On behalf of Marist School and the Georgia Forensic Coaches Association, I welcome you to the 2015 GFCA Varsity State Championships. As tournament director, tournament host and a debate coach in this state, I am happy to bring you this year’s event. I hope you enjoy Marist School facilities and hospitality as much as I do every day.

Some of you may not remember, but Marist School hosted the last ever GHSA Varsity State Championships, where only 25 schools and 100 students competed in one event. As a part of the Executive Committee then and now, I have been fortunate to see the growth of our activity and am thrilled to invite 450 competitors and judges from 40 schools to our campus across 10 divisions this weekend.

The varsity divisions in our state consist of several nationally ranked competitors. Out of almost 2,000 competitors during the regular season, only the top 20% qualify to compete at our Varsity State Championships. Since departing from the Georgia High School Association, I have witnessed first-hand the growth of our state in not just debate events but also our speech events. This year will mark the first time in state history, where all speech divisions are requiring three or more sections of competition. This year will also mark the first time in state history, where all of our debate divisions will be breaking to an octofinal round.

These achievements are reflections of our state schools committing to the Association. The Association has grown in not only size but also in outreach. Without generous sponsors like the Atlanta Urban Debate League, Dartmouth Debate Institutes, Marist Summer Camps, Georgia Debate Institutes, and Utah Beehive Forensics Institute, we would not be able to continue to bring you top notch hospitality at our state championships for a fraction of the price.

When the GFCA created the Varsity State Championship and the qualification methods, we wanted to recognize schools who qualified the most number of students within their school size. Created by Claude Robinson, longtime GFCA supporter, and Lee Robinson, GFCA Hall of Fame member, the trophies are truly a team award and honor that school for their commitment to Georgia Speech & Debate.

This year’s recipients are: Helen McClellan School of Excellence Pace Academy, Coach: Shunta Jordan Sandra Silvers School of Excellence Marist School, Coach: Jeffrey Miller Ted Wolf School of Excellence Henry W. Grady, Coach: Mario Herrera Philip Wertz School of Excellence Valdosta High School, Coach: Pam Childress Leslie Watkins School of Excellence Alpharetta High School, Coach: David Gay & Adam Smiley

Valdosta High School, Philip Wertz School of Excellence

The Helen McClellan division is for schools with 500 or fewer students. Ms. McClellan was an extremely successful coach at Bremen High School and is a GFCA Hall of Fame Member. Pace Academy qualified six students and won this division for the fourth consecutive year. Congratulations to Ms. Jordan and her team. The Sandra Silvers division is for schools with 501-1000 students. Ms. Silvers is an institution in Georgia Speech & Debate and is a GFCA and NSDA Hall of Fame Member. Ms. Silvers coached at Calhoun High School and helped Georgia teams transition to the national circuit. Marist School qualified 36 students and won this division for the third time in four years. Congratulations to Mr. Miller and his team. The Ted Wolf division is ford schools with 1000-1500 students. Mr. Wolf was the debate coach at North Springs High School where they won multiple state championships. Henry W. Grady High School qualified 66 students (most all time) and won this division for the fifth straight year. Congratulations to Mr. Herrera and his team. The Philip Wertz division is for schools with 1500-2000 students. Mr. Wertz was the long time NCFL Director for Atlanta and has coached numerous national qualifiers in every event. Valdosta High School qualified 17 students and won this division in just their second year of the restart of their program. Congratulations to Ms. Childress and her team. The Leslie Watkins division is for the largest schools in the state with 2001 or more students. Ms. Watkins was the debate coach at Brookwood and long time GFCA officer. Alpharetta High School qualified 48 students and have won this award five years in a row. Congratulations to Mr. Gay, Mr. Smiley and their team.

Every year coaches in the GFCA nominate speech and debate coaches for the Coach of the Year Award. The organization honors two coaches every year, one in speech and one in debate. Last year’s winners were: Walter Cotter of Lassiter High School, Jonathan Waters of Grovetown High School, and Shunta Jordan of Pace Academy. The following coaches have been nominated this year.

Beginning in 2014, the Georgia Forensic Coaches Association honors an individual annually for their service to

the organization. The award will be given every year and voted on by the Executive Committee of the

Association.

This year’s recipient is

Mr. James Herndon

Chattahoochee High School/Emory University

James Herndon is the director of debate programs at Emory University. James served

as the coordinator and author of the Novice Policy Debate evidence packet from 2005

to 2012. With his leadership and tireless work, the GFCA's Novice Packet has become

a staple tool in debate classes across the state. In 2014, the novice packet was

implemented and used across the entire southeast in seven different states.

James Herndon coached at Chattahoochee High School where he produced several GFCA State Champions and

several national qualifiers to the Tournament of Champions. James still continues to judge at high school

debate tournaments and work at debate institutes in the summer.

The GFCA would like to formally thank James Herndon for his service and dedication to the Georgia Forensic

Coaches Association.

The following pages contain the official rules govering the GFCA State Tournaments. Issues that are unclear, inadequetly addressed or not covered in these pages will be left to the sole discretion of the State Tournament Director, Jeffrey Miller and the GFCA Executive Committee.

CAMPUS HOUSEKEEPING

Marist School graciously volunteered to host our event. Please respect their property. Trash should be placed in the receptables provided in each classroom. Students should not enter classrooms until their judge is present. Do not eat or drink in ANY classroom. Respect the classrooms of teachers; avoid moving furniture unless absolutely necessary. DO NOT UNPLUG ANYTHING FROM THE ELECTRIC SOCKETS.

Smoking is prohibited on the Marist School campus. You can wait until you get home on Saturday night or Sunday.

Remember, leaving campus for any reason is HIGHLY discouraged. We will not postpone a round if you are off campus. Teams are asked not to bring in food that is from off campus. All meals are provided by the GFCA.

Please respect the planning, work, and expense in providing the choices we offer in the lounge. Feel free to use outdoor seating.

EVENTS AND CROSS ENTRY

Cross entry is not allowed at the Varsity State Tournament among debate and speech events since every event is single flighted. Double entry is allowed among two speech events though.

EVENT RULES

All events will follow the Georgia Forensic Coaches Association rules as laid out in the by-laws. You can read the by-laws on the GFCA website – http://gaspeechanddebate.org

ELECTRONIC RETRIEVAL DEVICES IN DEBATE EVENTS AND EXTEMP

Laptops and tablets are allowed at the Georgia Forensic Coaches Association State Tournaments. The following guidelines, as voted by the GFCA in the Spring of 2013, will be in effect at this tournament:

Debate Events:

1. Computers or electronic devices may not be used to receive in round coaching from any source inside or outside of the room in which the competition occurs.

2. Students electing to use electronic devices have the responsibility to provide a copy of any evidence read in a speech for inspection by the judge or opponent upon request. Printers may be used. Evidence may be printed in the round or produced electronically, but must be provided in a format readable by the opposing team and the judge.

3. Students can access the internet for evidence retrieval during the round.

Extemporaneous Speaking

1. Students may use computers or electronic devices to store and retrieve their subject files to read, but cannot write speeches or organize their thoughts on the computers. Cell phones or smart phones are not to be used in speeches except for timing purposes.

2. Source Materials: Students may consult published books, periodical articles, newspaper articles, think tank articles, government reports or journal articles

saved on their electronic retrieval device provided:

a. There are no notations made within or on the saved article other than citation information.

b. Any highlighting or underlining of the articles is done in only one color within each article. Bolding, italicizing, or any other manipulation of the original text of sources (other than highlighting or underlining as previously stipulated) is prohibited.

c. Students from the same school may share computers during preparation. However, communication among contestants during preparation time is strictly prohibited.

3. Prewritten Extemporaneous speeches, handbooks, briefs or outlines are prohibited from the prep room, whether stored electronically or present in hard copy form.

4. Computers or electronic devices may not be used to receive in round coaching from any source inside or outside of the room in which the competition occurs.

5. Students can access the internet for evidence retrieval during the round.

Both Divisions 1. Contestants electing to use computers are

responsible for providing their own computers, batteries, extension cords, and all other necessary accessories. Tournament hosts will not be responsible for providing computers, printers, software, paper, or extension cords for contestants. Students and judges should not unplug any anything from classrooms to gain access.

2. Contestants choosing to use laptop computers and related equipment accept the risk of equipment failure. Judges and/or contest directors will give no special consideration or accommodation, including no additional speech time or prep time, should equipment failure occur.

3. By choosing to use laptop computers in the round, debaters are consenting to give tournament officials the right to search their files. Debaters who do not wish to consent should not use computers in the round.

4. Students in violation will receive a forfeit for the debate.

ETHICS

GFCA member schools are required to conduct all relationships with other schools in a spirit of good sportsmanship. It shall be the responsibility of a member school to use every means at its disposal to impress upon faculty, students, team members, coaches, judges, parents, and spectators the values of sportsmanship in preparation for the management of forensics contests.

It shall be the responsibility of the GFCA and Marist School to take steps to insure the comfort and security of all students, coaches and spectators. Official protests of sportsmanship at the State Tournaments should be brought to the attention of the GFCA Executive Committee in writing before the start of the next round following the incident. The GFCA Executive Committee shall investigate the protest and take steps to insure future incidents not happen, including but not limited to a discussion with the individual, a discussion with the head coach, forfeiture of the judge bond, and/or removing the person from the tournament. If the action is egregious enough for bond forfeiture and/or removing the person from the tournament, the principal of the school(s) involved will be formally notified by the president or her/his designee.

The GFCA reserves the right to contact outside organizations to assist with the health and safety of all participants.

FORFEITURE RULE

Competitors and judges are expected to start each round on time. Students who fail to report to their competition room within fifteen (15) minutes after the listed start time shall be disqualified by the tab room, except in cases where students are double entered in the round. In debate, they will be awarded a loss. In speech, they will be awarded a rank of 9. They will receive no speaker points for the round.

All postings will be available online at tabroom.com and at gaspeechanddebate.org. It is the competitors responsibility to check these palces for postings.

TAB ROOM

The tab room location is Room 224 in the Ivy Street Center. The tournament tab room is closed to all tournament judges and competitors. Head coaches and assistant coaches are allowed to see ballots. In debate divisions, all records will be posted once round has been tabulated and audited. Issues needing the attention of the tabulation staff (including protests) should be addressed to Jeffrey Miller. Protests must be completed at least one round after offense has occurred.

Seeding and brackets will not be disclosed until after the elimination rounds have been posted. A warm room will be located online at http://tabroom.com on our page where students, judges and coaches can see decisions and pairings.

AWARDS

Awards will be presented to all elimination round contestants in all events. Awards will be held in Ivy Street Center. It is scheduled for Saturday at 8pm, but may begin earlier if the tournament is running ahead of schedule. If a school is unwilling or unable to stay for the Awards Ceremony, they will be responsible for any costs involved with mailing ballots, trophies or any other materials left behind.

MEALS

The Georgia Forensic Coaches Association provides all competitors with meals on Friday and Saturday, however they must have been ordered prior to registration closing.

Coaches were given meal tickets in their registration packet. No replacement meal tickets will be available.

Please do not leave campus for any meal – we did not build much time into the schedule to accommodate off campus eating.

Participant is Not Posted: The Help Desk staff will arrange for you to be assigned to an appropriate round. Room is locked: Notify the Help Desk staff with your Room Number and Event and we will work on

unlocking the room as soon as we can. Classroom in Use: If the assigned room is being used during the time allotted for competition, DO NOT

INTERRUPT. All competitors and judge should proceed to the Help Desk. Judge No Show: Competitors should text Help Desk starting ten minutes after posted start time of round.

Text us your Room Number and Event. Team No Show: Judge and other competitor should text Help Desk with your room number event, and the

MISSING team code starting ten minutes after posted start time of round. Fire Alarm is Going Off: We probably know… but you can still let us know if you’d like.

Important Information for competitors:

Pairings: Pairings will be available online at http://www.gaspeechanddebate.org/1st2ndstate/ and posted in front of the cafeteria unless otherwise announced, although every effort will be made to distribute debate pairings electronically. Please just sign up to follow yourself via tabroom.com if you are a debate competitor/judge.

Important Information for judges and coaches:

Debate Ballots: They are all online and can be accessed via your wifi-enabled device.

Speech Ballots: All ballots can be picked up and returned in the I-223. Please be sure to turn in ballots after each round, since we cannot make future schedules without this critical information.

Keep your rounds on time. Please make every effort to start rounds as promptly as possible. No reason for decision should go beyond 20 minutes.

In debate, once all debaters are present please press START ROUND on your tabroom.com ballot. In Speech, if competitors are missing at the start of the round, please everyone in your section up

and start the round without the missing contestants. When the missing contestants arrive, allow them to perform without penalty. Students will be coming in and out of these rounds due to double entry. You will need to allow double-entered students to speak first (even if they are not first on your master ballot) and immediately let them leave the room to go to their next event.

Please vacate your room when all competitors are finished. You may return to the judge’s lounge to complete ballots if necessary.

Please remain in the judges lounge/cafeteria when you are not judging. We may need you to cover another round. We will be releasing ballots/pairings at least 15 minutes prior to each round. The earlier you pick up and start your round, the better.

All judges are obligated through the first full elimination round of the tournament. Schools and judges should not leave campus prior to awards unless cleared by the Tournament Director. Your school will be charged a $100 fine if you do not show up for any of your rounds.

In elimination rounds, you will be paneled with other judges. Judges on a panel should not discuss the round or their decision prior to turning in their ballots. Judges in elimination rounds should sit in the front of the room with spectators behind them. Disclosure is mandatory in debate elimination rounds until Finals.

MARIST SCHOOL ARGUMENTATION & SPEAKING WORKSHOPS

 

Meet the Camp Director Jeffrey Miller is the Director of Speech & Debate at Marist School. Jeffrey teaches public speaking and debate courses. He has coached ten state champions in five different speaking and debate events. Jeffrey’s teams are consistently nationally ranked and finished 5th overall in the country in 2014. He was named the National Rising Coach of the Year in 2013. Jeffrey serves as the Director of Curriculum at the University of Georgia Public Forum Debate Camp and Dartmouth Public Forum Debate Camp. Each day will run 9:00am-3:30pm

The Marist Argumentation & Public Speaking [MAPS] Workshops are dynamic instructional camps that will insure that all participants learn or enhance the necessary skills to

be a speaker and debater. Led by a national caliber educators, students will not only learn how to construct

arguments but also enjoy doing it.

Policy Debate Workshop

The policy debate workshop is intended for rising 6th-9th graders. The workshop will teach students argumentation, refutation and organizational skills to use on the 2015-2016 national policy debate resolution. The camp ensures a faculty/student ratio of 1:8. The workshop will be led by Libby Mandarino, coach at Marist School.

Public Speaking Workshop

The public speaking workshop is intended for rising 6th-11th graders. The workshop will teach students major speaking techniques that they can

use on a variety types of presentations. The curriculum will be developed and adapted from Marist’s public speaking courses taught by

Jeffrey Miller

Public Forum Workshop

The public forum workshop is intended for rising 8th-11th graders. The workshop will teach students basic argumentation and logic skills that they could use on the first resolution. The camp ensures a faculty/staff ratio of 1:8. The workshop will be led by Jeffrey Miller and Sydney Apple.

The N. Bruce Rogers President’s Cup is a traveling Trophy Award given to the school with the highest number of rounds at the State Tournament. Each year your school’s total number of rounds rolls over to the next year. A school can only win the trophy once in five years. Bold schools are in attendance this season.
