1.0 INTRODUCTION:
M/s National Fertilizers Ltd (NFL), Vijaipur is operating two Ammonia Plants each of
capacity of 1520 MTPD. AMMONIA-I & II Plants were commissioned in 1987 and 1997
respectively. Both the Plants are based on steam reforming process of M/S HTAS
Technology. Ammonia-I and Ammonia-II Plants have been revamped in 2012-13 to
1750MTPD and 1864 MTPD ammonia production capacity respectively.
In order to maintain loop pressure in synthesis section, a part of gas circulating in the
synthesis loop has to be pur ged out to the plant fuel system to maintain inerts at anacceptable level. However, this results in loss of Ammonia Production and increases
specific energy consumption. In order to recover H2 from Purge Gas and increase
ammonia production, One Purge gas Recovery Unit is installed In Ammonia-I plant. The
capacity of this PGRU is 15000 NM3/hr and is in operation since 1993.
NFL intends to install a Purge Gas Recovery (PGR) Unit at Ammonia-II Plant for recovery
of Hydrogen gas from Synthesis loop purge gas. Installation of PGR unit of 18,000 Nm/h
capacities will help in saving in energy consumption with associated increase in
Ammonia production.
2.0 GENERALDESCRIPTION:
This specification covers design engineering and supply of complete Purge gas recovery
unit consisting of
Gas Pre-treatment.
Hydrogen Recovery Unit.
Recovered ammonia purification.
The complete Hydrogen recovery unit shall be pr eferred as skid mounted for ease of
installation.
The purge gas from Ammonia-II plant synthesis loop shall be available at a pressure of
about 190 kg/cm2g. The purge gas shall be tapped by bidder from the synthesis loop and
shall be treated to remove ammonia and other impurities to make it suitable for feeding to
purge gas recovery unit for recovery of hydrogen gas. Bidder can offer PGR unit based
on any proven technology, which is in satisfactory operation as per Bid Evaluation

Criteria. The recovered hydrogen shall be fed to ammonia synthesis compressor inlet
stage depending upon the pressure of the recovered Hydrogen. The operating pressure
of different stages of Synthesis compressor is 25, 52 and 97 Kg/cm2. The recovered
ammonia shall be concentrated to 99.5% purity in distillation column and sent to
Ammonia plant. All process and ut ilities connections with the existing Ammonia-II plant
shall be installed by bidder by providing required isolation valves and piping.
Bidders can submit their bid based on any proven technology, which is in satisfactory
operation as per Bid Evaluation Criteria. The evaluation of the offer shall be based on
capital cost, operating cost of the unit and other loading criteria defined in the ITB.
3.0 DESIGN BASIS :
3.1 The design shall incorporate conventional, reliable & proven features with an ai m to
minimize the capital cost.
Consideration shall also be g iven for stability of operation even at reduced loads. The
vendor should base his design on the OWNERs requirement to operate the entire Unit
continuously for 24 months without shut down.

3.4.8 Load bearing capacity

All major foundations may be placed at a depth of 1.5 - 2.0 meters below ground levelwith net sage bearing capacity of 300 450 KN/m2. Ordinary foundations may be placedat depth of 1.0 1.5 meters below ground level with a net safe bearing capacity of 150 200 KN/m2.
3.4.9 Seismic conditions
The design must be executed as per code IS 1893 (1975). The actual site at Vijaipur isdefined as being situated in zone one (I).
3.5 General Requirements
3.5.1 Required minimum hydrogen purity is 90.00%. High methane and argon rejection rates
are required. Vendor to confirm/ furnish improved rejection rates.
3.5.2 Required minimum recovered Liquid NH3purity is 99.50 %.
3.5.3 Hydrogen recovery to be guaranteed as 90%.
3.5.4 Vendor to provide/ confirm steam and other utilities requirement.3.5.5 Max. Ammonia concentration is 200 ppmv for reject gas.
3.5.6 Adequate provisions shall be m ade for isolation of equipment without causing a
shutdown, so that maintenance or repair work can be carried out on such items (e.g.
block valves on rotating equipment standby units, block valves and bypass on control
valves, etc.). All control valves on hazardous fluid shall be provided with double block
& bleed system. All isolation valves for various sections of the plants, process/steam
vents, drains, etc. as may be required during start-up/shut-down and during PLANT
upsets shall be provided
3.5.7 No deviations from the project specification and this specification are permitted unless
approved in writing by Owner/consultant.
3.5.8 Approval of owner for P&I diagrams, process flow sheets, specifications of equipments
and rotating machineries is required. P&I and all other drawings are to be computer
based.
3.5.9 Vendor other than given in vendor list for all equipments, machineries, package plants,
packing etc. are to be approved by owner.

3.5.10 Sizes of various Piping indicated in the Tie-in list & P&IDs of PGR(PC65-1000-0021)
is tentative and final sizes shall be as per designing & recommendation of vendor.
However, Sizes of existing lines where Tie-in is to be taken are actual.
4.0 SCOPE OF WORK:
Bidders scope of work shall include design, HAZOP study, engineering of equipment &
accessories, procurement and s upply of complete material & bought-out items for
mechanical, electrical and I nstruments of Hydrogen purge gas recovery unit including
fabrication at shop, Testing and Inspection, Packing, Loading &Transportation, Unloading
at site, Erection, Construction, Testing & Commissioning &Guaranteed test run for
complete PGR unit as per specification given in NIT.
4.1 Scope of Supply:
Scope of supply shall include but not limited to following items:
4.1.1 Purge gas pre-treatment unit.
4.1.2 Purge Gas Recovery unit.
4.1.3 Ammonia concentration unit
4.1.4 Interconnecting Piping valves as per Annexure 3.
4.1.5 Instrumentation and controls
4.1.6 Complete electrical system
4.1.7 Any other item required as per vendor
4.1.8 Demolition / obstruction, if any, of the equipments/structures related to
changes in the sections to be retained, shall be in the scope of the vendor.
5.0 GUARANTEES:
Vendor shall furnish following guarantees for the PGR system.
5.1 Performance Guarantees:
5.1.1 Vendor to guarantee plant operation at Rated, Normal and 50% of normal purge gas flow
rate.
5.1.2 Vendor to guarantee minimum Hydrogen recovery of 90.0 mol% at all above condition as
per 5.1.1.
5.1.2 Vendor to guarantee minimum Ammonia purity of 99.5 mol%.

5.1.3 Vendor shall guarantee purity of Hydrogen as minimum 90.00 %.
5.1.4 Vendor to guarantee max ammonia concentration 200 ppmv for the reject gas.

5.4 Guaranteed start-up time for PGR unit
6.0 TIME SCHEDULE
The preferred completion period of PGR Unit shall be 8 months. In case of higher
completion period, necessary loading as per loading criteria shall be done.
6.1 Bidder shall furnish activity schedule in form of master network in PrimaVera identifying
major activities in various areas like design, engineering, procurement of materials and
bought out items, manufacture of equipment, delivery activities.
The schedule should confirm to the time period mentioned.
6.2 Master network shall be discussed and agreed upon. Engineering drawings and data
submission schedule shall also be discussed and finalized before issue of letter of intent.6.3 After award of contract, the bidder shall plan sequence of work of manufacture and
erection to meet the commissioning dates given above and shall ensure that all
work/manufacture, shop testing and shipment of equipment is in accordance with
construction/execution sequence.
6.4 Within fifteen days after award of letter of intent bidder shall submit for review and
approval of detailed network schedules based on master network as mutually agreed
upon, showing logic and duration of activities in following major areas: Detailed
engineering, procurement, manufacture, shop, inspection, testing despatch/shipment
and receipt at site.

6.5 Bidder shall, within fifteen days of award of letter of intent, submit the scheme for
calculation of percentage progress for schedule and actual, for review and approval of
the client.
7.0 QUALITY ASSURANCE AND CONTROL:
7.1 Quality Assurance (QA) shall mean the organisational set up, procedures as well as test
methods and facilities developed by bidder in order to assure that all equipments leaving
bidders shop are of the highest possible quality that is either equal to or better than the
requirement specified.
7.2 Quality control(QC), shall mean all the tests, measurement , checks and calibration whichare to be carried out in bidders shop in order to compare the actual characteristics of the
equipment/ unit /system with the specified ones, along with furnishing of the relevant
documentation (certificates/records) containing the data or result of these activities.
7.3 Bidder shall submit a c omprehensive description (manual) of QA/QC measures
contemplated by him for implementation with regard to this specification. It is contractual
obligation of the bidder to develop and implement adequate QA/QC systems.
7.4 QA/QC system shall cover all products and services of the contract i.e. documentationmaterial, shop and site fabrication, transportation and site works, including job sub
contracted by the bidder.
8.0 PROGRESS REPORTING:
Bidder shall prepare monthly progress report under the following broad heads, indicating
schedule and actual status of individual items.
i. Basic Engineering
ii. Detailed Engineering
iii. Procurement (Ordering)
iv. Manufacture
v. Delivery
vi. Erection & Commissioning
It should contain
i. Executive summary
ii. SCurve indicating schedule & actual percentage progress.

9.0 CLARIFICATION OF CONFLICTS:
If there is any conflict between the related specifications, codes and s tandards, the
Contractor shall immediately consult with the Purchaser in writing for clarification. Failure
of Contractor to seek, in writing, clarification of conflicting requirements prior to
acceptance of the Purchase Order shall constitute obligation of Contractor to comply with
all of the conflicting requirements at no additional cost, even to the extent that rework
and/or retesting may be required.

1.0 DRAWINGS & DOCUMENTS
This chapter details out various drawings and documents to be generated at various stages
during the course of execution of the Project by the LSTK Bidder for different project activities.
Categorization of the documents/ drawings for review/ information/ records of PMC and the
review/ approval requirements of the Owner/ PMC along with routing of the documents/
drawings will be conveyed separately as a philosophy.
The efficient handling of drawings and documents to be prepared by the LSTK Bidder under the
contract is the key to the timely completion of the plants. The LSTK Bidder undertakes to
ensure that all drawings and documents to be submitted by him to the Owner/ PMC shall be ofprofessional quality and conforming to the contractual requirements. The LSTK Bidder also
undertakes to institute a formal drawing control system which will be documented and
submitted to the Owner/PMC for review or approval.
Compliance of this chapter on drawings and documents is mandatory and is non-negotiable.
The drawings / documents are to be generated by the LSTK Bidder at various stages of the
project covering different activities. The drawings / documents generated will be in the category
of Approval/ Review/ Information. The list of drawings and documents required is enclosed;
however, the categorisation for the drawings/ documents will be informed separately. However,
this will in no way relieve the LSTK Bidder of responsibility to conform to drawings, standards,
specification, codes and contractual requirements / obligations.
The LSTK Bidder shall prepare the drawing numbering procedure and submit to Owner/ PMC
for approval. Each Drawing submitted by the LSTK Bidder shall be clearly marked with the
name of the Owner, PMC with revision number & date. It should contain the minimum following
details:
a.Size of Drawing.
b.Discipline of Engineering for which the drawing is issued.
c.Discipline wise segregation of numbering sequence for example:
LSTK Bidder to note that the number corresponds to Ammonia- I & II plants and shall be
prefixed to all related documents/deliverables which shall be indicated to successful bidder.

Sequence of submission of drawing is essential for proper review of documents and timely
completion of the project is to be adhered. In case sequence is not maintained, the documents
submitted will not be reviewed by Owner/ PMC and responsibility of timely execution of plant
shall be to the LSTK Bidder's account.
2.0 CATEGORY OF DOCUMENTS

LSTK Bidder can continue to progress with the work. This
drawings or documents will be retained with Owner/PMC
for information only. Owner/ PMC reserves the right to
advise the LSTK Bidder of any comments (deviations
from the contract) at any time and the LSTK Bidder is
liable to respond to satisfy that the work being done is in
accordance with the contract; deviations, if any will be
bidder's risk and cost.
2 Review
Owner/PMC will review and advise the LSTK Bidder of
any Comments on Bidders Drawings / documents within
specified schedule (ie 2 weeks), from date of receipt in
PMC office of LSTK Bidder's drawings/documents. The
review period is defined as date of receipt of documents
by PMC, to date of issue of comments by PMC. This
review period shall be valid only if submission of drawings
is done by LSTK Bidder in accordance with approved
drawings / documents schedule as indicated in ITB. In
case of any non-conformity to the above by LSTK Bidder
due to which the period of review extends beyond 2weeks by the PMC, schedule delay, if any will have to be
absorbed by the Bidder.
The documents falling under Review category will be returned with comments within specified
time schedules subject to fulfilling other conditions enumerated. The information category
document will be retained for information only but however Owner/PMC reserves the right to
comment at any stage of the Project, but not later than two weeks of receipt.

Where clearance of Owner/ PMC is required for ordering of equipment materials, enquiry
documents and one technically selected offer is to be submitted for review. The unpriced
copies of purchase orders detailing both technical and commercial aspects for all items shall be
submitted to PMC/ Owner within 15 days of issue of the same.
Each purchase order forwarded should contain complete technical documents. It is obligatory
for the LSTK Bidder to obtain acceptance on all the technical documents and accepted copy
only to be forwarded to Owner / PMC. Any inaccuracies /omissions/inconsistencies noticed and
brought to the notice of the LSTK Bidder at any stage of the project will be rectified/ replaced by
LSTK Bidder without any cost & time implication to the Owner/ PMC.
Detailed manufacturing schedules of fabricated/ manufactured items shall be submitted withinone month of ordering, Status report for all the items in detail, will be submitted once in a
month.
Documents to Boiler Regulation authorities shall be submitted and getting the documents
reviewed by PMC/Owner. To any other agencies, documents shall be submitted under
intimation to PMC/Owner.
As built drawings and documents will be generated within one month of completion of activities
on respective items of work.
As Built Drawings:
LSTK Bidder will furnish reproducible and electronic files of all the drawings under their scope
to Owner / PMC, certified as As-Built Issue by Third Party Inspection Agency (TPIA) for
Vendor Items coming under Third Party Inspection / LSTK Bidder for all other drawings.
Upon completion of identifiable units or components of the fabrication, construction and
installation phase of the project the Bidder will complete all the related plans to the "as built'
stage including all Vendor drawings and furnish Owner/PMC with the following:
a. One complete set of all original tracings copies.
b. One complete set of reduced size (A3-297x420 mm) copies of all drawings.
c. One set of CD for all documents/drawings/data
d. All the as built drawings duly certified should be scanned and converted into electronic
files made on magnetic/discs/optical long storage.

e. All other project documents such as operating and maintenance manuals,
manufacturers' Catalogues etc. shall also be scanned on magnetic/optical discs for safe
storage and retrievals by the Owner when needed.
f. 8 complete sets of full size prints of the drawings and 4 sets of reduced size prints.
g. 8 complete bound sets of Manufacturer's specifications including design calculations.
h. 8 complete sets in hard binders of the Manufacturers data book including certified prints
and data for all items including test reports. Data Books shall be complete with index as
tag numbers associated with Manufacturer's data shown. Equipment data shall include
as a minimum requirement the principal and description of operation, drawings and
dimensions, spare parts lists and unpriced purchase orders and bill of material.
i. 8 bound copies each of the Spare Parts data books and the Lubricants inventory
Schedule.
j. 8 complete sets of field records shall be signed by both the Bidder's and Owner's
Representative at the site.
k. Original approvals and related drawings and documents from the statutory authority.
l. Copies of correspondence with the statutory authorities.
3.0 PROCEDURE
The procedure for compilation of final as-built documents / drawings shall be informed later.
However the Procedure for routing the final / as built documents/ drawings to PMC / Owner
shall be informed during the execution stage.
