T

ooele County’s history embraces accounts from Native Americans

and early explorers to the railroad and mines to the impact of the defense industry. It is impossible to squeeze the rich heritage of our county onto these few pages, but some of the area’s most significant events are highlighted.

Prior to the white man settlements in Tooele County’s valleys and deserts, the area was occupied by Native Americans. Evidence in the strata at Danger Cave near Wendover shows that hunter-gather people lived in that area as early as 8000 B.C., shortly after the mammoth and saber tooth tiger. The Fremont people were in the vicinity in 1000 A.D. and about 1600 A.D. there is evidence of the ancestors of the Ute and Goshutes tribes.

The Goshutes lived in Tooele Valley and Rush Valley in homes made of logs, sagebrush or cedar branches, or in caves. They lived off of deer, jack rabbits, berries, seeds, grasshop-pers and other insects. There were fewer than 200 of the Goshutes when the white man arrived.

Several famous Western explorers ventured into Tooele County during the 1800’s including Jim Bridger who was the first white man to see the Great Salt Lake. Jedediah Smith, the senior partner in the Rocky Moun-tain Fur Company, made a life-threatening cross of Tooele County’s West Desert from California in the summer of 1827. John Charles Fremont, the ill-fated Donner-Reed party, and Captain Howard Stansbury were

among the explorers crossing or visiting Tooele County prior to permanent settlement.

On July 27, 1847, just three days after the first company of Mormon Pioneers entered Salt Lake Valley, Orson Pratt left a group of pioneers who were swimming in the Black Rock area. He became the first of Utah Pioneers to enter Tooele County and rode around the shores of the lake. He eventually viewed the valley from Adobe Rock near Lake Point. The pioneer visited the valley on occasion over the next few years as the valley was used for grazing cattle in 1847 and 1848.

On Sept. 4, 1849 three families settled on a small stream south of present Tooele City. In November of 1849, four men including E.T. Benson (the great grandfather of LDS Church President Ezra Taft Benson), were granted the right to saw and building timber from Pine, Small (Middle), and Big (Settlement) Canyons. A gristmill was constructed at Milton (just north of present day Stansbury Park). Judson A.Tolman, the son of Judson and Sarah Holbrook Tolson, was the first white child to be born in the county of Feb. 25, 1850.

“Tuilla” County became one of the first six counties of the unofficial State of Deseret. This occurred in 1850 while awaiting Congressional approval for statehood and before the official designation of Utah Terri-tory.

John Rowberry played a prominent role in Tooele County’s early history. He was

designated as the first presiding elder in the area for the LDS Church, the first probate judge, the first postmaster and also the first mayor of Tooele City.

In 1860, the famed Pony Express route crossed Tooele County during its brief, but consequential 16-month history.

In conjunction with the settlement of Tooele City, Mormon families also began settling in Grantsville, Pine Canyon (Lincoln), Erda (Rose Springs Fort, Bates Branch and Batesville), Lake Point (E.T. City), Clover (Shambip), St. John, Vernon, Skull Valley, Knollen, Richville (Mills, Milltown, Milton and Millvale). Richville has the distinction of being the first county seat in Tooele County.

The settlement of Stockton, Mercur, Jacob City, Wendover, Ophir, Gold Hill, and others came as a result of the influx of mining opera-tions and railroads. Each of these communi-ties has a unique and colorful history. Much of this information can be obtained from resources found in the Tooele City Public Library.

Prior to 1908, the City of Tooele was a farming and ranching community of approxi-mately 1,257 people. By 1930 it had become an industrialized city of 5,000 people. This transformation was caused by the construc-tion of the Union Pacific and Western Pacific Railroads, and the opening of the Tooele Smelter, and Combined Metals Flotation Mill at Bauer.

Living in Tooele County

What’s a Tooele?One of the tests to determine if a person is a native to the area is if they can correctly pronounce Tooele. The correct pronunciation is Too-will-ah. Newcomers, however, often pronounce it Tool, Too-lee, or Too-ill-ee. Tooele County was originally known as Tuilla County. The spelling was changed to Tooele in 1852 when the boundaries of the State of Deseret were extended to the California border.

The origin of Tooele has been disputed since the area was settled. Most historians agree that it refers to the name of the Goshute Indian Chief Tuilla who lived in the valley years before the arrival of the Mormons. This version is documented by the maps of Captain Howard Stansbury who surveyed the area for the U. S. Government in 1850 and also by oral histories of early Mormon Pioneers.

There are, however, other versions of origination. One is that Tooele took its name from “tule”, the abundant weed or bulrushes in the swampy areas of the valley. It is claimed that the name was misspelled by Thomas Bullock, secretary to Brigham Young, and the corruption of the word became Tooele. Arguments against this are that Bullock was an educated man and would hardly misspell so simple a work as “tule”.

The third version is that LDS Church Apostle Orson Pratt, the first Mormon Pioneer to enter Tooele Valley, remarked that the valley resembled an Austrian village “Mat Tooele” that was located near the Adriatic Sea. LDS Church Historian Andrew Jensen points out however, that Orson Pratt did not visit that village in Austria until 20 years after the naming of Tooele.

Another belief is that an Englishman on seeing the many hills that surrounded the valley remarked that the valley was “too ‘hilly” or that due to the thick growth of willows, the valley was “too willy”.

The eastern section of Tooele, “Newtown” was built on Plat C for residences and business of many of those 1,000 smelter workers. Many families from the Balkans, Italy, Mediter-ranean, Greece, Asia Minor and the Near East lived in this area and formed their own community. Newtown included its own school church, and culture, including a wide variety of languages.

The military played a significant role in the county’s early history with the stationing of military camps under the direction of Lt. Col. Edward J. Steptoe, Col. Patrick E. Conner, and Johnston’s Army. The outbreak of World War II brought the establishment of military bases that strengthened the nation’s defense, boosted the local economy, creating a dramatic change in Tooele County’s history.

Following the attack on Pearl Harbor, a 25,000 acre tract southwest of Tooele was selected as a site where Tooele Ordnance Depot was built in 1942. The Defense Department also ordered the construction of a storage depot for chemical weapons in Rush Valley, 20 miles south of Tooele City. In the same year, the Army Chemical Warfare Service established Dugway Proving Ground of 1,300 square miles of barren land in Skull Valley.

Wendover Air Force Base opened in 1940 and by late 1943 the base had a population of 17,500 military and about 2,000 civilian personnel. After the war concluded it became known that Wendover was the training ground for the Enola Gay which dropped atomic bombs in Japan and brought an abrupt end to World War II.

Although these military bases have had a dramatic impact on the communities of Tooele County, the nation has benefited from the dedicated workers that Tooele County has furnished to defend liberty. The men and women of Tooele County played vital rolls in supporting the soldier in the field.

Tooele County has enjoyed moderate, steady growth since the opening of the Tooele Army Depot and Dugway Proving Ground. The expansion of the International Smelter and Refinery brought many Hispanic families

into the area in the 1950’s and 60’s. Tooele enjoyed a spurt of growth in the late 1970’s when the Anaconda began mining copper at the Carr Fork Project east of Tooele. Anaconda Carr Fork employed about 800 miners, however after only three years of production the project was halted when copper prices fell drastically. The opening of the Barrick Mercur Mine as well as develop-ment of industries in the county’s West Desert helped broadened the local tax base. Barrick closed in the 1990’s and the site was reclaimed.

By 1993, the federal government remained the county’s largest employer because of Tooele Army Depot and Dugway Proving Ground. However, with the announced re-alignment of Tooele Army Depot (a proposed net loss of 1,800 jobs) and possible cuts at Dugway Proving Ground, Tooele County’s employment picture changed rapidly. During the realign-ment, the Depot downsized from more than 3,000 employees to 624 employees. Although the realignment of TAD resulted in a few business closures and some people moved away, the huge economic collapse never occurred. Instead, people began moving to Tooele County because of lower land prices and property available so close to Salt Lake City. Tooele County was named the 25th fastest growing county in the nation during 2001-2003 by the U.S. Census Bureau.

A 1,707 acre portion of the Tooele Army Depot was transferred to the Tooele City Local Reuse Authority , and many of the government-constructed buildings in that area are now filled with manufacturing facilities, warehouses and offices. This area is currently owned and operated by the Utah Industrial Depot.

Tooele County boasts of a proud past and anxiously awaits an even brighter future.

Elections/Voter RegistrationTwo elections will be held in 2012. The Primary Election will be held on Tuesday, June 26, 2012. The General Election will be held November 6, 2012.

You must be a registered voter to vote. If you have moved into Tooele County, or moved within Tooele County, please be sure to re-register. You may register on-line or by mail by going to the Clerk’s Election webpage at www.co.tooele.ut.us/clerk/voter.htm.

If you would like to vote a by-mail ballot for all elections or just this one, you may obtain a By-Mail Voter Application at the webpage listed above.

During an election sample ballots, candidates biographies, financial disclosure forms, etc. are on the website. You may even register to have notices sent to you reminding you about election day!!

Marriage LicensesTo obtain a Marriage License both the bride and groom must come into the office. It takes about 15 minutes to fill out the form, current drivers license (or similar ID) is required. The fee is $50 and the couple must be married within 30 days.

Business LicensesTooele County Business Licenses are renewed each year at the end of June. Businesses will receive a renewal notice in the mail mid May, 2012. Renewals can be made on-line, by mail or in person. We’d love to see you!

PassportsApplications for a United States Passport may be obtained on line (www.co.tooele.ut.us/Clerk/passport.htm) or at the Clerk’s Office. We can take your picture for $10. Please see the website, or call, for details on passports. Passports usually take 4 – 6 weeks. The Department of State is very specific in what is required for a passport. When you bring your completed application in, please DO NOT sign it ahead of time. It must be signed in front of a Passport Agent.

Tooele County School District

Tooele County School District ranks as the 13th largest of Utah’s 41 school districts with a student population of 13,635. The district employs 1575 employees and operates 27 schools in seven locations: Tooele City, Grantsville City, Stansbury Park, Wendover, Dugway, Vernon and Ibapah. The District operates six high schools, three junior high schools, sixteen elementary schools and two specialty schools.

Tooele County School District’s schools offer excellent academic and extracurricular programs for all students. Enhancing the availability of career and technical education courses for the students, the Community Learning Center opened its doors in August 2010. The center houses the Adult Education classes, Blue Peak High School and several classrooms utilized by Utah State University-Tooele Regional Campus and Tooele Applied Technology College, as well as several career and technical opportunities.

The reconstruction of the Grantsville Elementary School has been completed and the doors opened this fall, 2011 to 750 students. Tooele County School District’s Board of Education and administration is thankful to everyone that assisted in any way at Grantsville elementary School. The facility is a beautiful building that opened its doors for teaching and learning, where generations of learners will continue learning!

Tooele Applied Technology College

Established in July of 2009, TATC is one of eight Utah College of Applied Technology campuses located across the state to provide technical training that meet the needs of local businesses and support economic development efforts. The mission of the Tooele Applied Technology College (TATC) is to provide students with hands-on technical training and certification to prepare them for successful careers in Utah’s job market. The institution works closely with local employers to determine the latest skills required for jobs in demand. TATC offers a variety of programs in Healthcare, Information Technology, Business Technology, Manufacturing and Cosmetology/Barbering.

TATC serves high school students, adults and businesses residing in Tooele County, including Dugway, Grantsville, Stansbury Park, Tooele City and Wendover. Students may take single courses or entire programs in a competency-based instructional setting allowing students to work at their own pace. TATC is an open-entry / open-exit institution, which provides opportunities

for students to schedule course work on the days and times that work best for them. Students enjoy affordable tuition (free for high school students and $1.55 per hour for adults) and flexible scheduling.

For businesses in Tooele County, Custom Fit is a unique program that offers local companies and employees the benefit of state-of-the-art training and development. Custom Fit training is “customized” to meet a company’s specific training needs, and utilizes industry expert trainers from across the state. Resources are used to reduce training costs by 50%.

Recently, TATC and Utah State University (USU) – Tooele Regional Campus have entered into a partnership whereby students completing a 900+ hour program at TATC may receive 30 credit hours from USU toward an Associate of Applied Science degree in General Technology.

TATC is pleased to announce that funding for the construction of a new Tooele Applied Technology College building has been secured. The facility will open in the spring of 2013 and will be shared with Utah State University – Tooele Regional Campus to enhance training and education opportunities available for Tooele County citizens. Legislative funding was made possible due to the partnership with USU land holdings and the generous commitment of resources from Tooele City.

USU Tooele Regional Campus

Utah State University is among the nation’s premier land-grant universities. As the demand for higher education in rural communities increased, USU established distance campuses throughout the state. Beginning in 1984, Utah State University made a sincere commitment to the residents of Tooele County by establishing the USU Tooele Campus.

Students living in Tooele and surrounding areas can achieve their academic goals close to home. Today’s classes are available in a variety of formats; traditional classroom settings, broadcast and on-line. Courses are taught by highly qualified instructors. Both daytime and evening schedules are available. Our new, state certified child care facility provides a safe, educational environment for young children.

USU Tooele Campus has partnered with community leaders and educators to evaluate the projected job market and develop programs that will provide successful career pathways for Tooele residents and students. Utah State University’s investment in 54 acres adjacent to the Tooele County School

District Community Learning Center carries a promise of commitment and continued growth. Within the next few months, USU and Tooele Applied Technical College will break ground for a new 65,000 square foot building.

USU is focused on enriching this community through education. Current enrollment exceeds 1,000 students. Students can select from over 300 courses, 40 different degrees and certificates. Financial aid and scholarships are available. Knowledgeable staff and advisors can assist students with admissions and course schedules.

Excelsior Academy

Excelsior Academy opened August 24, 2009. The Charter school serves kindergarten through 8th grades.

The mission of Excelsior Academy is to educate scholars with a broad classical

St. Marguerite Catholic School

St. Marguerite Catholic School is the only private, faith-centered school in Tooele County. This year we expanded into our new building and have begun construction on our two final phases. Our Pre-K – 2nd graders occupy Phase I, Phase II will house 4th-8th grade and Phase III will be a school store, library and state of the art science lab. Eighth grade is also a new addition this year bringing our enrollment to 140+ students with class sizes between 15-26 students. Miller Motorsports Park also features a fascinating museum filled with superbly maintained classic racing cars. For visitors of all ages, the museum shares the passion of auto and motorcycle racing. How to get there: From I-80 take Exit 99 at Lake Point and proceed south on SR-36 for five miles to Mills Junction. Turn right onto SR-138 and proceed west for five miles to Sheep Lane. Turn left and proceed south for two miles to 2901 N. Sheep Lane.

Oquirrh Mountain Mining Museum

Tooele County’s close ties to mining—both past and present—are shown with pride at the Oquirrh Mountain Mining Center. Learn about how Ophir, Jacob City, Mercur and Gold Hill diverted thousands of miners who were origi-nally bound for California’s gold fields to strike it rich. For more information or tours, please call (435) 843-4020. How to get there: The museum is located five miles northwest of Tooele City inside Deseret Peak Complex at 2930 SR-112. After entering gates and passing the information booth, follow signs back to the museum.

Utah State Fire� ghter’s Museum and Memorial

The Utah State Firefighter’s Museum and Memorial is over 50,000 square feet in size and features 55 restored vintage fire trucks, early-day uniforms, protection equipment and other related memorabilia and artifacts. The museum is open Fridays and Saturdays from 11 a.m. to 3 p.m. Parties and special gatherings are available.

How to get there: The museum is located inside Deseret Peak Complex at 2930 SR-112. The complex is on the right next to the intersection of SR-112 and Sheep Lane. After entering the gates, follow the signs back to the museum.

Dugway-Skull Valley Area

Iosepa Settlement Cemetery

This Polynesian Settlement was named after Joseph F. Smith, then president of the LDS Church. What remains of Iosepa can still be visited. Pronounced Yo-say-pa, (Hawaiian for Joseph) this small, remote village survived the harsh desert atmosphere for 28 years. The little colony began in 1889 by Hawaiian LDS converts who came to Salt Lake City begin-ning in 1875 to be close to the LDS Temple. However, because of a lack of available land with water in Salt Lake Valley, and the converts desire to live as a group, the LDS Church bought property for them in Skull Valley. By 1917 the community was abandoned after it was announced that an LDS Temple was to be built in Hawaii. In August 1989, LDS President Gordon B. Hinckley dedicated the cemetery as the final resting place for the Hawaiians. All that remains is a cemetery and a few cement foundations. Located 14 miles south of I-80, Exit 72.

Orr’s Ranch Lincoln Highway

In 1913 the Lincoln Highway came into being, the first coast-to-coast “motor road” that linked New York City and San Francisco. Its 3,389 miles of mostly one-lane dirt road passed through the heart of Tooele County, with a major stop at Orr’s Ranch in Skull Valley. The ranch still stands today, with an intact Lincoln Highway marker on site. Anyone who wishes to view the bridge must make arrangements through the Dugway Proving Ground public affairs office.

Grantsville Area

Donner-Reed Museum

The museum contains relics from the infamous Donner-Reed party that rested here prior to their ill-fated journey across the Great Salt Lake Desert in 1846. Artifacts left by the party are displayed along with other pioneer and Indian relics. For a free tour by appointment, contact Claude Parkinson at (435) 884-3767 or call Grantsville City Hall at (435) 884-3411. For more information see www.donner-reed-museum.org. How to get there: Take SR-138 or 112 into Grantsville. Follow MainStreet to Cooley Street in the center of town and turn north. The museum is one block north of Main Street on the corner of Cooley and Clark Streets.

Lake Point-Stansbury Area

Benson Gristmill

Originally built in 1854 to grind wheat and other grains grown by local farmers, the gristmill was lovingly restored by local history buffs, and today serves as a visitor’s center, valley landmark and community gathering place. The Benson Gristmill is open May 1 through Nov. 1 for tours and special events. Hours are Monday through Saturday 10 a.m. to 4 p.m. For more informa-tion, see www.bensonmill.org or call (435) 882-7678. How to get there: Take state routes 138 (from Grantsville) or 36 (from Tooele or Lake Point ) to Stansbury Park. The gristmill is located at 325 SR-138.

Ophir-Mercur Area

Ophir Historic District

A portion of the old mining town’s buildings has been lovingly restored, including a post office and a train filled with period antiques and artifacts from the past, including photos and historic articles. All of the furnishings reflect life in the late 1800s to early 1900s. The site is open 11 a.m. to 3 p.m. every day from Memorial Day until the end of September. For more informa-tion, call (435) 882-4256. How to get there: Take SR-36 south from Tooele City and proceed through Stockton to the intersection of SR-36 and SR-73. Turn left onto SR-73 and proceed east for six miles toward the Oquirrh Mountains. Turn left onto Ophir Canyon road and proceed east for three miles to town.

Stockton Area

Stockton Historic Marker

This marker, erected by the 1976 Bicentennial Commission, points out that the oldest mining camp in Utah, the first smelter west of St. Louis and the first electric light in the state, were all located in the Stockton area. The marker is located in the center of town.

Steptoe Military Camp Monument

Located at two miles south of Stockton, this monument recaps the history of the first detach-ment of the Army to enter the Rocky Mountain area. An overland stage was also located here between 1868 and the early 1870’s. On the north side of the monument is a slag pot used in Globe’s Chicago Smelter.

Stockton Daughters of Utah Pioneers Museum

Located inside Stockton City Hall, the museum’s displays and artifacts tell the story of how the community was founded by miners in the mid-1800s and briefly became a major mining center in Utah before 1900. Artifacts include photos, furnishings and more. The museum’s general opening time is 9 a.m. to noon on Fridays. Tours are available by appointment. For more informa-

Tooele City Area

Tooele Valley Railroad Museum

The Tooele Valley Railroad Museum features treasures from the area’s early railroad and mining days. Also on the museum property is a miniature train that gives rides to children on weekends and special events every summer. The museum is open Memorial Day through Labor Day from 1 p.m. to 4 p.m. on Tuesdays through Saturdays. Train rides are only offered on Saturdays. For more information call (435) 882-2836. How to get there: From Tooele City’s Main Street, turn east onto Vine Street and proceed for three blocks. Turn left on Broadway Street. The museum is immediately on the left. Tooele Pioneer Museum Complex

The Tooele Pioneer Museum Complex is a treasure trove of local history, folklore and more. The complex features pre-1900 Tooele County relics, photographs, histories and more. Adjacent to the complex is an original 1854 cabin. Open

Pioneer Cemetery & Memorial Gardens

The Settlement Canyon Chapter of Sons of Utah Pioneers created this monument at the mouth of Settlement Canyon to complement a special memorial garden for early pioneer graves that had been periodically disturbed by construction projects, and then relocated further away from state Route 36.

Wendover Area

Wendover Airbase Museum

The Wendover Airbase Museum is filled with artifacts, photographs and interpretive displays that tell the story of how the airbase played a crucial role in ending the war with Japan over 60 years ago. The museum and displays are in the Operations Building. Wendover Airbase is an active airport and the museum is open daily from 8 a.m. to 6 p.m. For more informa-tion, call (435) 665-2308 or go online to www.wendoverairbase.com. How to get there: From I-80, exit onto Wendover Blvd. On the Utah side, turn south onto First Street (100 East) and continue south for onequarter mile to the airport property at 345 S. Bonneville Salt Flats

The famed 26,000 acre flats are five miles east of Wendover off of I-80. Automobile and motorcyclists converge on the Wendover area each August for the annual Bonneville Salt Flats Speed Week.

Ibapah Historical Monument

On Dec. 20, 1997 the Ibapah Historical Monu-ment was dedicated. This beautiful edifice, erected by the residents of Ibapah, includes four plaques that explain some of Ibapah’s most intriguing history, including Deep Creek Station, the Goshute Tribe, Early Settlers and the Lincoln Highway.

MIDDLE CANYON

Location: 4.5 miles from the U.S. Forest Service boundary.Due to rugged access, RV’s are not recommended.Season: Canyon is closed during winter months.Facilities: Several improved and unimproved campsites can be found throughout the canyon. Improvements include � re pits, picnic tables. No water. No disposal available; must pack out all trash.How to get there: From Tooele City Hall, proceed south on Main Street (SR-36) for one-half block to stoplight. Turn left onto Vine Street and continue east for two miles to canyon’s mouth. Continue up canyon. Campsites are found on either side.Contact: Tooele County Corporation at (435) 843-4000.

SIMPSON SPRINGS CAMPGROUND

Location: About 60 miles southwest of Tooele City next to the

famous Simpson Springs Pony Express Station.

Facilities: 14 campsites with tables and � re rings. Vault toilets, but

no water, hookups or garbage service. Trash must be packed out.

How to get there: From Tooele City head south on SR-36 for 24

miles to Faust. Follow signs and turn right onto to Backcountry

Byway, which is also the original Pony Express Trail. Road is asphalt

for � ve miles and then becomes gravel. Proceed over Lookout Pass.

Total distance from Faust to Simpson Springs is approximately 30

miles.

UPPER NARROWS CAMPGROUND

Location: Three miles from the U.S. Forest Service boundary in

South Willow Canyon.

Due to rugged access, RV’s are not recommended.

VERNON RESERVOIR CAMPGROUND

Location: Approximately six miles southeast of Vernon and nearby

the Sheeprock Mountains.

Light, non-motorized boating is permitted on reservoir, which is

stocked with trout.

Facilities: Ten campsites with tables and vault toilets. No water or

garbage service. Trash must be packed out.

How to get there: From Tooele City proceed south on SR-36 for 30

miles to Vernon. At Vernon the state highway turns left and heads

east. Continue approximately one mile and turn right onto Forest

Service Road 005. Proceed south for six miles on gravel road to

campground.

During the current economic downturn, real estate has taken a huge hit. When we think of real estate, the image of homes comes to mind but commercial real estate has taken just as big of a hit as residential. When companies look at their annual expenses, real estate is one of the top expenses they incur. A local business park, Utah Industrial Depot, has a solution to the bottom line. With some of the lowest rates available in Utah, the Utah Industrial Depot is a low cost leader in the state of Utah.

Utah Industrial Depot, formerly a portion of the Tooele Army Depot that went through a Base Closure and Realignment (BRAC) process in the 1990’s, has been privately owned and operated since 1999. With shovel-ready land, rail service, low rates, flexible terms and a business friendly community, they have turned a vacant 2.5 million square foot business park into a bustling 4.3 million square foot business park with 66 companies employing over 1,000 individuals.

One of their newer tenants can attest to that. El Paso Corporation has retained 25,000 square feet and 66 acres of outside storage for a pipeline fabrication facility and distribution center. El Paso Corporation is the parent company of Ruby Pipeline, L.L.C. which has commenced a pipeline project that includes

approximately 675 miles of a 42-inch natural gas transmission pipeline, beginning at the Opel Hub in Wyoming, and terminating at interconnects near Malin, Oregon.

Burly Seal, a company that relocated from California in 2002, has made their home in the business park with continued success. Leasing 32,000 square feet, they have found success with the labor force and steady lease rates. Carlisle SynTec also made the Utah Industrial Depot their distribution hub of the west. They purchased 50 acres of land and developed 500,000 square feet of manufacturing and distribution space. Some of the attraction for them was the low land rates, rail service and labor force.

Utah Industrial Depot also offers spaces for small and medium companies. An east coast concern, Ski Mountain Supply, recently leased 3,000 square feet to fit their manufacturing needs. Also, Electronic Recycling Solutions has signed a lease for 3,000 square feet with the ability to expand as needed.

With a business friendly community, flexible terms, rates and sizes, The Utah Industrial Depot is a significant economic engine in Tooele County.

Dugway Proving Ground

Dugway Proving Ground is:

Dugway:

• Conducts CB collective and individual protection, detection, contamination avoidance and decontamination testing for joint services, combatant commands and other agencies:

• Developmental and operational outdoor field testing using CB simulants.

• Developmental laboratory and chamber testing using a full array of CB agents.

• Acts as the primary CB defense test center under the Reliance Program.

• Maintains capability to handle all Army and Air Force aircraft with fully lighted 11,000-foot runway.

• Determines the reliability and survivability of all types of military equipment in a CB environment.

The Proving Ground is located in the Great Salt Lake Desert, approximately 85 miles southwest of Salt Lake City, Utah. Surrounded on three sides by mountain ranges, the Proving Ground’s terrain varies from level salt flats to scattered sand dunes and rugged mountains. The mean elevation is 4,350 feet above sea level.

Dugway Proving Ground covers 797,974 acres: an area approximately the size of Rhode Island. It is an ideal environment to be the Defense Department’s leader in chemical and biological defensive testing, environmental characterization, and remediation technology testing.

The word “Dugway” comes from a reference to wagon trains traveling through the area in the 1800’s. To avert major trail grading required to stabilize heavy wagon loads, the up-slope side of a wheel trail would be dug into the hillside to minimize the tilt on wagons. Thus to travel up or downhill safely, wagons would often take this dug-way trail.

Working in Tooele County

The mission of the Tooele Chemical Agent Disposal Facility (TOCDF) is no small feat: destroy the single-largest stockpile of chemical weapons in the nation. The stockpile, stored since the early 1940s at Deseret Chemical Depot, located 20 miles south of Tooele, originally totaled nearly 44 percent of the nation’s total stockpile and consisted of more than 1.3 million weapons containing more than 13,600 tons of chemical agents.

The TOCDF was the U.S. Army’s second chemical weapons demilitarization site to start operations. Its first operating incinerator was located on Johnston Atoll, a small island located approximately 750 miles west of the Hawaiian Islands.

In the states, the TOCDF immediately found itself in the spotlight and under scrutiny.

“There were so many naysayers—especially at the start,” remembers Ted Ryba, TOCDF’s site project manager. “Many people said that we shouldn’t do this—that we couldn’t do this safely. But, fortunately, there were also people that realized it was a greater risk to continue storing these aging munitions.”

Construction of the TOCDF started in 1989, and disposal operations started on Aug. 22, 1996, with the destruction of the first GB nerve agent-filled

M55 rocket. Since then, 99 percent of DCD’s stockpile has been safely destroyed—rockets, bombs, mines, ton containers, spray tanks, mortars and projectiles containing either nerve agents GB or VX or mustard blister agent.

Getting this far has taken innovative teamwork, persistence, dedication and the patience necessary to ensure that things were accomplished in a safe manner. Numerous technical obstacles arose during the life of the project such as problematic munitions with solidified agent and munitions with high levels of mercury. But each challenge was overcome with a solution. Solidified agent was broken down by a hot water, high pressure spray known as the Heel Transfer System, and a new $30 million filtration system was added onto the plant’s existing pollution abatement system that extracted mercury from the incineration exhaust and prevented the harmful metal from being released into the atmosphere.

“When a problem arose, we couldn’t run from it,” says Gary McCloskey, general manager of URS, the company contracted to operate the TOCDF. “We had to face it and come up with a workable solution. And we have successfully done that over and over again.”

Two recent examples of creative problem-solving include the depot’s two new facilities that are

helping wrap up stockpile elimination efforts at DCD. The Area 10 Liquid Incinerator (ATLIC) has already destroyed DCD’s small stockpile of ton containers that contained GA nerve agent; its final campaign is the destruction of the depot’s lewisite blister agent currently stored in a handful of ton containers.

Meanwhile, a detonation chamber known as the DAVINCH™ (Detonation of Ammunition in a Vacuum Integrated Chamber) will supple-ment TOCDF plant operations to dispose of the remaining overpacked mustard munitions.

With the help of these two new facilities, DCD and TOCDF are on pace to complete operations in time to meet the April 29, 2012 international treaty deadline. But most importantly, the deadline will be met without compromising safety for production, making Tooele County—and the world—a much safer place to live.

“The work accomplished by the combined TOCDF and DCD workforce has made the world a safer place,” says Col. Mark B. Pomeroy, commander Deseret Chemical Depot. “Many said it couldn’t be done, but we have accomplished our mission, and we have done it safely and in an environmentally responsible manner. We couldn’t be prouder.”

The Tooele County Economic Development Department operates the Business Resource Center (BRC) in Tooele. The Tooele County BRC mission is to efficiently foster and sustain diversified opportunities to create a strong local economy and create an improved quality of life. Economic development is about building healthy economies in order to have healthy communities.

Strengthening the local economy takes more than a single approach to business development. The diversity of businesses within our community is the foundation that gives us economic security.

The principle of the Business Resource Center is a proactive approach to helping businesses, both large and small. Through a collaborative effort we focus on three functions that provide a comprehensive approach to assisting businesses. We are focused on Business Expansion and Retention (BEAR); Business Counseling; and Corporate recruitment. A brief description what each function does:

Our business outreach specialists work in the BEAR program also known as economic gardening. This is a tool to make strategic decisions about how to best apply limited economic, workforce and community development resources on a company by company basis. The BEAR Program is a sound economic development strategy ensuring that priority issues are addressed and limited resources are well targeted – again on a company by company basis.

Business counseling is a cooperative effort among higher education, the private sector, and state and local governments. Our services include business counseling, training and technical assistance. The counseling is offered on an ongoing basis for as long as you need it, and you see the same counselor each time so they become familiar with your business. The counselor assists clients to acquire the capability to assess their current situation, to assess the advantages and disadvantages of alternatives, and to make an informed decisions to act or not. The counselor has academic and business experience that provides personal competencies that develop understanding and build relationships to assist the client in recognizing and achieving personal, entrepreneurial, and business goals and objectives.

Counseling provides the full range of business functions including marketing, finance, human resource development, and operations.

Counseling relationships can range from a one-time session to an ongoing relationship with regular meetings over several years.

Corporate recruitment focuses on locating of a facility from a company outside of Tooele County. We have located many national and international companies’ facilities in Tooele County. These projects have enjoyed the diligent work by various organizations in Tooele County working together that has made Tooele County the preferred site for their location.

Tooele County is opportunity for all business ventures. But it goes beyond that, as we have education for life. Any one at any age can improve their skills or learn new ones with the Tooele Applied Technical College and Utah State University (USU) campus, bachelor, master and some PhD programs are available. USU also works with the business community to insure that there is a qualified workforce that keeps up with the cutting edge in their profession. Education is a plus and a benefit to the longevity of any business. The classes at USU are designed so that it works with a person’s work schedule. Education is the key to success and prosperity for both the citizens and businesses alike.

The Tooele Alliance for Education and Economic Development focuses on enhancing education and training at all levels in Tooele County. The Alliance is comprised of all educational institutions and many of the large and small business located in Tooele County. The purpose of the Alliance is to help learners (from cradle to grave) meet their education and training needs, enhance the quality of education by creating educational opportunities at every level in Tooele County, and foster relationships with business, industry and government to improve Tooele County’s workforce and enhance economic development in Tooele County. Tooele was named in the CNN Money’s study of top ten communities as number one in the nation for job growth. That speaks well of our citizens, our businesses, our elected officials and our quality of life, and we keep this going in a positive way. We have momentum and it is the job of Tooele County Economic Development to keep it that way.

The historic Benson Gristmill has been a longstanding

landmark in the community for more than 150 years, and has become Tooele County’s most popular visitor’s center. Thousands of visitors and guests tour the site every year, while activities ranging from pioneer-themed to Halloween,

make it a great place to visit any time.

The gristmill was built in 1854 at Twin Springs Creek, which is located in Stansbury Park. It served the early Mormon settlers in Tooele County and served as the Tooele County seat until 1861. It was used for grinding wheat and

other grains from 1854 to the 1940’s. A tannery and sawmill were also built nearby. After more than 40 years after the mill was not in use, restoration of the mill began in 1983, by a group of local residents who wanted to preserve the mill site for future generations. volunteers during the 1980’s. The Benson Grist Mill was placed on the National Register of Historic Sites in 1972.

You can still see much of the mill’s original grinding equipment inside the mill and other buildings. Tours are available or you can walk through the site on your own. Plaques tell the story of how the early pioneers made wheat from the water-driven millstones. You can also visit the pioneer cabins, blacksmith’s shop, sawmill, barns and the old country store. You can watch demonstrations of pioneer crafts by skilled tour guides. You can watch real grain being ground into flour with the new working water driven mill.

Fun at the Mill will be held on July 19, 2012. Come learn about the pioneers and play the games the pioneer children played. Children ages 12 and under can join in activities and games. There is no admission charge for this event.

Harvest Days begin on August 4, 2012. The Harvest Days (Farmer’s Market, Craft Fair and Flea Market) at the Benson Grist Mill will run from 9 a.m. to 1:00

p.m. every Saturday from August 4 through October 5, 2012. Anyone who has produce and makes hand crafted items or has yard sale items are welcome to bring these goods to sell. Tables are available on a first come first served basis. For more information, please call (435) 882-7678.

November 24, 2012 will be the Old Fashion Christmas. Have your photo taken with Santa and take an old fashioned hay ride. The Country Store will be open for your Christmas list items.

Daily activities at the mill include tours from 10 a.m. to 4 p.m. Monday through Saturday. The bowery area is often host to family reunions and picnics, company parties, and weddings. The country store is open from 10 a.m. to 4 p.m. The store always welcomes handmade items and encourages local people to bring things in.

The Benson Grist Mill is located one mile west of the SR-36 and SR-138 junction and stoplight in Stansbury Park. If you are coming from Salt Lake City, take I-80 west to Exit 99 at Lake Point. Proceed south on SR-36 for three miles towards Stansbury Park. Turn right at the junction of SR-138 and proceed west towards Grantsville for one quarter mile. The mill is on the right.
