Project DescriptionThe proposed project will include the replacement of an at-grade intersection at SR 16 and Cherry Valley Road with an interchange located 2000 feet east of the existing intersection. The following work elements are also included: construction of connector road between Newark-Granville Road and existing Cherry Valley Road, removal of Granville Road eastbound entrance ramp, removal of SR 16 bridge over Granville Road entrance ramp, and construction of a multi-modal path.

LICKING COUNTY AREA TRANSPORTATION STUDY (LCATS)

Resolution T - 2013 - 05

Of the Policy Committee of the Licking County Area Transportation Study (LCATS) Adopts the Fiscal Years 2014 - 2017 Transportation Improvement Program (TIP) Project List recommended by the Technical Advisory Committee (TAC).

Whereas, the LCATS TAC met October 9, 2012 to review projects proposed for funding in the Fiscal Year 2014-2017 TIP and completed the attached list of fiscally constrained projects; and

Whereas, the projects recommended are generally consistent with the LCATS transportation policies, plans and programs and reaffirms the most recent Transportation Plan adopted by the Policy Committee, May 2012 by Resolution T-2012-23; and

Whereas, the Policy Committee of the Licking County Area Transportation Study (LCATS) is designated as the Metropolitan Planning Organization (MPO) for area-wide transportation planning in Licking County by the Governor of the State of Ohio in accordance with the regulations of the U.S. Department ofTransportation ; and

Whereas, the Policy Committee in cooperation with the State of Ohio, is responsible for carrying out the continuing, comprehensive and coordinated transportation planning process for licking County in cooperation with local elected officials; and

Therefore be it Resolved , that the Policy Committee of LCATS:

Section 1. Adopts the Fiscal Years 2014 - 2017 Transportation Improvement Program (TIP) Project List recommended by the Technical Advisory Committee (TAC).

Section 2. Finds and determines that all formal deliberations and actions of this committee concerning and relating to the adoption of this resolution were taken in open meetings of this committee.

The City of Newark appreciates the consideration given to valuable projects planned in Licking County, and we are pleased that the TRAC recently approved $3.4 million in right-of-way funding for the Cherry Valley Road Interchange project in Licking County, Ohio (PID 80704; Federal Project #E060418). This project is especially significant as this interchange improvement is the top priority transportation project in the Ohio Department of Transportation, District 5 area and Licking County region. The City of Newark is aware of the state's limited funding resources, as we too have experienced the effects of reduced state and local funding, and share in your desire to keep this federal program fiscally responsible.

In the spirit of cooperation with ODOT and the Village of Granville, the City of Newark Council has authorized me to write this letter pledging a maximum of $500,000 as Newark's local match for this Interchange project. Previous, unsuccessful, TRAC applications for this construction project proposed much smaller local contributions. You will notice with this application that not only has the City of Newark committed to a local match of $500,000, but the Village of Granville has also committed $250,000 towards the local match. In addition, Newark and Granville plan to jointly apply for OPWC-SCIP funding in the amount of $500,000 to be dedicated to this project, which would bring the local share contributed to this project to $1 ,250,000. We are planning for these local funds to be available for State Fiscal Year 2015, or the second half of calendar year 2014. With the addition of our $1 ,250,000 in local funding, and all other state and local contributions, we are helping ODOT District 5 reduce the previous construction funding request from $29.3 million to $15.1 million total. We are hopeful that these local commitments will be considered favorably by the TRAC in providing the remaining construction funds for this project.

We appreciate your re-evaluation of our increased local support for this very important project. We would like to thank you in advance for your consideration of this construction funding request, and we look forward to partnering with ODOT on all transportation-related projects in the region.

It was created in 2005 with funds received from a private donation and has accrued interest and reached a total of $28,710.06, as of November 1, 2012. Enclosed is a copy of the resolutions adopted by the Licking County Commissioners to establish this fund account and to transfer funds that are received specific for this capital project location into the fund, as well as any accrued interest. Also enclosed is an auditor’s report showing the current balance, as of October 31, 2012. The intent of the donor was for the construction of an interchange to improve the safety at the location. Mr. Thompson:

Thank you for coordinating and submitting the SR 16 Cherry Valley Interchange project to TRAC. The partnership

between ODOT, local jurisdictions, and the MPO is integral to the total funding and support for this project. As you are

aware, the locals and MPO have committed funds for this project and consider this the highest priority project to be

completed in the region. The MPO has committed $2,971,300 for the construction in FY 2015. This is approximately 3

years’ worth of funding, illustrating the strong commitment from the local community. The Cherry Valley project is

important to the region for multiple reasons:

• Safety – crash rate of over 4.5 times state average

• Capacity – LOS of E/F with peak hour V/C ratios exceeding 1.43, traffic queues exceeding 1 mile.

• Economic Development Opportunity – 887 acres of shovel ready sites, with zoning and utilities in place. Many of

these sites are over 100 acres and have rail access.

• Connectivity – Only signal within 30 mile stretch from IR 270 and Newark

Again, thank you for preparing the TRAC application. The LCATS fully supports the application for construction funds for

the SR 16 – Cherry Valley Road interchange.

As per the 2014 TRAC Project Application Guidelines, this email is to inform you of the intent of District 5 to apply for TRAC funding for the subject project. Below is a discussion of the project description, purpose and need, project development timeline, and TRAC funding request. After you have reviewed the application, please respond to this email as acknowledgement of this application and any comments that you wish to include in the application. Please see the attached email to review the draft application. If you have questions regarding this application, please contact me. Project Description: the proposed project includes the replacement of an existing at-grade intersection at SR 16 and Cherry Valley Road with a new interchange facility located east of the existing intersection. The work includes construction of the interchange, removal of Granville Road eastbound entrance ramp, removal of the SR 16 mainline bridge over the entrance ramp, and construction of a multi-use path.

Purpose and Need: the project is to address significant delays experienced at the signalized intersection and mitigate congestion. The project will also address safety concerns that result from the undue delay and congestion and complete connectivity of a Macro Corridor.

Project Development: PE/NEPA (completed, environmental document approved on 6/17/11), Detailed Design (May 2014 – October 2014), R/W and Utilities (July 2012 - August 2014) TRAC Request: the funding request for the 2014 funding round includes funding for the Construction and Construction Engineering phases ($27,540,000) in SFY 2015.
