2015 ANNUAL PERFORMANCE REPORT The year that was 2015 saw another year of continuous commitment of NTC Region V to be of service to the Bicol Region with competence and dedication. Although beset with several challenges, 2015 was also full of overcoming the same as NTC Bicol was able to achieve remarkable outputs. To start with, even though it was short of reaching the target income for 2015, still the income yielded for 2015 is impressive in the amount of PhP 90,282,446.39. While there was a decrease in the target set for total income, the same however is true and is being felt across all regional offices in the country as this was primarily due to the upgrading and/or system configuration of telecommunication companies. These telcos opted and now use fiber-optics/cables instead of using the radio frequency terrain/airwaves, the service delivery platform for telecommunication facilities. Notably, the use of said spectrum is being assessed of the annual Spectrum User’s Fee (SUF) where the bulk of the income is sourced. With the availment of the use of fiber optics by the telcos instead of radio frequency, telcos no longer need to pay for the SUF, hence the considerable decrease in the target income for all regional offices. Also, it is with great pride to state for the record that NTC Bicol led the way in the inspection and validation of CMTS signal & broadband connectivity of all Public High Schools, Public Elementary Schools, Barangays and Municipalities in the region. NTC Bicol managed to accomplish the task with less than a year to finish the same. In addition to this feat, NTC Bicol is also thankful that the targets for 2014 were remarkably achieved.     follow:

    A. FRONTLINE SERVICES.

    The number of licenses, permits, registrations and certificates

    issued for 2015 totaled to 19,717 or an increase of 29.65% than the

  • previous year’s 15,208 and higher by 112.5% from the 2015 target of

    9,280; radio stations inspected, validated or investigated is 4,205,

    higher than the annual target set at 3,590 or higher than 17.13%; and

    150 frequency channel assignments were likewise made which is

    higher than the target at 60 or an increase of 150%.

    B. ADMINISTRATIVE CASES.

    In 2015, a total of 382 Show Cause Orders were issued and

    administrative cases filed. Likewise, NTC Bicol was able to surpass the

    2015 target of 90 for the disposed cases as in fact, there were 713

    cases disposed or an increase of 692 % and higher than 122% from

    the 321 disposed cases last 2014. It was able to collect also a total of

    PhP 467,524.30 administrative fines and penalties, or 14.87% higher

    than the target income for administrative fines and penalties in the

    sum of PhP 407,000.

    B. “ONE-DAY” MOBILE LICENSING AND RLM SEMINAR.

    With the aim of bringing the frontline services closer to the

    public, NTC Bicol conducted Eleven (11) One-Day Mobile Licensing

    activities in the different cities and strategic areas of the provinces of

    Camarines Norte, Camarines Sur, Catanduanes, Sorsogon and

    Masbate. Prior to thThese activities were able to augment the

    income in the sum of PhP 1,130,494.

    Prior to the aforesaid activities, inspection of radio stations and

    broadcast facilities and massive information campaign on text scam

    prevention, on what to do on unwanted broadcast messages and

    vanishing loads including steps in requesting for blocking mobile

    phones and sim in case of loss thereof, are being conducted by NTC

    Personnel at least three days before the scheduled licensing activity.

    Likewise, NTC Bicol also held 112 Restricted Land Mobile Radio

    Seminar in different locations in the Bicol Region and conducted

    three (3) regular radio operators examination held April 11, 2015 in

  • Naga City; August 15, 2015 in Legazpi City and December 13, 2015

    in Daet, Camarines Norte, respectively and one (1) special radio

    operator examination conducted last February 14, 2015 in Masbate

    City.

    C. CONSUMER WELFARE AND PROTECTION.

    NTC Bicol, thru its Consumer and Welfare and Protection Desk

    headed by the Legal Section, has acted on 169 complaints and/or

    requests for blocking of lost and/or stolen cellular phones. There

    were also 30 complaints against telecommunication companies

    indorsed to the Central Office. Also, this Office likewise acted upon

    22 requests for tape preservations pursuant to written requests for

    tape preservation of any unwanted broadcast airings provided it is

    made within the ten (10) day mandatory taping of radio/tv/catv

    programs pursuant to Memorandum Circular No. 05-06-2008.

    Although laden with responsibility in attaining the physical targets for

    2015, NTC Bicol still recognized the importance of enhancing the potential of

    its employees through trainings and seminars both local and abroad.

    Our Regional Director likewise completed the Career Executive Service

    Board (CESB)’s validator identification process, a rigorous system of

    identifying, selecting and training officials who will be accredited as CESB

    Validators. Accordingly, last February 24, 2015 he was conferred by the said

    body as CESB Bonafide Validator.

    He likewise attended a foreign training on Frequency Management

    Course conducted by the Ministry of Science, ICT and Future Planning and

    organized by the National IT Industry Promotion Agency of Korea which was

    held last November 15-21, 2015 at Seoul, South Korea.

    On the other hand, in order to further enhance their administrative and

    technical skills, other employees have also attended local seminars/trainings

    spearheaded by different agencies. The annual mandatory gender and

    development seminar entitled “Gender Related Laws and GST

  • Refresher/Enhancement Course” was also conducted last May 21-23, 2015 in

    Goa, Camarines Sur to all NTC V personnel.

    A joint GAD Seminar was also held last June 3-7, 2015 attended by the

    employees from NTC Region III, Region IV and Region V. Aside from providing

    awareness on GAD policies and programs, this three-day Seminar is an

    avenue also for all employees to interact with employees from other regions

    and for them to exchange relevant work related experiences.

    NTC Bicol likewise participated in the Coastal Clean-Up Drive

    spearheaded by the Commission on Audit Region V, Legazpi City in cleaning

    up the shores located at the back of the regional offices in the government

    site, as part of its GAD program.

    Following Section 34 of Republic Act No. 10633 otherwise known as the

    General Appropriations Act of 2014 which promotes the well-being of Senior

    Citizens, this Office conducted a One-day Seminar on Health and Wellness

    for Senior Citizens last August 14, 2015 which benefited the elderly of

    Barangay Rawis, Legazpi City.

    Aside from the foregoing seminars, it is noteworthy to mention the

    following equally important activities attended and participated by NTC Bicol

    employees to wit:

    1st, 2nd, 3rd and 4th Quarter Regional Disaster Risk Reduction

    Management Council (RDRRMC) Full Council Meeting last March 4,

    April 8, July 15 and December 15, 2015 respectively.

    IECEP National Convention held at SMX Convention Center, MOA,

    Pasay last December 8-10, 2015.

    ISO Awareness Seminar held at NTC 5 Conference Room last December

    4, 2015.

    Philippine Association of Certified Public Accountants 70th Annual

    National Convention held last November 25-28, 2015.

    Bicol Regional Tourism Committee (BRTC)/Regional Development

    Council (RDC) Triple C Consultation Meeting held at the Function Hall of

    Villa Del Ray CWC, Pili, Camarines Sur last November 13, 2015 and

    Lastly, in recognition also of its responsibility to the public especially the

    cellular phone users who are sometimes prone to fraud by scrupulous

    individuals, NTC Bicol intensified its objective on public awareness against text

    scams. For this purpose, it concluded several press conferences and

    information campaigns on text scam prevention in all provinces of the region

    to warn the public against the rampant text scams. A resounding and

    success, such press conferences and info campaigns were duly attended by

    the representatives of the different broadcast stations (AM, FM & TV) and the

    local CATV operators in addition to the attendance of the Information

    Officers from the different local government units and members of the

    Student Councils of the different SUCs and other government

    agencies/institutions in the region.

    VII. OTHER ISSUES AND CONCERNS

    1. Establishment, operation and repair/rehabilitation of additional District Offices in Masbate City, Masbate; Virac, Catanduanes and Daet District Office. While there was already an approval from ICTO/TELOF for the office space from TELOF, it needs financial assistance from NTC Central Office and DBM for the repair and maintenance of such office space.

    2. Training on New Trends/Technologies for the Region’s Technical and Legal personnel and the appropriate trainings/seminars for a uniform interpretation and implementation of various Memorandum Circulars and Office Orders issued by the Commission.

    3. Formulation of a primer and/or a standard operating procedure in the conduct of inspection of various radio station/services.
