• $70 million in Tax credits from enhanced Excelsior Jobs Program
• Up to $1 million from Environmental Investment Program
• Economic Transformation Program capital funds &/or tax credits to support
communities affected by closures of correctional and juvenile justice facilities
• $50 million in capital funding
• Five fully-refundable tax credits over five years
• Energy Research and Development Authority
• Up to $75 million from energy efficiency and renewable energy projects
• Up to $100 million from Regional Greenhouse Gas Initiatives (RGGI) for cleaner,

10 Economic Development Councils established for Empire State Development regions
• First phase (Year 1), each council will: Develop a five-year strategic plan with a comprehensive
vision for economic development in the entire region. Develop a process to implement the strategic plan and
evaluate its performance in the region.
• Regional Economic Development Councils will compete for State funding. $200 million allocated for best strategic plans in FY 2011-12 Regions will receive important funding thru this process in
year 1 and build basis for future annual allocations of NYS economic development funds.

• Project sponsors will complete one CFA per project to access multiple funding sources.
• Regional Councils develop endorsement standards and award up to 20 percent of total project score.
• State agencies will conduct eligibility, due diligence and complete technical scoring.

• Is there significant community/stakeholder support for the Project? (2 points)
• Is the Project identified in and/or does Project advance a strategy that is part of the Strategic Plan? (7 points)
• Is the Project of significant importance to advancing the regional implementation agenda? (3 points)
• Does the Project leverage other funding sources? (3 points)
• If funded, can the results of the Project be monitored and evaluated against the Strategic Plan’s performance measures? (4 points)
