    Green Streets inLaurelhurstBy: City of Portland

    Green stormwatermanagement is coming tothe Laurelhurst

    Neighborhood.You have probably seenthe construction going onaround Laurelhurst School.The City of Portland is constructing greenstreet facilities in Laurelhurst and surroundingneighborhoods as part of a citywide expansion ofgreen stormwater management infrastructure.

    A green street is a vegetated curb extension orstreetside planter that collects stormwater runoff fromstreets. Vegetation and soil filter pollutants as the

    water soaks into the ground.

    Sanitary, storm and combined sewer pipes aremainstays of Portlands wastewater and stormwatermanagement system. But facilities like green streetsand rain gardens complement the traditional pipesystem. They manage stormwater at its sourceto reduce volume, help reduce sewer backups in

    basements, protect water quality in rivers andstreams, and replenish groundwater supplies.

    Its hard to believe that it is now 2012. We arefortunate to live in Laurelhurst and the City ofPortland. When Laurelhurst was first built, the

    City knew even then the importance of parks and green spaces. The Citycontinues to work towards making Portland sustainable and green. You willlearn a bit more about their Green Streets program in this edition.

    As we ushered in the New Year, many of us made resolutions we will struggleto keep. Mine include more adventures with my children (3 and 5) andgetting more exercise. With it being cold and the rain threatening to start inearnest, its hard to get my kids outside. But a short walk is usually withinmy coaxing abilities. There is an easy 3.5 miles walk through Laurelhurstthat Metro has put together highlighting historic homes and heritage trees.In fact, the Zelcova is in my back yard. If you make it out to try this walk,stop by and say hi. I always enjoy getting to know more of my neighbors.

    Thank you to all of you who have written to me to let me know what youwould like to see in this newsletter. Your comments and support areinvaluable. The Laurelhurst Neighborhood Association couldnt exist

    without your support. If you are interested in becoming more involved,we need your help! Kristine Akins has done an amazing job coordinatingthe Garage Sale the past few years, and has streamlined the process. Sheis starting a new business, and will not be able to serve as the Garage SaleCoordinator this year. If you would be willing to help continue this greattradition that helps to preserve the Laurelhurst Arches, please let me know.

    You may also want to help by coordinating the 4th of July Parade. AlisonKalmanson, who has coordinated it for the past few years has moved outof the neighborhood. If you would be interested in helpng with this familyevent, please contact me.

    The Creation o fLaurelhurstIn 1850, Congress passed the Donation Land Act,encouraging folks to move west. If a man was mar-ried he could claim 320 acres, and an unmarried mancould claim 160 acres. To gain the deed to the land, asettler would have to live on and maintain the land forfour years.

    The area that became Laurelhurst was comprised oftwo claims. In 1869, William S. Ladd began to ac-cumulate land in this area. One purchase was of theHazelwood Farm in 1869. He accumulated 486 acresand created a purebred Jersey cattle farm, theHazelfern Farm.

    Ladd passed away in 1893, and in 1909 the Laurel-

    hurst Company. The Laurelhurst Company had previ-ously developed a neighborhood named Laurelhurstin Seattle, and stuck with the name that had been suc-cessful for them. The neighborhood was advertisedas The Addition With Character. Individuals could

    buy one to six lots each, with a plan for less than 1000homes across the 442 acres. Today there are morethan 1800 homes in Laurelhurst.

    Laurelhurst park and neighborhood developed to-gether. Soon after construction began on homes,the City of Portland purchased 31 acres to construct

    Laurelhurst Park with a natural landscaping ap-proach. In 1912 Emanuel Mische, Portlands ParkSuperintendent from 1908-1914, designed LaurelhurstPark. There were several distinct sections to EmanuelMisches plan that you can still see today: FirwoodLake, a picnic grove, a Rhododendron Hill, broadmeadows and a plateau, and a play park. In 2001Laurelhurst Park was named to the National Register

    of Historic Places, the first city park ever listed on thenational register.

    This 3.5 mile walk loops through Laurelhurst, aresidential park neighborhood from the early 1900s,

    where beautiful homes and heritage trees gracecurving streets. The walk passes wooded LaurelhurstPark en route to the Sunnyside neighborhood with itsmany Queen Anne homes and lively commercial sceneon SE Belmont Street.

    Begin at the Belmont Library, SE 39th Avenue andTaylor Street. Walk north on 39th two blocks. CrossBelmont at the light and turn right. In one block, turn

    left on Peacock Lane, where Tudor style homes deckthemselves out every December in a traffic-stoppinglight show.

    At Peacocks end, turn left on Stark; walk one blockand turn right on 39th and then right on Oak Courtpassing a heritage Zelcova tree at 4066. Turn left on41st and walk north six blocks to Couch.

    Turn left and pass a heritage Carolina poplar at 3945and a Japanese red pine at 39th and Couch.

    From Couch, turn right on 39th and walk north toGlisan where Joan of Arc gleams golden in the trafficcircle. Turn right on Glisan and left on 41st. At RoyalCourt, turn left, cross 39th and and turn left ontoImperial. From it, turn right on Laddington Courtand right on Glisan. Walk three blocks and turn lefton Hazelfern. A heritage American ask is at 412; aheritage monkey puzzle at 419.

    From Hazelfern, turn left on Flanders and right onLaurelhurst Place. Walk three blocks to Burnside;cross carefully at an unmarked crossing and continueto Ankeny. Turn right and pass the 1912 mansionat 3360 designed for Russell Albee, then Portlandsmayor. Next door is a 1923 Mediterranean mansion.

    From Ankeny, turn left on 33rd. Cross Stark andenter the Sunnyside neighborhood. From 33rd, turnleft on Alder and then right on 34th. At Belmont, turnright, passing the old Belmont Dairy, where you cannow get more than milk to drink.

    From Belmont, turn left on 33rd to Yamhill to anintersection painted by City Repair in a trafficcalming, community-building project. Walk east on

    Bu siness Spotlight:Laur elhurst CafeLaurelhurst Caf is just what the neighborhood hasneeded. A friendly venue to come in and relax whileenjoying some coffee, espresso, delicious food or

    your favorite wine or beer.

    Ken Bareilles moved to the area with his wife andtwo young children a little over a year ago. Afterseeing the prior establishment for sale on Craigslistand talking with neighbors about what they wouldlike in that location, he created the LaurelhurstCaf. It was in talking to neighbors that he met Greg

    Vitunic, the chef at Laurelhurst Caf. With 15 yearsoffine dining experience, Greg had moved to theneighborhood to be near his family. They quickly hitit off, and the great menu at the Caf was born.

    Neighbor favorites include their hearty winter soups,the BLT and the hot tuna sandwich with line caughtalbacore. Jeff Hanson keeps coming back, for thegood food, nice environment, and its convenience.

    Laurelhurst Caf is open 7 days a week from 7 am 8 pm, with happy hour on wine, beer and

    appetizers from 4 8 pm every day. They are dog andkid friendly, with a wonderful outside patio.

    Ken hopes the Caf will become a neighborhood re-source, and welcomes collaborating with non-profits,and hosting private parties. While you are invited tocome in and relax, they take call-in orders, and as Kenstated, while our food is great, people are welcome to

    come in and have a cup of coffee. We take great pridein our brewed coffee and espresso drinks.

    Of all the disasters, fire is perhaps the most devastat-ing. It happens quickly, destroys everything in its pathand can kill. Last year, Portland Fire responded to2,733 fires in 1-2 family dwellings. There were 16 fa-

    talities, 172 injuries and $62 million in property loss.

    Experts tell us that a fire will double in size every30 seconds. Early detection is crucial. Install smokedetectors on everyfloor and every bedroom. Testmonthly and replace batteries each year. Have a fam-ily escape plan. Have two ways out of every room. Oneof the routes may be a window. If you live in a twostory home, consider getting an escape ladder. Have aspecific meeting place across the street that everyoneknows. Practice your plan.

    If you have a fire, get out first then call 911. Whentrying to get out of a burning building, feel the doorwith the back of your hand before you open it. If itis warm or hot do not open it. Once out of a room,if there is heavy smoke do not try to run through it.Smoke kills more people than fire. It is very toxic andcan incapacitate a person in a matter of seconds. If

    you can leave, close doors behind you. It will slow thespread of the fire. If you are trapped in a room, close

    the door. If possible, open the window a bit at the topto let smoke out, and open it a bit at the bottom to letfresh air in. Hang a sheet or other bright cloth out the

    window to attract attention.

    If your clothes catch fire: Stop, Drop and Roll untilthe fire is out. Do not run, as it will fan the flames andmake it worse. Have a Fire Extinguisher available inthe house and know how to use it. Think of the word

    PASS: Pull the pin, Aim at the base of the fire, Squeezethe handle, and Sweep back and forth.

    Gridlock on Glisan?By: Jim Edelson, SW Quad Representative andRepresentative to the PPMC Planning Process

    How many of us in our neighborhood need to drivedown Glisan between 47th and 60th on a weekdayafternoon? Do you sometimes avoid Glisan for an

    alternative route because of congestion? ProvidencePortland Medical Campus (PPMC) is in the process offiling a land-use action called a Conditional Use Mas-ter Plan (CUMP). This Plan, when approved by theCity, will determine how, when and where the campuscan grow in the next 10 years. PPMC currently gen-erates the most traffic of any facility on Laurelhurstroads. What will be the traffic impacts of another250,000 sf of facilities within the PPMC campus?

    New Plans and More TrafficIn the proposed CUMP filed with the City in Decem-

    ber, Providence is asking for permission to expandvehicular parking on the campus by up to 464 newlyconstructed parking spaces over the next ten years.This is in addition to the 303 surplus spaces alreadyon campus. This plan that could lead to 767 moreparking spaces being used, starts with the assump-tion that over the next ten years, Providence will notreduce the proportion of employees and other ser-

    vices that arrive in a single-occupancy vehicle (SOV).In Providences Traffic Demand Management Plan, amajor component of the CUMP, the predicted traf-fic counts on Glisan increase significantly yet, theTraffic Plan concludes that intersections and accesspoints will continue to operate acceptably.

    Are there alternatives?PPMC is served nearby by two MAX stations and ahigh-frequency bus line that runs down Glisan every

    15 minutes. To demonstrate that PPMC can reducevehicle traffic to their campus, LNA representativesto the PPMC planning process investigated how traf-

    fic management plans at three other large facilitiescompared to the Providence plan.

    These three plans for OHSU, the Lloyd District andChildrens Hospital in the Laurelhurst neighborhoodof Seattle were developed by outside consultants for

    planning their clients transportation futures. Allthree plans anticipate significant reductions in SOVtrips to the facilities over the next 10 years. However,the Plan developed for Providence does not. In addi-tion, all three comparable plans have significant inno-

    vative management efforts to reduce SOV trips. Butthe new actions in the Providence plan are limitedto one: a new bike-share program. This single effort islaudable, but insufficient.

    LNA is working closely with the North Tabor Neigh-borhood Association in negotiating a new GoodNeighbor Agreement with Providence that will tryto address increased traffic generation, among otherissues. LNA representatives have proposed multipleadditional SOV reduction strategies to Providence,such as payments in lieu of parking, increased Zip-car availability and better access and information fortransit users.

    As of press date, both

    neighborhood associa-tions were waiting to hearfrom Providence if andhow they will address thenearby neighborhoodstraffic concerns. If youare interested in this is-sue, please contact eithermyself or Gary Naylor (at-large Representative).

    Small Grants Application Don Gardner, SEULRepresentative, and Gary Naylor led a discussionabout small grants. Applications for the Neighborhood

    Grants Program are due to SEUL by November 1, 2011.This year each applicant is required to have acommunity partner as a co-applicant. Beth Zauner

    will contact Eric Fruits to discuss a Small GrantsApplication, possibly for funding for Hollywood, Laurel-hurst and Sunnyside neighborhoods to be included onhistoric street signs on Cesar Chavez Boulevard.

    SYRENS Gentlemens Club The completed applicationto OLCC has been submitted.

    At the September 27, 2001 LNA General MembershipMeeting a Resolution was passed unanimously whichstated Laurelhurst Neighborhood Association requeststhat the Oregon Liquor Control Commission deny alicense to SYRENS LLC at 3390 NE Sandy Boulevard,Portland, Oregon. If a license is granted, Laurelhurst

    Neighborhood Association requests that the same re-strictions on MYNT GENTLEMENS CLUB be applied toSYREN GENTELMENS CLUB with the ADDITIONALrestriction that Tracy Doss and Sherri Doss have noinvolvement whatsoever with the establishment. Withthe adoption of the Resolution, it was felt that at thistime, no further discussion was necessary.

    Coe Circle Committee Gary Naylor advised that GregKlott, Chairman of The Coe Circle Committee had beeninvited but was unable to attend this meeting. Mr. Nay-lor has had discussions with Jeff Milkes, Zone Manager,

    Portland Parks & Recreation (PP&R) concerning CoeCircle. These discussions centered on maintenance, bu-reaus involved, costs, contracts, and funding. Mr. Milkesadvised Mr. Naylor that Tim Thrienen, City MaintenanceOperation, is the primary contact. Mr. Naylor will meet

    with City staff and continue to work on options for themaintenance of Coe Circle.

    Garage Sale To date, there is no Chairman for the2012 Garage Sale. Kristine Akins was asked to write anarticle for the November 2011 Newsletter.

    Portland Providence Medical Center (PPMC) JimEdelson, Don Gardner, and Gary Naylor are authorized

    by the LNA Board to represent LNA at meetings withPPMC. Mr. Naylor reported that the 30-unit GuestHousing application has been approved by the City

    under the current Condition Use Master Plan (CUMP).The Foundation Board is conducting a capitalcampaign to raise funds for the cost of this project.

    The new CUMP application was recently submittedto LNA and North Tabor Neighborhood Association(NTNA). The application was submitted to the City inOctober and PPMC will advise both associations whenthe City determines it is complete and ready to process.PPMC has suggested holding a GNA Standing Com-mittee meeting in two weeks time to discuss the GNA,CUMP application and conditions.

    The 2011 CUMP application is for twelve projects: (1)vacation of NE 52nd Avenue; (2) Providence Profes-sional Plaza East Medical Office Building and Parking;(3) vacation of NE Hoyt Street; (4) Hospital MainEntry Plaza; (5) vacation of NE 49th Avenue; and(6) recently approved 30-unit Guest Housing. The

    first six are continued from the 2003 CUMP.

    The following six are new requested projects: (7)Pedestrian and Vehicle Arrival improvements; (8) EastInpatient Building; (9) Main Hospital Building replace-ment; (10) West Medical Office Building and parking;(11) Pedestrian Sky bridge over 47th Avenue and (12)

    Ambulatory Services Building expansion.

    PPMC is seeking an additional 256,000 square feet formedical offices and inpatient space with no increase in

    Well, 2011 is behind us now. We greeted the New Year

    with a sip of champagne at midnight and the need for anew water heater on Monday. Lets hope that in someculture that is viewed as a sign of good luck. Neverthe-less, I hope you have a joyous and prosperous New Year.

    I am really looking forward to our next general member-ship meeting on January 31. Alissa Keny-Guyer, our newrepresentative to the state legislature will come to ourmeeting to discuss the legislative session coming up inthe next few week. She would like to get ideas on howthe state can make our neighborhood even more livable

    than it already is.

    Few things are certain in life, but one of them is that bythis time next year, Portland will have a new mayor. A

    wide range of community and neighborhood organiza-tions have joined together to sponsor a forum to iden-tify the skills and abilities community members wantin Portlands mayoral and city council candidates. Theevent is Thursday, January 19, 2012 at 7:00 p.m. at St.Philip Neri Catholic Church, Carvlin Hall, 2408 SE 16th& Division.

    At-large member Gary Naylor has been making progressin finding help to maintain Coe Circle. Even so, LNAhopes to re-invigorate Friends of Coe Circle asa way to maintain and improve this distinctive

    It may seem like half a year away Nevertheless,LNA needs a coordinator for our annual garagesale. Money raised by the Garage Sale is earmarkedfor maintaining and restoring Laurelhursts
