1 IntroductionThis report details the Government’s revised 2013-14 Capital Works Program, the achievements during the quarter and outcomes for the year to date.

1.1 Summary of Achievements in the December 2013 Quarter

Details of the Capital Works Program outcomes by agency and project are at Attachments A to C.

Achievements during the December 2013 quarter include:

The completion of 35 projects, including:

– Lyneham Precinct – Asbestos Remediation;

– Remediation of West Belconnen Land Fill Borrow Pit;

– Tuggeranong Arts Centre Improvements;

– Transport for Canberra – Barton Bus Station;

– Molonglo Leisure Centre (Feasibility);

– Harrison – Horse Park Drive and Mapleton Avenue Intersection Upgrade (Design);

– ESA Station Upgrade and Relocation – Charnwood Station; and

– Upgrade to Public Toilet Facilities.

Lodgement of 33 functional briefs during the quarter taking the year-to-date total to 87 out of the 96 required for the 2013-14 year. These include:

– Horse Park Drive Water Quality Control Pond;

– Cravens Creek Water Quality Control Pond;

– Ainslie Music Hub;

– Common Ground Supportive Housing;

– National Arboretum Canberra – Carpark Upgrades;

2 2013-14 Capital Program2.1 2013-14 Program Overview

The 2013-14 Budget continued the significant investment in capital works across the Territory.

The original budgeted capital works program as published in the 2013-14 Budget Papers was $695.650 million. This figure was amended to $684.7 million, to take account of end of year rollovers and other opening financial year adjustments.

As part of the 2013-14 Budget Review, agencies reviewed their programs and projects in light of the first six months of progress and identified where re-profiling of projects was appropriate. This resulted in $119 million in net expenditure being re-profiled into later years.

The estimated outcome for the 2013-14 Capital Works Program has been revised down from $684.7 million to $565.446 million.

A reconciliation of the 2013-14 Capital Works Program is shown in Table 1 below.

2.2 2013-14 Program Expenditure as at 31 December 2013

The actual expenditure for the December 2013 quarter was $137.9 million, which comprised:

New Works expenditure of $13.632 million; and

Works in Progress expenditure of $124.284 million.

This brings the total year-to-date expenditure to $252.350 million, which equates to 36.8 per cent against the total funds available for expenditure in 2013-14 of $684.700 million (or 44.6 per cent of the estimated outcome as outlined in the Budget Review of $565.446 million).

By comparison, the year-to-date expenditure for the same period last year was $215.670 million (or 25.3 per cent against the total funds available for expenditure of $851.637 million).

Expenditure in the December quarter is greater than that recorded in recent years. The expenditure early in 2013-14 is primarily related to the large component of the program which is works in progress.

2.2.1 2013-14 Capital Upgrades Program

Capital upgrades are essential works that extend the useful life or improve the service delivery capacity largely for existing assets and do not include recurrent or ongoing expenditure for repairs and maintenance.

Year-to-date expenditure on the 2013-14 Capital Upgrades Program is $12.156 million, or 24.8 per cent, against an available budget of $49.098 million.

2.2.2 2013-14 Urban Improvement Program

The Urban Improvement Program provides for works that improve the amenity of our growing city.

The Urban Improvement Program is an ongoing program where projects are allocated annually. The size of the program may change to match variances in the actual Lease Variation Charge revenue collected.

Funding of $20.856 million has been allocated in 2013-14.

2.4 Non-Financial (Milestone) Outcomes

Delivery of the 2013-14 Capital Works Program is also measured against non-financial indicators, reported through monthly milestone updates. Project progress is recorded by agencies against key milestones for the New Works Program, inclusive of the 2013-14 Capital Upgrades and Urban Improvement Programs.

2.4.1 Functional Briefs

The lodgement of functional briefs is a key indicator of progress made during the project initiation phase of the new works program. There are 96 briefs required for the delivery of the 2013-14 New Capital Works Program, of which 87 have been completed as at 31 December 2013.

Apart from those indicated on page 1, other significant projects which have completed functional briefs include:

Greenway Oval Improvements (Design);

Melrose Synthetic Football Facility (Design);

Molonglo 2 – Water Quality Control Ponds, Sewers and Cyclepath (Design);

City to the Lake Assessment (Feasibility);

Tuggeranong Introductory English Centre

Gorman House Multi-Art Hub;

Common Ground Supportive Housing;

Ashley Drive – Stage 2 (Design);

Transport for Canberra – Park and Ride Facilities (Design);

National Arboretum Canberra – Carpark Upgrades; and

Skate Park Upgrades – Eddison Park and Kambah Adventure Playground.

2.4.2 Final Sketch Plans

A total of 12 final sketch plans have been lodged during the December quarter in 2013-14, including for the following projects:

Melrose Synthetic Football Facility (Design);

Coombs Primary School Design (Finalisation of Design);

Common Ground Supportive Housing;

Bridge Strengthening on Commercial Routes – Barry Drive;

Main Pedestrian Thoroughfare Upgrade;

Manuka Oval – New Spectator Facilities and Media Infrastructure; and

Refurbishment of Belconnen Bus Depot.

2.4.3 Development Applications

As at 31 December 2013, 7 Development Applications were lodged, including those for the following projects:

Cravens Creek Water Quality Control Pond;

Common Ground Supportive Housing;

Woden Bus Interchange Redevelopment (Finalisation of Design);

Canberra College Cares – New Building at Phillip Campus; and

ESA Station Upgrade and Relocation – South Tuggeranong Station.

2.4.4 Construction Commenced

Construction has commenced on 35 projects as at 31 December 2013, including:

Replacement of ACTION Bus Driver Seats;

Refurbishment of Passenger Seats on buses;

Traffic Light Upgrades – Replacing Incandescent Lights with Energy Efficient LED Lights which will help reduce costs in this area;

Canberra Avenue Signage and Landscaping Improvements – Hindmarsh Drive to the ACT Border;

Upgrade Venue Booking System;

Continuation of Arterial Lighting on the Monaro Highway between Isabella Drive and Long Gully Road in Hume;

Irrigation Infrastructure Upgrade – Black Mountain Peninsula and Other Parks;

ACT Policing Facilities and Security Upgrades;

Franklin – Community Recreation Irrigated Park Enhancement;

Narrabundah Velodrome Upgrade; and

Refurbishment of Belconnen Bus Depot.

2.5 Delivery of Infrastructure for the ACT Community

2.5.1 Land Release Program

The supply and release of land is a central part of the Government’s economic and social strategy and supports the needs of a growing population, changing households and an expanding economy.

There are a number of related infrastructure projects underway in the Territory which will facilitate the release of land to the community, including the Horse Park Drive Pond, Cravens Creek Pond, North-South Arterial Road for Molonglo Suburbs (John Gorton Drive), Molonglo 2 – Uriarra Road Upgrades, Horse Park Drive Extension from Burrumarra Avenue to Mirrabei Drive and Molonglo 2 – Sewer and Pedestrian Bridge over the Molonglo River.

2.5.2 Affordable and Social Housing

Several projects are being delivered to provide safe, affordable and appropriate housing that responds to the individual circumstances and needs of low income and socially disadvantaged people in the community. Projects include the design and construction of new dwellings, and repairs and maintenance to existing Housing ACT properties.

The Final sketch plan and development application has been approved for the Common Ground Supportive Housing program this quarter, and clearance works on site have commenced. Common Ground is a housing model that provides permanent homes and the support to help individuals achieve stability and improvement in their lives. Funds are being used to design and construct 40 units close to the Gungahlin Town Centre. Half of the units will provide homes to those who are experiencing homelessness, with the remaining 50% to be offered as affordable rental accommodation.

Under the Expansion of Public Housing Energy Efficiency program, 1,339 properties have had upgrades completed, of which 319 properties had works completed this quarter. The upgrades, focusing on increasing energy and water efficiency through retrofitting new energy efficient hot water and heating systems, is part of a long term strategy to bring all Housing ACT properties up to a minimum 3 star energy efficiency rating.

2.5.3 Delivery of Transport Infrastructure

Significant upgrades to transport infrastructure across the Territory are being delivered to ameliorate traffic congestion.

A number of significant milestones were achieved in the December 2013 quarter, including:

Continued construction on the Transport for Canberra – Parkes Way Widening project. Stage 1 works were completed in October 2013, and comprised works on the eastbound carriageway; relocating the existing street lighting from the median to the road shoulder resulting in a third lane city bound; as well as construction works for improving the merger between Parkes Way and London Circuit as traffic enters Commonwealth Avenue southbound.

Transport for Canberra - Parkes Way Widening westbound carriageway

Development of the Real Time Passenger Information System. The bus stop sign replacement program has been completed with all 3,100 bus stop signs across Canberra upgraded to show NXTBUS bus stop ID numbers, internet, SMS, and phone contact information. Load testing of the data connection server and IT system installation is continuing, with a further six servers being prepared to complete the production environment across both data centres. Training of ACTION staff continues with a further 80 drivers completing NXTBUS training. A total of 202 NXTBUS vehicle installations have been completed to December 2013 out of a total of 420.

Works continued on Transport for Canberra – Majura Parkway this quarter. Majura Parkway is a new road development that will connect the Federal Highway to the Monaro Highway. Works performed this quarter include the installation of retaining walls and drains associated with stormwater drainage works, including culverts and bridges, earthworks associated with the main road alignment, and bridgeworks along the entire parkway. In addition, asphalt works associated with a trial section at the northern end of the project and the construction of foundations for the Fairbairn Avenue Bridge have progressed.

Construction of the Fairbairn Avenue Bridge on Transport for Canberra – Majura Parkway

The Civic Cycle Loop project is a 3.2 kilometre cycle path that will connect Marcus Clarke Street, Rudd Street, Bunda Street and Allara Street creating a loop around the City and connecting to the Main Community Routes (MCRs) leading into the City. The cycle loop will provide cyclists with improved access to and around the City, minimising the risks associated with travelling on congested footpaths or busy roads in the City. Construction of both the Rudd Street and Marcus Clarke Street stages is now complete, and the design for Bunda Street and Allara street has been completed, with the tender process for Allara now closed.

2.5.4 Community Safety, Corrections and Justice

A development application has been approved and construction contract signed for the ESA Station Upgrade and Relocation – South Tuggeranong Station. Construction works were to commence in January 2014.

The ESA Station Upgrade and Relocation – Charnwood Station project is now complete. The new West Belconnen co-located Ambulance and Fire and Rescue Station was officially opened in October 2013, and is now fully operational. This station successfully marks the first stage of the ESA Station Upgrade and Relocation strategy for improving Emergency Service coverage across Canberra.

Works have concluded on the ESA Facilities Upgrades project, which consisted of multiple sub-projects aimed at upgrading the standard of ESA facilities across the Territory. This project included sub-projects such as the construction of a shed at the Rivers Rural Fire Service. The sub-project for a recycled demountable building at the Fyshwick Fire Station has been physically completed this quarter. The shed provides additional lockers and a changing area. Completion of this marks the completion of the entire project.

Providing Education for AllSignificant new works and upgrades to education facilities across the Territory are also underway. Significant progress, as at 31 December 2013, is outlined below.

Works have been completed on the Duffy Primary School Expansion project. The manufacturing and assembly of new modular relocatable classrooms has been completed in readiness for the start of the 2014 school year. It is the first time such classroom modules have been installed at an ACT Public School.

Construction has continued on Trade Training Centres – Tuggeranong. The programs and qualifications delivered by Trade Training Centres include areas such as automotive, construction, hospitality and horticulture. The new Centre includes 6 cluster schools – Erindale College, Lake Tuggeranong College, Calwell and Lanyon High Schools as well as Caroline Chisholm and Wanniassa Schools.

Trade Training Centres – Tuggeranong

The ‘Learn to Ride’ facility is near completion at the Southern Cross Early Childhood Learning Centre in Scullin. The facility is open to teach kids how to do a basic bike safety check, correct riding positions in addition to road safety and basic maintenance.

The Rectification and Upgrade of Taylor Primary School project is near completion which includes the rectification and upgrade of the full school, including expansion of the childcare centre. The landscape works including the car park works have been completed. All building works have been effectively completed and final commissioning of the ICT equipment is underway.

2.5.6 Improved Recreational, Lifestyle and Cultural Opportunities

A number of projects continued during the quarter to improve recreational facilities, lifestyle opportunities and cultural facilities across Canberra, including work on sporting facilities, parks, urban spaces, public art and cultural institutions.

Construction continued on the Gungahlin Pool, and it is now at an advanced stage of the project. Works advanced to date include the main wall and roof structures; roof sheeting and external wall cladding; internal walls and floor tiling; concrete structures of the main and 25 metre pool, tiling; and installation of water treatment and air handling equipment.

25 metre swimming pool at Gungahlin Pool

Works are nearing completion on the Gungahlin Enclosed Oval. Works completed to date include placement of turf on the oval playing surface, fencing, installing lighting towers, tree planting and other landscaping works. Construction is also nearing completion on the Gungahlin Enclosed Oval – Construction of Grandstand component of the project. Work on the concrete structure of the building is now well advanced and is expected to be completed in upcoming months. The grandstand will provide covered seating for 580 people and open seating for a futher 850.

Works on the Tuggeranong Arts Centre Improvements have been completed this quarter. The Tuggeranong Arts Centre is located on Reed Street North and the Lake Tuggeranong foreshore. Works finished include improved disability access, a new lift, a second dance studio and art gallery, as well as a reception area.

Remediation works have continued on the Narrabundah Velodrome Upgrade project this quarter. The new velodrome has had concrete resurfacing done on the track to remove cracks; in addition to an acrylic Plexipave surface to the concrete track. The surface is to provide the maximum amount of grip whilst not affecting the speed of the bike.

2.5.7 The Environment

Works continued on a number of environmental and sustainability projects during the quarter.

Design works have continued this quarter on the Cravens Creek Water Quality Control Pond project and have been completed on the Horse Park Drive Water Quality Control Pond. These water quality control ponds are being constructed to treat urban stormwater run-offs.

Works have continued on the Gungahlin — The Valley Ponds and Stormwater Harvesting Scheme. This project involves the construction of three connected ponds, and associated infrastructure on Ginninderra Creek at the corner of Gungahlin Drive and the Valley Avenue in Gungahlin. The ponds are designed to improve stormwater quality, increase urban biodiversity and retain stormwater for use at the nearby enclosed oval and college. The project is substantially complete, with minor landscaping still to be finished.

2.5.8 Health

Works continued on the redevelopment and reconfiguration of Canberra’s hospital and healthcare facilities to ensure the availability and viability of quality health care.

Works on the Enhanced Community Health Centre – Belconnen project is now complete. The health centre, which will help deliver expanded health services aimed at assisting clients to manage acute and chronic conditions in the community, was officially opened in November 2013, and is now fully operational.

Works commenced on the Continuity of Health Services Plan – Essential Infrastructure this quarter. This program involves the design and construction of a range of facilities to allow additional bed capacity to be provided across the public health system in the Territory. A functional brief has been completed this quarter, and the process for request for tenders is underway with construction expected to commence by next quarter.

Construction works are proceeding on the Tuggeranong Health Centre – Stage 2 this quarter, in accordance with revised program with the Tuggeranong Walk-in Centre being included in the main work. Design works have been endorsed and construction has commenced on the Walk-in Centre with expected completion by next quarter. The Walk-in Centre provides fast, free one-off advice and treatment for people with minor illness and injury.

Works have continued on the Clinical Services Redevelopment – Phase 3 this quarter. The project will address identified campus and site infrastructure works at ACT Health sites across the Territory. The infrastructure works on the Canberra Hospital campus are a major component of this project. Works underway to date include developing the Southern Precinct Early Infrastructure Works and Fire Brigade Testing of the Canberra Hospital fire ring main.

Other Initiatives

Works have progress for the Centenary Trail project. The Centenary Trail is a 145 kilometre self-guided, non-motorised loop trail for walkers and cyclists that explores both Canberra's rural and urban environments. The project has recently been extended to include a path from Edie Payne Close to the Barton Highway in Nicholls in north Canberra. Construction of the trail between Edie Payne Close and the Barton Highway is now complete. Landscaping works are still continuing and are expected to be substantially finished in the next quarter.

Design work has progressed on the Local Shopping Centre Upgrade Program (Design). The program will refurbish 15 local shopping centres across Canberra to improve the public spaces.

- Minor upgrades are planned at 8 local centres including Kambah, Wanniassa, Fraser, Rivett and Fadden, and will include works such as upgrade of lighting to current standards, provision of disabled car parking spaces and minor landscape work.

- Major upgrades are planned at the remaining 7 local centres including Evatt, Florey, Spence, Fisher, Kaleen, Hughes, Spence and Macquarie. These upgrade works include improved lighting, parking, paving, seating and security to create more vital, viable and functional public spaces.

- The draft forward designs and preliminary sketch plans for Evatt and Florey are currently under development. The draft cultural plan and consultation report has been submitted for Hughes. The forward design for minor works on Rivett shops is complete.
