and Recreation District… Our Vision - Encourage community participation and volunteerism in sport,

culture and recreation to support quality of life for residents. and

Our Mission - Foster sport, culture and recreation opportunities with our communities and groups.

On behalf of the Board of Directors and staff of the Parkland Valley Sport, Culture and Recreation District, we thank the people we have had the opportunity to meet and engage with over the past year. We continue to work to meet the needs of the leaders in communities involved in sport, culture and recreation. One of the highlights this year was the Community Recreation Research Project. The purpose of the project was to get a better understanding of the types of workshops and sessions the sport, culture and recreation volunteers and practitioners feel they need to assist them to program services & programs in their communities. We also used the survey to determine if people know and understand the services and programs through the Parkland Valley District. We were pleased that we had a high rate of knowledge and understanding about the District. Included in this document, we have outlined the top eight topic sessions that people identified. We will be working to host these sessions in the future. Our Funding Initiative program continues to be popular with our communities and organizations. The program evaluation shows a high response to continuing. This program, not only provides some funding to initiatives; but also keeps us engaged with communities. A listing of the grants distributed appears on the last page of this report. In partnership with the Saskatchewan Parks and Recreation Association, we are working on processes and resource information to build our capacity to facilitating Recreation Board Development for communities. The staff have been participating in training sessions. Our outcome is to have the ability to support communities that request some assistance with development work.

This year we had a couple changes in staff. Danyelle Bayly came to work for us in May, 2013. Following her recent maternity leave, decided she wanted to spend more time with her young children. We thank Danyelle for the work she did with us and wish her all the best! The next change in was the retirement of Jo-Ann Bernhardt on December 31, 2014. Jo-Ann began working with Qu’Appelle Valley Recreation Association in May, 2000 and then continued on as the Administrative Assistant once our amalgamation was complete. Jo-Ann worked to keep all of our records and minutes in order; coordinated all distribution of information; coordinated the regular communication, and did the bookkeeping. We truly appreciated all the support Jo-Ann provided to the staff and the Board of Director’s. We thank Jo-Ann for all the time she spent with our organization and hope she enjoys retirement! With Jo-Ann’s retirement, an operational review was completed. Following the review, the office was closed in Melville and a contract bookkeeper was hired. The funds that supported the office will now be re-directed within the organization for more sustainability of personnel. In closing, the Board of Directors along with the staff want to express our sincere gratitude to all the sport, culture and recreation volunteers and leaders we have worked with over the past year. The community volunteers and leaders within our District are simply the best. As always, we continue to support and respond to your needs in the upcoming year!

Act as a collective voice for sport, culture & recreation in our district

99% of the respondents (68) indicated that they had an increased understanding of the District’s role after attending the District wide meetings.

100% of our sector partners surveyed indicated that the District added value to the partnership. A total of 11 agency partners participated. Joint projects include Active Aging, LEAP, LEAP with Me, and the Yorkton Family Resource Centre, Recreation Board Development.

Parkland Valley is a partner in the delivery of the Aboriginal Community Sport Development Program (6 applications approved), District Dream Broker Program and the Saskatchewan Games program. These programs provide access to support youth to engage in sport, culture and recreation programming.

Parkland Valley District provides support to the Saskatchewan Lotteries Community Grant for promotion and some follow-up support. 95% of the communities eligible within our District are in good standing.

Overall, there continues to be an increased understanding of the District’s role in showing the value of sport, culture and recreation with our target groups and partners.

Establish community linking activities for sport, culture & recreation in communities

We encourage the annual registration with Parkland Valley to ensure our communication is going to the correct person or persons within an organization. In this year the following numbers registered: 54% of Urban Municipalities (31 out of 57), 17% of Rural Municipalities (5 of 30), 0% of First Nation communities (0 of 8) and Regional Parks (1 of 10).

19 different communities accessed the Initiative program versus 20 last year. A consistent number of different communities are accessing this program.

11 editions of the Read All About It monthly e-update were produced with a total distribution of over 1,770.

Three Applause newsletters were produced highlighting successes in the District with a total of just over 1,400 distributed.

Facebook and Twitter have been consistent with 186 “Likes”.

Overall, the numbers are indicating that communities know the District is here for them and that they can access these services and programs to enhance their sport, culture and recreation opportunities.

94% of our workshop respondents (66) indicated that the workshops met their expectations, that they increased their skill level, and can implement what they learned from the workshops. The workshops that we have provided have been successful in building capacity of people.

97% of the Initiative Funding evaluation respondents (41) indicated that they needed Parkland Valley in order to host the program and that the District met their needs. We had 34 initiatives approved representing 19 different urban municipalities. 3,765 people reportedly participated in the programs hosted using this funding. Plus an additional seven (7) Youth Experience Program applications approved. Overall reported number of participants went down in initiative funding program. The full amount of money allocated to this program was distributed. The number of different communities stay the same as last year.

92% of the respondents (68) that attended provincial & district information sessions and meetings indicated they had an increase in knowledge. 81% of the Board continues to indicate that the Parkland Valley organization is operating efficiently and effectively.

Data collection and Analysis Parkland Valley SCR District in partnership with Saskatchewan Parks and Recreation Association completed a Community Recreation Research Project to determine the needs of people involved in recreation services in our District. A total of 378 surveys were distributed to communities both by direct mail and email. 37 completed surveys were returned for a response rate of 10%. 94% indicated they were either knowledgeable or somewhat knowledgeable about Parkland Valley. 66% of respondents referenced “volunteers” as their greatest challenge and in second place 26% referred to “participation numbers” as their greatest challenge. Parkland Valley’s purpose of implementing the survey was to determine what types of volunteer development and capacity building workshops/sessions the volunteers and leaders needed in our District. Now that we have heard from you, we will work toward facilitating those workshops to meet your needs.
