OverviewThis training will provide attendees with the knowledge to understand the National School Lunch Program program processes and requirements for afterschool snack service. This training will address the following areas:

• What are After School Snacks• How do programs receive snacks• What records must be maintained• What is the role of the Food Services Manager• What is the role of the After School Program Staff• After School Snack Program Reminders

What Are After School Snacks?

• National School Lunch Program (NSLP) provides reimbursements for snacks served to children after school Programs must include educational/enrichment

activities

• Food Services Division (FS Division) sponsors the after school snack program

• FS Division enters into an agreement with the California Department of Education (CDE) and assumes full responsibility for meeting all requirements for reimbursements

How do programs receive snacks?

• Snack Program Coordinator completes a “Request to Begin or Change Meal Service” and submits this to the FS Division.

Allow 6-8 weeks for new program! Only one program per request.

• FS Division will review request and notify AFSS and Food Services Manager of approval or denial.– BTB and LA’s Best approved programs are listed on the Food

Services website under the Afterschool Program page – Please refer to latest 2014-2015 approved sites list for your

school information• Program must be approved before snack service begins

• Training for Beyond the Bell, LA’s Best and City Year programs must be provided by the Food Service Manager

What Records Are Needed?• Snack Service Agreement – signed yearly by all snack program

staff training participants

• Snack Training Verification – signed yearly by the Food Services staff

• Attendance Records – provided to the FS Manager weekly by the snack program staff

• Snack Count Form – verified daily and filed in the current year filing

• Production Records – completed daily in CMS for the snack program

What is the Role of the Food Services Manager?• Follow up on training/provide additional training as necessary for

snack program staff and FS staff – The majority of BTB LA’s Best and City year staff have been

trained. Each staff member must have a Service Agreement completed and signed as proof of training. If they do not have the agreement, managers are required to train the snack program staff and provide them the agreement to sign

– File the signed agreement in the current filing in the • Provide Menus to the snack program staff• Order Snacks –

– EZ Steps Menu Plan Quantities must be completed for each snack program

– Adjustments to orders will be made based on• Production history• Feedback from onsite snack program staff

– Production Records must be created and completed within CMS for each snack program

• Prepare Snacks –– Snacks must be provided in Styrofoam containers– Milk and juice will be provided on ice and must be kept cold

until service to children– Food Services Managers are required to place a thermometer

inside the Styrofoam container• Snack program staff must use this thermometer to record the

temperature of the cold snack items on the Snack Count Form

• Provide the Snack Count form to afterschool program staff – Notify AFSS (supervisor) when required paperwork has not been

submitted– Without required paperwork and correct distribution of snacks,

program will be suspended or terminated– File all paperwork for 3 years plus current school year

• Review/Verify the Snack Count Forms daily– Snack program staff must complete forms and sign daily

• Provide And Justice for All poster – – Tape to the Styrofoam box or provide to the snack program staff

for posting

• Submit daily claim of reimbursable snacks served within the CMS system

• Discard all leftovers returned – milk cannot be recycled

• Conduct 2 Site Monitoring Reports to ensure program is following proper policies & procedures– Coordinate with the AFSS and communicate any

concerns or issues discovered during the monitoring

• Facilitate Communication between Program Coordinator & Cafeteria – Adjustment of orders and accuracy of paperwork must be

communicated to the snack program staff– Communication with onsite snack program staff is vital to success

of filing accurate reimbursements– Follow up to ensure they understand all point of service and Snack

Count form procedures

• If the program is approved, but is a Non Area Eligible site (less than 50% of students qualify for the NSL program)– Train onsite snack program staff on proper point of

service procedures– Snack program staff must use a check off list with

student names and eligibility– Check each child off the list by name as they receive

their meal– Daily Entry for meal counts at a Non Area Eligible site

Snack Program Staff Role• Attend training, sign training roster

• Read & Sign “Snack Service Agreement” – BTB, LA’s Best and City Year staff have been asked to

provide a copy of the Snack Service Agreement signed as proof of their participation in annual training to the Food Services Manager

– If they do not provide the agreement, managers must train them in the correct snack program procedures

– FS Managers will file the copy of the Snack Service Agreement in the current filing

• Post “And Justice For All” sign (provided by FS Manager)– Visible to participants during snack service

• Follow all point of service procedures for snack program

• Return all completed forms on time

• Order snacks from Food Services Manager– Adjust orders according to participation – Manager must have 2 weeks notice to make

adjustments to snack orders– Notify Manager of any upcoming events that may

effect the snack counts• Serve snacks to students

Meal Service -- what is considered a reimbursable snack? Complete meal must be given to each childChild cannot take milk or juice only as snackStudents must be counted or checked off after they receive

the complete snack at the point of service

Meal Service SchedulesServe snacks no earlier than ½ hour after school ends School sites with more than one snack program must make

every effort to serve snacks at the same time in the same designated eating area, this will help avoid children receiving more than one snack

• Indicate the total enrollment of the program• Indicate the number in attendance • Column 4 – amount received from cafeteria• Column 5 – record your initials, verify the time snack is picked up, record

Snack Program Reminders

Return all un-served snacks to the cafeteria

Ensure snacks are consumed only by students enrolled in the program and onsite during program hours. Any snacks served to students must be eaten or thrown away before leaving the snack area.

Number of students served snacks CANNOT exceed number of students in attendance.

Children must receive all snack menu items

Completing the Snack Training Process • Manager and food services staff complete the following:– Log on to the Food Services Division website with their

own Single Sign On• Review the Snack Training Power Point

– Snack Training Verification • Read and sign • Scan and email to Lisa Hess at [email protected] by

September 4, 2014• File a copy with current 2014-2015 paperwork
