Skolkovo Institute of Science and Technology (SkyTech)

• Skolkovo Institute of Science and Technology (SkyTech) is chartered

• On 26 October 2011, the Skolkovo Foundation, SkyTech, and the Massachusetts Institute of Technology (MIT) signed a definitive collaboration agreement to develop SkyTech as a world-class research university

• Administration bodies of SkyTech are formed, SkyTech President – Edward Crawley - had been appointed

• The first full class of MA and Ph.D. students will matriculate at the end of 2012

• Academic and research programs at SkyTech will cut across traditional disciplinary boundaries and address contemporary scientific and technological challenges in Skolkovo’s five priority areas: information science, energy science, biomedical science, aerospace science, and nuclear (civilian) science.

• SkyTech will establish 15 Research Centers as collaborative and multi-university research partnerships. Each Centre will involve at least one Russian and one non-Russian institutional partner, thereby opening new avenues of knowledge exchange between Russian institutions and universities worldwide.

• SkyTech will establish a Centre for Entrepreneurship and Innovation (CEI) to realize a model of enterprise Institute, for which the considerable part of incomes is made from researches by request of the industry

• Launching of OpUS in April 2011, 110 best student from 6 Moscow universities – partners of Skolkovo were chosen in March-April 2011;

• 6 courses and more than 50 lectures were made within educational program (April-June, September-December) on entrepreneurship, communication, leadership, management, IT, biomedicine, energy, innovation, inventiveness, design, mathematics, organization of science. Project «Students for students» where OpUS’ students deliver lectures to other OpUS’ students;

• Test events were made in Tomsk and Saint-Petersburg, it was agreed to launch OpUS programs in these cities;

• openu.ru blog with all OpUS videos made by OpUS students, work on attracting external audience – 2370 people are registered on openu.timepad.ru, increasing of online broadcasting views (2700 in October vs. 200 in April)

Skolkovo Open University (OpUS)*

• 4 projects initiated by OpUS students became Skolkovo residents, more applications in the pipeline;• OpUS Discussion Club was organized with the aim of popularization of science and innovations among young people. 6 OpUS

Discussion Clubs meetings were held, including two in Novosibirsk and Tomsk.• Initiated a project designed to publish science articles on Wikipedia with «OpUS» signing an agreed with Wikipedia – master-class

for students will be organized in December to discuss the principles of articles creation;• Conducted joint summer schools together with Microsoft “Software engineering and verification” and “School on computer

vision”, other external OpUS events at Baikal youth forum “Engineers of the Future” (Irkutsk region) and «Birusa-2011» (Krasnoyarsk);

Preschool and School Education System

• A partnership agreement on implementing the project signed with Microsoft and the Russian Ministry of Education and Science.

• Four international seminars on contemporary approaches to the design of school systems with the participation of specialists from 20 Russian regions and 5 countries were held.

• A preliminary project support agreement made with Wellington College and the UK College for Educational Leadership.

• A competition to create the concept of "Skolkovo School" was held in partnership with the Russian Ministry of Education and Science and Microsoft .

• The competition was covered by three news agencies, it is published and discussed on more than 40 web sites, including the website of Ministry of Education and Science, Microsoft Russian news center, Russian Education federal portal, website of «Novayagazeta»

• An expert pool of Russian and foreign experts was formed.

During the period October – November 2011 :

• The Tender Committee registered 202 applications for the competition.

• The Expert Group evaluated the applications. As a result 33 participants were allowed to participate in the second stage of the competition.

• Workshop was held with the participants of the second stage of the competition.

• The second phase have been opened for submissions.

• Requirements for the areas of buildings and territories of school and family campuses were agreed.

Preclinical Studies under GLP Standards

Carrying out of a wide range of early (synthesis of libraries, screening, head-to-head optimization) and late (short and long toxicity) preclinical studies using certified lines of laboratory animals and high primates (treatment of CNS diseases)

Key purpose of the Center will be carrying out determinative and proof tests of electronic components, dielectric materials and SC parts on their basis for radiation stability and radiation electrization under complex influence of proton and electron radiation of space. The Cluster forecasts large necessity in this center both from the part of the industry and potential Skolkovo residents.

Shared Facilities Centers (SFC)

The following CSF are planned:

* Foundation’s development plan assumes creation of CSF on the territory of "Skolkovo"

First Shared Facilities Center (SFC) “Photovoltaic” within “Ioffe STC of thin-sheet technologies” was organized, technical personnel was hired.

Main objective is carrying out of research works, directed on improvement of quality of the thin-film solar modules on the basis of amorphous and microcrystalline silicon.

Starting from 20 June, 2011 the following intellectual property services were performed for the participants:

The formation of the team of IP center «Skolkovo» concluded in November, 2011. The first Russian conference for the Skolkovo Foundation experts

On December, 5th, 2011 the First Russian conference for the Skolkovo Foundation experts took place:

• More than 95 member agreements were renewed. More than 150 experts, members of the Skolkovo Scientific and Advisory Council, including Co-chairman Zhores Alferov, and 35 representatives of the Foundation participated in the conference.

• The following reports were presented during at the conference:

o Skolkovo Foundation key results in 2011

o Key changes made to the Regulation relating to conferring and withdrawal of the Project Participant status

o Key changes made to the grant-making process

City Planning Council

The Skolkovo City Planning Council met 4 times in 2011. As a result the Innovation city Master plan and the city planning concept were approved.Based on the Master plan 6 districts were defined, including key communications and objects, architects-curators working groups were appointed including widely known companies, like SANAA, Herzog & de Meuron, Valise & Pistre, Speech.

District planning fundamental design decisions were developed (scale 1:1000 and 1:500).Design Technopakr and University buildings was approved, as well as agreement upon general principles of residential neighborhoods, public use places and other infrastructure.

Cooperation with governmental bodies have been simplified for Skolkovo project participants

Restrictions on compensation of payments for import of equipment by Skolkovo residents were lifted, discrepancies with the Social Insurance Fund, the Federal Mandatory Medical Insurance Fund, the Pension Fund of the Russian Federation about calculation of contributions by Skolkovo participants were resolved, permanent awareness about customs legislation has been created by the employees of the Central Customs Administration among the employees of the Foundation and its divisions.

Development of Skolkovo territory has started

The requirements for the location of future FMS and FTS premises have been received, special procedure of identifying land plots comprising the territory of the innovation center as urban lands has been worked out, the design of metrological center on the territory of the innovation center has been developed, creation of the scheme of efficient and rational utilization of funds by the Foundation and its subsidiary companies, research centers of the companies participants of RUIE in Skolkovo Center are designed.

It provides for cooperation with Skolkovo within the programs of innovation-driven development of state corporations and government owned corporations; the process of transfer of research projects to Skolkovo from non-governmental organizations: RUIE, OPORi Rossii, Delovaya Rossia, The Association of Technoparks of Russia, industry associations

A demand stimulation scheme for innovative products of Skolkovo participants has been developed

The structure of a public passport for state corporations’ innovative development programs has been developed. This passport enables Skolkovo participants to forecast orders on research and finished innovative solutions from state corporations in 2011-2020, the opportunities for interregional application of Skolkovo developments have been identified – 10 regions have been analyzed to determine demand for innovations from the major enterprises and regional research centers in Russia, a process has been launched to formulate demand for innovative products from the CIS and foreign countries (agreement in EueAsEC and Rossotrudnichestvo), a process has been launched to synchronize the expert boards of companies, foresights (top-priority areas) with developers of technical platforms. The system for transferring project companies from technical platform participants to eco-system of the Skolkovo Innovation Center is being tested.

An institutional mechanism for including Skolkovo into innovation programs has been developed

the Foundation’s suggestions have been taken into account in the draft Innovation Strategy of the Russian Federation by 2020, the Fund has been appointed a management company for performance of the Intergovernmental Agreement with Israel, the principles for cooperation with the Agency of Strategic Initiatives under the Russian Government have been worked out – participation has been taken in evaluation of the first projects, integration of Skolkovo Science Park into the Russian high-tech parks development program has started (a corresponding three-party agreement was signed with the Ministry of Communications and Mass Media of Russia and the Association of High-Tech Parks).

Consultations with the participants of the youth innovation Forum “Seliger-2011”, the Innovation Convent, the youth forum “Engineers of the Future”, the conference of the young scientists of the Russian Academy of Sciences, the competitions “Eurobot” and “Business of innovative technologies”. MIPs get consulting through the system of the representative offices of “Futurussia” society.

The scheme of engaging SMEs, including foreign SMEs in Skolkovo eco-system has been developed

1. Cross-participation in management bodies

The representatives of the foundation are included in the Board of Directors of Rusnano, Vneshekonombank, RVC, in the Coordination Council of MICEX. Representatives of Rusnano and RVC are included into the Skolkovo Grant Committee, representative of Vneshekonombank are included in the Tender Committee.Based on the Analytical Center under the Government of the Russian Federation, Skolkovo participates in coordination of the programs of the development institutes.

2. Regular activity in the field of innovation and educational projects

Vneshekonombank: a program of financing support to the innovation projects of the Skolkovo Fund. RVC: agreements on accreditation have been signed with 6 foundations created with participation of RVC. Joint creation of RVC applied nuclear technology venture fund RUSNANO: Creation of the Coordination Center of researches in the field of system biomedicine, bio pharmaceutics, medical bioinformatics and industrial biotechnologies; joint educational program of the companies-participants .

3. Co-financing of the elements of innovation infrastructure

An application for financing of the i-city in the amount of up to RUB 55 bn. has been submitted to Vneshekonombank Credit Committee.

4. Popularization of scientific and innovation activity in Russia

Within the scope of implementation of clause 6 of the list of instructions of KM&TR the initiative team has been gathered in collaboration with the representatives of RUSNANO, RVC, Vneshekonombank, RFTR, Bortnik Foundation and the program of popularization of scientific and innovation activity in Russia in 2012-2013 has been developed.

Social city infrastructure development

The following actions were made for planning social infrastructure:

Demographical research clarifying the families’ and households’ structures (done by “The Institute of the International Family Researches”)

Social survey between the Skolkovo Members to define their social infrastructure preferences (done by research center “Сirkon”)

Results:

Conception of the sport infrastructure was developed (the following were determined: major sports, based on the foreseen future Member’s priorities, also types, location and area of the sport facilities).

Typology of the apartments was developed. Calculation of the number of units and distribution of them in between the districts were done.

Further tasks for 2012:
