Dear 2012 Government Affairs Conference Participant:

Welcome and thank you for joining us for the National Customs Brokers and Forwarders Association of America, Inc. (NCBFAA) 2012 Government Affairs Conference (GAC). Long before becoming NCBFAA President, I made it a point to participate in this annual event because I truly believe it is the most important activity we conduct in furthering the interests of our industry and the work of your Asso-ciation. By articulating the challenges created by legislative initiatives and proposals to those creating those initiatives and proposals we can insure that they are, at least, exposed to the real world effects of their efforts. Most importantly, however, because you are personally conveying our message, it will not be lost in the rush of competing demands on our legislators’ time. This year, Monday’s program provides a full range of sessions addressing those issues deemed not only topical but also vital to our businesses. Members from the Senate and House staffs will brief you on current trade issues and what you can expect from Congress in an election year. In recognition of the importance of IPR enforcement to our business processes, Lev Kubiak, Director, IPR Center, ICE will discuss the work of the National Intellectual Property Rights Coordination Center (NIPRCC). FMC Bureau of Enforcement Director Peter J. King will bring everyone up to speed on the work of his agency. How the FDA can accomplish its expanded role with diminished resources will be covered during the “Change at the FDA” session. During the Keynote Luncheon, we will hear a report from Assistant CBP Commissioner Allen Gina as well as honor long-time friend and Association supporter, Richard Preuss, U.S. Census Bureau. Following lunch, NCBFAA GAC Chairperson Mary Peglow and NCBFAA Legislative Counsel Jon Kent will advise everyone on how to make the most of your time on the Hill as well as what are this year’s hot issues. As the long-awaited Customs reauthorization bill is about to be introduced, a panel of experts will give attendees a sense for the direction that its provisions are likely to take. Monday concludes with a session on the role of the broker. The panel addressing the broker’s role includes Rich-ard DiNucci, Director, Office Field Operations, CBP; Elena Ryan, Acting Director, Trade Facilitation and Administration; Ken Bargteil, NCBFAA NEI Chairman; Leman G. “Chip” Bown, Jr., NCBFAA Customs Committee Member; and Moderator Mary Jo Muoio, NCBFAA Customs Committee Chairperson. Following the session, all attendees are invited to gather in the hotel lobby for a group photo shoot to memorialize the occasion. Tuesday begins with a Keynote Breakfast by speaker Peter Roskam (R-IL), Chief Deputy Whip , U.S. House of Representatives to be followed by Congressional Appointments on Capitol Hill. At the conclusion of the Congressional visits, NCBFAA GAC Chair Mary Peglow and Jon Kent will moderate a Congressional Appointments Debriefing during which time you may complete the Congressional visit evaluation. By telling us how your congressional visits went, we can better gauge how successfully we have communicated our message—and how much work lies ahead. To close out the GAC, there will be a Congressional Reception from 6 - 8 p.m. in the Rayburn House Office Building, Gold Room 2168. These conference documents contain the detailed conference program, speaker biographies, registrant list, the congressional visit evaluation form, and a conference evaluation form. Precis: Trade legislation goes to the heart of NCBFAA’s interests; robust growth in the international movement of goods, both imports and exports. Congress has pursued such issues as Free Trade Agreements, a preferred trading arrangement with Russia, improved enforcement of U.S. trade laws, and a strong focus on commercial facilitation. Trade continues to be on the table during the waning days of the 112th Congress, as our members will attest after their visits to Capitol Hill on September 11th.

Precis: The National Intellectual Property Rights Coordination Center (NIPRCC) was formed several years ago from assets belonging to U.S. Immigration and Customs Enforcement (ICE), which investigates enforcement matters generated by CBP. Since then, it has added representatives of most U.S. federal enforcement agencies and some foreign governments to coordinate enforcement activities. Recently, it has expanded beyond IPR to include other import issues. The NIPRCC is interested in the role played by our members and seeks to initiate a two-way dialogue.

Precis: The Federal Maritime Commission’s Bureau of Enforcement is engaged in a number of compliance issues, one of which is the widely reported issue of whether the vessel operators are discriminating against NVOCCs in the recent round of service contract negotiations and the imposition of surcharges and GRIs. Also of particular interest to members and the Director of the Bureau of Enforcement will be side-bar discussions about practices of the carriers or unfair competition by unlicensed forwarders.

Precis: Increasingly, the Food and Drug Administration (FDA) plays a major role in the work of customs brokers and freight forwarders. While it has long had an important presence at the border, more is being demanded of the FDA. It must facilitate the movement of legitimate goods into the U.S., yet its expanding role in commer-cial enforcement places enormous demands on insufficient resources. Recently, the FDA engaged a group of private sector spokesmen to provide advice on how to accomplish these seemingly conflicting goals. The panel will discuss those recommendations.

Precis: The long-awaited customs reauthorization bill is being readied for introduction. A major focus of the bill will be directed to customs commercial operations. While the bill covers a great many issues, it has been of continuing interest to customs brokers. Matters of particular concern include: the Automated Commercial Environment (ACE), anti-dumping and countervailing duties, single entry bonds and drawback. The panel will give attendees a sense for the direction that these matters are likely to take.

Precis: For the last 118 years customs brokers have been highly regulated. And, just as the work of the cus-toms broker has evolved, so have the governing regulations. CBP is currently working on an expansive change to the customs broker regulations and the NCBFAA has been very actively involved in this work for the past few years. The work being done ranges from simple regulatory updates to broad, sweeping changes, to the functions and accountability of the licensed customs broker. The brokerage community and the NCBFAA are participating in unprecedented ways from updating existing wording to developing entirely new concepts and regulations. Now is the time for each one of us to hear from CBP where they are in the process and what changes and concepts are emerging. And now is the time for each one of us to consider the impact of these possibilities and provide direct input to both NCBFAA and CBP.

As Managing Director of Regulatory Compliance for FedEx Trade Networks Transport & Brokerage, Inc., a sub-sidiary of FedEx Corporation based in Buffalo, NY, Leman “Chip” Bown, Jr., is responsible for the leadership and strate-gic direction of the regulatory compliance division of the company. FedEx Trade Networks is one of North America’s largest-volume customs entry filers and a leading provider of global cargo distribution, trade advisory services, and value-added logistics solutions. Mr. Bown has worked in the customs brokerage field for 40 years and has been with FedEx Trade Networks since 1972. Most notably he is the past President of the Northern Border Customs Brokers Association, past Chair of the Customs Committee, and currently serves on the Board of Directors. Mr. Bown also serves as the Chair of the Large Broker and Forwarder Committee for the NCBFAA.

Jeffery C. Coppersmith is President of Coppersmith Inc. and Chairman of the NCBFAA. Mr. Coppersmith has been active in NCBFAA as the former President, an Area Director, Freight Forwarding Chair, Annual Conference Chair-man, Treasurer and Vice President. Mr. Coppersmith also served on the Board of the Los Angeles Brokers Association, Chairman of the Los Angeles World Trade Week, and also served as Chairman of the Pacific Coast Council. Copper-smith Inc. offers complete Global Logistics in 11 offices throughout the United States and prides itself on the ability to give personal service with big time technology.

Jeffery C. Coppersmith, NCBFAA Chairman of the Board

Kenneth Bargteil, NCBFAA Educational Institute Chairman Ken Bargteil is serving his first year as the NCBFAA Educational Institute Chairman, previously serving 10 years as Chairman of the NCBFAA Customs Committee. He termed out after four consecutive two-year terms as a Board Member representing the Baltimore, Boston, and Philadelphia Region. Mr. Bargteil is a Charter Member of the NEI Policy and CCS Content Committee. This is his tenth year on the Annual Conference Committee. He is also a Charter Member of the Large Broker and Forwarder Committee. Mr. Bargteil leads the NCBFAA delegation on Customs’ Trade Support Network, serving on the Revenue, Legal & Policy, Supply Chain Security Steering and Trade Leadership Com-mittees, and he currently Chairs the Liquidation Subcommittee of the Legal Policy Committee. He has been a Vice President for Kuehne + Nagel Inc. for 30 of his 32 years with the company.

Richard DiNucci, Director, Office Field Operations, Customs & Border Protection Richard DiNucci began his career with the U.S. Customs Service 21 years ago in the Port of Baltimore in the Commercial Operations Division. He transferred to the Office of International Affairs at Customs Headquarters opera-tions where he worked in the International Organizations and Agreements Branch. Mr. DiNucci returned to the field to work in the reorganized Director Field Operations offices on trade en-forcement issues and returned to Headquarters after five years at the CMC. His responsibilities included the Low-Risk Importer Program which, after 9/11, served as one of the foundational elements of the Customs-Trade Partnership Against Terrorism (C-TPAT) initiative. Mr. DiNucci moved from the C-TPAT program to a position as the Special Assistant to the Deputy Commissioner of Customs and later was assigned to the Border and Transportation Security Directorate at the Department of Homeland Security. Upon completion of his assignment at the department, Mr. DiNucci oversaw the Commissioner’s Situation Room at Customs Headquarters while serving as the Acting Deputy Director of the Of-fice of Anti-Terrorism. Prior to taking on his current responsibilities, Mr. DiNucci was the Director, Border Targeting and

Allen Gina, Assistant Commissioner, Customs & Border Protection Mr. Allen Gina brings a wealth of background to this position as Assistant Commissioner of International Trade from his more than 28 years with CBP and the U.S. Customs Service. He most recently served as Assistant Commis-sioner for the Office of International Affairs. Previously, he held the position of Deputy Assistant Commissioner for the Office of Intelligence and Operations Coordination. He also served as the Executive Director overseeing the Container Security Initiative and Secure Freight Initiative offices. From February 2003 to May 2004, Mr. Gina was detailed to the Directorate of Border and Transportation Security to help set up the new Department of Homeland Security (DHS). While at DHS he served as Director of Agency Coordination. Mr. Gina began his career in 1983 as a Customs Inspector for the U.S. Customs Service. His appointment adds critical operational expertise to the Office of International Trade.

Paul DeLaney, International Trade Counsel, Senate Finance Committee Mr. DeLaney joined Ranking Member Orrin Hatch’s trade team as International Trade Counsel to the Finance Committee in February 2011. He advises Ranking Member Hatch, the Republican Finance Committee Senators, Re-publican Leadership and other Republican Senators and their staff on a host of trade, investment, and international economic issues. Before joining the Finance Committee, he served as Senior Attorney for Trade and International Affairs at FedEx Express. He advocated on behalf of FedEx Express on trade policy and international regulatory issues before the U.S. and foreign governments, as well as in industry and trade associations. Prior to joining FedEx Express, Mr. DeLaney worked at the Office of the U.S. Trade Representative for three years, including serving as Deputy Chief of Staff for U.S. Trade Representatives Rob Portman and Susan C. Schwab. Before joining USTR, he was a litigation associ-ate at Vinson & Elkins, LLP in Washington D.C. Prior to law school he worked on congressional affairs for The Nature Conservancy. Mr. DeLaney attended Yale University and the University of Virginia School of Law. He was elected to the Washington International Trade Association Board of Directors in 2012.

Janet Fields, NCBFAA Transportation Committee Chair Janet Fields began her career with John S. James Co. in 1974. She advanced from Export Administrator to Office Manager and now holds the position of corporate director of Human Resources at John S. James Co. Ms. Fields became a licensed Customs Broker in 1988, a Certified Ocean Forwarder in 1997, a Certified Customs Specialist in 2006 and a Certified Export Specialist in 2009. She has served as President of the Savannah Brokers & Forwarders Associa-tion as well as the Legislative Chairman. She currently holds the position of Transportation Committee Chairperson of the NCBFAA. Ms. Fields is also the Certified Export Specialist subcommittee chairman of the NCBFAA Educational Institute.

Angela Ellard, House Ways and Means Majority Angela Ellard is the Ways and Means Committee Chief Trade Counsel and Trade Subcommittee Staff Director of the U.S. House of Representatives. She advises Chairman Dave Camp (R-MI), Subcommittee Chairman Kevin Brady (R-TX), and other Members on a variety of trade matters, including negotiations and implementation of bilateral and regional free trade agreements, the operation of U.S. trade laws, trade promotion authority, antidumping and coun-tervailing duty issues, bilarteral relationships with U.S. tradeing partners, and World Trade Organization negotiations and dispute settlement. Before joining the Committee staff in 1995, Ms. Ellard was in private practice, specializing in international trade litigation and policy, including antidumping and countervailing duty proceedings and appeals on behalf of petitioners and respondents, other trade remedy proceedings, and bilateral and multilateral agreements.

Analysis with oversight of CBP’s targeting systems. As the Director of the Secure Freight Initiative in Field Operations, Mr. DiNucci oversees CBP’s efforts respond-ing to the 9/11 Commission Act legislation mandating 100 percent scanning of all U.S.-bound containers by 2012 and the implementation of CBP’s Security Filing initiative and to the SAFE Port Act mandate for enhanced trade data to assist CBP’s high-risk targeting efforts.

Amber Cottle, International Trade Counsel, Senate Finance Committee Amber Cottle is the Chief International Trade Counsel for the Democratic staff of the Senate Finance Commit-tee. In this capacity, she advises Finance Committee Chairman Max Baucus (D-MT), as well as members and staff of the Finance Committee and Democratic Caucus, on trade and international economic issues. Ms. Cottle joined the Finance Committee in 2007 after serving for three years as the Deputy Assistant U.S. Trade Representative for Investment, where she negotiated the investment provisions of multiple U.S. free trade ag-greements and bilateral investment treaties. Prior to that, Ms. Cottle served for two years as Assistant General Counsel at the Office of the U.S. Trade Representative, where she represented the United States in several World Trade Organi-zation dispute settlement proceedings. Ms. Cottle also worked in the International Group of Wilmer, Cutler & Pickering for four years, and clerked on the U.S. Court of Appeals for the Fourth Circuit. She holds a J.D. from the University of Chicago Law School and a B.A. in Political Science from Saint Louis University.

Jon H. Kent is an experienced lobbyist before the Congress and the federal regulatory agencies. Specializing in trade and trademark intellectual property legislation, almost all of the legislation in these areas passed in the last 15 years bears his imprint and that of Kent & O’Connor clients. Lev J. Kubiak, Director, International Property Rights Center, Immigration & Customs Enforcement Lev J. Kubiak is the Director for the National Intellectual Property Rights Coordination Center (IPR Center), located in Arlington, Virginia. The center is a task force consisting of 17 key U.S. agencies and four international part-ners and stands at the forefront of the U.S. government’s response to global intellectual property theft. Additionally, Mr. Kubiak is responsible for Homeland Security Investigation’s HSI trade fraud investigations program. Prior to assuming the role of Director in August 2011, Mr. Kubiak served in Buffao, NY as the HSI special agent. Other key leadership positions have included assistant special agent in charge, Buffalo, NY; deputy assistant direc-tor for the international policy and programs division of U.S. Immigration and Customs Enforcement’s (ICE) Office of International Affairs; and deputy director for the Container Security Initiative; a national security program focused on securing international movement of shipping containers. Mr. Kubiak began his career in government service in 1992 at the U.S. Customs Service’s Office of Labor and Employee Relations in Washington, D.C. He began his investigative career in 1995 when he became a U.S. Customs special agent and was assigned to the agency’s Detroit field office.

Alan Klestadt, NCBFAA Customs Counsel Alan Klestadt is a partner in the law firm of Grunfeld, Desiderio, Lebowitz, Silverman & Klestadt LLP. The firm, which has offices in New York, Washington, Los Angeles, Boston and Hong Kong, has over 40 lawyers on staff, all of whom are devoted exclusively to the practice of customs and international trade law. Mr. Klestadt currently serves as Customs Counsel to the NCBFAA. Mr. Klestadt provides guidance on regulatory and legislative proposals that impact the customs brokerage industry. He works closely with the executive officers of the Association and counsels brokerage clients on a wide variety of compliance issues. Mr. Klestadt assists clients in structuring their import transactions in order to minimize customs duties, ensure regulatory compliance and eliminate customs penalty exposure. He has extensive experience in managing compli-ance reviews and developing strategies to maximize import opportunities. He is admitted to practice before the U.S. Court of Appeals for the Federal Circuit, the U.S. Court of Internation-al Trade and the U.S. District Courts for the Eastern and Southern Districts of New York.

Peter J. King, Director, Bureau of Enforcement, Federal Maritime Commission Peter J. King joined the Commission in 1987 as a Trial Attorney in the Commission’s Bureau of Enforcement, and later became the Bureau’s Deputy Director. From 2004-2006, he served as Deputy Director of the Bureau of Certifi-cation and Licensing, responsible for the licensing program for the Nation’s 4500+ Ocean Transportation Intermediar-ies. In April 2007, he was named Director of the Commission’s Office of Administration and a member of the Federal Senior Executive Service (SES). He subsequently served as Acting General Counsel and General Counsel to the Com-mission beginning February 2008. In February 2010, Chairman Lidinsky approved Mr. King’s return to the Bureau of Enforcement, where he currently serves as Director.

Amy Magnus, NCBFAA Secretary Amy Magnus, a licensed Customs Broker, Customs Certified Specialist and Customs Export Specialist, is District Manager for A.N. Deringer in Champlain, NY. Ms. Magnus serves as the Secretary of the NCBFAA and is President of the Northern Border Brokers Association. Ms. Magnus serves on the Customs Committee for both associations and is an ACE Trade Ambassador working with the Trade Support Network in the development of CBP’s Automated Commercial Environment (ACE). Prior to joining A.N. Deringer’s team, Ms. Magnus was the Vice President of Trans-Border Customs Service. Before becoming a Customs broker, Mrs. Magnus worked for the United States Customs Service for 18 years. When she left Customs, she was the Trade Compliance Manager in Champlain New York Area Service Port. Ms. Magnus’ responsi-bilities included supervision of all trade-related personnel and functions in the Champlain Area Service Port.

Since then, Mr. Kent has become the acknowledged private sector spokesperson for several companies and associations in the import-export business. As the legislative representative for the NCBFAA, Mr. Kent has been closely involved in CBP’s and TSA’s regula-tory and legislative agendas. Presently, he represents NCBFAA as a member of the steering committee of the Joint Industry Group, a participant in an informal TSA private sector working group, and as the Association’s spokesman before Congress.

Kathy Murray brings more than 30 years of industry experience to American Cargo Express, including 12 years with Barthco International where she served as General Manager and Assistant Vice President from 2000 until 2008, and import specialist from 1996 – 2000. Prior to joining Barthco, she worked with Emery Worldwide for 13 years in both sales and customer service capacities.

Kathy Murray, Board Member Area 7 and NCBFAA PAC Chairperson

A licensed Customs Broker since 2001, Ms. Murray is active with the Houston Customhouse Brokers & Freight Forwarders Association and has served as Treasurer as well as Education Chair. She also sits on the Customs Commit-tee for the Houston area. In addition, she serves as an Area 7 Representative on the NCBFAA Board of Directors.

Mary Peglow’s career has always been focused on the challenges clients face when dealing with Regulatory Agencies. She has been associated with Mid-America Overseas Inc. in their Chicago office for 10+ years and overseas the RAC related accounts in the import group. She previously served as President of the Chicago Customs Brokers and Forwarders Association and has been active with the local Association for the last 12 years on various committees. She also serves on the NCBFAA Regula-tory Agencies Committee as Co- Chair and represents Area 5.

Mary Peglow, NCBFAA GAC Chairperson

Mary Jo Muoio, NCBFAA Customs Committee Chairperson Mary Jo Muoio is Sr. Vice President, Trade Services, OHL Global Freight Management and Logistics. Before as-suming leadership of the consulting division, Ms. Muoio was Vice President of Barthco International, Inc. Ms. Muoio has been with OHL for over 25 years and is a licensed customs broker. Ms. Muoio is a past president of the Philadelphia Association and NCBFAA, and is currently the NCBFAA Cus-toms Committee Chairperson. She is on the Board of Governors with the New York / New Jersey Association, and on the Security Filing subcommittee and represents the International Federation of Customs Brokers Association Private Sector Consultative Group Working Group on 10 + 2. She serves on the TSN Entry, Legal Policy and International Trade Data Systems committees. She recently concluded two terms on the Board of the Maritime Association of the Port of NY/NJ and is on the Industry Leadership Council for the American Association of Exporters and Importers.

Prior to joining EAA, Mr. Mullen was a senior official at U.S. Customs and Border Protection (CBP) and was initially assigned as Director of the Office of Trade Relations. In November 2005 Mr. Mullen was re-assigned as the Director of the Office of Policy and Planning, where he served as the senior policy advisor to the Commissioner and the senior leadership of CBP. In November 2006 he was promoted to Assistant Commissioner for International Affairs and Trade Relations where he managed the agency’s interactions with foreign customs agencies worldwide and repre-sented CBP at the World Customs Organization.

Michael C. Mullen, Executive Director, Express Association of America Michael C. Mullen was selected in February 2009 as the first Executive Director of the Express Association of America (EAA), a trade association formed by four large integrated express delivery companies – DP DHL, FedEx, TNT and UPS. He supports the EAA Board and Committees in developing policy relevant to the express delivery industry in the areas of customs, trade, security and postal issues.

Viji Rangaswami, House Ways and Means Minority Viji Rangaswami is currently Chief Trade Counsel for the Democrats on the Committee on Ways and Means in the U.S. House of Representatives. Previously, she served as the Staff Director and Democratic trade counsel of the Subcommittee on Trade, as well as trade counsel for the Committee. She has worked on all aspects of the U.S. trade policy, including issues related to U.S. trade with major trading partners, U.S. free trade agreements, multilateral trade negotiations and unilateral preference programs, as well as trade remedy laws. From 2005 to 2007 she was an associ-ate in the Trade, Equity, and Development Project at the Carnegie Endowment, where she specialized in how trade agreements and unilateral preference programs can promote development, particularly among the least developed countries. From 1996 to 1998, Ms. Rangaswami was an associate at the law firm of Akin, Gump Strauss, Hauer & Feld, working in the area of international trade.

During her Customs career, Ms. Magnus worked with various Customs Headquarters Offices in Washington, D.C. to draft and implement new policies and procedures as they related to NAFTA, Compliance Measurement, The Customs Modernization Act, Enforcement, and other Trade Sensitive Issues.

Elena Ryan, Acting Director, Trade Facilitation and Administration Elena Ryan is the Acting Director for Trade Facilitation and Administration in the Office of International Trade. Her division oversees broker compliance policy, the ISA program, Entry, Summary and Drawback, and the National Ac-count Managers. In her previous position, she was the chief economist for CBP and conducted regulatory cost-benefit analysis for such CBP initiatives as the Western Hemisphere Travel Initiative, immigration changes for the Marianas Islands, and the Importer Security Filing. Her current work focuses on CBP trade transformation initiatives, including the overhaul of the regulations for customs brokers in Part 111. She is currently conducting an extensive outreach ef-fort with the trade to receive feedback on broker permitting, continuing education, and establishing bona fides with importers.

Myra Reynolds, NCBFAA Customs Committee Member Myra Reynolds serves as the Director of Corporate Import Compliance for John S. James Co. Her primary re-sponsibility includes monitoring and ensuring proper compliance of the import operations. Additionally, she consults with clients, providing leadership and guidance to establish and enhance their customs compliance programs. Currently, Ms. Reynolds serves as Vice President of the Independent Freight Forwarders and Customs Brokers Association of Savannah, GA. (IFFCBA). Previously, she served as the Area 4 Representative for the Customs Committee for four years, and worked on the NCBFAA/FDA Sub-Committee for the Implementation of the Bio-Terrorism Act (BTA) program. In April 2007, the NCBFAA received approval from CBP to present an overview of the customs brokerage indus-try to Import Specialists during their training course at the Federal Law Enforcement Training Centers. Ms. Reynolds es-tablished the curriculum and became a guest instructor for the program. Since its inception, Ms. Reynolds has instruct-ed over 100 Import Specialists at the Federal Law Enforcement Training Centers in Brunswick, Ga. and Charleston, Sc., as to our industry processes and the overall value that customs brokers add to international trade and compliance.

In addition to being the party’s Chief Deputy Whip, Congressman Roskam is the co-chair of the Republican Israel Caucus and the U.S. Korea Working Group, dedicated to increasing pro-American export policies. In 2010, he served as the vice-chair of America Speaking Out, the organization that created the GOP’s Pledge to America. Mr. Sekin established DJS International in 1985, after spending over 15 years working at a customs brokerage founded by his father. He has over 40 years of

experience in the industry. Mr. Sekin is the President of NCBFAA, Inc., and has been an active member for nearly three decades. He served on the Customs Committee for more than 10 years and was chairman of the NCBFAA Educational Institute Committee as well as serving on various other Association sub-committees.

John Verbeten, Director, Operations and Policy Branch, FDA John Verbeten has been with the FDA since 1990, starting out at the Resident Post in San Antonio, Texas. He transferred to the FDA’s Chicago District in 1995 where he spent the majority of his time as an Import Investigator, and where he was named FDA’s Inspector of the Year in 2000. He was transferred to FDA Headquarters in the Division of Import Operations in 2004, dealing primarily in the realm of imported pharmaceuticals and on issues specifically deal-ing with US Customs and Border Protection laws, regulations, and procedures. He is a member of the national instruc- tor cadre responsible for training employees on import law and FDA import procedures. In January, 2008, he was selected as the Branch Director for DIOP’s Operations and Policy Branch. The Opera-tions and Policy Branch currently consists of 15 investigators and is responsible for providing guidance and instruction to FDA’s field offices regarding import poilcy and procedures, and for maintaining and updating FDA’s Import Alert system.
