School MissionHere at the College of Beauty and Barber Culture, it is our mission to ensure that all potential Cosmetologists or Barber stylists are educated with the fundamental knowledge so that they can pass the license exam and obtain employment in their related field of study. In addition to the skills they receive, our intent is also to expand the mind in other areas of beauty such as publisher, owner, retail specialist, education specialist, etc...

Calendar and Enrollment ScheduleA program of classes commences on the first Tuesday of each month. Our School offers three schedules: (1) full-time, (2) part-time days and (3) part-time nights. Prospective students may apply for admissions to any of these scheduled classes up to one week prior to the class starting date.

All students are required to attend theory classes. These classes are all directly related to practical work and include such topics as Sanitation, Sterilization, Bacteriology, Light Therapy, Electricity, etc.• Full-Time and Day Students: 9:00am -10:00am (Tuesday-Friday)• Night Students: 4:00pm - 5:00pm (Monday, Tuesday and Thursday)

Admission ProcessCollege of Beauty & Barber Culture admits as regular students (1) high school graduates (2) holders of high school graduation equivalency certificates, (3) and persons who are above the age of compulsory school attendance in this State who have the ability to benefit from the training offered. In this case, a student will be enrolled for 225 hours and checked to see if he or she is meeting the cumulative attendance and academic requirements of satisfactory progress. If the requirements are not being met, the student will be dropped for not being able to show the ability to benefit from training.

TRANSFER STUDENTSPersons furnishing satisfactory transcripts of hours and grades earned in other schools, and upon securing a transfer permit, may enter the school and receive credit for hours and performances, provided proficiency comes up to the standards of College of Beauty & Barber Culture. If a student would like to transfer OUT of the College, the only requirement is that the student is current in payments.

Payment PlanThe Balance Due shall be paid by Student in monthly installments until the Balance Due and any fees associated with a late or nonpayment, are paid in full. If a payment is not made within seven (7) days after it is due, Student shall pay a late charge of $25.00 and attendance may be held in abeyance, at the option of the School, until such late payment and late fee is received. Additional instruction required beyond the scheduled graduation date, after subtracting 5% allowed absences, will be provided at an additional cost of $5.00 per hour. In addition The Department Of Veterans Affairs cannot be charged the “overage charge”. This can only be charged to the veteran if he/she extends study passes the end date. The Facility should follow its attendance and satisfactory progress policies and report issues when the student does not comply with state policies.

Refund Policya. If a student (or if a student is under legal age, his/her parents or guardian) cancels his/her enrollment and demands his/her money back in writing within three (3) business days of signing of the Enrollment Contract, all monies collected by the School shall be refunded regardless whether or not he or she began training. b. If a student cancels his/her enrollment more than three (3) days after signing the Enrolment Contract but prior to beginning classes, he/she shall be entitled to a refund of all monies paid less the Application Fee of $100.00. School will not accept the return of textbooks, kits and/or manikin. c. If a student cancels his/her enrollment more than three (3) days after signing the Enrollment Contract and after beginning classes, the following schedule of tuition adjustment is authorized. 50% and over 100%d. A termination fee of $150.00 will be applied to any student who withdraws prior to completion of the course.e. An applicant rejected by the School shall be entitled to a refund of all monies paid. Enrollment time is defined as the time elapsed between the actual starting date and the buyers last day of physical attendance in the school. Cancellation or termination date is determined by the postmark on written notification or the date notice of cancellation is delivered to the school administration in person. Any money due shall be refunded within 45 days of formal cancellation by the student or formal termination of the school, which shall occur no more than 30 days from the last day of physical attendance, or in case of a leave of absence, the earlier of the date that the student informs the school that he or she will not be returning, or the documented date of return. “Scheduled hours” are the hours a student is scheduled to be in school excluding leave time. f. In case of illness or disabling accident, death in the immediate family, or other

circumstances beyond the control of the student, School will determine an amount that is reasonable and fair to both. g. A student who is suspended is responsible, for paying during the period of suspension, the Balance Due pursuant to the payment schedule in Paragraph (1). Subject to Paragraph (4)(n) above, a student who is expelled be responsible for paying the Balance Due pursuant to the payment schedule in Paragraph (1).h. The cost of books and kit are non-refundable. i. If promissory notes or contracts for tuition are sold to third parties, School is not liable for reimbursement of any kind.j. If School is permanently closed and no longer offers instruction after the Student has enrolled, the Student shall be entitled to a pro-rated refund of tuition.k. If a course is canceled subsequent to a Student’s enrollment, the School shall, at its own: (1) Provide completion of the course at another location with Buyer’s approval or (2) Provide a full refund of all money l. Collection procedures reflect good taste, and sound and ethical business practices. m. Failure to Pay. Student agrees to pay the expenses of collection, including attorney’s fees and court costs if required to effect collection under the Enrollment Contract and/or any fees for legal notification for any and all reasons.

Length of Course andState Board RequirementsIn order to receive a Certificate of Completion and be eligible to take the State Board Examination, a student of Cosmetology or Barber, must complete 1500 hours of training, which can be completed in approximately 40 weeks of Full-Time Attendance or approximately 70 weeks of Part-Time Attendance.

The grade “C” is the lowest possible passing grade. Each student is expected to maintain an average of “C: or better in all subjects. Students are expected to maintain a satisfactory rate of progress and posses a passing grade at the end of the course of study. Students who do not progress according to the school’s policy are placed on probation (see complete satisfactory progress policy). Students receive grades in theory and practical testing, while the clinical work is merely noted as having been completed. The clinic work is not factored into the overall GPA.

Requirements for Graduation

To graduate and receive a certificate of completion, the student must (a) successfully complete the required number of hours and practical performances that are mandated by the Virginia State Board of Occupational Licenses, (b) pass the School’s theory and practical examinations; and (c) pay the tuition in full prior to the completion of the last 20% of hours required in (a). School reserves the right to withhold credit for the completion of the course if, at the time of said completion, any financial indebtedness exists between the student and the school. Additional instruction required beyond the scheduled graduation date, after subtracting 5% allowed absences, will be provided at an additional cost of $5.00 per hour.

Student Placement and Career PossibilitiesUpon successful completion of the course, Student may request placement assistance and the School will use its best efforts to successfully place the Student. During the course of study, students will receive information on Professionalism, Résumé Development, Interview Preparation and Job Search Skills. We receive many ads from salons looking for graduates and we maintain that information as a student resource. However, Student is advised that the law prohibits any school, college or other educational or technical institution from guaranteeing placement as an inducement to enter said school.

Rules and Regulationa. Students must maintain through the completion of the course all approved textbooks, equipment and supplies necessary that have been provided to them by the school.b. Students are responsible for their own equipment and personal property.c. Student must attend classes regularly and pursue the instructional and practical work diligently.d. Students must attend school as scheduled: Monday, Tuesday, Wednesday, Thursday, Friday and Saturday.e. School opens at 9:00 a.m. and class times are posted. A late student must first report to the School office before attending classes. f. On days Theory class is taught, students must be in Theory class no later than 9:15 a.m. in order to receive credit for that Theory class. If a student misses Theory class without permission, that student’s time may not be counted toward hours logged in.g. Cursing and foul language will not be tolerated. h. Everyone is to be treated with respect. i. Unnecessary conversation or noise will not be allowed in the classroom, and students must maintain a quiet, professional tone on the clinic floor. j. Students wearing soiled uniforms will be not be admitted to a classroom or school and may be asked to leave to change into appropriate attire.k. Except in the case of an emergency, use of telephones or mobile phones is not permitted while in School. Permission must be granted prior to use of a telephone or mobile phone.l. Students causing discord or engaging in disruptive behavior may be asked to leave class and School for the day. A student asked to leave class and/or School three (3) times will be suspended. m. At the discretion of the Director/Owner, these rules may be changed and subsequently posted.n. The presence or use of alcohol, tobacco products, or illegal drugs on School premises is strictly prohibited. Stealing and gambling on School premises is also prohibited. Any student determined to be in possession of any of the prohibited substances or engaged in any of the prohibited activities may be expelled form the

School and required to pay any balances due immediately.

SUSPENSION AND EXPULSION Student agrees to obey all School rules and regulations which are referenced in this contract or that may be posted by the Director of the School from time to time. Student’s failure to do so may result in his or her suspension or expulsion. A student may be suspended or expelled for any of the following reasons:

1. Student did not return from a leave of absence.2. Insubordination towards staff, students and/or clients3. Violation of school’s rules and regulations.

SANITATIONStudents are to sanitize all tools and implements at the end of each day before leaving school. RECORDSStudents may review their records with an instructor at students request. Records are kept of the number of hours a student has completed, the number of classes in each subject, grades, and the number of performances a student has completed in the clinic under state requirements. The school guarantees the right of students (and their parents, if written permission is given) to have access to their cumulative records. The school will provide the proper supervision and interpretation of student records when they are being reviewed. A statement of the number of hours accrued by each student will be posted each month. A release from must be signed by students before any information is given out to another person.

1. The student and/or parent or guardian of a minor student, has the right to inspect his/her files; 2. No information will be released to a third party without written consent from the student and/or parent or guardian of a minor student; 3. Authorized school officials, government agencies and accrediting agencies are exempt from the third-party release requirement.

DUTIESIt is essential for every student to become accustomed to keeping his/her station clean and orderly. Many students will go on to salons where maid service is not available, and others will have the responsibility of their own salons. At the end of the school day, each student will be assigned a particular duty by an instructor to help keep the school clean and ready for the next day. We ask students to do this as efficiently as possible. Remember, operators are judged by the way they handle little responsibilities. Upon graduation to the clinic, each student is responsible for keeping his station clean and sanitized. Each student is to clean his mirror, station, and chair at the end of each day. All tools are to be sanitized at the end of each day, then placed in a clean tool kit. Hair is to be swept from the floor after each haircut.

Attendance/Leave of AbsenceStudents are required to be in attendance per the enrollment agreement. In order to be in satisfactory attendance, you must maintain a 70% rate of attendance toward completion (see complete Satisfactory Progress Policy). PLEASE NOTE THAT EVEN IF YOU MAINTAIN A 70% RATE OF ATTENDANCE, THIS DOES NOT MEAN YOU ARE EXEMPT FROM THE OVER CONTRACT CHARGE OF $5.00 PER HOUR. IF YOU PASS YOUR CONTRACT END DATE, YOU CAN STILL ATTEND, BUT YOU WILL HAVE TO PAY THE OVER CONTRACT FEE. We understand that there are personal situations that can sometimes get in the way of attendance. For that reason, we build time in your contract for those personal matters that may arise, rather than have an excused versus and unexcused absence policy. If you miss assignments and/or tests during the time that you are absence, arrangements must be made with the individual instructor to make up any tests or work. However, if you find that you need to be gone for a longer period of time or if you have a medical issue occur, then it is encouraged that you take a leave of absence from your attendance. A leave is typically for a minimum of 2 weeks to a maximum of 180 days and the contract end date will be extended a accordingly. Students are asked to submit in writing a statement giving the reason for leaving, desired date to leave and the expected date of return. If you do not return from a leave of absence as scheduled, you will be terminated from enrollment.

Standards of Progress Policy

The evaluation, grade and attendance standards for satisfactory progress are as follows:

1. Formal evaluation will be made every month and every 500 hours for every 1,500 hours Program and 200 hours for every 600 hours Program.2. The minimum cumulative grade average to maintain satisfactory progress is 80%. The evaluation and procedure above for attendance will be followed for determining satisfactory progress.3. The student will be evaluated as indicated by approved assessments, including homework, quizzes, tests and other assignments.4. The minimum attendance standard to maintain satisfactory progress is 70%. 5. If, upon formal evaluation, the student does not meet the minimum standard, he/she will be placed on probation for one month. If, at the end of the months’ probation, the student’s cumulative attendance meets the standard, he/she will be taken off probation.6. The U.S. Department of Veterans Affairs will be notified on a VA form 22-1999b (Notice of Change in Student Status), with the effective date of the end of the probationary period. His/her benefits will be terminated until such time as enough hours are made up to put the student back in satisfactory progress for the dated which benefits ceased. For any interruption in pursuit of a course, the school will notify the DVA within 30 days of the occurrence.

For all students, alternate arrangements for continuing attendance, without termination from the school may be made to make up hours, at the discretion of the school owners, by mutual agreement of all parties concerned. However, veterans may not be certified to the U.S. Department of Veterans Affairs (DVA) for benefits during the period of make-up and the DVA must be notified (on VA-1999b form) within 30 days of the change in student status.

Satisfactory Progress Policy

1. OVERVIEW Enrolled students are required to achieve and maintain satisfactory progress in attendance and academics. Satisfactory progress standards apply to all students.

2. MINIMUM SATISFACTORY PROGRESS LEVELS FOR ATTENDANCE The minimum attendance level for enrolled students is 70% of the total scheduled attendance hours. The minimum attendance level is calculated by dividing the cumulative actual hours by the cumulative scheduled hours recorded during the student’s enrollment (e.g. 575 actual hours/600 scheduled hours = 96% attendance).

3. MAXIMUM TIMEFRAME FOR COURSE COMPLETION The maximum timeframe for course completion is 143% of the published length of the program. What this means is if you are contracted for 10 months to complete the program, the maximum time frame for satisfactory progress purposes is 14.3.

PLEASE NOTE THAT EVEN IF YOU MAINTAIN A 70% ATTENDANCE RATE AND ARE CONSIDERED SATISFACTORY IN ATTENDANCE, ONCE YOU EXCEED THE CONTRACT END DATE, YOU WILL BE CHARGED THE EXTRA-INSTRUCTIONAL CHARGE OF $5.00 PER HOUR. SATISFACTORY PROGRESS SIMPLY MEANS YOU ARE PROGRESSING, IT DOES NOT MEAN YOU WILL NOT BE CHARGED IF YOU DO NOT COMPLY WITH YOUR CONTRACTUAL AGREEMENT.

Formal evaluation of student practical work is graded based on a YES/NO format that is converted into a percentage and into the GPA. Clinic work is NOT factored into the overall GPA.

5. MEASUREMENT AND REPORTING PERIODS Each student’s cumulative attendance and academic performance is measured at the end of Basics, around the midpoint of the course and near the end of the course (between 1350 and 1500 hours). Students who meet the academic and attendance requirements are considered to be making satisfactory progress until the next evaluation. Students must make satisfactory progress before the midpoint of the course or midpoint of the academic year, whichever is shorter. Students who meet the minimum requirements for attendance and academic progress shall be considered to be making satisfactory progress until the next scheduled evaluation.

6. FAILURE TO MAINTAIN SATISFACTORY PROGRESS LEVELS-PROBATION If a student fails to maintain the minimum satisfactory progress levels for attendance or academics at a required evaluation point, he or she will be placed on probation, but will still be considered as making satisfactory progress. If a student does not meet the minimum satisfactory progress levels at the next required evaluation point, the student’s will be placed on a second probation. If, at the next evaluation, the student still has not made satisfactory progress, the student’s enrollment may be terminated.

7. APPEAL PROCEDURE/REINSTATEMENT OF AID Students who receive a non-satisfactory progress determination or who are terminated may appeal. This occurs at the end of the probation period by submitting a written appeal to the school Director within five business days of receiving the termination. The appeal will be evaluated and the decision will be issued to the student within three business days of receipt of written appeal. All decisions are final. A student whose appeal is accepted must regain the Minimum Satisfactory Progress Levels within 30 days of the evaluation point. At the end of the appeal period, the student’s satisfactory progress will be re-evaluated. Students who are not able to regain the Satisfactory

Progress Levels by the end of the Appeal Period will be terminated.

8. LEAVE OF ABSENCE A student will have his or her maximum timeframe for course completion and enrollment agreement end date extended by the same number of calendar days as the leave of absence. A student returning from an excused leave of absence or other official interruption of training will return to the school in the same satisfactory progress status he or she maintained immediately prior to the leave, and the contract end date and maximum time frame will be extended the same amount as the leave. All missed academics must be made up within 30 days of returning to school. A leave of absence is determined at a minimum of 2 weeks and a maximum of 180 days months.

Mr. William E. Grobes, IV graduated from Virginia Beach Beauty & Barber Academy. Upon graduation he started to work at his family owned Salon, Reon Hair Studio. He enjoys being able to educate each of the students to not only become a Licensed Professional, but to also have options in being able to open their own salon, shop or School.

Then opened up their family business Reon Hair Studio and Beauty World Outlet in Virginia Beach. Then started working at The College of Beauty & Barber Culture, since 2010. Facilities / HousingThe facility is approximately 3,100 square feet in the primary location. The clinic floor, which is approximately 2,400 square feet and has 50 dry stations, 5 shampoo bowls, and a wax station. Also adjacent to the clinic floor is a front desk area with a lobby, and an instructor’s office. The classroom is approximately 700 square feet with ample room for an instructor’s stations, ledges for manikin heads and a sink area. In the office we have a small library of books. There are 2 bathrooms in the back of the school. Two other additional Branch locations, One is 5 doors down in the same shopping center, that is 1,200 square feet of space allowing 2 additional classrooms for theory, testing and study hall, along with a bathroom and the other one is in the same shopping center, that is 900 square feet of space with a practical clinic area. All in all over 5,200 square feet of space for Theory and Practical Learning Education.

There are no housing facilities offered by the College of Beauty and Barber Culture.

Course BreakdownFACE & BODY PROGRAMSEsthetics Program – 600 hours Theory and lab-clinic practical hours

All hours taught incorporate textbook, videos, demonstrations, reinforced by reading, testing and practical practice on the clinic floor with clients. In addition guest speakers, demonstrators and vendors are invited to attend and enhance each component we find that lends itself to a better understanding and teaching of such subjects.

You are taught theory classes and clinical floor practice-lab. All contribute to you being able to have an academic knowledge, understanding and ability to demonstrate the art and science of Esthetics with an emphasis in Masters Makeup Artistry for employment. This course is designed to teach the fundamentals of skincare and makeup techniques for work in Commercials, Funeral Homes, Magazines, TV, Film, Bridal, and Cosmetic Retail Sales and in a Salon & Spa environment. This course is also designed to teach the fundamentals of applying eyelash extensions in a variety of ways and techniques. Lashology is an extraordinary compliment towards the Esthetician along with facials, skincare and makeup application. Everything you learn contributes to you being able to have an academic knowledge, understanding and ability to demonstrate the art and science of Facial & Body Hair Removal. This course is designed to teach the fundamentals of the removal of Body & Facial Hair through various methods and techniques. The programs ultimate goal is to make sure the process is done safely with proper sanitation techniques, due to the skin being the largest organ on our body.Each named class is taught from the text then demonstrated and practiced on the floor to learn techniques and application of what was reviewed in theory.
