    The presiding bishop of the Evangelical Lutheran Church in America is elected to a six-year term by the Churchwide Assembly. In addition to ful-filling such roles as preacher, teacher, and administrator of the sacraments, which traditionally belong to the office of bishop, the presiding bishop of this church serves as president and chief executive officer of the corporation and oversees the staff, budget, and overall administration of the church. The pre-siding bishop chairs the triennial Churchwide Assembly and provides for the preparation of agendas for the assembly, the Church Council and its execu-tive committee, and the Conference of Bishops. The presiding bishop is also the chief ecumenical officer of this church, and provides leadership and care for the bishops of the synods.

    The secretary of this church is elected by the Churchwide Assembly to a six-year term. The secretary is responsible for maintaining the records of this church, including the church’s archives; the current rosters and statistics of ordained ministers, persons on the official lay rosters, and congregations; the recording of proceedings of the Churchwide Assembly, Church Council, and Conference of Bishops; and the filing of official minutes of boards and com-mittees. The office coordinates the use of legal counsel.

    In addition, the Office of the Secretary provides physical arrangements for the Churchwide Assembly and other meetings and travel arrangements for churchwide staff. The office cooperates with the ELCA Publishing House in producing an annual ELCA Yearbook.

    Portico Benefit Services administers the Pension and Other Benefits Program of the Evangelical Lutheran Church in America, including the benefit plans that continue from the ELCA’s predecessor churches. Congregations, churchwide units, and church-related agencies are the primary sponsors of participants in the plans. In addition, ELCA ordained ministers working for certain other qualifying organizations may be sponsored by their employers. Portico also administers benefit programs for church institutions affiliated with the ELCA.

    Portico is a separately incorporated ministry of the ELCA, and its execu-tive director serves as president. The board includes persons with expertise in investments, insurance, and pensions, and shall include two to five persons who are members of the plans.
