On August 31, 2002 Trinidad and Tobago willbe forty (40) years old. The St. Augustine Cam-pus became part of the University College ofthe West Indies (UCWI) just two years beforeTrinidad and Tobago (and Jamaica too) cel-ebrated Independence. Four decades leaveus with a great deal to look back on and re-flect upon; many things to remember andmuch to celebrate. But how do we measureour progress?

Few on this campus may be familiar with theUniversity of Central Florida. If, by chance,you are familiar with the name, you probablydon’t think much of it as a major institutionof higher education. I first heard of the Uni-versity of Central Florida about five (5) yearsago when I hired a young woman who hadgraduated from that University with an MBAto work at the IOB (Institute of Business). Sheworked diligently with me for a year but after20 months she was offered a job and salarywhich she could not refuse by a local Invest-ment Bank and a year thereafter was sent tohead a special project in the financial sectorin Barbados.

The University of Central Florida is only 33years old. It was established in 1969 as theFlorida Technological University to train en-gineers for NASA at Cape Canaveral. It is thatsame Florida Technological University whichin 1969 began with a handful of studentswhich is today the University of Central Floridawith a student population of 33,000, a wealthof undergraduate and graduate programmes,as well as major research initiatives. Althoughthe University of Central Florida (UCF) con-tinues to be strong in aerospace engineering,it has also been able to make a name for itselfin Film, Distance Education and in Interna-tional Business. Central Florida itself is to-day the boom centre of the State of Florida.

Florida International University (FIU) is an in-stitution with which people on this campusand at UWI generally will be more familiar. AtSt. Augustine we have collaborative links withFIU at both an institutional level and at the

level of individual academics. FIU is 29 yearsold. It is one of the fastest growing universitiesin the entire USA. Today it has more interna-tional students than any other University in theUnited States. Each year it moves higher up inUniversity rankings, criteria for admissionshave gone up dramatically over the last decadeand many of its departments and programmesincluding journalism, its MBA thrust, Engineer-ing, Education, Liberal Arts and Political Sci-ence, enjoy increasingly strong reputations.

UCF and FIU may not be ivy league but theyare carving out their own niches, building theirown traditions, making their mark and ridingthe waves of change in a higher education sec-tor in the throes of transformation in an in-creasingly interconnected world.

The academic reputation of The University ofthe West Indies is unassailable, but our repu-tation for changing with the times and for build-ing capacity to meet tomorrow’s challenges, isnot. Even assuming that we have done the verybest that we could have over the last four dec-ades given circumstances and context, we stillneed to answer the question, what shall we doto make a truly decisive difference over the nextdecade?

In 2012 Trinidad and Tobago will be fifty (50)years of age, the St. Augustine campus as partof The University of the West Indies will be fiftytwo (52). What will we, who have the responsi-bility and the obligation, create between nowand then, to firmly secure a decade of achieve-ment, on which we can reflect later with justifi-able pride?

The past is immensely important from the pointof view of both institutional memory and na-tional and regional history; but the future iseven more vital if only for the fact that it is withinour power to create it: what happens tomorrowdoes indeed depend on what we do today!

So what shall we do as a University commu-nity of about twenty five hundred academics,administrators and support staff for this insti-tution which gives us our livelihood; for ourthousands of students who come to us for guid-ance and tutelage every year and for the soci-ety at large which looks to us for leadership,direction, clarity and solutions?

NEW APPOINTMENTS AT CARDIOn April 30, 2002 the staff at CARDI joined Dr. ComptonPaul in a farewell luncheon held in “The Atrium” of the Insti-tute. The luncheon was held to express best wishes to Dr.Paul who resigned as acting Director at the end of April. Dr.Paul used the opportunity to thank staff for their supportand encouraged them to continue work on the Institute’sprogrammes. Dr. Paul also congratulated and welcomedBruce Lauckner former acting Manager of Research and De-velopment and the incoming acting Executive Director tothe post. The occasion included congratulatory remarks fromvarious staff members, messages from country units andfarewell wishes in Spanish, French and German along withan unforgettable acapella rendition. Bruce Lauckner nowleads the Institute in its agricultural research and develop-ment efforts in the Caribbean.

CFNI WORKSHOPThe Food and Agriculture Organization (FAO) in collabora-tion with the School of Education hosted an eleven-dayWorkshop on ‘Nutrition Education in Primary Schools inDeveloping Countries’ from April 15 to 26, 2002. The pur-pose of the workshop which was held at the CFNI buildingat the St. Augustine Campus, was to review a Nutrition Edu-cation Planning Guide developed by the FAO. The aim ofthis guide is to enable curriculum developers to design anutrition educational programme which responds to theneeds of the Caribbean. Participants included representa-tives of the FAO, WHO, and the CFNI, curriculum officersfrom the Ministry of Education and other personnel fromCaribbean territories.

AN INTROSPECTIVE STUDENT ART EXHIBITIONAND FILM FESTIVAL OPENS AT CCFAThe Centre for Creative and Festival Arts held its annual ex-hibition of Final Year Student work at the Gordon Street Cen-tre in May 2002. Students graduating from the Certificateprogramme and the B.A. Special in Visual Arts displayeddrawings, paintings, sculpture, designs for electrical lamps,household furniture, textiles and other works of art. LeonaFabien displayed a majestic 10’ x 7’ mural made entirelywith woven dyed yarns made from diverse materials. Onthe evening of Friday 17 under the stars and a moonlit sky,students of Film and Video screened their final year digitalmovies to a large audience of friends, family, supportersand well-wishers. Videos covered a wide range of themes.Of note were Kim Henry’s vivid interview of a male prosti-tute and Dominic Chung’s amusing and informative crashcourse in Phobia’s. Calypsonian Lord Blakie was the sub-ject of Nicole Simonette’s moving and historical “Clash”.

“The one major change I want to see be-fore I leave is ensuring that the wholeconcept of student-centredness stopsbecoming abstract and becomes a com-plete reality,” Baker stated. The in-com-ing President of The Guild is not new tothe workings of the organisation. Heserved as Faculty Representative and HallChairperson, before winning 961 votes togain his Presidency in 2002. The son ofa corporate manager and curriculum of-ficer in the Ministry of Education, Baker,has always been an advocate of student’srights. While working towards gaininghis degree in Social Work from the Fac-ulty of Social Sciences, he has been in-volved in several youth training and com-munication programmes.

He has also worked as an Educator Coun-cillor with RAPPORT and he was selectedto represent our country as the nationalyouth delegate at the CommonwelathYouth Forum in Edinburgh, Scotland.

While many of the initiatives he discussedare not new to the Guild or the CampusManagement, and in fact many have beenapproved and are “in the pipeline”, Bakeris still determined to fast track them. Oneof his priorities is the implementation of

co-curricular credits. He intends to gen-erate numerous debates on this issue oncampus. While he applauds the additionof 12 campus security guards to join theEstate Police Team and the addition oftwo 12 seater buses to provide transportfor students in and around campus, hewould like to see the short and long-termplans for the Security of the Campus. Adetermined undergraduate, MobafaBaker remains proud of his Universityand is passionate about working withstakeholders to ensure the best for UWI,St. Augustine.

“I probably chose U.W.I. because I wasadvised by my parents to come here.Once I got here though, I was glad I came,”Baker explained with a smile. “I had akind of eclectic experience…I lived in ahall which truly gives you an internationalexperience and widens your scope…It’smade my campus experience worth-while.” He also went on to say that hegained insight into many socio-politicalissues affecting countries from Israel toJamaica during the ‘highs and lows’ ofundergraduate life. What are his plansafter graduation – Baker says withouthesitation, that he will probably “majorin International Relations” – checkmate!

Although his name means“king”, Mobafa Baker is an un-assuming, focused, soft spokenPresident of the Student Guild.At 23, Baker is eager to enactchange on Campus – one that isconcrete and real with hardcoreresults both in the short andlong term. While he is in agree-ment with, and highly support-ive of the Seven Priorities laidout by Campus Principal Dr.Bhoendradatt Tewarie, he alsowants to see several of these ini-tiatives “emerge” before the endof his term in office. From im-proving the nutritional value offood offered on Campus to en-suring Security remains a prior-ity, his focus is on student life.

Celebrating new beginnings, including the “opening” of events, facilities and programmes on campus.

On March 18th Dr David Rampersad began therather monumental task of continuing tostrengthen the role of the U.W.I. St. AugustineBusiness Development Office and increasingits effectiveness in generating local and inter-national business opportunities for the Univer-sity.

The Office will work closely with the Principal andsenior management “to identify prospective donorsand implement cultivation and solicitation strate-gies”. On entering his office on campus, with rem-nants of fresh-paint and pine in the air, Dr.Rampersad welcomed STAN warmly.

A National Scholar and graduate of CambridgeUniversity as well as Oxford University where Dr.Rampersad was Beit Senior Scholar, he describeshis role as one of “facilitator” whose goal is ensur-ing that the UWI gets the funding to enable it tobecome the leading university and research insti-tution in the developing world.

Having capitalized on his few months on the jobto get acquainted with lecturers/professors andthe areas of focus in various departments andcentres, he was able to list the “fascinating” andintegral developments that were continuing oncampus that would impact profoundly on the lo-cal and international arena.

“I’m talking to as many Faculties and Departmentsas I can so that we can determine priorities andadvertise our areas of strength to other interestgroups including all of our stakeholders…thereare so many interesting areas of research goingon,” Dr. Rampersad explained. “ We have had areputation for scholarship at St. Augustine sincethe 1920’s, we’ve played a leading role in the de-velopment of tropical agriculture…and we haveexpertise across the Faculties…from Cocoa Re-search to...Education Policies...Diabetes andAIDS/HIV research. ”

His experience in the field of Business Develop-ment/Fundraising for tertiary institutions is sub-stantial. He ran a highly successful national capi-tal campaign in Canada for Oxford University. Thiswas the first time in its history that Oxford Uni-versity had undertaken such a sustained devel-opment effort, which proved to be highly effectiveas record numbers of Canadian graduates gave tothe University. He was also responsible for ex-ecuting a similar national campaign for Cambridge

The Marketing and Communica-tions Office will merge the Cam-pus Communications (Public Re-lations) Centre with the (former)Business Office. Working closelywith relevant constituents the Of-fice will co-ordinate and/or facili-tate the development of an inte-grated marketing strategy for theUniversity. The functions of theoffice will include the promotionand development of campaigns,building relations with internalstakeholders, the development ofStudent Recruitment Initiativesand the marketing of University Of-ferings.

A few doors down, the Director ofThe Business Development Office’skey objectives include, fundraising(locally and internationally), gen-erating opportunities for businessfor the campus, and enhancing thecapability for grantsmanship in thevarious campus faculties as wellas the developmentof policy guide-lines for the op-eration of theincome gen-eration ineach faculty.

The newly restructured Marketing& Communications and BusinessDevelopment Offices have takencharge of Marketing the Campus.These restructured functions willensure maximum results and im-pact for the ever-expanding Uni-versity and Campus community.The newly formed Marketing andCommunications Office will beheaded by Dawn-Marie DeFour-Gill. The Business DevelopmentOffice will be under the director-ship of Dr. David Rampersad. Bothoffices will report directly to thePrincipal.

An honours graduate of The Uni-versity of The West Indies, De Four-Gill went on to gain her MBA fromCity University Business School,London in 1996 and a Certificatein Public Relations from The Insti-tute of Business, UWI a year later.As Head of The Business Office forthe past five years, she has imple-mented several impactful pro-grammes in marketing and com-

ELEVEN TO RECEIVE HONORARYDEGREES AT GRADUATIONThe University of the West Indies will award eleven hon-orary degrees at the 2002 Graduation ceremonies to beheld later this year. The awardees at the St. AugustineCampus in Trinidad are George John, Earl Lovelace andArthur Lok Jack. This year the graduation ceremonieswill take place at the state-of-the-art sports facility oncampus.

George John will receive the honorary degree of Doctorof Letters. He is a Caribbean journalist who has given65 years’ service to journalism in the region as sportswriter, reporter, editorial writer, sub-editor, columnist,consultant and trainer. He has headed the Federal NewsBureau of the Gleaner, Jamaica, and has also worked inDominica and St. Vincent with the News Chronicle andThe Vincentian. He has been seen and heard on the BBCand ITV. He was Senior Lecturer at the Caribbean Insti-tute of Media and Communications (CARIMAC) andTutor Course Coordinator at the School of ContinuingStudies, St. Augustine.

The honorary degree of Doctor of Letters will also beconferred on Trinidadian Earl Lovelace, who is bestknown as a novelist. His career includes Journalism,Government Service, Lecturer at the UWI, and VisitingProfessor in the African Studies Department at WesleyanCollege of Massachusetts. He is currently DistinguishedNovelist in the Department of English at the Pacific Lu-theran University. Lovelace’s works include, ‘The DragonCan’t Dance’, which has been hailed as a masterpieceand the novel, ‘Salt’ which won the Commonwealth Prizefor Literature.

Arthur Lok Jack will receive the honorary degree of Doc-tor of Laws. He has had an outstanding career as a busi-nessman having worked his way up the ladder of suc-cess. He is Chairman and CEO of his own company,Associated Brands Limited and is a Director on othercorporations across the region. Lok Jack is also a found-ing Director of The UWI Institute of Business.

Three persons will receive honorary degrees at the CaveHill Campus in Barbados. They are novelist Austin Clarkeand journalist Rickey Singh, who will receive the hon-orary Doctor of Letters and the Rt. Rev. Dr. WilfredWood, KZ, who will receive the honorary degree of Doc-tor of Laws.

The honorary graduands at the Mona Campus will beAmbassador Don Mills, Professor Ted Chamberlin,Kenneth Ingram, Ernest Ranglin and Emerita Profes-sor Sylvia Wynter. Ambassador Mills will receive thehonorary Doctor of Laws degree while the honoraryDoctor of Letters degree will be conferred on the re-maining four awardees.

WALSH HEADSVICE CHANCELLOR’S XI VS KIWISRetired West Indies fast bowler Courtney Walsh captainedThe University of the West Indies (UWI) Vice-Chancel-lor’s XI against touring New Zealand at the Mona Cam-pus on June 4, 2002. At the event, Sir Frank Worrell,former W.I. captain and Warden of Irvine Hall was hon-oured. The West Indies Cricket Board has also approveda proposal to include the UWI team in the regional RedStripe Cup cricket competition.

Walsh, the world record holder for the most test wickets(519), was joined by several of his former test teammatesfor the one day game – the tour opener for New Zealand.Regional Legends, including Gordon Greenidge,Desmond Haynes, and several current West Indies testand ‘A’ team players joined Walsh in the squad. Therewere guest players from countries including Kenya, SouthAfrica, England and Australia.

Walsh who had a 16-year international career and cap-tained the West Indies between 1996 and 1998, is theUWI’s honouree this year. Walsh, 39, is the 11th WestIndies legend to be honoured in this way by the UWI –following Sir Vivian Richards (1996), Gus Logie (1997),Gordon Greenidge and Desmond Haynes (1998), JoelGarner, Michael Holding, Malcolm Marshall and AndyRoberts (1999), Richie Richardson (2000) and CurtlyAmbrose (2001).

The winning Kiwis had a great time along with the WestIndies Team. “We were in trouble if we didn’t get to playthis game because we haven’t played for nigh on threeweeks”, captain Stephen Fleming said after the game atthe Sir Frank Worrell Oval at the Mona Campus in King-ston, Jamaica. “We’re delighted to be able to get outsideand play a rather competitive game which is great”.

All in all it was an unforgettable time to view the unre-lenting talent of our Caribbean cricketers and to honoura legend of the game. The Mona Bowl was officially re-named the Sir Frank Worrell Cricket Ground in the weekprior to the match.

Chancellor of The University of TheWest Indies, Sir Shridath Ramphal waswelcomed and thanked for providingprofound insight into the anti-globalisation debate by members of theprivate and public sector, as well asthose from the University community.The renowned statesman and chiefnegotiator, took part in a series of lec-tures, panel discussions and meetingswhich were all part of the UWI Chan-cellor’s Forum.

From April 2nd –10th Sir ShridathRamphal spoke at a series of seminarsincluding those with The Trinidad andTobago Chamber of Industry and Com-merce, The UWI Institute of InternationalRelations, The UWI Institute of Business,members of The Public Sector and facul-ties of The UWI. He discussed several is-sues including Globalisation and its im-plications for Small Caribbean States, aswell as the future of university education.An advocate of “global governance”, theChancellor spoke of the need for the Car-ibbean region to “sing from the samehymn sheet” during international tradenegotiations in order to meet the chal-lenges of globalisation and trade liberali-zation. The former Secretary-General of the Com-monwealth from 1975-1990, Sir ShridathRamphal was also the Caribbean’s ChiefNegotiator for international economicnegotiations in Europe, the Americas andthe WTO. Co-Chairman – with formerSwedish Prime Minister Ingvar Carlsson– of the Commission on Global Govern-ance, Sir Shridath Ramphal also servedon each of the five independent interna-tional Commissions which reported onglobal issues in the 1980s: the BrandtCommission on International Develop-ment, the Palme Commission on Disar-mament and Security Issues, theBrundtland Commission on Environmentand Development, the Commission onHumanitarian Issues and the South Com-mission. A lawyer, Sir Shridath studiedat King’s College, Gray’s Inn and theHarvard Law School. His book, Our Coun-try, Our Planet written for The Earth Sum-mit, has been translated into several lan-guages.

Vice Chancellor Awardee, Prof. Rhoda Reddockhas been recognized once again for her outstand-ing contribution towards the advancement ofCaribbean women. The Head of The UWI Cen-tre for Gender and Development Studies waspresented with the Caricom Triennial Awardfor Women. Other recipients of this reveredaward include Nesta Partrick and Dame NitaBarrow. A well –respected international lecturer,Prof. Reddock is also a founding member of TheCaribbean Association for Feminist Researchand Action (CAFRA) and a member of WorkingWomen for Social Progress. In her customaryunassuming manner Prof. Reddock stated in arecent newspaper interview, that “…it is anhonour to be nominated by people who de-cided on their own.” She went on to conclude,“ I see myself as a scholar – reading, teach-ing, researching, with a political aim (notparty politics) – effecting change and re-ar-ranging the balance of power.”

Dr. Margaret Rouse Jones of theUWI St. Augustine Campus Librar-ies, has been appointed to act asUniversity Librarian from January2002 to January 2003. She re-places Miss Stepheney Fergusonwho is on sabbatical leave. Dr.Rouse Jones joined our Campusas Assistant Librarian in 1981 andhas been Campus Librarian since1997. During this period Dr. RouseJones will continue working on theacquisition of new integrated Li-brary Systems for the three cam-puses, cooperative arrangementsfor online database subscriptionsand the coordination of the Uni-versity Libraries’ strategic planningand management.

On June 18th, hundreds of Long Service Awardees of the Uni-versity came together to celebrate thousands of years of service(cumulatively of course) to the institution. Campus Principal Dr.Tewarie commended his colleagues for their dedication, commit-ment and performance over the years. Special honours were paidto six special awardees, Cassim Mohammed, Rafayat Ali, PhyllisKangalee, John Teemal, Lackraj Kanhai and Albert Edwardswho had each worked for more than forty years on Campus andoften referred to the UWI as “family”. These awardees were sin-gled-out and presented with special gifts of appreciation. Afterall of the awardees crossed the stage to accept their special awards,they sat back, relaxed and enjoyed the entertainment. And ofcourse there was music, dinner and “liming” long into the night.

The University of the West Indies’ Centre for Creative and Festival Arts at theSt. Augustine Campus will be offering for the first time an innovative postgraduate programme on the business and management of arts and culture. Theprogramme has already gained great interest from applicants locally and inter-nationally. STAN discussed the programme with Dr. Keith Nurse, Lecturer atthe Institute of International Relations. Dr. Nurse is also one of the lecturersand coordinators of the new programme.

HEALTH SEMINAR SHOWS EARLYDETECTION OF CANCER IS KEYThe University of the West Indies in collaboration with the E.A.P.embarked on another very informative project with all staff inmind. A recent seminar entitled “Men & Women Health” wasfacilitated by Yvette Chang a Senior Nurse and Midwife at theUWI Learning Resource Centre, St. Augustine. Since the topicwas a broad one, Mrs. Chang narrowed it down to two of themost common problems facing men and women today: TheProstate in Men and Menopause in Women. Among the manyissues addressed was the need for men and women to takeregular checks, and take note of the family’s medical history assome cancers are genetic like breast and colon cancers. Shealso stressed that early detection is the key – and may even beviewed as a type of prevention. She concluded that abuse ofalcohol, cigarettes or illicit drugs are direct influences/contribu-tors to many health problems. Excessive smoking alone cancause lung, throat or colon cancer.

ADEOLA LOOKS AT S.Ex.Young artist, Adeola Gibbons’ recent exhibition entitled “S.Ex.”inspired many reactions from guests. This exhibition of mixedmedia work on the theme of women and sexuality opened inMarch at “The Art Space”, Gordon Street, St. Augustine.

Stemming from a past personal experience, Gibbons’ inspira-tion for the images reflects “a style that is neither purely realis-tic nor abstract, and the pieces are a combination of realisticforms placed against a graphic type background” the artist ex-plained. This is achieved in the mixed media of emulsion, glue,dye, fabric paints, oil pastels and food colouring on brown cot-ton. In addition, the exhibition featured a video directed by theartist, as well as gold and silver jewelry designed by Gibbons.

Although the theme focuses on women and sexuality, Gibbons’art does not discriminate according to gender, and she hopes itspeaks to both women and men. Not wishing to impose mean-ing upon them, Gibbons leaves her art open to, and welcomesviewer’s interpretations.

Adeola Gibbons graduated from The University of the WestIndies, St. Augustine in 2000 with First Class Honors, and wasawarded a prize for the “Most All Rounded Student in CreativeArts”. She has taken part in several group exhibitions atBranches of Republic Bank including U.W.I., Long Circular Malland Gulf City, Top of the Mount Art Gallery, National Museumand the Trinidad and Tobago Art Society.

STAN: What is the programme about, and when is it scheduled to begin?

DR. NURSE: “The postgraduate Diploma in Arts and Cultural Enterprise ManagementAdministration is a trans-disciplinary programme that equips graduates totake an entrepreneurial role in the development and management of theartistic and cultural resources of the region. The programme is open tograduates in the humanities, social sciences or other related fields, as wellas to managers of arts and cultural enterprises in the public and privatesectors. It’s scheduled to begin in 2003.

STAN: What does the course of study entail?

DR. NURSE: “The course of study is two years, part-time, comprising five courses eachof 36 contact hours and a practicum. This’ll be delivered via lectures, work-shops and practical fieldwork. Lectures will be over two mid-year sessionsto enable participation from other Caribbean territories. Students will havethe option of doing field-work within or outside of their home territory.Each course will involve theory and workshops and will incorporate thethemes of Caribbean identity, creativity/entrepreneurship and the globalcontext.”

STAN: What are the entry requirements?

DR. NURSE: “Candidates must normally have -: a first degree from an approved univer-sity; or academic qualifications decided by the university to be equivalent toa first degree. Those without these qualifications may be recommendedfor admission by the Selection Panel based on experience in the field ofstudy; academic record; the results of an interview. Those without a back-ground in the arts will be required to take one practical course in the artsduring the programme.”

STAN: What does the Centre hope to achieve from offering this type ofprogramme?

DR. NURSE: It is hoped that the programme will mainly achieve five things:- Supplyspecialists trained in the development and management of artistic and cul-tural resources; Train artists in the management of their own talent; Engagestudents in Caribbean cultural production and alert them to the potential;Develop regional and international contact with arts organizations, culturalagencies and practitioners in the field; and Develop the entrepreneurial in-sight and skill to transform cultural resources into sources of economicbenefit for all concerned.

UWI AND NUGFW SIGN AGREEMENTDr. Bhoendradatt Tewarie, Principal of The University of theWest Indies and Robert Guiseppi, President General of NUGFWofficially signed the collective agreement between the UWI andNUGFW for improved benefits for daily and weekly-rated work-ers at the Principal’s Office, on Tuesday, May 9, 2002. Nego-tiations for the next three years will begin soon.

Dr. Tewarie, in addressing representatives from both the Un-ion and Campus Management said that one of his goals asPrincipal was to build one community on the Campus with astrong focus on learning so that all members of staff wouldhave access to education, training and personal development.

He also reminded the Union that all employees, both academicand non-academic were part of UWI’s medical plan and there-fore shared the same benefits, the difference being that thedaily-rated workers paid considerably less than the other staffmembers. He also lauded the work of the daily-rated employ-ees, which he said was critical to the operation of the entireUniversity.

SPRINTIN’ IN THE RAIN AT SCS FAMILY DAYDespite the inclement weather on Sunday April 14, 2002, therain did not put a damper on the inaugural Sports and FamilyDay of the UWI School of Continuing Studies, held at GordonStreet, St. Augustine.

Four teams competed keenly for points over a comprehensiveslate of events, including special ‘fun faces’ that attracted par-ents and children. At the end of the day, Yellow ButtercupTeam led by El Dorado Centre Coordinator Michael Staffordprevailed over Red Hibiscus, led by Librarian Dionne Spears-Frontin, Orange Bourgainvillea, led by SCS Early ChildhoodCentre Principal Cynthia Celestin and Green Anthurium Lilyled by Library Assistant Charlton Ali.

Yellow Buttercup team collected the trophy. Congratulationsto the SCS Special Events Committee which planned andmounted the event, bringing together not only present SCSstaffers and their families, including that of Resident Tutor/Head Lennox Bernard, but also friends of the School. SEISMIC RESEARCH UNITThe Seismic Research Unit recently participated in aUSAID Project to develop a series of public awarenesscampaigns aimed at sensitizing the public to geologicalhazards. This is part of Trinidad’s Earthquake & VolcanoAwareness Week Activities in which schools were invitedto participate. The event ran from April 22nd – 26th, 2002.

An exhibition which was held at the National Museum inPort of Spain entitled “Our Moving Earth” – looking at thegeology of the Eastern Caribbean; and a programme wherethe Seismic Unit in conjunction with the UWI-based dramagroup, Arts-In-Action, visited several primary schools andhosted discussions, as well as interactive presentationson earthquake preparedness. The Unit also launched simi-lar programmes in Dominica, St. Vincent and Grenada,and will include St. Lucia and other islands over the nextfew months. On all accounts the response was excellent

TRAINING ATS STAFF – 2002The Personnel and Industrial Relations Section of the Reg-istrar’s Office recently conducted an Induction Seminarfor 30 recently appointed staff at the Sir Arthur Lewis In-stitute of Social and Economic Studies (SALISES) Con-ference Room.

The two-day seminar was facilitated by Senior AssistantRegistrar (Human Resources), Hollis Nicholas; CampusRegistrar, William Iton; Deputy Bursar Diana Rutherford,and Human Resources Specialist, Maureen Bartholomew,who did a Behaviour and Attitude Workshop.

The EAP consultant also sponsored several sessions forstaff viz Men and Women’s Health, which was facilitatedby Nurse Patsy Chang, on March 14 and April 15, and asession for Union Officials and Shop Stewards on May22. The two-hour workshop was designed to expose Un-ion Representatives to basic EAP techniques and the pro-cedures for referral of staff to the EAP.

Now, we’re not talk-ing Brecht or Broadway, but the equallyvisionary, hardworking, home-grownteam known as Arts-In-Action (A.I.A.).And STAN has been lucky enough to seethem tackle a range of tough issues fromHIV/AIDS to education.

The dynamic Theatre-in-Education team,part of the outreach programme of theCentre for the Creative and Festival Arts(CCFA), UWI, St. Augustine, was thebrainchild of Rawle Gibbons, director ofCCFA, and Dr. Dani Lyndersay, Lecturerat CCFA and Projects Director of A.I.A.Established in 1994, they took theirDrama/Theatre-in-Education perform-ances and techniques practically every-where: businesses, schools, communities,government ministries and churches.

Now A.I.A. is taking the show on the roadand across the Atlantic to England inJuly. A 2001 UWI Vice Chancellor’sAward for Excellence in Public Servicerecipient, A.I.A. will be the lone Caribbeanrepresentative at the 2002 Common-wealth Games in Manchester, England.

Games’ “Cultureshock Festival” and willtwin six youth theatre groups from theUK with six other international groups todevelop new pieces of live performance.The festival has been dubbed “a uniqueproject which aims to celebrate the com-monwealth of youth across the world.Arts-in-Action was considered for the fes-tival through a previous affiliate exchangeprogramme “L.I.N.K.”, a British CouncilProject.

“Contacting the World” is an ingeniousundertaking, which cites three phases buthas a single focus, the presentation of theissues affecting youth throughout theworld through performance. Each com-pany will create a local play, based onselected artefacts, and will stage the per-formance in their respective countries.Each company will attempt to success-fully merge their individual plays withthat of their twin theatre group in Man-chester and perform the collaboration asone whole piece. A.I.A.’s contribution en-titled “Consume” features a love storybetween an Afro-Trinidadian girl and anIndo-Trinidadian male. Trinidad and To-bago audiences got a preview of the per-formance in June. A.I.A. is profoundlythankful for the support received from or-ganizations like bpTT, BWIA, The UWIGuild of Students and The University.

The establishment of the University Col-lege of the West Indies (UCWI) at Mona,changed the dynamic of higher educationin the region. Each institution neededthe other. UCWI wanted to teach for de-grees in agriculture but couldn’t afford afull-fledged faculty at Mona; ICTA could

BASIC HEALTH SCIENCE,UWI CURRICULUM RETREATA curriculum retreat was held by The UWI Faculty of MedicalSciences at Mt. Irvine Bay Hotel, Tobago between 2002 April10-14. The retreat focussed on four broad themes deemed im-portant by the Faculty viz: Curriculum, Assessment, Integrationand Planning and Development, and took the form of plenarysessions and small group workshops. A number of importantissues were openly and thoroughly discussed by Faculty mem-bers, inclusive of the Basic Health Sciences staff as well as clini-cal teachers and invited guests from our sister campuses inMona and Cave Hill. The agenda was packed with little time forrecreation, but that was generally thought to be positive underthe circumstances. The Honourable Orville London, Chief Sec-retary for the Tobago House of Assembly was the feature speakerfor the Opening Ceremony held on April 10, and delivered awell-received speech exhorting the Faculty to deliberate on pre-paring Doctors for the 21st Century.

CONFERENCE HONOURING LLOYD BESTThe Sir Arthur Lewis Institute of Social and Economic Studies(formerly ISER) will be hosting a two-day testimonial Confer-ence on September 19 and 20, 2002 in honour of Lloyd Best.The Conference “Lloyd Best and the Caribbean Intellectual Tra-dition”, will bring together scholars, public intellectuals, andpolitical practitioners from across the Caribbean region and theCaribbean diaspora, to examine and assess some of Best’s semi-nal economic and political ideas and his overall contribution tothe Caribbean intellectual tradition. provide a large, well qualified staff (some50 by 1960), a physical plant, on-goingresearch programmes. For its part, asan Imperial institution, ICTA’s future bythe late 1950s was uncertain, its studentenrollment was dwindling, its financialstanding precarious. The result was amarriage of convenience: ICTA wouldbecome UCWI’s Faculty of Agriculture,losing its identity as a separate institu-tion.

This decision, implemented in 1960,marked the first great break with the sin-gle, centralized, residential University(Mona). As Douglas Hall writes in his1998 history of UWI, this was not the re-sult of a deliberate policy decision; it wasa matter of opportunism rather than aplanned strategy of decentralisation andexpansion. Nevertheless, the break hadbeen made; St. Augustine began its life

From ICTA to TT Campus

The history of the St. Augustine cam-pus begins with The Imperial Collegeof Tropical Agriculture (ICTA), estab-lished in 1922 (this year is the 80thanniversary of its founding). ICTA wasa quintessentially Imperial body, serv-ing the needs of Empire rather than ofthe Caribbean or Trinidad and Tobago;in its ethos, its staff, most of its stu-

dents, it was very British, ‘a social en-clave of English civilization surroundedby black Creole and Indian villagers’,as historian Carl Campbell puts it.When labour protests engulfed the is-land in 1937, ICTA’s Principal (SirGeoffrey Evans) had no doubts as towhere the college’s loyalties lay. In hisdiary, he describes his efforts to enrollboth staff and students as a battalionin the Trinidad Volunteer Rifles; he setup an ‘armoury’ (his word) in the mainbuilding (our ‘Admin’ building hasserved many purposes in its time); hepersonally drilled and trained histroops in rifle shooting as Captain ofthe battalion. Not a role one can easilypicture some of his successors as St.Augustine Principals playing!

FROM FATHER TO SON:LIBRARY RECEIVES MAHABIR PAPERSRecently at the Main Library, The University of the West Indies,the Deputy Principal Professor Bridget Brereton, acquired fromShastri Mahabir part of his father’s library.

Dennis Mahabir (1920-1942) was a former Mayor of Port ofSpain 1957-1960, and author of ‘The Cutlass Is Not For Killing’(1971). He was the son of Jules Mahabir, first Indian Magistratein Trinidad and Tobago (1932) and Mannie Mahabir founders ofthe Minerva Club and patrons of ‘The Minerva Review’ (1941-1944), which was the first Indian Literary Magazine in Trinidad.He was the editor of ‘The Spectator’ (1948-1965) and an asso-ciate editor of ‘The Observer ‘(1941-1958) both of which arepart of the tradition of writing in English by persons of Indianorigin.

The collection includes runs of ‘The Spectator’, ‘The Observer’,and ‘The Minerva Review’, as well as ‘Selected Essays’ by DennisMahabir, who was a prolific writer in the ‘Trinidad Guardian’,The Port of Spain Gazette’ and the ‘Evening News’. The manu-script of ‘The Cutlass Is Not For Killing’ is also included in thecollection.

CROSSING BORDERS:3 Universities come togetherThe Summer Institute Crossing Borders Project took place fromMay 25 – June 9, 2002 at the U.W.I. St. Augustine Campus, aspart of a tripartite collaboration between the University of St.Lawrence (USA), Trent University (Canada) and The Universityof the West Indies (Trinidad & Tobago). The Crossing BordersProject has a basic theme of “Interconnecting Diasporas: Glo-balizing Area Studies”. Faculty Seminars took place at the St.Lawrence University from 10 – 14 October, 2001 and the Stu-dent Summer Institute is a continuation of a series of seminarsthat the three Universities have organized.

The overarching theme of the Seminar is “Globalization, Diasporaand Identity: Living in a Multicultural Society”. Ten studentsparticipated from each of the three universities. Two facultymembers taught from each of the two North American universi-ties, while U.W.I, as host had three faculty lecturers: Dr. KeithNurse, Dr. Kusha Haraksingh and Rawle Gibbons. The first Stu-dent Seminar, entitled “Globalization, Diaspora: Cultural Perform-ance, the Arts and Identity” featured: Michael Farley (St. Law-rence University), Ellen Waterman (Trent University), Rawle Gib-bons and Keith Nurse (U.W.I). The second Student Seminar:“Globalization, Diaspora: Social Justice and ComparativeMulticulturalism” featured Joseph Kling (St. Lawrence Univer-sity), Anne Meneley (Trent University) and Keith Nurse and KushaHaraksingh (U.W.I). A number of guest lectures were alsoplanned as part of the programme.

as a campus of the regional University in1960, with a single faculty, under theleadership of UWI’s founding father, SirPhilip Sherlock, our first Principal.

It was never on the cards that St. Augus-tine would continue to be a single fac-ulty campus. Moreover, Trinidad had oil,and the PNM government of Eric Williamswas presiding over efforts to industrial-ise the economy. So the second greatbreak with the single centralised Univer-sity was the establishment of the Fac-ulty of Engineering at St. Augustine in1961.

The Faculty of Engineering is clearly “firstamong equals” at St. Augustine. Itbenefitted in spectacular fashion from theoil boom years of the 1970s. The dynamicfaculty and campus leadership of thattime grasped the opportunities openedby Williams’ decision to develop energy-based heavy industries and the conse-quent need for engineers of all kinds. This

was undeniably helped by the fact that,for several years during the oil boom, adistinguished member of the faculty wasvirtually running the economy forWilliams. Spectacular buildings went up,student numbers soared, new pro-grammes were introduced. Money wasno problem—for a few glorious years.Those of us outside the golden facultywatched the splendid buildings go upwith awe, admiration and envy. Rumourscirculated about the glories of theseplaces, especially the famous boardroom,where the Queen was entertained anddignitaries met but the rank and file neverpenetrated.

That oil boom is long over, but Engineer-ing remains, in many ways, the ‘lead’ fac-ulty at St. Augustine, and along with thestrong tradition of world-class researchin agriculture which we inherited fromICTA, this ensures that the campus hasspecial strengths in science and technol-ogy.

Back to the early 1960s: the two facul-ties of Agriculture and Engineering werejoined, in 1963, by the College of Arts and

Sciences, with teaching for general de-grees in arts and natural sciences. Soonafter, teaching began for the B.Sc. (Econ)degree. The now independent UWI hadbecome a decentralised, three campusUniversity. Faculties (Arts, now Humani-ties, Natural Sciences, Social Sciencesand Education) and departments re-placed the College and the old ‘divisions’in 1972, replicating the structure atMona. The expansion of these facultiesin the 1970s and 1980s proceeded stead-ily, albeit generally without the state ofthe art buildings in Engineering.

The oil bonanza had one other spectacu-lar result for St. Augustine: Mount Hope.Oil revenues built a huge medical com-plex on a site not far from the main cam-pus, consisting of over 70 separate build-ings. Students in medicine, dentistry,veterinary science and pharmacy wouldbe trained here both in pre-clinical, com-mon programmes, and in clinical studiesfor their respective professions; the first

entered in 1989. A full-fledged Faculty ofMedical Sciences was set up at St. Au-gustine, duplicating that at Mona. If wethink of Engineering as our elite facultyon campus, Medical Sciences is virtuallyon another planet; the ‘Mount Hope Cam-pus’ has proceeded very much as a worldof its own.

From the early 1970s, if not before, thepressures towards decentralisation andcampus autonomy were strongly felt atSt. Augustine, coming not only from thegovernment—which felt that UWI couldnot respond adequately to the specialneeds of a rapidly industrialisingeconomy—but also from many staff mem-bers, with some resentment at ‘Mona im-perialism’ and (perhaps) weakening loy-alty to the regional University ideal. Bythe mid-1990s, out of the 285 West In-dian staff members, 86% were Trinidad& Tobago nationals. The student bodywas by then almost entirely local exceptin Agriculture and Engineering, and eventhere nationals greatly outnumbered therest. There is no doubt that the campusis strongly ‘Trinidadian’ in many ways—yet the regional scope of our Universityhas, thankfully, been preserved.

CAMPUS LIBRARIESCONDUCT PILOTIn response to needs from students forlonger service hours during the exami-nation period, the Campus Libraries re-cently conducted a pilot study to deter-mine the extent to which stated studentrequests for longer service hours corre-lated with actual needs. The study ranfrom April 15 to May 12, 2002 and intro-duced the following modifications:-• an increase in full library service hours

at the Main Library on Fridays and Sat-urdays by 5 hours and at the MedicalSciences Library on Saturdays only;and

• the creation of a 24/7 user facility (St.Augustine Research and ReferenceService (STARRS) and Reading Room)providing access to study facilities anddigital resources for 135 users between10.00 p.m. and 6.00 a.m. nightly Mon-day to Sunday; and from 8.30 a.m. to6.00 a.m. Sunday to Monday.

From all reports, the pilot was a resound-ing success. On the basis of qualitativeand quantitative data collected during thepilot, the new academic year should seechanges in service delivery hours at oneor more of the Campus Libraries.

Reed Foundation GrantThe UWI St. Augustine Campus Libraries recently re-ceived a grant of US$14,250 to design and implementthe infrastructure for digital image archives at the Cam-pus Libraries. This grant was made by the Reed Founda-tion to the American Foundation for The University ofthe West Indies. The project’s goal is to digitize two spe-cial collections owned by The University of the WestIndies. These collections are the Colonial Bank Corre-spondence, 1837-1885 and the Sir William Young Dia-ries.

Librarians ReceiveTraining in DigitizationSeveral librarians have recently received specialized train-ing in digitization. Eymelinda Lara and Kathleen Helenese-Paul from the Main Library recently completed a one-week training programme in digitization at Cornell Uni-versity. The workshop, “Moving Theory into Practice: Dig-ital Imaging for Libraries and Archives” took place fromMay 5 to 10, 2002. This very intensive workshop gaveparticipants hands-on training in digitization, selectionof equipment, presentation and digital preservation, aswell as training inproject management.

Dr. Glenroy Taitt and Frank Soodeen also attended a Con-ference on digitization entitled “Off the Wall and Online:Providing Web Access to Cultural Collections” from May29 to June 1, 2002. Their attendance was funded by theReed Foundation. This conference, organized by theNorthwest Documentation Center Lexington, Massachu-setts, explored the powerful potential of digital technol-ogy to transform education, outreach and marketing ofinformation agencies and cultural institutions.

Coming to Walcott from thatexperience was like an awakening…”Pat Ismond stated at the Launch.

And the book is truly anawakening as Ismond fo-cuses on the “pivotal years ofWalcott’s work,” from 1948 to1981, the period just before “hemigrated to The United States…and embraced a global context.” In herbook, she analyzes on a wide collectionof poems from seven of Walcott’s books,including In a Green Night, Another Lifeand The Star -Apple Kingdom. In her viewWalcott concentrates in this “Caribbeanphase”, on deconstructing the world viewof the colonizer as contained in its tradi-tion of metaphors, as he attempts to gen-erate fresh, alternative ones from his na-tive ground.

In an attempt to make the university morerelevant and responsive to the needs ofthe Public Sector, several Permanent Sec-retaries and other senior public officialswere hosted by the campus, at the sec-ond presentation of its Strategic Plan, on27th March, at the Administration Build-ing.

In welcoming the participants, PrincipalDr. Bhoe Tewarie told senior public offi-cials that the purpose of the presenta-tion was to share information with themand to hear their points of views so thatthese could be taken into account in theformulation of the University’s plans forthe future.

One of the first points raised was by thePermanent Secretary in the Ministry ofPlanning and Development, Mrs. Victo-ria Mendez-Charles who stated that inorder for UWI to become one of the besttertiary level institution in the world, itshould be in a position to attract the bestprofessors, lecturers and students. Shefurther stated that the concept of theuniversity needed to be examined espe-cially in the delivery of its outreach pro-grammes.

Permanent Secretary in the Ministry ofEducation, Ms. Jennifer Sampson statedthat teaching strategies at both schoolsunder the jurisdiction of the Ministry ofEducation and at the UWI, should belooked at more closely. She also said thatthe Ministry recognized the need toreformat the entire teacher training ap-proach for its schools and that this shouldbe one the concerns of UWI as well, atthe tertiary level.

Various points raised by the public serv-ants included that UWI should have link-ages with other universities regionally andinternationally; it should play a criticalrole in leadership training and policy for-mulation; and that it should work withrelevant Ministries to determine priorityareas for strategic training, developmentand scholarship priorities.

Other Permanent Secretaries who at-tended the presentation were Mrs. ZaidaRajnath and Mrs. Cheryl Blackman, Of-fice of the Prime Minister; and Ms.Sheelagh de Osuna, Ministry of ForeignAffairs. Credit TipsFor many years, cash was king. Paying with cash was a signof success and stability. But this is not so any longer. World-wide, the value of credit and the importance of maintaining agood credit rating are well accepted. Today you need to havea good credit rating to buy a home, car and, yes, even tofinance your education. This puts establishing credit facili-ties and monitoring your own credit rating among the mostimportant financial tasks you face. You must, however, beaware that it’s very easy to get off on the wrong foot if youdon’t understand the basic rules of establishing good credit.

In Trinidad, most financial institutions have developed theirown model in determining the extent of an individual’s credit.This concept is usually referred to as “credit scoring”.

What is Credit Scoring?In essence, credit scoring is the compilation of the lender’sexperience in issuing credit translated into a scoring sys-tem. While this may vary from bank to bank, there are cer-tain characteristics that will help you get a higher score,thereby enhancing your chances of qualifying for that much-needed loan. The following tips outline those characteris-tics:

Paying your debts on time – Always repay your debt on orbefore the date agreed between you and the bank. Most banksoffer a 5-7 day grace period after the due date before yourpayment is officially considered late. For scoring purposes,however, once your due date is not met, your payment istechnically late and will negatively affect your credit rating.

Debt to income ratio – Generally, your total monthly debtpayments (inclusive of mortgages) should not exceed 40%of your total gross monthly income. These debts do not in-clude expenses such as food, utilities or taxes. For thesecalculations, however, loans, hire purchases and credit carddebts are taken into consideration.

Infrequent request for additional credit – Your credit filewill usually show the number of requests you have made forcredit within the recent past. Usually, there should be nomore than two requests per year to maintain a good score.Infrequent credit requests are an indication of careful plan-ning and financial stability and will positively influence yourcredit score.

Spending patterns – How do you manage your other ac-counts e.g. Chequing Accounts, Credit Cards, etc.? Are theyclose to or usually overdrawn or do they usually reflect goodbalances? These are clear indicators of an individual’s abilityor inability to service debts.

Establishing a good credit rating is critical to an individual’sfinancial success and peace of mind. As a student, you canstart developing your own track record in many ways. Per-sonal loans and credit cards are traditional ways to establishyour own credit rating, while fulfilling your needs like own-ing a car or having tuition funds readily available. So whynot apply today and pave the way for a successful financialfuture.

VISITING UK CRIME EXPERTSPEAKS ON ‘FEAR OF CRIME’Visiting the UWI Centre for Criminology and Criminal Justiceat the St. Augustine Campus during March 23 – April 5, 2002as part of the Centre’s ongoing academic exchange pro-gramme was Professor Jason Ditton, Director, Scottish Centerfor Criminology, Glasgow and Professor of Criminology, Uni-versity of Sheffield, England.

Professor Ditton is an Internal Research Associate of the UWICrime Centre and also serves as an Associate Editor of theCaribbean Journal of Criminology and Social Psychologywhich is published twice yearly by the Centre.

During his brief stay, Professor Ditton held talks with Profes-sor Ramesh Deosaran, Director of the Centre for Criminol-ogy and Criminal Justice. He also delivered a Guest Lectureorganized by the Centre on the theme ‘The Myth of the Fearof Crime.’ This was held on April 3, 2002 and was well at-tended by graduate and undergraduate students and staff.Using international and local data on research so far com-pleted on the fear of crime, Professor Ditton gave an informa-tive discourse on this phenomenon.

Members of staff would by now have heard ofthe death in Barbados on Monday 8th April ofProfessor Oliver St. Clair Headley.

Professor Headley joined the Department ofChemistry here at St. Augustine in 1967 as lec-turer, rose to the rank of senior lecturer in Inor-ganic Chemistry and then moved to the Depart-ment of Chemistry at Cave Hill, Barbados asProfessor of Chemistry in 1992. While at theSt. Augustine Campus Professor Headleyserved as Head of Department of Chemistry,Dean of the Faculty of Natural Sciences (as itwas then called) and on several committees ofthe campus and the university.

He was a pioneering contribution to the devel-opment of teaching and research in InorganicChemistry at St. Augustine. Currently, one thirdof the lecturers in the department, including themost senior inorganic chemist on staff, weretaught by him. However, it is for his researchin the area of solar energy that he became bestknown locally, in the Caribbean region and in-ternationally and for which he received manyhonours. He was proud of the national award– Companion of Honour – conferred on him bythe government of his native Barbados in 1996.

At Cave Hill he was Head of the Department ofChemistry (1992 –1995) before being ap-pointed Director of CERMES (Centre for Re-source Management and Environmental Stud-ies), a position he held until his untimely death.He was also the Director-designate of the Cen-tre for Renewable Energy (CEFREN) that thegovernment of Barbados is about to establish.

Those of us who worked with Oliver Headleyknew him as a man who engaged in work andhobbies alike with great passion and zeal. Heserved the University of the West Indies withenergy and distinction and brought internationalacclaim and recognition to the institution.

On behalf of the Department of Chemistry, I wishto acknowledge his sterling contribution, to ex-press our deepest sorrow at his passing andour heartfelt condolences to his family. Mayhe rest in peace.

A founding member of TheCaribbean Education Organisation ofCanada, he was also a fund-raising vol-unteer with the Women’s Musical Clubof Toronto, a member of The ExecutiveCommittee of The Naparima Alumni As-sociation of Canada, a volunteer with theSouth Asian Advisory Committee of TheRoyal Ontario Museum that raised fundsfor the establishment of the South AsianGallery. He is currently a member of TheSteering Committee of The Friends ofNelson Island.

Dr. Rampersad also spoke in detail of theupcoming university events for the newterm. These included the Research Daysin October - where individuals as well asteams of researchers share their activi-ties with each other and variousstakeholders - as well as internationalconferences and fundraising activitiesthat are scheduled to be held on cam-pus.

“We have this unique multi-cultural sys-tem here in Trinidad, a place that retainslinks to our [ancestral] countries of ori-gin. There is so much here that is frozenin time – remnant languages, fascinatingcultures – that would be of interest to so-ciologists and anthropologists beyond ourshores. St. Augustine could become animportant centre for the study of diasporiccommunities in a variety of areas includ-ing for instance, ethnic-linked diseases,”he explained.

Dr Rampersad grew up in Tunapuna be-fore migrating to England to continue hiseducation. He also spent time in theTrinidad Diplomatic corps. Decades later,he has returned to his family home inPasea Village with his internationally di-verse art and book collection. A voraciousreader and art collector, he has editionsby renowned writers like Vickram Sethand R.K. Narayan. He also has a pas-sion for Moghul and Rajput miniaturepaintings as well as for the work of localpainters including Sonnylal Rambissoon,Adrian Camps-Campins and ShastriMaharaj.

Well known for having an open door policyand preferring to personally answer mostif not all of his calls, it is doubtful that hewill ever have a “quiet day at the Office”for quite some time.

Baroness Valerie Amos, Parliamen-tary Under-Secretary for Foreign &Commonwealth Affairs, The BritishGovernment visited the Centre forGender and Development Studies(CGDS), St. Augustine in April. TheBaronness discussed pertinent gen-der and development issues whichare of significance to Trinidad, thewider Caribbean Region and Brit-ain. Her party included PeterHarborne, British High Commis-sioner and Tom Fletcher, PersonalAssistant to British High Commis-sioner. Baroness Amos’s visit wasborne out of her interests in genderissues, as well as a desire to dis-cuss these issues within the devel-oped and developing world. Giventhe links between the two societies,she was particularly interested inthe problems facing Caribbean so-ciety and in discovering possiblecommon areas. She noted that theknowledge gained here would be ofassistance to her portfolio.

Present at the meeting were Profes-sor Rhoda Reddock, Head, Centrefor Gender and Development Stud-ies, St. Augustine; Dr. Patricia Mo-hammed, Head, Centre for Genderand Development, Mona; Mr.William Iton, Campus Registrar; Dr.Adele Jones, Social Work Depart-ment; Associate staff of CGDS: Dr.Grace Sirju-Charran, School ofNatural Sciences; Dr. Paula Morgan

and Dr. Valerie Youseff, Schoolof Humanities; CGDS GraduateResearch Assistant Ms. LaraRoopnarine and Outreach andResearch Officer, CGDS, Ms.Camille Antoine.

The Baroness identified threekey areas of concern for her,which also dovetailed neatly intothe research interests of the Cen-tre. These were identified as:Women in the region and relatedissues; Issues of foreign policyand development policy andfinding ways of mainstreamingissues related to women; Therole of government in facilitatinggender mainstreaming. A livelydiscussion ensued based uponher remarks in which membersof the meeting shared their viewsand experiences on the areashighlighted. Among the manycontributions, it was noted thatthe issue of malemarginalization, especially as itrelates to the issues of mascu-linity, gender differentials ineducation, and violence, wasalso an area of study for the Cen-tre. In this, the Centre at MonaCampus had already establisheda course on “Men and Mascu-linity” while the St. Augustineunit was preparing to offer asimilar course in the new aca-demic year.

I N T H E N E W SWhat shall we as a community of learning define asour signal achievement ten years from now? What is itworth coming together to do today that will really makea decisive difference in the lives of our people tomor-row? What trees

will we plant and nurture; how will we help them togrow; what fruits will they bear a decade from now?

Will the decade to 2012 be an example of opportunitiestaken or opportunities missed by Trinidad and Tobagoand the region? Will The University of the West Indiesinfluence the choices to be made by nation; region andpeople? How related is what we do at the University towhat the nation, the region, and our people eventuallyachieve? In this quantum world of interconnectivityand multiple, unpredictable impacts, how can the for-tunes of nation, region and people not be inextricablylinked? How can our society make progress at a rapidpace without leadership, at once thoughtful and activ-ist, from The University of the West Indies.

How can our University not respond to the gaps in edu-cational achievement, scientific and technological so-phistication, skills and competencies, rate of economicand social transformation, institutional capacity andother related challenges which stand in the way of afaster pace of development, a better quality of life and ahigher standard of living for our people in this part ofthe world?

During the era of decolonization and political independ-ence, the labour movement and the mass of the citizenryrallied to the struggle. During the period of national-ism, government led the change for development by ex-tending the reach of the state. The 1980s and 90s Glo-balization gave rise to private sector dominance as com-petitive companies, rising to the challenge of economicliberalization, led national economies. During this eratoo, the multilateral agencies led the intellectual de-bate on development issues and on the strategic im-peratives of the globalization process. Universities inthe developing world were effectively marginalized.

In the next decade of the knowledge era, our Universitymust play a decisive developmental role in research andknowledge creation, policy formulation, business in-novation and human capital appreciation or else ourUniversity will have no relevance.

Each faculty and department must rethink its role andreassess its options to create greater value. The Hu-manities must both speak to our authenticity as Car-ibbean people and our connectivity with an evolvinghuman race in a technological driven, scientifically so-phisticated age in which major ethical questions willarise to confront us. The School of Education mustfocus on the classroom, curriculum, technology, inno-vative teaching methodology that will create the teach-ers, the context and framework for turning out criticalthinkers, creative, entrepreneurial types; innovators andproblem solvers in a world in which precedents are notlikely to mean much from our school system. Engi-neering must produce software engineers and mustthink through what percentage of its throughput mustbe entrepreneurs and innovators rather than profes-sional employees. And so on…

Time and space do not permit further discussion here,but the dialogue must intensify and our approach tochange must assume reflection, reassessment and ac-tion. The University of the West Indies must not simplybe a partner in development, it must indeed becomeone of the drivers of development.

HISTORIAN WINS FÉDON PRIZEIn the last issue of STAN there ap-peared the announcement of the JulienFédon Memorial Prize for outstandingwork by UWI History students. Andnow we are pleased to announce…(drum roll) the winner… The HistoryDepartment’s nominee Nicole Phillip,an outstanding graduate of this Uni-versity.

In 1998 she obtained a First Class Hon-ours degree and was awarded a schol-arship to read for the M.Phil degree;this was subsequently upgraded to thePh.D. because of the quality of her workduring her post-graduate years. In1999/2000 she won the Imperial Or-der of the Daughters of Empire Awardand in October/November 2000 wasselected for the extended workshop foryoung historians at Dakar, Senegal.Her thesis was entitled “Women inGrenadian History from the earliesttimes to 1983” and is a significant con-tribution to Caribbean history. STANjoins the History Department and theSt. Augustine campus in congratulat-ing Nicole Phillip on being the first re-cipient of this prestigious award.

ENGLISH AS A FOREIGNLANGUAGE PROGRAMMEThe University of the West Indieshas serviced foreign studentswishing to learn English throughits English as a Foreign Language(EFL) Programme for over a dec-ade. UWI’s EFL students have tradi-tionally come from the Francophoneand Hispanophone territories of LatinAmerica and the Caribbean, but traditionschange as times change. August 2002 marksa break in tradition in the EFL Programme’s clien-tele. On August 19th, the EFL Programme in conjunction withUN Trainmar will conduct Phase I of its Pilot Project “English for theWorking World”, geared specifically for German graduating students and professionals. The mainfoci of the Pilot Project are to provide the language skills and knowledge essential to optimalcommunication in the English-speaking business-world, and to raise cross-cultural awareness incommunication. Phase II of the project is scheduled for November 2002.

CCMS SEMINAR: A GOLDEN OPPORTUNITYThe Caribbean Centre for Monetary Studies (CCMS), inconjunction with the Caribbean Association of Industry andCommerce (CAIC), recently held its VIIth Annual SeniorLevel Policy Seminar on May 3rd at the Trinidad Hiltonand Conference Centre.

The theme of the seminar was “Pensions and Investments– Future Benefits through Effective and Efficient Invest-ment and Management in the Caribbean”. The seminar washeld to provide information on future trends in pensionbenefits, and management, as well as to provide recom-mendations on policy formulation to regional authoritieson the administration and management of pension funds.

Attracting over 100 participants from the local, regionaland international community, the day’s proceedings re-volved around four key themes. Each theme was presentedby a feature speaker, with subsequent shorter presenta-tions from practitioners in the field. The sub themes rangedfrom Influencing the Policy Makers to The Future of Pen-sions Funds and investments in the Caribbean/Benefits andCosts.

Opening remarks were made by Pro Vice Chancellor Dr.Bhoendradatt Tewarie, Principal of the St. Augustine Cam-pus. Other speakers included Mr. Gary Voss, President ofthe CAIC; Winston Dookeran, Governor of the Central Bankof Trinidad and Tobago; Mr. Larry Howai, Chief ExecutiveOfficer of First Citizens Bank, and Mr. Kenneth Valley, Min-ister in the Ministry of Finance.

THE UWI MANAGEMENT SOCIETYCelebrating its 10th anniversary, the Management Societyof The University of the West Indies (MSU), has continuedto be the largest and most interactive society on the St.Augustine campus. The MSU also has another reason tocelebrate as it was recently awarded “Club of the Year” atthe Guild of Students’ 40th Anniversary Ceremony held inMay.

With a membership of just over three hundred and grow-ing, the MSU, year after year, has proven to be a profes-sional society, promoting and fostering the developmentof quality and integrity among students. On its inception,the MSU has sought a number of objectives such as: thepromotion of a professional code of conduct; to act as acommunication channel between students and industry;to promote academic excellence and contemporary aware-ness of the working environment; and to facilitate the de-velopment of leadership skills. Over the years, the Societyhas held true to its watchwords of Mobilising Thought -Motivating Action.
