Nearly 50 baker and allied ABA members gathered in Washington last month for ABA’s Executive Leadership Development Committee (ELDC) Public Policy Forum. ELDC Co-Chairs Miles Dennis, Flowers Foods, and Tim Marron, BCW Food Products, worked closely with Program Co-Chairs Connie Vaughan, McKee Foods, and Pete Frederick, Milner Milling Co., to put together a timely and fast-paced program that provided attendees with many leadership development skills and an increased appreciation for how important advocacy is to the baking industry, including congressional visits on Capitol Hill.

At the joint ABA-ATBI Board meeting, Commodity Futures Trading Commission Chairman Gary Gensler told the group to expect a vote on ABA’s position limit proposal very soon. On Oct. 18, the CFTC did vote in favor of imposing position limits on index funds investing in the wheat futures market — a victory for the baking industry.

ELDC Features Capitol Hill Visits and Introduces New Business Ideas

ELDC Forum CEO Leadership Speaker Series presenter Rich Scalise, CEO, Hearthside Foods Solutions

The forum kicked off with a special networking reception with members of the ABA and ATBI Boards. “We are grateful to members of the ABA and ATBI Boards for staying in town to network with ELDC attendees,” said ELDC Co-Chair Miles Dennis. “Being able to spend some time with industry leaders is a major part of what makes the ELDC so valuable.”

The program began with a focus around Hill visit preparation, including policy updates by the ABA Government Relations Team and a “Lobbying 101” session conducted by Kelly Johnston, Campbell Soup Co. ELDC attendees then visited with members of Congress to talk about current issues important to the baking industry including sugar reform, ethanol policy and labor regulations. “The Hill visits are always interesting and worthwhile,” said ELDC Co-

Chair Tim Marron. “Whether we meet with members of Congress or their staffs, the time is well spent communicating the industry’s priorities and positions to Washington policymakers.”

Senator Johnny Isakson (R-GA) hosted forum attendees at a lunch in the Dirksen Senate Office Building where he served as keynote speaker and talked about his role and efforts on the Senate Health Education, Labor and Pensions Committee.

The afternoon program session featured several key speakers including this year’s installment of the ELDC CEO Speaker Series featuring Rich Scalise, president & CEO of Hearthside Food Solutions. “It was an honor to have Rich Scalise on our agenda this year,” said Program Co-Chair Pete Frederick. “Rich is a seasoned food industry executive and to learn about his leadership style, the structure and culture at Hearthside Food and outlook for the industry was extremely valuable.”

Bethany Dame of the Business & Industry Political Action Committee, spoke about ABA’s grassroots member resources including the ABA Grassroots Action Center, www.RiseToAction.org. ABA Political Director Kelly Knowles provided an American Bakers Political Action Committee update outlining the importance of the baking industry’s political strategy to elect pro-business candidates to Congress.

Switching gears back to leadership development, Beth Thomas, Sequent Consulting, provided Forum participants with a motivational and entertaining presentation on identifying and achieving true happiness and how being happy at work equals higher productivity and a lucrative bottom line.

The day concluded with a group dinner where Senator John Boozman (R-AR) served as the keynote speaker. “Senator Boozman is an incredibly strong advocate for the baking industry and broader business community,” said Program Co-Chair Connie Vaughan. “His 100 percent key voting record with ABA speaks for itself and he is always accessible to members of the baking industry.”

ELDC Highlights Congressional Challenges and ENERGY STAR® Potential

Joint ABA/ATBI Board MeetingCongressional Leaders Address ABA & ATBI Boards

The ABA and ATBI Boards were honored to host several Congressional leaders during the joint meeting in September.

Rep. Kevin McCarthy (R-CA) kicked off the events, addressing the joint board dinner on Capitol Hill prior to the meeting. Rep. McCarthy serves in the Republican leadership in the House as Majority Whip. He was elected to Congress in 2008 and has risen quickly throughout the Republican Party ranks.

“Congress needs to earn back the trust of the American people,” said Sen. Scott Brown (R-MA) to the ABA and ATBI Board members. “We are truly at a crossroads. The government does not create jobs and prosperity – all of you do – and I will fight tirelessly to get government out of the way so that business leaders like you can do what you do best,” added Brown.

Sen. Brown, who was elected in a special election in 2009 following the death of Sen. Ted Kennedy (D-MA), discussed his frustration with the current ultra-partisan climate and the Obama Administration’s strong desire to raise taxes in a troubled economy.

Sen. Brown is up for re-election in November 2012 and faces a tough battle in blue state Massachusetts. He currently serves on the Armed Services, Homeland Security and Small Business Committees in the Senate.

The boards of American Bakers Association and the Allied Trades of the Baking Industry focused primarily on the explosion of food safety audit regimes in a joint special session entitled, “Solutions to Bakers’ Most Vexing Problems.” The ABA Board and ATBI’s supplier experts discussed the often duplicative or contradictory food safety audit regimes and practical steps to address these issues.

Specifically, AIB International offered several options to enhance the current AIB audit program to allow for greater coverage of key issues by the industry’s customers. The boards agreed that having enhanced offerings would allow the industry to approach major customers with credible and quality food safety regimes while maximizing resources.

“We greatly value our relationship with ATBI and are grateful for the extremely beneficial guidance and assistance it provides. We plan to elevate our partnership to the next level as we work together to find solutions to the problems keeping our business leaders up at night,” said ABA Chairman Allen Shiver, Flowers Foods.

“This year’s format allowed every part of this industry to be in one room, at one table, to discuss issues that involved every company in attendance. This type of meeting will only grow in importance as we face these issues together as one industry,” said ATBI President Tim Miller, Cereal Food Processors Inc.

Sugar, Ethanol and Labor: Priorities in Congressional Offi ce Visits

Members of ABA’s Board of Directors, Executive Leadership Development Committee and Legal Committee joined forces to visit 25 congressional offi ces to educate members and their staffs in three key issue areas for bakers (below).

ABA Policy Priorities Reviewed by ABA Legal Committee As part of the Executive Leadership Development Committee Public Policy Forum,

The ABA Legal Committee held a break out session to review the hot legislative and regulatory issues impacting bakers’ bottom lines.

Ilyse Schuman, Littler Mendelson’s lead government relations attorney and former counsel to the Senate Health, Education, Labor, & Pensions Committee, provided a thorough overview of the current human resource issues facing bakers. Additionally, the ABA Government Relations team led a roundtable dialogue on ABA’s aggressive agenda to tackle such issues as commodity volatility, reforming the current sugar program, Indiana proof box emissions, food safety modernization act implementation, and opportunities for engagement with the EPA ENERGY STAR® Program.

The ABA Legal Committee is comprised of both in house and out of house counsel for baking and allied

companies providing a forum to discuss legal aspects of legislative and regulatory issues facing the industry. The committee has one face to face meeting annually and a mid-year update call. ABA Committee Meetings

ABA members met during All Things Baking to discuss what the future holds for the wheat market and what can be done in D.C. to improve supply concerns. Attendees discussed how changes to the Canadian Wheat Board and spring wheat distribution may improve access to supply in the U.S., as well as market trends and what actions the CFTC may take to reduce volatility.

On the legislative front, members also set policy priorities for the next Farm Bill, focusing on reforming the sugar program and reducing acreage within the Conservation Reserve Program. ABA’s efforts to reform these two programs will help increase supply of both sugar and wheat in the U.S.

ABA has been working with its members and industry partners on solutions to the serious problem of tray loss, which costs the wholesale baking industry approximately $100 million annually. The good news is that significant progress is being made. ABA Logistics Committee members got to see hard evidence of that as part of the committee’s October meeting in Chicago.

Logistics Committee Chair Bob McGuire, vice president of logistics at Alpha Baking Company, hosted a tour of one of his company’s facilities where a new tray tracking system is being used. McGuire told attendees that not only has the software been effective in helping his company track and recapture trays but “you learn a lot about the business” along the way. For instance, McGuire reports as a result of the new system, the company discovered that about 80 percent of its lost trays come from 20 percent of its ship-to’s.

In addition to the tray loss demo, the committee also heard from industry experts on hot button issues. Bill Quade, associate administrator, Federal Motor Carrier Safety Administration,

updated the group on the agency’s new strategic plan as well as the status of the Hours of Service rule which is slated for publication at the end of October. Quade stressed that industry input on the proposal had been taken into account by the agency in formulating the final rule.

Tom Jensen, vice president, United Parcel Service, reminded committee members that “we’re all related when it comes to moving product.” He called for a more “wholistic” approach in dealing with Congress and the critical need for infrastructure improvements. “We need more retailers like bakers and shippers to broaden the coalition of the willing [to be successful],” he urged.

Combustible Dust, Distracted Driving – All Topics for SafetyAs you drive, you make close to 400 observations and 40 decisions every two miles

with one error for every 40 decisions. Further, studies have shown that talking on a cell phone affects a driver’s performance the same as two shots of hard liquor. Anita Worden, corporate safety manager for Walgreens Co., stressed the importance and challenges when implementing a distracted driving program during the ABA Safety Committee’s recent meeting.

Conducting a hazard assessment, good housekeeping to control dust accumulations, and reviewing ventilation systems are key elements in providing a safe environment – as reported during the ABA Safety Committee Meeting. The Occupational Safety and Health Administration continues to use its National Emphasis Program on combustible dust when conducting bakery inspections. ABA, AIB and BEMA members are working to develop more tools for the industry’s use to better understand combustible dust. Max Waagner, Dawn Food

ENERGY STAR® – Bakers Prepare to Take the ChallengeTo create energy efficiency buzz, ABA launched its ENERGY

STAR® Challenge for the baking industry with Walt Tunnessen, the national program manager for ENERGY STAR® during its October meeting. ABA will begin registering bakers to take the challenge this fall and continue educating members on the details and expectations of the ENERGY STAR® Program. The voluntary program is designed to help bakers become more energy efficient by seeking a 10 percent improvement in energy efficiency over a 5-year period.

All Things Baking

In its inaugural year, show organizers for the All Things Baking (ATB) 2011 show held in Chicago, Oct. 2-4, were very pleased with the exhibitor and attendee turnout. Registration total was approximately 60 percent higher than the Retail Bakers Association standalone show in 2009. Exhibitor surveys reported strong sales activities and numerous opportunities for interaction with customer. This launch event is a great foundation on which to build the All Things Baking show for the years to come.

Show organizers will be doing post-event qualitative and quantitative research to determine attendee and exhibitor ROO and ROI, and to collect information that will help in making the show even better in 2012 and beyond. All Things Baking 2012 will be held Sept. 9-11, in Houston. Exhibit sales have started and are being processed on a fi rst-come, fi rst-served basis.
