ANNUAL REPORT 2012
In 2012, our Nepal team began working with Amrit Neupane, a 3-year-old boy who lives with cerebral palsy. Amrit lives in a remote village, but that doesn’t stop our physical therapist and community based rehabilitation worker from visiting him regularly. With his determination to complete his exercises and the support of orthopedic devices, Amrit continues to make excellent progress.
When you turn the page, you’ll see that he is thriving. As donors to Handicap International, we believe that Amrit’s story demonstrates the impact of our work on the lives of the most vulnerable people living in the most fragile of circumstances.
Amrit was one of three million people we reached in 2012 in 61 countries. Each individual carries a similar, powerful tale and makes the work we do on behalf of our donors incredibly rewarding.
In 2012, action against landmines, cluster bombs, and other explosive remnants of war remained a critical area for Handicap International. In Mozambique, our demining teams cleared a remarkable 40 million square feet of land, putting the country on track to be landmine free in 2014. In Libya, teams destroyed more than 32,000 unexploded ordnances; and when a weapons depot exploded in Brazzaville, Republic of Congo, killing and injuring hundreds of people, Handicap International experts stepped in to clear more than 14,400 explosives scattered throughout the damaged city.
Handicap International is the only organization offering a full spectrum of programs to address the needs of people with disabilities and other vulnerable groups. Our beneficiaries grew stronger through rehabilitation. We ensured their human rights were respected — unlocking potential so that they can learn at school, earn money through employment, lead their households and their fellow citizens as activists. Persons with disabilities, from the very young to the elderly, deserve the same access to services and opportunities as other members of their communities. Handicap International staff located in the poorest countries around the world work to see that this objective is met.
A number of man-made and natural disasters made headlines in 2012: our teams were there, too. As conflict enveloped Syria, our staff advanced into neighboring nations and eventually into Syria to support the injured and disabled. In Mali, where food shortages and war forced hundreds of thousands to flee their homes, we distributed aid and taught Malians to spot and avoid explosives. Disaster preparedness projects ensured an immediate response when severe hurricanes hit Haiti and the Philippines.

HELPING THE WORLD’S MOST VULNERABLE
Handicap International is an independent and impartial international aid organization operating in situations of poverty, exclusion, conflict, and disaster. We work with the world’s most vulnerable people, including people with disabilities, taking action and bearing witness to respond to their essential needs, improve their living conditions, and promote respect for their dignity and rights. In 2012, the Handicap International Federation implemented 327 programs in 61 countries while offices in Belgium, Canada, France, Germany, Luxembourg, Switzerland, the U.K, and the U.S. raised awareness and critical funds to support these programs.

We are extremely proud to recognize our youngest supporters – a class of students from P.S./I.S. 192 in Brooklyn, New York. They chose to donate their penny drive collection to Handicap International’s mine action program. Their efforts raised enough funds to clear more than 4,500 square feet of land.

LIBERATING LAND
LIBYAAfter the revolution swept across Libya, huge numbers of weapons and explosives were left behind in the coastal towns and villages that saw the most violent fighting. Our weapons clearance teams have removed more than 35,000 explosive remnants of war since then and will continue this work. To help prevent injuries caused by unexploded ordnance and small arms, we held more than 1,000 awareness-raising sessions in schools, mosques, and public places. In partnership with the Ministry of Education, we also developed a national education curriculum for teachers on the risks related to conventional weapons, and trained nearly 200 teachers to teach children how to spot and avoid weapons.
LEBANONIn 2012, our deminers cleared mines and other unexploded ordnance from 661,980 square feet of land in North Lebanon. Such work helps the country reach its goal of totally eradicating mines and unexploded ordnance by 2020. It also fosters the development of socio-economic activities that benefit local people, including improvements to roads, bridges, and the electric grid.
LAOSLaos remains the world’s most heavily cluster bomb contaminated country. We continued our long-term commitment to clearing explosive remnants of war and teaching the public to avoid weapons in the three worst-affected districts of Savannakhet province. Since 2006, we have cleared more than 21.5 million square feet of land and taught more than 50,000 people to avoid unexploded ordnance.

“I always wanted to be a weapons clearance expert, even from a very young age,” says Lam Ngeung, who has worked for Handicap International in Laos for seven years. “When I was young, my father was involved in a cluster bomb accident. He only received minor injuries but was traumatized. I want to prevent these sorts of accidents from happening again.”

RESTORING STRENGTH

THAILANDWe continued to strengthen our rehabilitation network for refugees and community members living in or near camps along the Thai-Burma border. Handicap International’s rehabilitation centers provide people with disabilities with assistive devices such as wheelchairs, prosthetic limbs, and crutches — all produced or repaired in local workshops. Nearly 7,500 people visit these centers annually, with about 1,500 people receiving ongoing physical therapy or other care. There is a special focus on working with landmine victims, people who have suffered strokes, and children with cerebral palsy.
HAITI After the 2010 earthquake, Handicap International set up a rehabilitation center for victims. To address the shortage of skilled Haitian rehabilitation professionals, we launched a program in February 2012 to train local students. So far, 60 students are in training to be rehabilitation technicians and six students are learning how to make orthotic and prosthetic devices for upper and lower limbs.
AFGHANISTANPresent in Afghanistan since 1996, we support the Kandahar functional rehabilitation center at Mirwais Hospital. This facility is the only center providing quality rehabilitation services in the south. Physical therapy and orthopedic care are delivered free of charge and trained staff fit beneficiaries for technical aids such as wheelchairs and crutches. Staff have distributed nearly 7,000 technical aids and conducted more than 10,800 physical therapy sessions.
Saw Soe Win lost his right leg to a landmine in Burma. At the Mae Sot camp in Thailand, Handicap International technicians fitted him with a prosthesis and physical therapists are working with him so he can learn to walk with his new leg. Once he is ready, he will be able to return home.

UNLOCKING POTENTIAL

CHINA, LAOS, & VIETNAMProjects in China, Laos, and Vietnam promote the inclusion of people with disabilities, with a focus on creating jobs. Through vocational and other training, people with disabilities are able to earn a living. Handicap International works hand-in-hand with local partners to offer personalized, professional support to meet the needs of each individual.
DEMOCRATIC REPUBLIC OF CONGOOur inclusive education project in the Democratic Republic of Congo aims to prevent discrimination against children with disabilities in schools and to equip teachers with the training to teach children with special learning needs. In 2012, we trained more than 200 teachers and Ministry of Education staff in psychology, differentiated learning, and sign language. We also encouraged decision makers to integrate inclusive education into national education policies and plans.
TAJIKISTANThe “Quality of Life” project in the Khatlon region of Tajikistan gives children with disabilities and their parents access to social and care services. In partnership with local and international organizations, the project draws on the community to ensure that these services foster a more inclusive society. This community-based approach is a new concept in a region where knowledge and awareness of disability, inclusion, and rehabilitation are lacking at all levels of society.
Twelve-year-old Mabiela, who only has one foot and lost her mother at a young age, attends school in Kingabwa, Democratic Republic of Congo thanks to Handicap International. “Before, I thought disabled children were useless,” says Mabiela’s teacher. “I was ignorant. Handicap International changed my mind.”

JORDAN, LEBANON, & SYRIASince June 2012, we have been helping the most vulnerable victims of the Syrian conflict. Staff assess their needs and provide them with direct care through fixed and mobile “Disability and Vulnerability Focal Points” in northern Lebanon and along Jordan’s border with Syria. Teams, which include physical therapists and psychosocial specialists, fit and distribute mobility aids, orthoses or prostheses, and provide rehabilitation sessions and psychosocial support. To prevent permanent disabilities, we work in local clinics and hospitals to provide rehabilitation to people with injuries. Since mid-December 2012, Handicap International has also provided post-surgical emergency rehabilitation inside Syria.
MALIPolitical unrest in northern Mali and an ongoing food crisis triggered major population displacements within the country and throughout the region. In response, we distributed 2,280 tons of food, 127,600 tons of seeds, and 16,600 gallons of fuel — helping more than 9,000 children under five, and 1,500 pregnant and breastfeeding women. We also educated more than 10,000 children and adults to spot and avoid explosive remnants of war.
DEMOCRATIC REPUBLIC OF CONGODespite new and intensified conflicts between rebels and the military in North Kivu province, our regional teams kept our mobile emergency platform operational. Staff put in place a variety of security measures and provided transport, storage, and logistics support to 30 other NGOs so that the vital needs of hundreds of thousands of displaced people could be met.
Seven-year-old Ammar lost his leg in a bombing in Syria. He and his family fled to Jordan. Handicap International found Ammar and his family, fitted the boy with a prosthesis, and provided him with physical therapy. His family benefits from counseling. “We know that we’re not alone,” says Ammar’s father. “We have someone to talk to about our problems, someone who can help us find solutions.”

RESPONDING TO DISASTERS

HAITIHurricane Sandy struck Haiti on October 24, 2012. Our teams were in place within a day. In the worst-affected zones, the teams distributed emergency kits (hygiene items, cooking sets, blankets) and other essential items. To help tackle and prevent the spread of cholera, teams gave residents chlorine tablets to treat water. We were able to take such immediate action thanks to the rapid response mechanism set up in August 2011, with the support of UNICEF. Because Haiti is highly prone to natural disasters, we trained local partners on how to respond to these emergencies, including how to distribute aid efficiently, put up emergency shelters, reduce the threat of diseases like cholera, and ensure that the most vulnerable people, especially those with disabilities, are not forgotten.
PHILIPPINESIn December 2012, Typhoon Bopha hit the Philippines, killing more than 1,000 people and leaving another 200,000 people homeless. Almost 960,000 fled their homes to take shelter in hangars, schools, and temporary emergency camps. Handicap International took immediate action: a series of mobile teams identified the most urgent needs. In the hardest-hit region of Davao, the teams distributed temporary shelter kits and hygiene items to nearly 1,900 people with disabilities and vulnerable families.
“We have absolutely nothing left,” says Clermanso Dorsé, who lost his home during Hurricane Sandy. “When the storm hit, we took shelter in a more solid house a bit further away.” Luckily, Clermanso had some savings and was able to build a small shop with a shelter kit he got from Handicap International, enabling him to generate new income for his family.

The procedures selected depend on the auditor’s judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditor considers internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. Accordingly, we express no such opinion. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of significant accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
