    Land and Applicant RegistrationLandowners must register their land before they apply for Landowner Appreciation Program (LAP) tags. They only have to register their land once, but if their land eligibility changes in future years, they must re-register. Land registration must be submitted on a form provided by Idaho Fish and Game. Along with it, the landowner must provide Fish and Game a copy of the deed(s) bearing the name(s) of the owner(s), the most recent tax assessment(s), and a map of the eligible property. Fish and Game will certify the registration and land description and return a copy to the landowner. The LAP registration process is open year around, however Landowners are encouraged to submit their registration packet prior to June 1 of the current year to ensure timely review and approval prior to the controlled hunt application process.

    Eligibility RulesProperty: To be eligible for the first drawing held in early August, property must be at least 640 acres of land in one controlled hunt area whether owned by one or more persons, a partnership, or corporation. It shall not include any government lands. Landowners with between 320 and 639 acres of land in one controlled hunt area are eligible to fill out an application and apply for leftover LAP tags available beginning on August 15. Tags will be sold on a first-come, first-served basis.Only property that is used by, and provides significant habitat values for deer, elk or pronghorn qualifies for the Landowner Appreciation Program. Landowners may receive a tag only for species that use the property.Landowners will only be eligible to apply for LAP controlled hunts occurring where their registered property is located (see controlled hunt area descriptions for each species).Applicants: Only one LAP tag per species may be issued for eligible property consisting of between 320 and 4,999 acres. One additional tag may be issued to a landowner or designated agent for eligible property of 5,000 acres or more. All registered landowners with 640 or more acres of significant deer, elk, or pronghorn habitat will receive a chance at drawing one LAP tag (per eligible species) before any landowner with 5,000 or more acres receives a chance at drawing a second LAP tag (per eligible species). This rule helps to distribute available LAP tags to more registered landowners.If more than one application is received for eligible property consisting of 320 to 4,999 acres, all applications will be disqualified.     Whats New?Changes to LAP programIDFG is considering changes to the Landowner Appreciation Program due to landowner and sportsman concerns. During the last year, IDFG has solicited public comment on potential changes to the program through our website, by mail, and through meetings throughout the state.Under the proposed changes, allocation of controlled hunt tags would be guaranteed and more directly related to the amount deer, elk or pronghorn habitat provided by each landowner. Additional tags may also be issued to landowners who sign access agreements, habitat management agreements, or depredation release agreements.IDFG is also considering limiting where recipients of the tags can hunt. Under the current program, any recipient can use the tags in any part of a hunt area in which a landowner has drawn a LAP tag. Under the latest proposal being considered, direct family members and employees of the landowner would continue to have this opportunity. However, proposed changes would allow landowners to sell their LAP tags. Hunters who purchase LAP tags from landowners would be limited to hunting on private land within the hunt area.     Use of AircraftThe state law regulating use of aircraft related to hunting has been updated. In addition to previous restrictions, it is now unlawful to make use of any aircraft (manned or un-manned) to locate any big game animals for purpose of hunting those animals during the same calendar day those animals were located from the air.

    for eligible property consisting of 5,000 acres or more, all applications will be disqualified.A successful landowner, corporate or partnership representative drawing a LAP tag may, without cost, designate to whom the tag will be issued. If the designee already has a general season tag for the species drawn, they will need to exchange the tag for the designated LAP tag at a regional office. This exchange must take place prior to the opening season dates for which the general tag is valid. Exchanges requested after the opening of a general season for which the general tag is valid will not be allowed.Eligible applicants are limited to landowners listed on the Landowner Appreciation Program Registration form.Landowner is defined as any person or corporation whose name appears on a deed as the owner of eligible property or whose name appears as the purchaser on a contract for sale of eligible property as the purchaser; and any affiliates, management companies, associated entities, wholly-owned subsidiaries, corporations, or limited liability corporations wherein fifty percent (50%) or more of the ownership or controlling interest is maintained by a single individual, partnership or corporation.Authorized Corporate Representative is defined as any shareholder in a corporation, designated in writing by the corporation as the eligible applicant, who is in actual physical control of the eligible property.

    Requirement of Non-Landowner Applicants

    Corporate / Partnership Representatives: If the person registering is an authorized corporate or partnership representative, he or she must submit with their registration written verification from the board of directors, partnership, or an officer of the corporation, other than themself, verifying that he or she is authorized to register the property and eligible applicants.

    Hunt Areas and TagsLAP tags are made available for controlled hunt areas designated by Idaho Fish and Game.

    Hunt areas may differ by species (e.g., deer, elk, pronghorn).

    If there are more applicants than tags available in an area, successful applicants will be determined by a drawing. Applications which are not drawn for the first choice hunt will automatically be entered into a second choice drawing provided the second choice hunt applied for has not been filled.

    All big game rules apply to persons applying for, or hunting with, LAP tags, except:

    You are eligible to apply for an LAP tag even if you have applied for a moose, bighorn sheep, or mountain goat hunt.

    LAP tag applicants for antlered deer and elk hunts are exempt from the one-year waiting period after being drawn.

    Motorized Hunting RestrictionUse of motorized vehicles by hunters as an aid to hunting big game is restricted in certain areas. A full description of the rule can be found in IDAPA 13.01.08.411, 13.01.08.412, or the 2014 Big Game Seasons and Rules brochure. In summary, the rule states motor vehicle use as an aid to hunting for wildlife is restricted to established roadways open to motorized traffic capable of travel by full-sized automobiles. A full-size automobile is any motorized vehicle with a gross weight in excess of 1500 pounds. Established roadways will be considered any roadway-dirt or better-showing signs of repeated use by full-sized vehicles and typically have depressed wheel tracks and minimal to no vegetation in the wheel tracks. Vehicle users can retrieve game, pack camps or ride for pleasure as long as they are in compliance with land manager or private landowner restrictions. The rule does not apply to private lands with permission from the landowner.

    Special RestrictionsLandowner Appreciation Program participants may hunt only within the boundaries described in the hunt area designated by Fish and Game.No person shall kill more than one deer, elk or pronghorn in a calendar year except: An additional deer, elk or pronghorn may be taken by

    persons holding tags for special depredation hunts. When an additional deer or elk is taken in an extra

    deer or elk hunt when the taker has a tag for that hunt. See annual Big Game Seasons and Rules brochure.

    An additional deer or elk may be taken by persons who have purchased leftover nonresident deer or elk tags.

    An additional deer, elk, or pronghorn may be taken by persons holding a Super Hunt or Super Hunt Combo tag(s) for the given species.

    In no event shall any person take more deer, elk or pronghorn during a calendar year than the number of tags they legally possess for each species.

    Sale of Tags ProhibitedIdaho State Law prohibits the selling or marketing of LAP tags.

    Application FeesPersonal checks or money orders are acceptable.The resident fee is $6.25 for each application for each species. The nonresident fee is $14.75 for each application for each species. Successful applicants can purchase tags at any hunting license vendor. Tag fees will not be accepted with applications.Application fees are based on residency status of the registered landowners. If the landowner is considered a resident for hunting and fishing licenses, they will need to submit $6.25 for each application for each species. If the landowner is considered a nonresident for hunting and fishing licenses, they will need to submit the nonresident application fee of $14.75 for each application for each species. Individuals designated LAP tags must pay the appropriate tag fees based upon their own residency status.Application Deadline: Fish and Game will accept controlled hunt applications on or after June 15. Applications received by July 15 will be entered in the random drawing for tags, which will be weighted to allow one chance for each 640 acres of eligible property to each applicant. See page 27 for controlled hunt application.

    Successful applicants who apply by July 15 will be notified by mail no later than August 15. Application for leftover tags will be accepted on or after August 15 of each year on a first-come, first-served basis. For a list of leftover tags contact your local Regional office after August 15. Landowners will only be eligible to apply for leftover tags where their registered property is located (see controlled hunt area descriptions for each species following controlled hunts). Only written controlled hunt applications from registered landowners will be accepted and must be accompanied by the appropriate fee.

    Mandatory Report RequirementsAll deer, elk and pronghorn hunters are required to complete a Mandatory Hunter Report for each tag they purchase. Hunters are required to submit a report by phone or internet for each tag within 10 days after harvest. Hunters who do not harvest are required to report within 10 days after the close of the hunting season for which their tag was valid.The best way to submit hunt information and the only way to get confirmation that the report was received is to do it online.     The Mule Deer Initiative is an effort by Fish and Game to:

    Protect and improve habitat. Improve mule deer numbers. Increase hunter satisfaction.

    Why do we need the Mule Deer Initiative?

    Mule deer numbers havedeclined over the past twodecades.

    Mule Deer Initiative projects and goals include:

    Habitat improvement. Population management. Stepped up enforcement. Access management. Technical help to land

    manager.

    The Mule Deer Initiative: Increased the number of acres

    improved annually from afew hundred to thousands.Improved 75,000 acres of muledeer habitat since 2010.

    Provided $100,000 for a multi-million dollar project with other agencies on 32,000 acres of Burley-area mule deer and sage-grouse habitat.

    Planted a million sagebrush,bitterbrush and mountainmahogany shrubs.

    Installed 14 miles of fence alongInterstate 15 south of Pocatello,where 1,500 to 2,000 mule deerwinter, allowing them to safelyuse existing underpasses.

    What is Chronic Wasting Disease? Chronic Wasting Disease (CWD) is a rare but fatal disease of the central

    nervous system in deer and elk.

    There is no evidence that CWD in deer and elk can be transmitted to or cause disease in humans.

    CWD has been found in wild and captive deer and elk in several other states and Canadian provinces. Fish and Game has tested over 9500 deer and elk for CWD, and it has not been found in Idaho.

    Helping Prevent CWD in Idaho. Importing captive deer into

    Idaho is prohibited.

    IDFG will not transplant deer or elk from out of state into Idaho.

    The Idaho State Department of Agriculture has a CWD monitoring program for privately owned elk.

    Idaho residents hunting in states where CWD is known to exist should be aware of and follow any special restrictions or rules established by that state.

    The threat of spreading CWD should be considered a serious concern. All practical steps to reduce the risk of spreading it should be taken.

    Fish and Game recommends hunters should: Not harvest or eat wild animals that appear sick.

    Wear latex or plastic gloves when field dressing and processing game.

    Clean meat carefully, remove bloodshot tissues and cool the carcass as quickly as possible.

    Use clean equipment for butchering and clean equipment before and after working with carcasses.

    Avoid contact with brain and spinal tissues, ideally by boning out the carcass if possible.

    Avoid eating the brain, spinal cord, eyes, spleen and lymph nodes of harvested animals.

    Properly dispose of carcass remainder in an appropriate landfill. Learn More @
