumberofballotpapersreturnedisequaltoorlessthanthenumberofballotpapersdistributed,theelectionshallbedeclaredvalid.Ifthenumberreturnedexceedsthatoftheballotpapersdistributed,thevoteshallbedeclarednullandvoidandanothervoteshallbetakenimmediately.

    4. Thechairshallannouncetheresultofeachballot.

    5. TheSecretaryGeneralshallputtheballotpapersthathavebeencollectedandcountedintoenvelopesintendedforthispurposeandsealthemimmediately.Thegeneralsecretariatshallkeeptheseenvelopesanddestroythem100daysaftertheendoftheCongress.

    11 Calculation of majorities1. Thesimplemajority(morethan50%)shallbecalculatedforelections,votesandotherdecisionsonthebasisofthenumberofvalidballotpaperscollectedorthenumberofvalidvotescastelectronically.Blankballotpapers,invalidvotesorelectronicvotesmanipulatedinanyotherwayaswellasabstentionsshallbedisregardedwhencalculatingthesimplemajority.

    2. Theabsolutemajority(morethan50%)shallbecalculatedonthebasisofthenumberofMemberspresentandeligibletovote.

    3. IfduringanelectionaMembercaststwoormorevotesinsupportofonecandidateononeballotpaperorthroughanelectronicvotecounterinanelectionround,orifduringavoteaMembercaststwoormorevotesforthesamematter,onlythelastvotecastshallbeconsideredvalidandcounted.

AcandidatefortheofficeofchairmanordeputychairmanoftheAuditandComplianceCommitteeorofeitherofthetwochambersoftheEthicsCommitteeshallnotbeconsideredindependentif,atanytimeduringthefouryearsprecedinghisterm,heoranyfamilymember(spouse,children,stepchildren,parents,siblings,domesticpartner,parentsofspouse/domesticpartnerandsiblingsandchildrenofdomesticpartner):

    heldanypaidpositionormaterialcontract(directlyorindirectly)withFIFAand/oranyMember,Confederation,LeagueorClub(includinganyoftheiraffiliatedcompanies/organisations);

    wasemployedbyFIFAsoutsidelegalcounselorbyFIFAsauditor(andwasengagedinauditingFIFA);

    heldanypaidorvoluntarypositionwithanon-profitorganisationtowhichFIFAand/oranyMember,Confederation,LeagueorClubmakesannualpaymentsinexcessofUSD100,000.

    2. TheinvestigatorychamberoftheEthicsCommitteeshallreview,atleastannually,thattheindependencecriteriaaremetbythecandidatesfortheofficesofchairmananddeputychairman,orbytheincumbentchairmananddeputychairmanoftheAuditandComplianceCommittee.

    3. TheAuditandComplianceCommitteeshallconductthereviewsassetoutaboveinrespectofthecandidatesfortheofficesofchairmenanddeputychairmen,ortheincumbentchairmenanddeputychairmenofbothchambersoftheEthicsCommittee.

    4. DetailsarestipulatedintheFIFAOrganisationRegulations.

    5. Theintegritycheckshallbeconductedagainpriortoare-electionorextensionofthemandate.
