1. INTRODUCTION The Boeing Company (Boeing) is submitting this Annual Compliance Report for 2014 pursuant to the Clean Water Act Section 401 Water Quality Certification (401 Certification), File Number 09-213, for the Northern Drainage Sediment Control and Bank Stabilization project at the Santa Susana Field Laboratory (Santa Susana site) in Ventura County, California. The 401 Certification requires the yearly submittal of an Annual Compliance Report to the California Regional Water Quality Control Board, Los Angeles Region (LARWQCB), for a minimum period of 5 years following its issuance. This is the final report and includes is a description of project activities between 9 March 2010 (the date the application was deemed complete by the LARWQCB) and 26 November 2014 as stated in Conditions 20 and 23 of Attachment B of the 401 Certification. Work was conducted in December 2010 and is complete (Figure 1). No further work authorized under 401 Certification 09-213 was performed in 2014. Work completed in 2014 in the Northern Drainage was authorized under 401 Certification File Number 12-001 and the results of the work are reported in “Northern Drainage 2014 Annual Report, Clean Water Act Section 401 Water Quality Certification, File No. 12-001, Cleanup and Abatement Order No. R4-2007-0054, Streambed Alteration Agreement No. 1600-2003-5052-R5, Santa Susana Field Laboratory, Ventura County, California,” (Haley & Aldrich, Inc., [Haley & Aldrich], 2014).

2. PROJECT DESCRIPTION AND STATUS This section provides the Northern Drainage Sediment Control and Bank Stabilization project (“Northern Drainage project” or “project”) description and status. Between 2007 and 2010, clay target debris, asbestos debris, and associated impacted soil and sediment were removed from the drainage in response to the California Environmental Protection Agency Department of Toxic Substances Control (DTSC) Imminent and Substantial Endangerment Determination and Order and Remedial Action Order, Santa Susana Field Laboratory, Ventura County, California (CAD 093365435 and CA 1800090010; DTSC, 2007). The LARWQCB also issued a Cleanup and Abatement Order (CAO) No. R4-2007-0054 (LARWQCB, 2007) requiring Boeing to cleanup and abate the effects of contaminants discharged to surface waters in the Northern Drainage during these cleanup activities. An area of erosion and potential bank instability was identified in the Northern Drainage in the area of the asbestos debris removal. In addition, erosion was observed in an unnamed tributary originating from Sage Ranch just east of the fenceline on the east side of the former Liquid Oxygen (LOX) Plant. These two areas were selected for stabilization in 2010. 2.1 Project-related Permits In 2003, Boeing applied for and received a Streambed Alteration Agreement (SAA) from the California Department of Fish and Game (CDFG, currently known as the California Department of Fish and Wildlife) for the Happy Valley Interim Measures project, which consisted of soil, sediment, and bedrock removal from an ephemeral drainage at the Santa Susana site (CDFG, 2003). Due to a similar required removal action in the Northern Drainage, the CDFG approved an SAA amendment that incorporated the Northern Drainage project in 2007. Subsequent amendments extended the term of the SAA through December 2014 (CDFG, 2013). Copies of the SAA and all amendments for the project are provided in Appendix A. The project qualified for coverage under Clean Water Act Section 404 Nationwide Permits 13 and 18 and did not require pre-construction notification to the U.S. Army Corps of Engineers1 (USACE) because the volume of material (riprap) placed below the ordinary high water mark (per Nationwide Permit 13) was less than 10 cubic yards and the extent of material placed along the bank was less than 500 linear feet, with less than or equal to 1 cubic yard of material per foot (per Nationwide Permit 18). No additional permits were obtained for the work conducted in December 2010 and no existing permits were modified for the work. 2.2 Project Construction Activities Construction activities over the past five years are summarized in the following sections. 2.2.1 2010 Construction Activities
To stabilize the south bank of the Northern Drainage, riprap was placed along an approximately 31-foot long section of the drainage just east of the former LOX Plant (Figure 2). The riprap was placed in accordance with stabilization design details provided on Figures 3 and 4. Approximately 15 cubic yards were placed along the south bank; however, no more than

approximately 1 cubic foot per linear foot was placed below the ordinary high water mark. Approximately 10 cubic yards of riprap were also placed in two sections of a small unnamed tributary originating from Sage Ranch and running roughly parallel to the fence line on the eastern boundary of the Former LOX Plant and into the Northern Drainage (Figure 2). This material was placed in bulk in the eroded sections and primarily lies below the ordinary high water mark. Both activities took place on 13 December 2010.
Global Positioning System coordinates were obtained at the boundaries of the project area. These coordinates are provided in Table I.
Pre- and post-construction photographs of the project areas are included in Appendix B. It is stated in Attachment A, Item 7 of the 401 Certification that the total acreage expected to be impacted by the project is approximately 0.03 acre. No compensatory mitigation was required due to the small size of the project and because of the continued mitigation requirements specified in the CDFG SAA and the LARWQCB CAO.
2.2.2 2011 Construction Activities
No work was performed under Certification File No. 09-213 in 2011.

2.2.4 2013 Construction Activities No work was performed under Certification File No. 09-213 in 2013.
2.2.5 2014 Construction Activities
No work was performed under Certification File No. 09-213 in 2014.
2.3 Project Status and Schedule of Work As no additional work pursuant to this 401 Certification will be performed, Boeing is requesting that the Certification (File No. 09-213) be terminated. As stated in the 2011 Annual Report, should a 401 Certification be required for any additional field activities in the Northern Drainage, Boeing will submit the appropriate certification application forms to the State Water Resource Control Board and LARWQCB. In 2012, additional field activities in the Northern Drainage were warranted and Boeing applied for and received a new 401 Certification from LARWQCB and a new Nationwide Permit from the USACE. All work performed pursuant to the new permits is reported in “Northern Drainage 2014 Annual Report, Clean Water Act Section 401 Water Quality Certification, File No. 12-001, Cleanup and Abatement Order No. R4-2007-0054, Streambed Alteration Agreement No. 1600-2003-5052-R5, Santa Susana Field Laboratory, Ventura County, California,” (Haley & Aldrich, 2014).

2.4 Mitigation Monitoring Activities and Exotic Plant Control Efforts Monitoring activities over the past five years are summarized in the following sections. As discussed in Section 2.2.1, Attachment A, Item 7 of the 401 Certification states that the total acreage expected to be impacted by the project is approximately 0.03 acre; therefore, no compensatory mitigation was required due to the small size of the project and no subsequent mitigation monitoring was required. An initial biological survey was performed in 2010 prior to construction activities. 2.4.1 2010 Mitigation Monitoring Activities
On 28 September 2010, a qualified biologist from Padre Associates, Inc., surveyed the project area and approximately 200 additional feet east for sensitive and endangered plants and wildlife. Documented plants included coyote brush, 42 live mulefat, 7 live Mexican elderberry, a few Fremont cottonwoods, and several Coast live oaks. No rare plants were found in the area, which was consistent with previous area surveys. Conservation recommendations made by the biologist were complied with in the field.
2.4.2 2011 Mitigation Monitoring Activities
No mitigation monitoring activities associated with the sediment control and bank stabilization effort were conducted in 2011 under Certification File No. 09-213.

3. WATER QUALITY MONITORING RESULTS Water quality monitoring results are summarized below. 3.1 2010 Monitoring Results The 401 Certification requires that if surface water diversions are installed in the drainage and surface water flows are present, then water quality monitoring and reporting would be required under a surface water diversion plan. However, since surface water was not present during construction activities, no surface water diversions were installed. Surface water flow did not occur in the Northern Drainage during the riprap placement activities on 13 December 2010. Surface water flow occurring in the Northern Drainage later in December 2010 (i.e., during times when no bank stabilization activities were being performed) was sampled and reported in accordance with the requirements of the Santa Susana site’s National Pollutant Discharge Elimination System permit and the LARWQCB CAO. 3.2 2011 Monitoring Results No further work was performed in 2011; therefore water quality monitoring was not required. 3.3 2012 Monitoring Results Work performed in the Northern Drainage in 2012 was authorized by new permits issued by the LARWQCB and USACE. You requested to extend the term of your Agreement from December 1st, 2012 to December 1st, 2013. The Department hereby agrees to extend the term of the Agreement. All terms and conditions in the Agreement remain in effect unless otherwise noted herein. Copies of the Agreement and this extension must be readily available at project work sites and must be presented when requested by a Department representative or agency with inspection authority.
