Key Dates

• Teacher Aides’ Certified Agreement 2011 expired on 31 August 2015

• Negotiations commenced between the Department of Education and Training and United Voice Union in July 2015

• The operative date of the proposed agreement is 1 September 2015 with a nominal expiry date of 31 August 2018

Key features

The proposed Teacher Aides’ Agreement includes:

- Wage Increases- Maximisation of Hours will increase to 30 hours

per week / 6 hours per day- Removal of Priority Leaning Hours (PLH) - Definition and application of Priority Learning

Areas (PLAs) which will be outlined in the School Annual Plan

Wage Increases

Wage increases will apply in the following: – 2.5% 1 September 2015

• This will be a backdated payment

– 2.5% 1 September 2016

– 2.5% 1 September 2017

Maximisation

• Maximisation of Hours has been increased to 6 hours per day for a 5 day a week employee this equates to 30 hours per week (excluding ADO)

• The mandatory maximisation process applies regardless of the type of hours that become available

The Process

• This process is mandatory and must be conducted in accordance with these steps to provide for maximisation of hours for permanent teacher aides. This applies to any hours that are used to employ teacher aides. Mandatory maximisation of hours is not subject to consideration of operational needs 

• Step 1: Mandatory group consultation with all permanent teacher aides

• Step 2: Mandatory consideration of surplus staff and required transferees

The Process

Step 3: • Mandatory maximisation in the following way:

  – Consideration of the school’s PLAs as follows:  

• Maximising existing permanent Teacher Aides to the PLAs in an equitable manner – this is to apply to teacher aides whether they are or not currently engaged in a PLA

– Remaining hours then must be used to maximise existing permanent Teacher Aides up to 6 hours per day / 30 hour per week

• This may require Schools to adjust class timetabling / rescheduling to ensure TA/classroom ratio

The Process

• Step 4: Once steps 1 to 3 are fully exhausted, consider requested transfers before proceeding to open merit

Priority Learning Areas (PLAs) • As part of the maximisation process, there is a

recognition that there are Priority Learning Areas (PLAs)• PLAs are to be determined through the School Annual

Plan• The Principal identifies the PLAs and then consults with

United Voice prior to PLAs being set• The PLAs are then ultimately set just once at the

beginning of the school year with no changes occurring throughout the year

Priority Learning Hours (PLH)• The parties agreed to remove PLH from the agreement

Working Party

A joint DET / United Voice working group to be established over the life of the Teacher Aides’ Certified Agreement to investigate the contemporary role of Teacher Aides

The Working Party will be able to explore:

• Career paths / Performance development• Qualification requirements • Role descriptions and duties

(Primary/High/Special Schools)• Other matters that may arise

The Agreement

• You are being asked to support the proposed Teacher Aides’ agreement

• If the valid majority vote in favour, the new agreement will start from the date of certification by the QIRC and will be used in schools for the beginning of the new school year.

Ballot

• Ballot opens 7.00 am, 30 November 2015

• Ballot closes 12 midnight, 11 December 2015

• Instruction Sheets/Password Advices will be emailed to those eligible employees with current work email address and physically mailed to “on leave” eligible employees and to employees without email addresses
