What is a Property Network?
For this discussion, a property network is a list of employee names that have been identified as the “Property Experts” within a respective area. These “experts” are required to attend mandatory training every two years to stay abreast of current policies and procedures related to effective management of institutional property.

What is a Property Executive?
The President delegates to the Property Executives the responsibility for oversight and enforcement of institutional policies and procedures. The Executive Vice Presidents are named as the Property Executives.
Property Executives provide oversight for their areas of responsibility by reviewing reports provided by the Property Manager including the results of the annual inventory. Property Executives ensure institutional policies and procedures concerning capital and controlled assets are followed in their areas of responsibility and enforce these policies and procedures when necessary.

What is a Property Administrator?
A Property Executive delegates to Property Administrators the custodial responsibility, accountability, and control of all capital and controlled assets entrusted to the division or department. Division Heads, Division Administrators, Department Chairpersons, Department Administrators, and Administrative Managers are Property Administrators.
A Property Administrator is responsible for the division’s or department’s capital and controlled assets throughout the property life cycle. Missing and Stolen Property Reports require approval of the Property Administrator.

What is a Property Officer?
A Property Administrator delegates to the Property Officer the responsibility for the accounting of all capital and controlled assets entrusted to the division or department. A division may have one or more Property Officers as designated by the Property Administrator.
The approval of the Property Officer is required for all disposals, transfers to the Warehouse, and transfers of capital and controlled assets from one department to another.
The Property Officer is responsible for the timely completion and accuracy of the division’s or department’s annual physical inventory.

• Tagging of your asset should occur during the receiving/commissioning process.

Tagging Procedure
Procedure
Property Identification Tags must be placed on the asset in a location that is readily visible and accessible for verification and scanning once the asset has been placed into service. This provides quick recognition by the human eye and allows for easy scanning with a bar code reader. Care should be taken not to place the tag on a removable section or panel as they can be interchanged during maintenance and result in incorrect association of an identification number with the asset.
