    The Redlands Bicycle Classic, Inc. (RBC) is a not-for-profit California public benefitcorporation established for the purpose of conducting a quality Stage race for Pro, 1men and 1, 2 women cyclists. This year's event will also include USAC criteriums formen and women. There are criteriums as well for Public Riders from ages 3 - 70. TheRBC is pleased to have you and your team as participants in this 27th edition of what isknown as the Premier Stage Race in the United States.We welcome your suggestions on how this event can be improved in the future.Included at the end of this Race Bible is an Evaluation Form. Please take a fewmoments to complete the form and return it. Your input is valuable.Modifications for the 2011 Redlands Bicycle Classic include changes to the Beaumont

    Circuit Race course.

    Race Headquarters (The Hope Center, 1210 Ford Street,corner of Ford & Highland, in Redlands) will be open onWednesday, March 30th for registration and Manager'smeetings. Thursday thru Sunday, the press tent will act asrace headquarters, and will be open at the start locationone hour before the start of the race and one hour after thefinish of the race.

    PRESS AREA In the Press Tent near the Start/Finish line of all Stages. Ateach stage, the Press Tent will be open for one hour beforeand after the event.

    MEDICAL

    SUPPORT

    Medical Support will be provided by the Redlands FireDepartment paramedics, (except for Stage 1 which willbe provided by Cal Fire) the RBC Staff Physician, andAmerican Medical Response (AMR).

    Medical Supportwill be available at the Start line and halfway point for the Prologue. For Stage 1, Medical Supportwill travel with the Caravan and will be at the Finish Line.The main first aid stations will be located at the corner ofCitrus Ave and 6th Street for Stages 2 and 3. MedicalSupport will also be at the Fire Station (where lap cardsare shown) for Stage 3.

    Riders who become ill and require hospital treatment willbe transported to the nearest hospital: RedlandsCommunity Hospital (909 335-5500), Loma LindaUniversity Medical Center (909 558-4000), ArrowheadRegional Medical Center (909 580-1000), San Gorgonio

    Memorial Hospital (951-845-1121).

    TEAM LIAISON /TEAM SUPPORT

    Teams will be provided assistance regarding localarrangements and other issues that may arise. Results willbe delivered via e-mail, fax, or in person to TeamManagers, not individual riders, and posted on the RBCwebsite,www.redlandsclassic.com.

    Team Support will assist during the Prologue regardingstart times and at Start/Finish lines during other Stages.

    Team Liaison will assist in awards ceremonies andescorting riders to designated areas for press conferences.

    Team Support is responsible for controlling Feed Zoneaccess. Feeders should follow directions given by TeamSupport members; failure to adhere to the guidanceprovided by Team Support may result in penaltiesassessed by the Chief Referee. Team Support will alsoprovide neutral feed from the Feed Zone of the RoadRaces.

    Team Liaison does notserve as an intermediary withUSAC Officials regarding Race rules and rulings.

    REGISTRATION & PARTICIPATION PROCEDURES

    REGISTRATION Registration will be Wednesday March 30th at The

    Hope Center, 1210 Ford Street (corner of Ford &Highland) in Redlands from 12:00 PM to 2:00 PM.Rider numbers will be issued at Registration. USACOfficials will be in attendance at Registration. Failureto register by 2:00 PM on March 30th will result inTeam Disqualification.

    The USAC Officials will be present at the TeamManagers meeting to answerquestions regardingthe Races and racing rules.

    In the official race entry form, each team was askedto provide an e-mail address to receive results duringthe race. This e-mail address will be used unless anupdate is received at the registration meeting.

    TEAM MANAGERS

    MEETING

    The Team Managers meeting will be held at thesame location as registration beginning at 4:00 PMon Wednesday, March 30th.Team Managers must be designated duringRegistration.

    LICENSES A valid license, recognized by the USAC, must bepresented. Photocopies are not acceptable. Riderscompeting on a Team different from that shown ontheir License must have a written release from theTeam listed on their License or from their NationalFederation.All single event sponsorship contracts and fees

    must be properly filed for all composite Teams.IRSREQUIREMENTS

    Before the end of the Team Managers meeting, allTeams must report their federal employer IDnumber or the individual social security number ofeach rider. All income will be reported to theInternal Revenue Service as "Team" winningsunless individual social security numbers for each

    rider have been furnished. Failure to provide IDnumbers will result in 20% being withheld fromprize winnings as mandated by the IRS.

    TEAMCOMPOSITION

    Each Team is to be comprised of FIVE (5) RIDERS(minimum) TO EIGHT (8) RIDERS (maximum).

    The composition of the Team must be final andcommunicated to the Race Organizers no laterthan 3 days prior to Race Start (Monday, March28th).

    The Team Manager is the designatedspokesperson for the Team and is the personresponsible for filing any protests or appeals. An

    individual may not manage one Team and ride foranother. The Team Manager may be one of theriders, provided he is designated as a rider duringRegistration.

    INTERVIEWS All riders must be available for press interviews atthe request of a media representative of theOrganizing Committee or the Team Liaison.

    ASSEMBLY TIME Riders must assemble at the designated staging

    areas at least 15 minutes prior to the scheduled startof each Stage. There will be a mandatory Sign-In forall Stages, except the Prologue. Sign-In times arelisted in the detailed sections for each stage.

    AWARDSCEREMONIES

    The top three finishers in each Stage and Prologuewill be recognized following the conclusion of eachStage. The leader in Individual GeneralClassification will be awarded the Yellow Jersey at

    the conclusion of each Stage. The Leader in theClimber Competition will be awarded the ClimberJersey at the conclusion of the Prologue, Stage 1and Stage 3. The Leader in the SprinterCompetition will be awarded the Sprinter Jersey atthe conclusion of Stages 1,2 and 3. Overall TeamG.C., Individual G.C., Climber, and Sprinter awardswill be announced and awarded at the conclusion

    of Stage 3, after all timing calculations have beencompleted and any protests resolved.

    Award winners are to assemble at the Awards tentnext to the podium at the end of each stage.

    CAROLE KINGMEMORIALSPORTSMANSHIPAWARD

    Established in 2000, the award honors the memory ofCarole King, a founding member of the RedlandsBicycle Classic organizing committee. She and herfamily have not only been very active members of theRedlands community but have also been instrumentalin the launching of many other local events.

    Volunteering and community involvement were two ofher strongest beliefs. In her local newspaper columnshe encouraged the readers to get involved andrecognize those who did. As a non-profitorganization, the Redlands Bicycle Classic operatesunder the same principles and relies on hundreds ofvolunteers each year.

    The committee presents this award on the final day ofthe race to the person who best exemplifies theprinciple of sportsmanship in cycling and athleticcompetition. These are the people who inspire the

    committee to continue producing Americas premierbicycle race, the Redlands Bicycle Classic.

    Leader, Climber and Sprinter Jerseys must be worn during the subsequent Stages.Penalties will be assessed under USAC rules

    INDIVIDUAL

    GENERALCLASSIFICATION

    LEADER

    The rider with the lowest cumulative time, includingbonuses and penalties, will be the overall leader onGeneral Classification (G.C.) and will wear aYELLOW RACE LEADER JERSEY.

    TEAM GENERALCLASSIFICATION

    Team General Classification will be based on thetotal time of the three best times made bymembers of a given team on each Stage, excluding

    the Prologue, for each Team. Any team depleted toless than three riders shall be excluded from TeamGC. The Team with the lowest cumulative time in allStages will be designated the TEAM G.C. WINNER.

    TIME BONUSES Time Bonuses will be awarded for the first threefinishers in each Stage (except the Prologue) on thefollowing basis:

    1st Place __________ 10 seconds

    2nd Place _________ 6 seconds3rd Place __________ 4 seconds

    Time Bonuses will be awarded for the first threeacross the line at specific points of the various Stages(as defined in each Stage) on the following basis:

    1st Place __________ 3 seconds2nd Place _________ 2 seconds

    3rd Place __________ 1 secondCLIMBERCOMPETITION

    The rider with the most cumulative CLIMBER pointswill wear the RED CLIMBERS JERSEY. Ridersmust complete all stages to be eligible forclimbers prizes. Points will be awarded to the topfive finishers in the Prologue and at designatedpoints in stages 1 and 3. The point schedule is as

    PRIMES Primes are to be picked up immediately followingeach Stage at the Announcer's stage. The Racer orTeam Manager must present with the Race numberto collect the Prime. No exceptions will be made.

    THE REDLANDS BICYCLE CLASSIC IS GOVERNED BY THE 2011 USAC

    REGULATIONS.

    INFRINGEMENTS OF USAC REGULATIONS BY ANY COMPETITOR, TEAM

    SUPPORT Neutral Support will be provided for all Stages.TEAM VEHICLES MAY ACCOMPANY THE

    CARAVAN ON STAGE 1 ONLY.

    CARAVAN VEHICLERULES

    Each team in the Caravan will be issued a radio ifavailable. Team car radios will only be used toreceive and must not transmit. There will be a $250fine if the radio is not returned to the radio truck atthe finish immediately after the stage. The TeamManager will be responsible for replacement costsfor any lost or damaged radios. Each radio system

    has a replacement cost of $4000.

    Team vehicles will be in individual GC order. Allvehicles are restricted to a maximum height of 1.6meters (5.25 feet).

    PACING Pacing or towing by any motorized vehicle is notallowed and will be penalized up to and includingimmediate disqualification.

    FEEDING Feeding shall occur only in designated Feed Zoneswith the exception of allowing feeding from thecaravan vehicles in Stage 1 at the discretion of theChief Referee. All team vehicles must follow theinstructions provided in each Stage description toreach designated Feed Zones. Non-Caravan teamvehicles may not follow or in any way participate inthe race caravan, including going to or returningfrom designated feed zones.

    FEED ZONE PASSES Each Team will be provided 3 passes for Feed ZoneSupport personnel. Team personnel must wearTeam Jersey or Team Jacket while in the FeedZones. Team Support staff will control access toand monitor the Feed Zones. Violations of FeedZone Regulations will be reported to the ChiefOfficial and may result in penalties.

    SPECIAL NOTE: Riders are encouraged todispose of feeding materials (packages/waterbottles) in the Feed Zone areas, especially inRaces where spectators are unlikely to pickupthe rider's discarded materials. Team Managers

    will ensure that Feed Zone support personnelleave the Feed Zone areas clear of debris.

    Each Team will receive a Feed Zone pass for oneTeam Vehicle. This pass will allow the vehicleaccess to designated parking places and FeedZones.

    RACE CONDUCT There will be a rolling enclosure for Stage 1 and for

    that portion of Stage 3 prior to entering the SunsetLoop. Riders who lose contact with the field and therolling enclosure must stay to the extreme right andobey all California traffic laws, signs and stoplightswhen not protected by Race-associated police.SPECIFIC INSTRUCTIONS REGARDING THEROLLING ENCLOSURES WILL BE GIVEN BYTHE CHIEF OFFICIAL PRIOR TO THEBEGINNING OF STAGES 1 & 3.

    ABANDONING RACE A rider dropping out of the Race shall immediatelyremove his body number and hand it in to anOfficial. He may not cross the finish line.

    CRITERIUMS RIDERS MAY TAKE ONE FREE LAP FOR EACHLEGITIMATE MISHAP DURING THECRITERIUMS.A "legitimate mishap" is a breakage of an essentialpart of the bicycle or involvement in a crash.

    Problems due to insufficient tightening of acomponent or lack of rider preparation do not qualifyfor free laps. A "legitimate mishap" is determined bythe USAC Official in the Pit Area. A rider granted afree lap will be returned to the Race by the USACOfficial in the Pit Area. No free laps will be grantedoutside designated Pit Areas. Bicycle repairs mustbe made in an official Pit Area.

    NO FREE LAPS WILL BE GRANTED DURINGTHE LAST 8km/5 LAPS OF THE CRITERIUM.

    Primes may be awarded for any group of riders.A bell will sound on the lap preceding the Prime

    Sprint. There will be no Primes after 3 laps to go.Primes must be picked up at the end of the stage.All riders will finish on the same lap as the leader. Atthe discretion of the Chief Referee, riders who areout of contention may be asked to withdraw from theRace and receive prorated times, which may includetime additions.

    JUNIOR RIDERS All junior riders must rollout immediately prior to the

    start of each stage. Rollout will be conducted in thestaging area.

    PROTESTS The Chief Judge will resolve all Protests regardingorder of finish. Protests may be submitted only bythe designated Team Manager. Except for the finalstage, the Protest period ends when sign-in closesfor the following stage. All Protests regarding thefinal placings must be submitted no later than 15minutes after the final results are posted.

    RADIOS In 2011, USAC will allow the use of Race Radios inNRC events.

    PENALTIES The Chief Referee may take disciplinary measuresin accordance with the 2011 USAC Regulations.The Chief Referee may increase and extend suchfines or time penalties according to the gravity of theoffenses committed. Fines and penalties may be

    progressively applied to riders committing more thanone offense, even in a single stage.

    COURSE/EVENTDESCRIPTION An uphill climb over residential city streets, with oneshort downhill section. Roads are in generally goodcondition. There will be Neutral Support at .5 mileintervals along the course. The finish is at the top ofthe hill with a 207 meter (680) total vertical ascent.Riders will return to the Start area via a separateroute, marked with signs indicating the direction. Thereturn route is on local streets (The streets are opento traffic). California traffic laws must be obeyed,keeping to the right, stopping at stop signs, etc. Any

    observance by an Official of a rider not obeying trafficlaws may result in fines or time penalties, or both.

    BICYCLES All bicycles must conform to UCI bicycle regulations.

    All bicycles will be weighed and measured prior to thestart of the Prologue. It is the riders responsibility toallow sufficient time for the measurement processprior to start. Once measured, bicycles shall remainin the custody of the officials. If a bicycle is removedfrom the custody area, it will be re-measured beforethe rider is allowed to start.

    START LOCATION The Start Line is in Redlands on Highland Avenueimmediately East of Redlands Boulevard.

    SIGN-IN None. Start order will be posted near the Start Line.

    WARM-UP On City streets, all California traffic laws must beobeyed. Helmets must be worn.

    START TIME 12:10 p.m.

    STARTINFORMATION

    Riders should arrive at the start at least 15 minutesbefore their designated start time to allow time forbike measurement. Riders will start at 30 secondintervals. If a rider does not start at the appropriatetime, the clock will start and will continue to run withor without the rider starting from the designatedstarting block. Riders who miss their designated startwill be started as soon as possible after they arrive atthe starting block. Riders who do not start the TimeTrial will not be allowed to continue in the StageRace.

    START ORDER The start order draw will be conducted at themanagers meeting by the race jury. The final startlist will be available at the managers meeting andfrom team liaisons. Winner of 2010 Redlands BicycleClassic, if present, will start last.

    CLIMBER POINTS There are THREE climber competitions. The climbercompletion line is at the summit of Bogart County Park,approximately 17.56 miles from City Hall, elevation3230 ft (985 m). Climbs at Bogart Park will be scoredon Laps 1, 2 and lap 4. A sign will designate 200 m togo.

    CLIMBER POINTS There are FIVE climber competitions. The first

    competition is approximately 8.6 miles from the racestart on the sunset loop. The other four climbercompetitions will be contested on the Sunset Loop at9, 7, 5, and 3 laps to go at the same location.

    The climber competition line on the Sunset Loop is40m past the intersection of Valle Vista Drive andSunset. A sign will mark 200 m to the competitionline.

    INTERMEDIATE

    SPRINTER POINTS

    There will be TWO sprinter competitions at thecompletion (finish line) of the two laps of theDowntown starting circuit (see p15, 39).

    There will be TWO: At the first time across theclimber competition line at mile 8.6, and at thecompletion (finish line) of the first finish circuit (seep14, 39).

    TIMEMEASUREMENT

    A time measurement will be taken on the lead rider topass through the Time Cut line on Olive Ave. atEureka Ave. before entering the final circuit. Forthose riders making the final circuit, finishing time willbe taken at the Start/Finish line on Citrus Ave.

    For those riders not making the final circuits, theirtime back (from the lead rider) will be taken at theTime Cut line and added to the firstfinishers timeat the S/F line for their stage and GC times.

    shall proceed to the Fire Station and remove his bodynumber and hand it in to an Official. Riders mustcomplete at least four laps without being lappedto place in the race. All riders who withdraw aftercompleting four laps without being lapped, and whocheck in with the Official at the lap cards (Fire

    Station) will be given a prorated time and placed inthe final GC. Those who donot check in andabandon the Race will be DNF and will not appearon Stage and Final G.C.

    COURSE EVENT /

    DESCRIPTION

    There are three distinct sections to this Race:1. THE STARTING CIRCUIT/LOOP TRANSITION:The starting circuit is 2 1/4 laps of the short criteriumcourse, 1.32 miles in total length. After rounding the

    first turn on lap 3, the riders will continue straight onOlive to San Mateo - left on San Mateo to Highland,left on Highland to Cajon, right on Cajon (becomesGarden), to the start of the Sunset Loop at Gardenand Rossmont (Simonds Parkway).

    2. THE SUNSET LOOP:On the Sunset Loop you will ride 12 laps of 6.5 mileseach, with the first lap beginning at Simonds Parkway(lap card) as you enter the loop for the first time.

    There is considerable climbing, especially during thefirst 2.6 miles (4.2 km).

    3. THE FINISH:Riders return to Downtown Redlands via thetransition section the same way they came up. TheRace is very broken up at this point, please obeycenter line rule for your own safety. Time for allriders will be determined as they cross the time

    measurement line on Olive at EurekaStreet. TheChief Official shall determine which riders shall then

    be allowed onto the final five laps of the FinishCircuit (1.0 mile criterium). Those riders making thefinal circuit will compete for final Stage placing andtime bonuses. Riders who are not allowed on the finalcircuit will go through a finish chute in an orderlyfashion to obtain final placement.

    Start: Riders will make 2 laps on the short (.66 mi/ 1.2 km) criterium course. On the 3rd lap after theturn on to Olive, riders will go straight out Olive.The rolling enclosure begins on Olive on that 3rdlap and is in effect until the start of the Sunset

    Loop.

    For safety reasons, Team vehicles cannot travelon the Race route, except as they traverse thoseportions of the course designated in thedirections for arriving at and leaving Feed Zones.There will be no exceptions; violations may resultin penalties.

    On the Sunset Loop portion, rules governingcircuit Races are in effect. NOTE: Escortedvehicles may be encountered on this Loop Section.Race Staff will make every effort to protect ridersduring this section.Riders will not be allowed to begin another lap of theSunset Loop after the leaders have completed theirfinal Loop and entered the transition section leadingto the Start/Finish. Center line rule is in effect afterleaving the Sunset Loop until the time cut line on

    Olive Ave. The 5 finish laps are on the long criteriumcourse (1.0 m), which is closed to all vehicular traffic.

    PRESS AREA Start/finish line. The Press Office is located at RaceHeadquarters.

    AWARDSCEREMONY

    There will be an Awards Ceremony at the Finish Linefor the first three finishers in this Stage (immediatelyfollowing the conclusion of the Stage). Final IndividualG.C., Team G.C. Climber Winner and Sprinter

    Winner will be announced and awarded at theconclusion of Stage 3 after all timing calculationshave been completed and any protests resolved.

    To the Feed Zone: Go East on I-10 to the Yucaipa off ramp. At the top of the off ramp, turn right and

    immediately left onto the Outer Highway. Turn right at Alta Vista Drive (1st major

    intersection). Alta Vista Drive becomes SunsetDrive.

    Feed Zone is approximately 2 miles from theintersection of the Outer Highway and Alta VistaDrive.

    Vehicles must leave before the start of the Raceto reach the Feed Zone. Late vehicles will not beallowed on the course to get to the Feed Zone (it's a

    long walk).Leaving the Feed Zone to return to the Start/Finish:

    Team vehicles should go East on Sunset, whichbecomes Alta Vista Drive.

    Turn left at the intersection of Alta Vista Driveand Outer Highway.

    Take I-10 West to the Cypress Avenue offramp. Continue one block to Citrus Avenue
