• Camels Ridge has only had wood shake roofing on their roofs here for the 35+ years since its inception.

• The current 3/4 inch wood shake roofing that was installed in 1996

was among the highest quality roofs available at that time, but replacement of these wood shakes are no longer authorized by city code. (If it were legal in CO today, it would be one of the highest cost roofs currently available)

• Three years ago following the Waldo Canyon fire the Board believed

that our aging wood shake roofs would soon become uninsurable and initiated a process to select an alternative roofing product. The Black Forest fires reinforced that decision.

• The Board selected a replacement roofing product based upon the

recommendation of a committee composed of highly qualified and skilled professionals and residents. The Board sought to replace all roofs on pitched roof units under a single contract as had been done in 1996.

• Since 1996, a succession of CRHOA Boards have not planned for nor prepared for a replacement roof by increasing dues and building a reserve fund as had originally been intended. Instead, the boards opted to keep the Owners HOA dues low, as what was desired and expressed by the Home Owners. As a result, a special assessment pathway was thought to be needed which required 67% Owner approval at a special meeting called for that purpose.

• The assessment vote was rejected at the June 2014 meeting. The assessment

vote failed for a variety of reasons. • Shortly thereafter, the current Board was elected and appointed a roof committee

made up of ACC members and other home owners to study this issue and recommend a roofing plan. – Our Tag Line and the goal for our Roof Committee was to “Educate and

Communicate” – We looked first at, and assessing the Insurance Risk & Impact as our base

foundation and our first step. (Risk, Coverage, etc.) The result was, there was no immediate or urgent need based on a positive review of our insurance and continued coverage. (With only an estimated 5% increase)

• The Board believes that it should no longer be in the roofing business and this is the responsibility of the Owners.

• The Board recommends that the single contract policy be abandoned for replacement of roofs on pitched-roof units and that the Owners shall be able to replace their own building roofs within limits and guidelines imposed by the Board.

• The June 2014 vote demonstrated that proceeding under a

single contract is no longer favored by a majority of Owners and is therefore no longer a viable option.

• So, the Board has dropped the single contract language from the new Association Rules. In addition, the single-contract concept was abandoned several years ago on the flat-roofed units.

• This change gives Owners the responsibility.

• This change also gives the Owners more independence, autonomy and flexibility to respond to their own current situations and needs as they see fit.

• Many roofs remain in fairly good condition with no leaks

and with some useful life remaining. (Others have experienced many leaks, etc.)

• Some Owners have expressed an interest and desire to

replace their roofs sooner than others. • Roofing must be replaced on an entire pitched roof

building as a single project because none of the pitched roof units have clear roof boundaries.

• There is no vote of the Owners that is required or needed because there will not be a roof assessment.

• The Board proposes a deadline by December 31, 2022 (which is

approximately 7 years) after which the transition to the new roofs must be completed. Unforeseen developments may necessitate revisiting the number of years above. – If current roofs become “non-insurable”, all Owners would be

expected to change their roofs within the insurance company’s timeline to be insurance compliant.

– A natural event such as fire or loss from hail may necessitate establishing an accelerated date.

• Again, this gives Owners time to prepare and plan while

providing an immediate product solution for those wishing or required to replace roofs prior to the target completion date.

• The current Board should continue to support prior research and a previous Board’s recommendation. A stone-coated metal roofing product called DECRA in the “chestnut” color was chosen nearly three years ago as the Board's replacement product of choice in Camels Ridge for future roof replacements. (BTW…This is NOT the Gerard Roofing product that was proposed in last year’s assessment meeting)

• DECRA was deemed the best choice at the time and this Board continues to support that previous choice and decision.

• DECRA is an excellent product similar in quality to new wood shake roofs. At today's prices, a new 3/4 inch wood shake roof is similar or even higher in price than DECRA.

• DECRA has the appearance of a new wood shake roof which keeps things similar in appearance, style, depth, texture, and dimension to the current shake roofs, but with a new, fresh, and updated look.

• Some high quality asphalt roofing products can be slightly less expensive than DECRA. Many of these asphalts are even higher than DECRA, and there are even higher end products like DaVinci roofing which replicates the look of wood shakes that are significantly more expensive than DECRA.

• This DECRA roofing product can be installed by many approved contractors/ builders and not just one installer as was the case with the similar product by Gerard. This was another source of frustration and concern expressed by the homeowners at the failed June 2014 assessment vote, which again supports the rejection of the “sole contractor” concept.

• DECRA provides a 50 year limited warranty, is resistant to hail penetration (up to 2 ½”) and wind speeds up to 120/130 mph. It provides the Association with the best insurance rating available. This warranty is also transferable to a new owner within the first 20 years.

• This DECRA product has been installed on several

homes in The Park and new DECRA roofs continue to be installed each year. An example of the chestnut DECRA can be viewed at: 1445 Smoochers Circle in The Park.

• The Board does not recommend a two roof type option at this time. A change in precedent authorizing two roof types on the pitched roof units is not recommended.

• Camels Ridge has only had one roof type on the pitched roof units for over 35 years since its inception.

• No sub-association within Kissing Camels Estates except The Park has authorized multiple roof types.

– Most of The Park units are single family homes with only a few duplex units so conflict of roofing choice between multiple Owners within a single building is minimal.

– Multiple roof types have been available since The Park's inception, and this issue has been a constant problem for them.

• Introducing a 2nd roof option also makes it even harder for roof-mates to come to yet another consensus and agreement.

• A precedent change authorizing two roof types after 35 years could arguably be the most significant and controversial policy change in the Association's history.

• Roof exposure as a percentage of the total building exterior in Camels Ridge is very high. Roofs are extremely visible from the street, golf course, common areas, and from the homes of other Owners. From several Hill Circle homes, residents see only the roofs of the Camels Ridge Lane homes below and to their west.

• Since all buildings must be completed as a single project with the same roofing product, it could be more difficult or impossible to reconcile roof type preferences between roof mates.

• The ACC/Roof Committee has been meeting for months and for reasons such as these did not recommend a two roof type option. In addition, obtaining counsel and advisement from attorneys and other credible sources, they encouraged us not to make the decision on our own to move ahead with this significant policy and historic change.

• Provide Owners with Planning & Prep Time: – Possible years to save for and prepare for a roof exchange. – Based on the Owners thought of what they think their own Roof

Life is. • Give Owners More Empowerment, Flexibility and Autonomy • Some ideas coming from Homeowners:

– Come together as groups to do your roofs at same time to help save money.

– Have some that want to go now, move ahead with a model for others to see.
