ThebigeffortthisyearhasbeenthedevelopmentoftheCertifiedCommunityParamedic(CP-C)exam.Thisexamfocusesonthenewandrapidlyevolvingdomainoftheparamedicworkinginacommunity-basedhealthcaremodelwhereparamedicsfunctionoutsidetheircustomaryemergencyresponseandtransport roles in ways that facilitate more appropriate use of resources and enhance access toprimary care for themedically underserved. Developed in cooperationwith theNorth Central EMSInstitute andTheParamedic Foundation, the examexamines fourmain subject areas that include1.CommunityBasedNeeds,2.InterdisciplinaryCollaboration,3.PatientCentricCareand4. PreventiveCare & Education. Completion of a specialized training program and work-experience in theCommunity Paramedic setting is part of the eligibility process. The Certified Flight Paramedic (FP-C) went through an update in 3Q15 and a new blueprint waspublishedtoensurethatthedomainofknowledgeiscurrent.Examitemsareconstantlycreatedandtested,butanytimethatanexamisrevisedtheneedfornewitemsskyrockets.Theitemwritinggroupdeservesmyhighestaccoladesfortheirhardwork.LetbyLeslieLewis,theitemswritersforallexamsaredoingagreatjobofprovidinghighqualityitemsthatmeetourstandards.

In partnershipwith the Association of AirMedical Services (AAMS)we areworking to validate thecertification exam for the the SafetyManagement Training Academy (SMTA). The new certificationexam will be the Certified Medical Transportation Safety Professional (MTSP-C) and will providegraduates of the SMTA a recognized credential that will help programs expand and recognize theimportantrolethatthesafetyofficerhasinmedicaltransportation.

OPERATINGHIGHLIGHTSInOctober,DavidO.Bumpmoved fromSecretary/Treasurerof theBCCTPCtoa full-timepositionasthe Chief StrategyOfficer. Davidwill be focusing on newprojects and business development aswecontinue to grow so that we can continue to provide the highest quality exams for critical careparamedics and to develop exams in other areas aswell. JohnR. Clark, in the capacity of the ChiefOperating Officer continues to work with Executive Director Monica Newman to run day to dayoperationsandtoalignoperationswithourstrategicplan.

LOOKINGAHEADTheCertifiedTacticalParamedic (TP-C)willbe revisedearlynextyearwith the releaseof themuchanticipatedCertifiedTacticalResponder(TR-C)whichhasbeendevelopedtoaddresstheknowledgeofthetacticalEMSmedicthatdoesnotfunctionatthecriticalcare/advancedpracticeleveloftheTP-C.

TheCertifiedCriticalCare(CCP-C)examisalsoscheduledforanupdatedjobanalysisin2016.Whenweperformthatwork,wewillbedoingsowiththeinputofourfriendsintheParamedicAssociationofCanadatocreateanexamthatcapturesthepracticesofcriticalcareparamedics inboththeUSAandCanadawiththeintentionofbeingabletooffertwoversionsoftheCCP-Cexamforbothsidesoftheborder.

I’vesavedthebiggestnewsforlast.BecausetheBCCTPChasgrowninbothscopeandinfluenceinthelast15years,ithascometimetorestructuretheorganizationtomeettheneedsofotherorganizationsandassociationsthatareinterestedindevelopingspecialtyexaminationsandtobebetterabletoserveourpartnersaroundtheglobe.In2016,theBCCTPCwillbeonepillarofexamsthatwillbeundertheumbrellaofthenewlyformedInternationalBoardofSpecialtyCertification(IBSC).UndertheIBSC,theBCCTPCwillbecomeasupportingboardalongsidenewlycreatedboards forCommunityParamedic,SafetyandTacticalMedicine.Ilookforwardtoprovidingmoredetailearlynextyear.

IndependentAccreditation

Since our inception in 2000, the BCCTPC exams have relied upon our psychometricpartners atAppliedMeasurementProfessionals (AMP) for accreditation. Whilewewillcontinue todevelopexamswithAMP, tobolsterourprocess,wehavestarted the three-yearprocesstoobtainindependentrecognitionbytheNationalCommissionforCertifyingAgencies (NCCA). TheNCCA’sStandards for theAccreditationofCertificationProgramswere the first standards developed by the credentialing industry for professionalcertification programs. TheNCCA Standardswere developed to help ensure the health,welfare,andsafetyof thepublic.Theyhighlight theessentialelementsofahigh-qualityprogram.

TheNCCAstandardsareconsistentwithTheStandardsforEducationalandPsychologicalTesting(AERA,APA,&NCME,1999)andareapplicabletoallprofessionsandindustries.Certification organizations that submit their programs for accreditation are evaluatedbased on the process and products and not the content; therefore, the Standards areapplicable to all professions and industries. Program content validity is demonstratedwithacomprehensivejobanalysisconductedandanalyzedbyexperts,withdatagatheredfrom stakeholders in the occupation or industry. To date, NCCA has accreditedapproximately300programsfrommorethan120organizations.

Accreditation for professional or personnel certification programs provides impartial,third-partyvalidationthatourorganizationhasmetrecognizednationalandinternationalcredentialing industry standards for development, implementation, andmaintenance ofcertificationprograms.
