I am happy to report that the 2011 SIBC season was yet another successful year. This was my sixth summer working for SIBC, and I am even more inspired with our work than ever before. This inspiration stems from the success of our program and the continual praise I hear from happy landowners, cooperating agencies, crew leaders, and the kids. SIBC has grown to over 150 bio-control sites in six counties. We did lose a few sites (mainly due to the success of our insects), but we were able to establish even more.

This summer was particularly exciting as we were finally able to establish three Russian knapweed sites! With the help of Joey Milan, head of bio-control for the BLM and USDA, SIBC was able to obtain the much needed insect helpers that fight our Russian knapweed foes. We finally had some success with our Canada thistle sites this year at long last. The Gooding and Lincoln crews reported weed population crashes at a number of their C. thistle sites, which is a very encouraging sign. SIBC has released insects on C. thistle sites for the past seven years. It took a while for the C. thistle insects to become established, but now we are finally seeing signs that they are working.

All crews did a great job of putting SIBC in the spotlight this summer. Each crew participated in their local county fair and entered floats in their fair parades. Several of the crews created and distributed informational brochures explaining the impacts of noxious weeds. The brochures explained how bio-control can be used as an effective weed management strategy. The crews also wrote several articles that were published in their local newspapers.

In addition to the newspaper and county fair coverage, SIBC’s endeavors may also be aired on Idaho Public Television in the near future. This summer I was contacted by a lady named Carla Hoopes who works for a filming group called InterMedia Productions PLLC out of Bozeman, Montana. Carla received some grant money from the Department of Agriculture and the Forest Health Protection to put together a PBS style documentary about SIBC and three other similar organizations in Idaho and Montana. So the BUG CREW might become even more famous!!


This summer the Twin Falls Bug Crew taught a workshop to a group of teachers at a Project Learning Tree Conference in Twin Falls. The students gave a PowerPoint Presentation about bio-control and noxious weeds, and then taught the teachers how to set up and monitor a permanent site. It was excellent hands on experience and the teachers were extremely impressed with the knowledge and professionalism of our youth.

Eric McHan, the supervisor for the Camas and Blaine Bug Crews, also implemented another strategy for spreading the word about bio-control. He set up two geo-cache sites full of information about noxious weeds and our insect helpers. He set up one site in Camas and one in Blaine County. The geo-cache treasure includes pamphlets, noxious weed books (provided by our weed superintendents), along with a log book so we can keep track of our visitors.

I feel so lucky to work with such great supervisors and crew members! They are the core of the program! Each year we cover more acres and more sites with greater and greater success. I am excited to see what next year brings, and confident that many more weeds will die as our insects thrive. I very much appreciate the generosity and continued support of the BLM, Forest Health protection, the CWMA’s, the local Soil Conservation Districts and the Wood River RC & D. We make a big difference in the battle against noxious weeds while helping educate our young people along the way. Who knows, maybe someday some of these kids will work for you! Year End Report 2011 Season

History of SIBC (for our newcomers and supporters):

The Bug Crew, formerly known as the ―KidKnappers,‖ began in 1998 with the leadership of Nan Reedy and the Camas Bug Crew. Nan and the Camas Crew were given one objective; ―Get rid of the Knapweed!‖ The Crew selected nine sites to begin their battle. Baseline data on the nine selected sites were recorded, and then small populations of insects were released, with subsequent releases of different species for four more years. Vegetative data was carefully gathered at each site for three consecutive months per year over a period of five years. The Camas ―KidKnapper‖ program was so successful that neighboring counties started to notice and the program took off. Current Responsibilities and Status:

Because of the success demonstrated in Camas County, other counties joined in to create the Southern Idaho Bio-Control program. This program changed its focus from one Bug Crew intensely studying a few sites to six Bug Crews identifying as many sites as possible in their respective counties and releasing insects at these sites. In addition, the Bug Crews are always adding new weed species to the program. All sites are prepared prior to insect release by gathering and recording vegetative data using methodology created by Joey Milan of the Bureau of Land Management and Idaho Department of Agriculture. A list of all 2011 insect releases is included in this report. This report will also be forwarded to the Nez Perce Bio-Control Center in Lapwai, Idaho. SIBC is funded through many sources beginning with the private landowners who donate their land for long-term studies. The Bureau of Land Management is currently our biggest funding agency. The BLM provides SIBC with cash funds as well as vehicles and fuel each season. We estimate the value of this contribution to be at least $20,000. Forest Health Protection also helps us tremendously with cash funds and they also provide us with invaluable training and technical assistance. Each county’s Cooperative Weed Management Association (CWMA), as well as each county’s Soil Conservation District, provide funding for their local


Bug Crew. The Wood River Resource Conservation and Development (Wood River RC & D) is the fiduciary agency, which administers SIBC’s funding. All of the funding SIBC receives (from the BLM, Forest Health, CWMA’s and Soil Conservation Districts) is channeled through the Wood River RC&D. Through the continued support of our partners, this program has grown to include six counties and roughly 150 bio-control monitoring sites – please see attached GIS table listing all sites for each county. The SIBC Strategic Plan identified five action items that make up the program; Community Awareness, Developing a Source of Insects, Redistribution, Monitoring and Other Job Related Skills. Actions taken on these five items in 2011 are as follows:

1. Community Awareness

a. Each of the Bug Crews participated in their local county fair. They each set up a display/information booth to educate the public about the impact of noxious weeds. Several crews created information brochures highlighting the use of bio-control as an effective weed management strategy.

b. The Crews each entered a float in their local county parade to further advertise SIBC’s services and create awareness of noxious weeds.

c. Each Crew submitted newspaper articles for their local newspaper. However, many of our submitted articles were not published. The Idaho Mountain Express, The Camas Courier, and Sun Valley Online gave SIBC the most press this summer, as far as publishing is concerned. The Times News printed an editorial for the Lincoln Bug Crew and one short story in the Northside section, but they fail to publish most of our submitted articles.

d. The Lincoln, Camas, Gooding and Blaine crews gave speaking presentations to the Wood River, Camas, Gooding and Blaine Soil Conservation District boards.

e. Last year, Nan Reedy developed a website for SIBC at www.bugcrew.org. It is still up and running. Feedback is appreciated.

f. As mentioned in the cover letter, Eric McHan, the supervisor for the Camas and Blaine Counties, set up two geo-cache sites full of information about noxious weeds and our insect helpers.

g. SIBC’s endeavors may also be aired on Idaho Public Television in the near future. 2. Developing a Source for Insects

a. Diffuse and Spotted Knapweed – We have collectable sites of Larinus minutus in Blaine, Camas, Gooding and Lincoln counties. We also have collectable sites of Cyphocleonus achates at most sites established prior to 2005. The issue we run into with our Cyphocleonus achates is their late emergence time. They are collectable late in the season after our crews have finished for the season and are

back in school. For this reason, we will continue to purchase Cyphocleonus

achates, but we can easily redistribute Larinus minutus. b. Leafy Spurge – Shake Creek is still the best site to harvest Apthona spp. and

Oberea erythrocephala. This year SIBC collected roughly 950,000 Apthona

spp., according to numbers calculated by Joey Milan. That adds up to more than $80,000 worth of collected insects! We will return to Shake Creek next year to assist the Forest Service with collection efforts.

c. Dalmatian Toadflax – SIBC has one harvestable site for Mecinus janthinus in Blaine County – the Howard Preserve site. However, the insects there seem to emerge in late May before our crews have started their working season. For that reason, we have sent crews to Lowman the past two years, to collect Mecinus

janthinus, which we bring back to our sites including sites at Slaughterhouse and Muldoon canyons.

d. Purple Loosestrife – Most of SIBC’s Purple Loosestrife sites have crashed. We have found Galluracella pusilla so widespread on other infestations that we have scaled back our war for now. We will continue to monitor our Purple Loosestrife sites and continue to look for new infestations, but it seems as though or insects are ahead of the game.

e. Canada Thistle – The year 2005 was the first year that SIBC released bio-agents for Canada thistle. We do not have any harvestable sites of Hadroplantus litura or Urophora cardui.

3. Redistribution SIBC encouraged all Bug Crews to set up new sites in appropriate areas and release insects on those sites in addition to the existing sites. All Crews happily complied and SIBC made 89 releases of bio-agents in 2011. Please see the attached insect release spreadsheet.

a. The Gooding Crew made twenty-one releases. Their releases consisted of thirteen releases of Cyphocleonus achates, seven releases of Hadroplantus

(Ceutorhynchus) litura and one release of Jaapiella ivannikova galls. b. The Blaine Bug Crew made fourteen releases. Seven of which were

Cyphocleonus achates. They released four populations Hadroplantus

(Ceutorhynchus) litura and three populations of Mecinus janthinus. c. The Camas Bug Crew made twelve releases. The releases included seven

releases of Cyphocleonus achates, two releases of 2000 Apthona spp., two releases of Urophora cardui, and 1 release of Larinus minutus.

d. The Lincoln Bug Crew released Cyphocleonus achates on fourteen sites. They also released eight populations of Hadroplantus (Ceutorhynchus) litura and one release of Jaapiella ivannikova galls..

e. The Jerome Bug Crew made seven releases. Two of these releases were Cyphocleonus achates and the other five were Hadroplantus (Ceutorhynchus)

litura. f. The Twin Falls Bug Crew made twelve releases which included eleven releases

Hadroplantus (Ceutorhynchus) litura and one release of Cyphocleonus achates.

4. Monitoring a. SIBC has adopted the new statewide monitoring protocol created by Joey Milan

(the head of bio-control of the State of Idaho) for all of its 150 + sites. We still have the data collected from prior monitoring methods, but this year we managed to successfully convert all of our sites to the new method. Now our data can be compared more easily with other sites in Idaho.

b. We monitor the vegetation and insects each year and we collect both digitized GPS data (using a data dictionary) as well as a hard copy (paper data) for each site. This information is forwarded to Joey Milan at the end of each season where he keeps track of bio-control locations as well as vegetative and bio-control data. This data may be easily transferred, manipulated and assessed using Pathfinder Office. From Pathfinder Office we can export our data to Excel and run spreadsheet functions. We can also map our data using our new mapping software, ArcMap. Please refer to our attached maps and GIS data at the end of this report.

5. Other Job Related Skills An additional benefit that is not easily measured is the effect the Bug Crew has on the students and adults who work for SIBC. The students range in age from middle school to high school, but for many of them this is their first real job beyond the training grounds of babysitting and lawn mowing, and they must learn to be effective employees. Some of the hardest aspects of this job are preparedness, dressing appropriately, respecting teammates, and teamwork. The Crews must work together regardless of whether the task is fieldwork, entomology training or just riding in the vehicle between tasks. The students gain self-esteem, the positive feedback tells them that they are valued, and the social aspect of being part of the team is strong. The students and the Crew Supervisors gain a new perspective of weeds, bio-control and natural systems, benefiting each person personally, their communities and land management agencies. As a science teacher at Gooding High School, I continue to see a positive change in the students who have worked for the Bug Crew. Kids with Bug Crew experience are more advanced in their math skills, as well as their critical thinking and observation skills. They are better public speakers than the rest of their classmates, and they often score higher on science assessments. These kids have more self-confidence and are noticeably more mature. What they have learned working for SIBC seems to influence their work ethic as well. So, while it is difficult to measure, the effects of working on the Bug Crew seem to give something to everyone involved.

* SIBC received the 2010 BLM funds in November of 2010, following the season. We used 2010 BLM funds to

offset expenses this year for all six crews. The 2010 BLM funds totaled $25000. We used a total of $11,079.21 of

that amount during the 2011 season to offset expenses.

* SIBC will use the remainder of the 2010 funds ($13,920.79) to help with expenses during the 2012 season. The

Slaughterhouse AARA dollars have been spent, so this $13,920.79 will be needed.

* Also, this season, SIBC received an extra $5000 from the Tri-County ISDA Cost Share program. This is what

allowed us to place the $13,920.79 (from 2010 BLM funds) into our account to assist with start-up expenses in

2012. It is absolutely critical that we have start-up funds in our account, as all of our 2012 funds are reimbursable

Southern Idaho Biological Control Statement of Work

2012

During the 2012 season, SIBC and its six bug crews will continue battling diffuse

knapweed, spotted knapweed, Canada thistle, leafy spurge, purple loosestrife and Dalmatian

toadflax. We will continue monitoring our established sites within the counties of Blaine,

Camas, Gooding, Jerome, Lincoln and Twin Falls. We will also strive to add at least ten new

sites per county in 2012.

SIBC should be able to continue harvesting spotted and diffuse knapweed insects

(Larinus minutus) from several of our established sites next year, provided the population of

knapweed doesn’t crash. We will continue to purchase Cyphocleonus achates, because it

doesn’t emerge from our sites until late in the season when the crews are back at school. We

will also collect leafy spurge bio-control at Shake Creek again next year. Here we can collect

enough Apthona spp. and Oberea erythrocephala for our leafy spurge sites. In 2012, we are

hoping that we will see more crashes in Canada thistle due to the establishment of

Ceutorhynchus litura populations. We will continue to purchase more of these insects as the

demand for Canada thistle bio-control continues to escalate.

As usual, the Bug Crews will begin the season by monitoring for insects on their

established sites and watching for the development of harvestable populations. If the sites are

deemed “harvestable,” the insects from these sites will then be released on new or less densely

populated sites. The Bug Crews will also put extra effort into finding new sites, working with

landowners, the county Soil Conservations Districts and county CWMAs.

As always, each Bug Crew will be required to conduct public outreach. They will be

promoting bio-control education through all available avenues possible including parades, fairs,

tours, markets and print media.

Reports on Crew activities and financial statements will be made available to the

CWMAs at the end of June and all partners will receive the yearend report at the end of the

program, no later than December 31st. All insect releases will be reported to the Idaho Dept of

Agriculture via the Nez Perce Bio-Control Center.

from 2009 BLM dollars and $13,920.79 from 2010 BLM funds. The total leftover BLM money in reserve

is $40,904.62.

* SIBC will use these reserve funds to pay for the first two month’s payroll expenses each season. We

are not reimbursed from most of our other funding sources until August, so the reserve funds are essential in keeping us afloat through June and July. This year’s 2011 June & July payroll invoices totaled $44,193.11.

* When these reserve funds expire, SIBC will need to seek additional funding sources.
