Newcomer students are recent immigrants who have little or no English proficiency and who may have had limited formal education in their native countries.
The next few slides will highlight
a Newcomer Academy
in Fort Morgan, Colorado.

MENA – Migrant Education Newcomer AcademyGoals of the program
• Establish a bridge between newcomer needs and existing language support system
• Develop English language skills
• Help newcomers acculturate to
U. S. schools
• Make newcomers aware of educational expectations and opportunities
• Create connections to existing community resources
Program Design
Must match student needs with District resources
• Use of migrant funds
• Potential for other grants
Program structure-half day program
Off campus site
Secured curriculum materials and tools
Provide extended time for learning
• Integration within regular school, extracurricular activities, etc. Ex. Reading to elementary students

• OMC- Community Integration for students and Parents
• Workforce Center – Job readiness skill development
• SARA Inc. – relationships
• CSU Extension Program – Hands on Science lessons in robotics
• Doctoral Students from UNC and DU- Group counseling
• Colorado Heights University – community presentations and campus visit
• Cargil Meat Solutions – donation of SMART Board system $4000

• Entrance Criteria – school referrals, pre-assessment of English language proficiency (CELA PLACE Test), transcripts of formal educational experiences.
• Exit Criteria – Formative and Summative Assessments (Inside/Edge Curriculum, LEARN Consortium assessments, A+ courseware assessments, CELA PRO state assessment, CSAP Assessment) These assessments as well as instructor observations and recommendations will provide a body of evidence to determine each student’s completion of services.

• Two labs (MENA & Pioneer Elem.)
• C.A.I. and Direct instruction
ARAR – (Advancing Refugee Academic Readiness)
• Grant from LFS to FMSD. (a number of the refugee students also migrant)
• Used LEARN Consortium Materials
Math Masters Curriculum
2012 Summer Programs• Bi –National Consortium
• Two teachers assigned to the Fort Morgan summer program in July.
• Received training in Math Masters
• FM MEGA Dolores DelCampo served as host family.
• Great collaboration: (CDE, Bi-National Consortium, CBOCES and Morgan County School District.
• Added an additional teacher at Pioneer site to run an additional Math Master program.

CBOCES Greeley Programs• School Readiness (Si Sail) Success in School and in Life –
3-5 year olds, focus on Newcomer families.
• Family Literacy Program – Elementary school age families. • reading, writing, and speaking in English and native language
• Pre K – 5th grade and Parents
MEP funded District Programs-Fort Lupton District- K-12 grade during the month of June
-Yuma School District- ESL class for migrant parents
