First of all, thanks to many of you for your patience related to the changes in tax-exempt status and reporting for your 4-H Clubs, Councils and affiliated groups. We know that several of you contacted us asking for guidance. We have been waiting for new guidance, either from 4-H National Headquarters at USDA/NIFA or from the IRS. We recently learned that your response should be the same as what we originally instructed. What do you do if you, or your clubs and club leaders, receive filing notices from the IRS? (The notices may be for tax year 2010 and/or 2011). If your clubs, councils or affiliates receive such a letter -- NO REPONSE IS NECESSARY. COPIES OF THE LETTERS SHOULD BE KEPT ON FILE ALONG WITH A COPY OF THIS GUIDANCE.

These notices are just one step of many of the transition issues underway as 4-H changes how it gets it tax-exempt status. For North Dakota, IRS is in the process of transitioning all of the North Dakota 4-H entities from what was a federal level general exemption (GEN 2704) for income tax liability to a state responsibility. For our state, we have determined that North Dakota State University will serve as the umbrella organization for our tax-exempt status in the future. Although we have not received official communication that this transition is complete, we do know that the Internal Revenue Service (IRS) is working on this. They are doing a state-by-state transition with all 50 states going through this.

At some point all of the officially recognized 4-H entities in our state will be removed from the IRS files as a separate entity and they will be aligned with North Dakota State University. Once that is complete, 4-H clubs, councils and other affiliates in North Dakota will get their tax-exempt status as a non-profit from North Dakota State University. We don’t have a timeline when the transition will be complete because this is being done by IRS. Once the transition is complete, NDSU (probably through the state 4-H office) will provide new reporting and accountability instructions. All 4-H groups will need to comply in order to maintain their non-profit status and continue to be recognized as a club, council or affiliate and be in good standing with the North Dakota 4-H program.

Approval Process for Student Travel in State Fleet Vehicles

According to NDSU and State Board of Higher Education Policy, student’s travel in state fleet vehicles must be approved. This includes any youth involved in the NDSU Extension Service program who are transported in or drive a state fleet vehicle.

The NDSU Extension Service is using the “Request for Authorized Academic Use of State Fleet Vehicles” form from the Vehicle Reservations page on the NDSU Facilities Management web-site for this purpose.

The NDSU Extension Service will approve the following types of travel: 1) As part of our educational program. (Similar to student travel

related to academic course in a campus setting). Youth who are participating in a learning opportunity, which may include officially representing North Dakota 4-H, is covered in this section.

2) Students in an employee relationship with the extension service. 3) Students operating within scope of NDSU Extension leadership

responsibilities. (example - ND 4-H Ambassadors who are operating within scope of their leadership responsibilities)

4) Students who accompany a staff member (or travel on their own, using a state fleet vehicle) for the purpose of representing the NDSU Extension Service.

This policy applies to ALL STUDENT TRAVEL within the US and Canada. Other policies involving students as passengers or drivers also apply. Academic uses that involve students, such as field trips, will be authorized via the respective college dean.

Process:1. Complete the Request for Authorized Academic Use of State Fleet

Vehicles form. Authorization to use a state fleet vehicle is an approval process; not a simple formality.

2. For county office staff, submit the completed form to your appropriate district director’s office for recording of fund numbers and further routing and approval.

The travel request will be reviewed and authorization determined. The completed authorization will be forwarded to the Motor Pool Office at NDSU. Any previously made reservations for state fleet vehicles will be canceled for trips for which authorization is denied. The originating staff member or office will be notified when the approval process is complete and use of a state fleet vehicle is authorized.

4hOnline Support Staff Training

The District Support Staff Meeting Committee has invited the Center for 4-H topresent 4hOnline training at each of the District Support Staff meetings. Weencourage anyone that uses 4hOnline to attend this session. Enrollment, eventregistration, ES237 reporting, broadcast emailing, and posting newsletters willbe discussed.

Watch for your invitation to the district support staff meeting. The 4hOnlinetraining will be an optional training either before or after each district meetinglisted on the registration.

2nd CountyThe 4hOnline system has a 2nd county field for members that are enrolled in two counties. This is only allowed if the member enrolls in a different project.  They cannot enroll in the same project in both counties. To view all of your county members including 2nd county members:

1. Enrollment: On the Members/Volunteers tab, on the county field, choose “Select a county” instead of the county name

2. Custom Reports*: Choose “Edit Report” and then click the box in the Include Second County in the section at the bottom of the report page. Click Save.

*Please note that the Shared or Standard reports may not have the 2nd county box checked.  Memorizing the report will not allow you to change the 2nd county box. You will need to recreate the report in custom reports or contact the report creator to change it.

Archiving RecordsArchiving records is a good way to clean up your county records, however, there are things to consider before archiving. The archive status is used for members who will not return to North Dakota 4-H or participate in another 4-H event.  Archiving accounts should only be used in cases that you are absolutely sure the member/family will not return to 4-H.  A good rule is if they have moved out of state or aged out of the program, they can be archived. If they are moving to another county, they can change their profiles to reflect the new information so archiving is not suggested. Active accounts should never be moved into an archive status.  4hOnline is working on a system to automatically archive accounts if they have been inactive for an entire year.  For example, if a member was enrolled in 2011-12 but not in 2012-13, they will automatically role into archive status at the beginning of 2013-14.

Call for Communication Arts Program Dates

If you will be hosting the 2013 Communication Arts event in your district, please send the date and location to Katie Tyler at [email protected] or call at 701.857.7682.

The participant gift for district events will be a t-shirt this year. Logistics for getting the gifts to each district will be made with the district coordinators. The Pre-Teen and Teen registration forms have been updated to include a column to note t-shirt sizes of your participants, so please make sure to download the new forms from the Center for 4-H Website.

Due to the change in the federal savings bond applications, teen winners will have the choice between registration to EYC or a ND 4-H Communication Arts pullover or sweatshirt. The Communication Arts information packet has also been updated and is available online. Short take topics will be sent to district coordinators.

Encourage all your 4-H members to participate. Between demonstrations, illustrated talks, prepared speeches, interpretive readings, dramatic presentations, commercials, short takes (impromptu), broadcasting, presentation software, video production, web site design, or 4-H promotions, there is a place for every member to find a category they like! Cloverbuds can even recite the 4-H pledge, so feel free to encourage involvement from all!

Don’t forget: Teens are eligible to with a FREE registration to the Extension youth Conference through the district (MPU) 4-H Communication Arts Contest.

State Horse Judging, Quiz Bowl, and Hippology

The state contests for horse quiz bowl and horse public speaking/demonstrations will be Friday, April 12 and the contests for horse judging and hippology will be Saturday, April 13 at NDSU and the Equine Center. Information for the contest is available on the http://www.ndsu.edu/4h/ web site. Please pre-register your participants by April 5 in order that we can make arrangements.

Judging Team Discussions There continues to be a lot of discussion about judging teams and how they are assembled, the ages of participation, how things get set for national contest representation, etc. Last fall, Brad provided some considerations to judging team arrangements which was introduced at the training held in Washburn and then comments were to be sent to Brad for consideration. He did not receive many comments after Washburn and those he did receive favored leaving things as they were.

We hold state judging contests for the purpose of providing a fun, educational event where participants can develop, practice, and showcase skills. We do not hold state contests for the purpose of selecting national contest teams. Most of the national contest rules indicate the state 4-H leader can select a state’s

team by any method they choose. In North Dakota, the method chosen by the state 4-H leader has been the top team in our state contest.

Since there continues to be all of this talk about teams, ages, etc. I am developing a survey (on Survey Monkey) for staff to provide your preferences on the topics I have listed below. Let me know if there are other topics related to judging teams I should be including.

1. Number of members on a team2. Ages of members on junior and senior teams3. One county only or combination of counties for a team4. Eligibility after a team has placed first in the state contest5. And in a related question – dual membership

When I have the survey ready, I will send an email with the link to the survey.

4-H Meats Judging Contest

The 4-H meats judging contest is tentatively scheduled for Wednesday, June 12 at NDSU. Please hold this date. Dr. Maddock is planning some training for the event.

Voices of 4-H History

The National 4-H History Preservation Team is launching a 4-H Voices History Project in 2013. The purpose of the project is to capture – in audio, video and/or written form – the remembrances of past 4-H members, volunteers and staff. This project is timed to correspond with the 100 year celebration of the Smith-Lever Act in 2014.

How does it work? 4-H members conduct interviews to capture the stories of former 4-H members, volunteers and staff. Selected interviews will be shared for the 2014 Centennial Celebration of Cooperative Extension.

Each state can submit up to five products. These can be 1-3 minute audio clip of an interview 30-90 second video of an interview 3-5 minute audio or video montage 1-2 pages of written remembrances

The standards for the A/V or transcript are: Video – AVI or WMV format Audio – WAV format Transcript – Text or Rich Text Format

Projects need to be submitted to Linda Hauge by June 15th to be submitted as a North Dakota entry in this contest.

North Dakota, as a Great Plains state, is not immune to poverty and food in-security issues. A report published by the Center for Rural Affairs at Lyons, Nebraska, cites that rural poverty is a significant issue in many areas of the plains states and one of the signs of living in poverty is food insecurity. This is particularly evident when one considers USDA’s definition of food insecurity as a “lack of access, at times, to enough food for an active healthy life for all

household members or limited or uncertain availability of nutritionally adequate foods”.

A Call to 4-H Youth

4-H and Invest an Acre is an opportunity for youth in your community to apply for up to $1,000 to help solve hunger in your community. Grant funds can be used for a number of hunger related projects, and it is our hope that through this grant, 4-H’ers will:

Demonstrate how they will increase their learning and actions related to food security and hunger relief

Use recommended resources to educate others related to food security and hunger relief most appropriate to their community/area

Select a community project(s) that uses recommended resources, creates an awareness and educates others about food security and hunger relief in their communities

Meet with their nearest ADM site to understand the Invest An Acre program and explore opportunities for partnership

Use the toolkit provided to promote Invest An Acre among farmers and ranchers in their area

Record and report their volunteer hours and the number of people they reached

County Extension offices and youth receiving funding will be expected to learn about hunger in their local community as well as the impact of food insecurity globally.  A toolkit will be provided that includes programs and activities designed to complement the education needed.  Community projects selected will engage both youth and adults in brainstorming and then carry out meaningful service to the community. Suggestions of service ideas include, but are not limited to:  GIS mapping of areas in which food security is most prevalent and presenting it to the town/city council; creating or partnering with an existing community garden; or assisting the food bank with packing weekend backpacks for students. Youth and adults will be expected to collect data on how many youth and adults they reached and also the number of volunteer hours involved.

The 4-H Foundation helps fund twenty-nine (29) 4-H programs in seven (7) curriculum areas. These programs are implemented in every North Dakota county. The 2012-13 budget for direct program support is $119,000! This money is needed to pay expenses not covered by public (state and federal) funds. It also keeps the costs to members and families at a bare minimum and many times, no cost at all. Some 4-H programs receive no state or federal support at all and are solely funded with money raised by the 4-H Foundation.

April Month of the Military Child

April is national “Month of the Military Child”, a time to honor youth impacted by deployment.

In celebration, the Center for 4-H Youth Development, is inviting all North Dakotans to join us once again for “Purple Up!” For Military Kids. We are encouraging everyone across North Dakota to wear purple on Monday, April 15, as a visible way to show support and thank children from military families for their strength and sacrifices. Purple symbolizes all branches of the military because it is the combination of Army green, Coast Guard blue, Air Force blue, Marine red, and Navy blue.

State Match Dates Set

The spring match will be held at the North Dakota State 4-H Camp near Washburn May 4 & 5. The match will include a 40 shot benchrest competition for beginners and a three position 60 shot competition for juniors and seniors. The highest team qualifying senior team and shooter will qualify for the 2014 4-H National Invitational.

The archery divisions are recurve freestyle and bare bow. The compound divisions are also freestyle and bare bow. There is no division for bare bow in senior age. The reason barebow is excluded from the state match is that the division has had little representation in the past and that division is not available in the 4-H National Invitational.

The archery competition will be 3-D for all age divisions. FITA field archery has been added to the spring state match so that we complete the triad of events to match the 4-H National Invitation. This will give our youth and instructors experience at these competitions before making the trip. The FITA match is a pilot competition and has been shortened to allow it to be completed with our current schedule.

The summer match is scheduled in Bismarck at the same locations as last year. The match will be all three shotgun events and field archery. The date is August 24 and 25.

Training

Training switches to the shotgun mode in April. If your county has instructors that need updates or certifications, they should contact Karla Meikle now. Many instructor’s certifications have lapsed. Please remember that all registrations for training must be completed on the 4-H Online system under event registration. Our training opportunities will “go dark” after April due to camp training and start up commitments.

All 4-H Clubs and Units are encouraged to organize tree planting events this April to celebrate Earth Day, Arbor Day, and Global Youth Service Day.  Please take advantage of the opportunity to join with thousands of other 4-H youth to plant trees as a community service project!  Please consider making this your April community service event.  you don't have to be in 4-H to be part of 4HMT. People and groups outside of 4-H are also encouraged to plant trees this April, and add them to the project database on the Join Us page.

Earth Day is April 22 this year, so the weekend of 4/20 - 4/21 would be ideal planting days

National Arbor Day is April 26, so Saturday 4/27 or Sunday 4/28 would be ideal planting days.

Global Youth Service Day is April 26 - 28, so the same weekend would be perfect for your tree planting events.

Good places to plant include local/county parks, schools, and churches; front or back yards; farms and ranches; National Wildlife Refuges and other public lands.

Volunteer Coordinators are excellent points of contact for public entities. Contact the owners of private lands.

GEAR-Tech-21 Camp

GEAR-Tech-21 is an innovative program that brings robotics, GPS and GIS together. This camp is open to any youth who will be going into grades 5 – 8 in the fall of 2013. (You don’t have to be a 4-H member to attend this camp.) We have scheduled this camp during Extension Youth Conference, June 17 – 20 on the NDSU campus, so youth interested in attending will be able to ride the bus to Fargo.

Youth attending will:

Build and program robots. Operate a handheld GPS receiver. Put your science, technology, engineering, and math skills to work. Explore the outdoors.

2013 North Dakota 4-H Film Festival

The 2013 North Dakota 4-H Film Festival is scheduled for 2 p.m. on Sunday, July 21 at the North Dakota State Fair in Minot. 4-H members ages 11 and over are encouraged to create and submit a video. Teams of one – four members may submit a film, but at least one of the team members must be a current 4-H member. Films can be one - ten minutes in length.

There are five categories for the 2013 4-H Film Festival: Narrative Animation Documentary 4-H Promotional Voice of 4-H History

The top three entries in each category will be invited to showcase their video at 2 p.m. on Sunday, July 21 at the North Dakota state fair in Minot. A $100 cash prize will be awarded to the top entry in each division and a $100 cash prize will be given as the People’s Choice award.

The National FilmFest 4-H event will take place August 4-7, 2013 in Branson, MO. It is an event where youth can submit videos into the national contest, participate in learning sessions from nationally known videographers, and meet other youth from across the United States. If you have youth that might be interested in attending this event, please let me know. The North Dakota 4-H Foundation will once again sponsor a group of ND 4-H members and adults to attend this event. Let me know if you have any questions.

4-H Robotics Event – September 28

Youth in 4th – 6th grade in the 2013-2014 school year are invited to participate in the 4-H Robotics Events which is scheduled for Saturday, September 28 at

the Mandan High School in Mandan. The day will be filled with hands-on junk, WeDo and NXT robotics training and challenges for event participants. This event will run from 10 a.m. until 4 p.m. and will be limited to 30 youth.

Registration for youth will be $20 and will cover supplies and lunch. Adult registration will be $10 for lunch.

State Fair Changes

A couple of changes will take place with state fair participation. More information will be coming on these topics.

1) Poultry must be banded and require Pollorum testing or be from a certified NPIP flock/source.

2) Market swine must weigh at least 220 pounds and not more than 300 pounds to be eligible for champion market hog. Market swine less than 220 pounds or more than 300 pounds will be shown in sub-lots with blue, red, white ribbons, but will not be called back for champion market hog competition.

3) Market swine and crossbred breeding gilts will operate under a Declare Your Weight process, which means each exhibitor is responsible for weighing their own hogs during a noon to 7 p.m. time and submitting that weight to the superintendent. Top two hogs will be weighed again after their weight group is shown and must re-weigh with in ten pounds of the declared weight. If they do not, they will not be eligible for continued competition.

4) All hogs must have a clean legible tag in their ear.15

5) 4-H livestock entries will be entered in the FairTab program by the county and sent to the state fair 4-H office by Tuesday, July 16 (static exhibit entry day). Livestock exhibitors entering open class will still need to enter those animals to the state fair by Tuesday, July 9 even if they are entered in 4-H.

Facility

We have received the new rendering of the 4-H building project and have prepared for the upcoming legislative session. At the time of this writing, crossover has occurred and our proposal goes in front of the budget committee for consideration of full funding of the $900,000. The capital campaign remains active with Duane Hauck and others continuing to submit requests to private business. Camp Program

The camp registration went live on March 1. Toolkits and promotional supplies have been shipped. The sport shows and Winter show promotions have been completed. The next items on the checklist will be getting camp ready for the summer. We have purchased another small court game called Trangle Ball. You can look at it on YouTube.

The Camp Program committee has a subcommittee working on items for camp improvement day and we will look at them in-depth at the next Statewide Camping Committee meeting in April. Karla and Jackie have graciously agreed to spearhead the effort. Jesse Handegard and Elroy Haadem have agreed to work on replacing some of the cabin walls. Mylie Lavold has a request in to a company for a donation of corral panels.

2013 North Dakota 4-H Camp Counselors Selected

It is our pleasure to announce that Thomas Peterson will return as our lead counselor at the North Dakota 4-H Camp for the 2013 camping season. Thomas will be a rising junior at North Dakota State University as an Agricultural and Biosystems Engineering major.

Jonathan Price, from the University of Mary, will also be returning as a camp counselor for this summer. Jon is a proud McLean County 4-H alum and is part of the Marauders Cross Country team!

Stacy Peterson will return as a camp counselor for the 2013 camping season at ND 4-H Camp. She is currently attending Minnesota State University Moorhead and will be entering her junior year in the fall of 2013.

Marita Rau, proud Sheridan County 4-H Alum, is joining our counselor team. Marita is an Agriculture Education major and Extension Education and Crop and Weed Science minor at North Dakota State University.

Heidi Barnick, current 4-H State Ambassador, will also be a part of our counselor team at ND 4-H Camp for 2013. Heidi will be a rising sophomore and is majoring in Agriculture Economics at North Dakota State University.

Camp counselor training will be held May 18-May 25 at the North Dakota 4-H Camp. Staff wishing to welcome and meet the counselors are invited to join us for a meal during the week. Contact Katie Tyler for more information.

4-H Camp Kitchen Staff Search

We are in the process of finalizing staffing at the North Dakota 4-H Camp for this summer. The kitchen staff still needs to be identified and hired. We are hoping for your help in searching out interested individuals for these positions. Due to the schedule this year, we are looking to hire two kitchen staff members. A summary of the position, job details, and a tentative 2013 summer camping season calendar can be obtained by contacting Katie Tyler or Adrian Biewer.

The salary is stated in the job description at $13.50/hour, and housing will be available for those who need it. Training will be provided.

We will begin interviews and selections as the applications come in. If they have questions, they can call or email Adrian or Katie. Your help in forwarding this opportunity to former 4-H’ers, leaders, community citizens, young adults interested in culinary arts or restaurant management, or others you think may be interested is appreciated.

the 4-H camp education program.  They learn responsibility, patience, leadership and supervisory skills. Position InformationWorking under the supervision of Camp Counselor Staff and Extension Service Camp Chairs, the Junior Camp Counselors will help manage camp programs, develop a camp spirit and motivate campers throughout the week. They will assist with recreational activities, evening programs and campfire activities. The Junior Camp Counselors act as role models, must enjoy working with youth in an outdoor setting, follow directions and abide by all camp rules, policies and procedures.

The Junior Camp Counselor will require working with youth ages 8-15 and assist with 4-H educational programming in a camp setting. Work hours are based on camp needs and while not acting in the capacity of a Junior Camp Counselor will participate in camp activities and educational programming.

Qualifications1. Eligible youth are at least 15 years old, have leadership experience, and

have an interest in the 4-H camping program. 2. Training will be provided.

Skills Gained:Communicating and relating to others, self-awareness, acquiring, analyzing and using information, problem-solving and decision-making, managing resources, leadership skills, and teamwork.

Fees/Benefits:There are no weekly fees, salary or monetary compensation for being a junior camp counselor, however there is a one-time non-refundable registration fee of $100. Benefits include: a camp t-shirt, a camp sweatshirt, name badge, room and board for two weeks, $20 in canteen funds, leadership training, participants of the 48 Hour Camp, designed especially for older youth June 14-16, and more!
