Roscoethe RoosterRoscoe the Rooster made Takoma Parkhis home for 10 years, staking his territoryon the lawn in front of and behind theapartment houses near Mark’s Kitchen onCarroll Avenue. Roscoe roamed the cityand had many neighbors protecting him.Unfortunately, Roscoe was involved in ahit and run in February 1999. A life-sizedstatue of Roscoe the Rooster, crafted bylocal artist Normon Greene, stands on a

pedestal in front of the clock tower in thecenter of downtown Takoma Park.

Roscoe will make special appearances throughout the Guide to highlight important information.

Volunteer spotlight: Kay Daniels-Cohen

The Recreation Department would liketo thank Kay Daniels-Cohen for herdedication of time and talent. Not only

is she a Council Member for Ward 3 inthe City of Takoma Park, but she is abeacon of progress for the communitythrough her active involvement inrecreational activities.

Kay has been a resident of the Cityof Takoma Park since 1946 and hasbeen volunteering since she was a

child. She inherited the passion forvolunteering from her mother andbegan this community service asa Brownie Scout, Girl Scout, andlater as a Mariner Scout. She alsoserved her community while attendingTakoma Park Junior High School andMontgomery Blair Senior High School.

She has continued her volunteerservice through programs and events

held by various organizations inTakoma Park, including the RecreationDepartment. She has become anicon during City events because she

always dresses as an embodiment ofIndependence Day – glitter, sparklesand all. It may come from the fact

that her favorite recreation memorygrowing up in Takoma Park is that ofthe 4th of July parade and watchingher mother imitate Tiny Tim each year.

Kay’s flamboyant optimism forlife and community activism is anexemplification of the Department’smission to strengthen the communitythrough recreation. Kay says, “I ama strong advocate because recreation

is how you get to people’s hearts.Through recreation people learn toshare, respect others and care aboutothers.”

The Auditorium is LEED-CI SilverCertified and has 154 fixed seatswith two aisles and room for sixwheel chairs. The floating woodstage is approximately 18 inches off

the floor and 30 feet wide and 19feet deep at the center.

This environmentally friendlyspace has state of the art lightingsystem with colored LED washes,sound system with two wirelessmicrophones and connections forup to ten wired microphones. Thepresentation system has a six foot byeleven foot projection screen in the

center of the stage and two smallscreens on either side of stage.

Extra fees for staffing outsideof normal hours of operation,specialized AV services,extraordinary maintenancedemands, or required security.Insurance is required.

Wait list policyIn the event that a program has more

interest than available space, we will keep

a waiting list. Individuals on the waiting

list will be accommodated on a first-come,

first-served basis. In the event that anotherclass is created, individuals from the waiting

list will be contacted.

Registration policies

• The Recreation Department reserves the

right to cancel any program/class due

to insufficient enrollment or to substitute

teachers without participant notification.

• Classes may be canceled on school

holidays, vacations, snow days or anyother dates noted in the guide. If schools

close midday due to a weather or other

emergency, children’s classes will also

be canceled. Every attempt will be made

to reschedule classes canceled due to

weather emergencies, but refunds cannot

be guaranteed.

• A resident of Takoma Park is any person

who lives within the 2.8 square mile cor-

porate limits. A nonresident lives outside

the corporate limits. If you are not sure of

your residency status, please call us and

we will be happy to assist you. Or visit

www.takomaparkmd.gov/council and

review the street listing.

• We require, for most programs, thatparticipants are the required age as

the date of the first class. All age

requirements are set to benefit the

participant and allow for more consistent

program instruction. In some instances,

the requirements have been set for the

participant’s safety.

Refund policy

PLEASE READ CAREFULLY

• Registrants assume the risk of changes

in personal affairs or health.

• Refunds will be approved with written/ 

electronic notification received seven (7)

business days prior to scheduled start

of program. A $15 administrative fee will

be deducted per participant/per class

and may take up to 30 days to receive.

• Registrant may choose to receive a cred-

it for the remaining amount, which may

be used for another program. Credits

must  be used by June 30, 2014. After

that time, the credit will be forfeited.

Credits cannot be transferred.

• Refunds after the program has begun

will be considered only with medical

verification ( no exception  ). No refund

after the program has ended.

Encaustic collage is a collage medium

that uses bees wax as an adhesive

and allows for layering of papers and

REFUND POLICY• Registrants assume the risk of changes in personal affairs or health. Refunds

will be approved with written/electronic notification received seven (7)business days prior to scheduled start of program. A $15 administrativefee will be deducted from the total refund per participant/per activity.Refunds may take up to 30 days from date of request to receive.

• Registrant may choose to receive a credit for the remaining amount which maybe used for another program. Credits must  be used by June 30th, 2014. Afterthat time the credit will be forfeited. Credits cannot be transferred.

• Refunds after the program has begun will be considered only with medicalverification (No Exception). No refund after the program has ended.
