WELCOME

Welcome to the 2012 Joint Service Commission-ing Ceremony. Today we will be commissioning 25 cadets into the United States Army, United States Navy, and United States Air Force. We are very proud of our commissionees for their dedication and commitment to both their academic degree and their completion of the Reserve Officer Training Corps (ROTC) program. We are very fortunate to have Major General Timothy P. McHale with us to preside as the Commis-sioning Officer for today’s ceremony.

HISTORY OF ROTC

The origin of military instruction in civilian colleges dates back to 1819 when Captain Alden Partridge founded the American Literary, Scientific and Military Academy at Northfield, Vermont. Today it is Norwich University. The United States Reserve Officer Training Corps and the Junior ROTC arose from the National Defense Act of 1916. World War I prevented the full deployment of civilian educators and military professionals working together. At the conclusion of WWI, the program was fully implemented on college campuses. In 1964, the ROTC added scholarships and expanded the Junior ROTC opportunities at high schools all across the nation.

Major General McHale was born and raised in Minnesota. In May 1977, he completed his undergraduate studies at St. John’s University, Collegeville, Minnesota as a Distinguished Military Graduate with a Bachelor of Arts Degree in Philosophy, and was commissioned a Second Lieutenant in the Transportation Corps. During 35 years of ser-vice, he has commanded units of every echelon, from platoon to theater support command, with duty in Germany, Korea, Iraq, Afghanistan and throughout the United States.

His first assignment was at Fort Eustis, Virginia as a Platoon Leader in the 73rd Transportation Company (Watercraft) and as the first Commander of the newly formed Diving Detachment (Provisional). Major General McHale’s next duty was Fort Rucker, Alabama where he graduated from Flight School and returned directly back to Fort Eustis to attend and graduate from the Army’s Helicopter Maintenance Test Pilot Course.

In June of 1982, Major General McHale headed to U.S. Army Europe where he served as a Battalion S4 Officer, Platoon Leader/Maintenance Test Pilot, and as a Company Commander in the 394th Transportation Battalion (AVIM), Stuttgart Germany. Following Company Command he was stationed at Fort Hood, Texas with the 6th Cavalry Brigade as the Brigade Materiel Management Chief, Squadron Executive Officer 3/6 Cavalry Squadron and Company Commander K Company, 158th Aviation Regiment, 13th Corps Support Command.

From July 1990 to January 1992, Major General McHale served on the Headquarters Department of the Army Staff at the Pentagon as an Aviation Logistics Action Officer and subsequently Speechwriter to the Deputy Chief of Staff for Logistics. He then was transferred to Army Materiel Command to serve as Special Assistant to the Commanding General.

In June 1993 he took command of 8th Aviation Battalion, 101st Airborne Division, (Air Assault) with a sequential assignment as the 101st Airborne Division (Air Assault) Deputy Chief of Staff for Logistics G4. He left the Division and after a year as a Senior Service College National Security Fellow, Major General McHale returned to the 101st Airborne Division (Air Assault) to stand up and command the 159th Aviation Brigade.

From August 1999 to August 2000 Major General McHale returned to the Pentagon to be the Chief of Aviation Programs for the Department of the Army. He remained at the Pentagon with a follow on assignment as the Executive Officer to the Director for Logistics J4 of the Joint Staff.

Major General McHale’s first General Officer assignment was in July 2002 as the United States Forces-Korea, Deputy Chief of Staff J4 (Logistics) in Seoul, South Korea. In September 2004 he assumed command of the 19th Theater Support Command in Daegu, South Korea. Upon return to the United States in October 2006, he was assigned to Headquarters Department of the Army as the Operations and Logistics Readiness Officer in the Office of the Army G4.

From October 2007 to June 2009, Major General McHale deployed to Iraq where he was the Deputy Chief of Staff for Resources and Sustainment for Multi-National Forces-Iraq. His assignment was extended to stand up the Security Agreement Secretariat and to become its first Director. He returned to the United States where he became the Director for Logistics Operations for the Defense Logistics Agency. His assignment to the Defense Logistics Agency was curtailed and he deployed to Afghanistan in January 2010 to become the Deputy Commanding General for Support for U.S. Forces Afghanistan until October 2011.

Major General McHale holds Master’s Degrees in Management from Salve Regina University, Newport, Rhode Island, and National Security and Strategic Studies from the Naval War College. He is a former National Security Fellow, John F. Kennedy School of Government, Harvard University.

Major General McHale has been married to his wife Janice for 28 years. They have two boys, Casey 18, attending Valley Forge Military College in Wayne, Pennsylvania and Riley 12, attending Saint Louis Catholic School in Alexandria, Virginia.

Major General McHale’s awards and decorations include; Army Distinguished Service Medal, Defense Superior Service Medal with one Oak Leaf Cluster, Legion of Merit with one Oak Leaf Cluster, Bronze Star with one Oak Leaf Cluster, Defense Meritorious Service Medal, Meritorious Service Medal with three Oak Leaf Clusters, the Army Commendation Medal, the Army Achievement Medal, First Class Divers Badge, Parachutist Badge, Air Assault Badge, Ranger Tab, Senior Army Aviator Badge and the Combat Ac-tion Badge.
