Namibia, 2014 (1.2 Mio Voters) “Announcements of election results held in Namibia on Friday are expected to be delayed due to slow voting. (…) There are long queues everywhere in the country. Results

~10 million voters biometrically verified at 26,000 polling stations

Problems encountered at 413 polling stations (late delivery of materials, batteries BVD, etc.)

Simple process easily applied by properly trained operators

• Training and support Just training is not enough

• Device The tool is just one factor

Challenge

BVV is a “BIG BANG” project, everything has to work that one day.

Voter data will be available only a short period of time before election day.

Any failure immediately affects the polling process.

Training and support

Training

Staff training is a key to success; all (!) the operators play a key role

Hotline

Provide a hotline for the BVV AND for the electoral process

Support

Have spare devices ready and assume that HW might fail
