FOR THE PEOPLE

CARS have always been an integral part of Malaysian society. In late 1970s, Japanese and Continentals cars shared the same

amount of space on the road. As years went by, the Japanese makes moved on to conquer

the market as the Continentals became more premium. Before long, with the arrival of Proton in the mid 1980s and

later Perodua, national brands crowded the roads, muscling out the foreign brands, with the Continentals suffering more than the Japanese.

This year, we began to see more Continental brands driven by Malaysians.

Peugeot, Volkswagen and Ford have all made their products more affordable and for those looking for a new ride, there is a wider choice.

This week, our guide helps you to see what is in the market and what are the best deals in town.

The Peugeot 308 and the Ford Fiesta are bringing people back to Western brands.

Caveat venditorIN the barrage of amendments that Parliament passed late last year, one slipped through without any publicity – the Hire Purchase Act 1967 (Amendments 2010).

Puspakom, however, drew light to this amendment when it set up a new inspection line to cater specifically to the amendment.

The Ministry of Domestic Trade, Co-operatives and Consumerism had

will be a straightforward “pass” or “fail”. Other items will be rated either satisfactory or not, with a short assessment statement.

The inspection list is quite comprehensive and even includes inspection the air-conditioning system and gearbox.

While this is not a foolproof consumer protection programme as things can still go awry when it comes to the internal parts of the engine or the transmission, it nevertheless is a good start.

The new B7 inspection will replace the VR1 but the B5 inspection, a four-point inspection that confirms the identity of the vehicle, is still required by the Road Transport Department.

Booking and depositUnder the new rule, the maximum

amount of booking fee that the seller can request is a maximum of one per cent of the total cash price of the vehicle (retail price excluding on the road charges).

But this is only after the potential buyer has been served with the

Second Schedule, a document that lists down the details of the hire purchase agreement for the vehicle.

If the buyer withdraws his/her booking, 90 per cent of the fee must be refunded.

When the application has been approved, the bank will have to prepare a complete agreement and get the buyer to sign it before requesting for the rest of the deposit.

The deposit can only be paid to the bank but some banks like Ambank has plans to appoint their dealers as agents to collect the deposit.

RepossessionUnder the new Amendments, all

repossessors must have a permit issued by the Ministry.

If the hirer has paid up more than 75 per cent of the cash price of the vehicle (retail price excluding on the road charges), the banks must obtain a court order to repossess the vehicle.

Registration cardHirers are now given the option to

keep the Registration Card.

Agreement formAll hire-purchase agreement must be

in Bahasa Malaysia or English. The agreement must be printed in

black with font size not smaller than 10-point Times Roman.

The banks are not allowed to deliver any incomplete agreements or forms or documents. All forms must be completed and delivered by the banks straight to the hirer.

A copy of the agreement must be served within 21 days (now 14 days) after the signing of the agreement.

Peugeot roars to the top Ford cars claw back

PEUGEOT is the best selling Continental brand (passenger cars) in Malaysia for the first

three months of the year.Malaysia Automotive Association

said Nasim, the brand’s caretaker, has sold 1,538 units of Peugeot vehicles from January 2011 to March 2011.

According to Nasim, the figure is a strong 167 per cent jump from last year where it sold 576 units of vehicles in the same period of time.

Peugeot’s best selling model this year remains the 308 hatchback which contributed to 38 per cent of the sales (588 units).

Last year, Nasim sold 458 units of the model in the first quarter.

Nasim believes the brand’s success can be traced back to Peugeot’s 200-year heritage and astute business practices where the French manufacturer offers the best possible package to customers.

Since Nasim became the custodian of the brand back in 2008, the company has invested heavily in new outlets, a good stock of spare parts at reasonable prices and continuously improving after sales quality.

Peugeot fans can look forward to the launch of a new executive segment car which will make its debut later this year.

FORD has been struggling with the truck image for quite sometime and was trying hard to crawl out from it.

Well this year, the company seems to have made some progress.

MAA statistics show that Ford is currently in No 4 on the Continental/American  passenger vehicle list.

If you count in the sales of its Ranger truck, it will be the number one Continental/American brand in Malaysia.

According to Sime Auto Connexion, its best selling model is the Fiesta where the model averages around 200 units a month.

The Fiesta comes in various variants -- from the high spec dual clutch gearbox hatchback to a sedan and even a 1.4-litre hatchback with a manual gearbox.

Those looking for a manual hatchback with sporty handling could consider the Fiesta manual and feast on its sporty sense.

earlier this month appointed Puspakom to do the inspections and produce the required reports.

That, however, is only part of the changes. A detailed study on the amendments shows that the objective is to protect Malaysians from buying used vehicles that will break down after two days of use.

This is a good start by the ministry to provide Malaysians with a new perspective to the auto financing landscape, one that protects the rights of the consumer.

CBT GOES THROUGHTHE CHANGES

Modified or altered vehicles not eligible

Under the new section 4F, it is clearly stated that motor vehicles which have their construction or structure altered or modified are not eligible for hire-purchase transaction. This is up for debate as the meaning of “altered” or “modification” must be clearly defined.

Car status report for used vehiclesUnder section 4G, the seller of a used

vehicle must declare in writing any defects of the vehicle in accordance with the inspection report by the Puskapom.

Puspakom has prepared an 18-point inspection, called the B7 inspection, and the charge is RM90 for each B7 inspection, with the cost borne by the seller.

People’s Porsche!WHEN it was born, the Beetle was the people's car.

In the 90s, the Beetle morphed into a fashion icon (it even had a flower vase inside) but come

2011, it shrugged off its feminine traits and emerged as a sporty vehicle for the masses.

In fact from the side flanks, the new Beetle has some Porsche lines to it and to support this theory, Volkswagen has made the Beetle longer (+152mm), wider (+84mm) and lower (-12mm).

The new Beetle's design was overseen by Walter de Silva and Klaus Bischoff while Marc Lichte was the team leader for the exterior design.

The new car gets new proportions as the windscreen is shifted back while the roof is extended even further back.

Sportier does not mean it is less practical. Volkswagen has made the boot larger (310 litres from 209 litres) but it still seats four.

The dashboard carries the current Volkswagen design but certain features like the glovebox and colour accent panels are designed to bring back some retro feel to the package.

According to the VW press release, there will be a choice of four engines, a 1.2L TSI churning out 105hp, a

1.4L TSI (160hp), a 1.6L diesel BlueMotion engine (105hp) and our favourite, the 2.0L TSI (200hp).

While the first Beetle's safety system might have been only the brakes, the latest incarnation gets six airbags, standard ESP and a laser-welded and galvanised body structure that has one of the highest torsional rigidity values in the segment at 26,000 Nm/degree.

The European market will be getting the new Beetle early next year and we understand Malaysians too will see the new Beetle at Volkswagen's showrooms next year.

Sharmila and her eldest daughter, Nadzirah.

Safety first for the childFOR Feisal Abd Rahim and Sharmila

Shahrani, using a baby seat is not an option but an obligation.

“I saw my sister using baby seats for her children and apart from safety, I realised she could concentrate on driving as the children were buckled up,” said Sharmila.

For Feisal, it was a work attitude that he brought home.

“I work for Shell Malaysia and the company is always pushing its staff to practice road safety,” he said.

What makes these two special is that their eldest daughter, Nadzirah Najmi, is a hyperactive child.

“We learnt that Nadzirah is hyperactive when she was two years old. She is five now and is still hyperactive,” explained Sharmila.

“Nadzirah will not stay put, her hands are never still and she is always moving.”

Despite the challenge, Feisal and Sharmila still manage to coax Nadzirah into using her Halford child seat.

To keep her occupied, Sharmila will switch on the DVD in her Toyota Alphard MPV and if Nadzirah still needs extra attention, Sharmila has to turn to ice-cream or a  lollipop although her

pediatrician frowns on this.Nadzirah’s younger sister, Nadiah

Najmina, who is two years old, is still in her baby seat.

“Nadiah will move to the bigger child seat when she is older,” said the father.

So each time you think how difficult

it is when your child struggles and refuses to use the baby seat, think of how these two parents endure the inconvenience for the sake of their children’s safety.

Basically, there is no reason why parent  should not use a baby/child car seat for their children.

Driver errormore dangerous DRIVER error is 13 times more likely to contribute to an accident than breaking the speed limit which plays a part in just one in 20 accidents.

According to new research from the Institute of Advanced Motorists (IAM), the errors are nearly five times more likely than speeding to be a factor in a fatal smash with “failure to look properly” to blame in more than a third of all crashes and a fifth of fatal ones.

Road safety experts described such inattention as “shocking”.

Driving at an “inappropriate speed for the conditions even when strictly within the legal limit” also contributes to more accidents than speeding, detailed analysis of accident data shows.

More people also die as a result of driving too fast for the conditions than those who break the speed limit.

The report says 5.2 per cent of all accidents involve driving at an inappropriate speed, while driver error contributes to nearly seven in ten (67.5 per cent) of all accidents.

The findings are based on analysis of five years of official police crash statistics.

Experts say the findings show the weakness of speed cameras, which issue an automatic ticket to a driver a few mph over the limit, but are blind to motorists who keep within the posted limit, but drive carelessly, recklessly, without proper attention, or even when drunk. — UK Daily Mail

Sensor makes sense, says ContinentalCONTINENTAL has decided to focus

on direct tyre pressure monitoring system (TPMS) technology as

many countries are steadily raising requirements towards it.

It is mandatory in the US and soon will be mandatory in Europe next year and Korea by 2013.

Done in phases, the first phase is to help reduce fuel consumption and the second phase is to ensure the overall plan to reduce CO2 emission and raise safety level.

The importance of having your tyres inflated to specification promises benefits that range from safety right down to reducing CO2 contribution.

A “direct” TPMS is based on a sensor inside each tyre to collect readings accurately and quickly at any time, under any road condition and at any driving speed.

An indirect TPMS calculates the information based on the reading of the wheel speed sensors that Continental said is not sufficient to ensure untended fuel economy levels and not capable of helping meet the European COs targets.

A direct system is able to recognise

a slow and gradual loss of air, which is critical in warning drivers of a slow puncture.

“Already tyres today are high-performance and high-tech products,” says Dr Burkhard Wies, vice president of Tyre Line Development at Continental´s passenger and light truck division.

“Fitting tyres with sensors takes the functional scope and the contribution of tyres with correct air pressure to driving safety and to reducing rolling resistance plus emissions to a whole new level.

“With the prospective of adding other functionalities like detecting the load on each wheel, further enhancements of safety are possible by combining this information with vehicle control systems.”

Continental will be ready for series production with the first passenger car tyres with the tyre module mounted inside the tyre in 2013.

Comfy CC5THE latest ContiComfortContact 5 (CC5) tyre is for those who want a comfortable ride.

Thus when we needed a set of rubbers for our Toyota Corolla, Continental suggested the CC5.

We fitted the CC5 (size 185/60 R14 82H) and immediately noticed the car felt “quicker”, as if there was less resistance from the road.

The steering wheel became slightly lighter but not too light until it disrupted the feedback.

Inside, tyre roar was cut down tremendously and our stereo was more audible.

Needless to say, Continental ensures that the CC5 maintains the brand’s high safety standards.

We clocked more than a 1,000km and in downpour after downpour, and can confirm that the CC5’s wet surface performance is above average in its category.

Packed with the latest tyre technologies, the CC5’s specially designed noise breaker from Conti Silent Tread Pattern Groove Technology helps break airwaves

in longitudinal grooves significantly reduces tyre noise.

The inner ribs with the V-Shape design provide the comfortable aspect of the tyre while the Advanced Silica Compound Technology minimises the tyre’s rolling resistance.

This is the reason why our Corolla was suddenly quicker and steering wheel burden is lessened. In fact, theoretically it helps to reduce fuel consumption too.

Available for the 13- to 16-inch rims and in 50- to 70-series with width from 175mm to 235mm, the CC5 is priced between RM200 and RM550 a piece.

Shanghai showdown!Chery shines worldwideTWENTY-SIX vehicles, five engines and a four-wheel drive system. This was Chery Automobile’s offering at the Auto Shanghai 2011.

Impressive? It certainly is for an automobile manufacturer that began production only in 1999.

One of China’s largest passenger vehicle manufacturer whose motto is “Safe and Save”, 2010 was a vintage for Chery with total export sales of over 682,000, and accumulative sales of 3,000,000 since 1999.

Among the vehicles on display at Auto Shanghai were the Tiggo Elite, the Chery E5, A3, the X1 which is expected to reach Malaysia next year, the stylish Z5 2.0T sports car, and the Rely Tiggo which raced in the 2010 Dakkar Rally.

Two new models – the new Eastar and the E5 – their debut and they will spearhead the Chery charge. The Eastar is targeted at the elite, while the E5 is aimed at those with a mid-size family crowd.

According to Biren Zhou, general manager of Chery International, the brand is seeing very healthy growth in Brazil, Russia and the Middle East.

“With an annual average of 500,000 vehicles exported since Chery started

The two-door technologically advanced Chery Z5 sports car on display at Auto Shanghai 2011.

Biren Zhou, general manager of Chery International, is happy with the growth Chery worldwide.

Jacq and her Perodua KelisaWHEN Jacqueline Rinda bought her first car eight years ago her choice was a Perodua Kelisa. She had then enrolled in a local university and needed reliable transportation to attend classes.

“Back then, public transport was not reliable and driving my own a car meant I didn’t have to trouble my parents,” said the 25-year-old civil engineer and part time event emcee.

It was her father who helped her to look for a car.

Jacq said the Kelisa was chosen for its frugal fuel consumption. She found the car at a used car dealership in her hometown of Seremban.

“A very low-mileage unit in excellent condition, ‘as good as new’,” exclaimed Jacqueline.

In the eight years she owned the car, her most memorable motoring experience was a drive she took with her parent to Johor Baru.

“It was a really smooth drive and

we arrived in Johor Baru earlier than expected.

“By far, my car has been as reliable as it can be. I have full confidence in my car even though it is slightly old now.”

She gives credit to her father in helping her learn about car maintenance. She has”reminder” stickers on her windscreen for servicing and she maintains an organiser for when her Kelisa is due for service and when it is done.

“As years went by, friends who are in

the car industry, most of my guy friends, my regular mechanic and reading some car magazines helped me know more about car maintenance.”

Part of her routine is to check her tyres twice a week. Jacq feels that preventive maintenance is very important and although the parts for her Kelisa can take a big chunk out of her pocket, it does last quite a long time.

“But the best teacher of all is when your car breaks down in the middle of the

road. It teaches you a great deal on not to neglect the basic maintenance and check up of your car.

“I may not be the expert of cars, but after so many years of driving, I have learned more on how to take a better care of my car and provide regular maintenance.”

Jacq sees herself upgrading as soon as she’s settled in her new job. She is considering a Honda Jazz or Ford Fiesta “or maybe even an SUV”.

Her advice to first-time motorist is safety comes first. “Obey traffic rules as you don’t want to spend every month paying summons as well

“Always be patient when it comes to drivers who are eager to show off and don’t respond to or get involved with road bullies.

“And lastly be courteous when driving. It’s never wrong to give way and it’s never wrong to be a responsible driver.” – Albakry Sallehuddin

Laura’s SagaFOR many Malaysians, the first car is something they never forget.

There’s a truly visceral feeling about buying your first car, it brings forth feelings of freedom, feelings that you’ve reached yet another chapter in your life, that you’re an independent individual that can go anywhere that you want to go because now you own a car.

For Laura Gosimin, a 24-year-old real-estate marketing executive originally from Kota Kinabalu, the impact was just as profound.

Laura bought her Proton Saga BLM SE in May last year and so far, can’t find anything to complain about.

“My little Saga, never ceases to amaze me, I love the car!” Laura exclaimed ecstatically.

Her opinion may be somewhat tinted by those rose coloured glasses every new car owner inevitably wears but her experience does seem to justify her statement.

When Laura first bought her car, back home in Kota Kinabalu, her first drive was a 300-km road trip from her hometown to Miri in Sarawak via Brunei.

This spunky little firecracker drove au solitaire across one international border and a state line and back again to go on a “food expedition” and also in hushed tones, to “see how the car would run”.

The car survived and so did she. A few months later she shipped herself and her car to Kuala Lumpur to start a new life and a new job.

Laura has found it easy to run

and even easier (and cheap) to maintain her Saga. The EON service centre people are friendly and it costs she’s service between RM150 and RM250 a service.

When it comes to fuel consumption, Laura flashes a satisfied smile. A full tank of RON 97 costs her only RM76 and lasts an entire week.

“In my job I drive at least five hours a day our site office to head office, and even to visit potential house buyers,” Laura said.

When Laura started looking for a car, she found three cars in her price range, the Proton Saga BLM, Perodua Myvi and a second-hand Honda City. She ruled out the City almost immediately as this canny car enthusiast “did not believe in second-hand cars”.

On why she chose the Saga over the Myvi, she said, “Well I liked the Myvi but I fell in love with the Saga because it has more of an executive car look.”

As with every first time car owner, Laura has been almost fanatical about looking after her car, and as it turns out the car has returned the favour, as she has never had any problems with the car.

As perfect a picture, as all of this seems to be, she doesn’t intend to keep the car forever though.

“I plan to sell it of in three years time.” she said, “then I think I’ll go for a new Ford Fiesta.

“I don’t think I’ll feel the same about it though, the Saga is my first car so it will always be special.” – Niklas Albakri

operations, it is obvious that the brand has gained acceptance worldwide,” said Biren.

“This is a message to those who are in doubt about Chery products. Quality and reliability are no longer issues with Chery vehicles.” – Gokul Kandiah

Available in three models – Forte 1.6L, Forte 2.0L and the sporty Forte Koup – Kia sold 1,273 units of the Forte from January 2011 to March 2011.

But what exactly is the Forte’s forte? Our own experience with the Forte highlights many.

Kia has finally broken away from the Korean design. We love the Peter Schreyer design inside out. The Forte has more Continental lines than Asian.

Naza has also crammed a lot of goodies into the Forte.

In its top spec (Forte 2.0L), you get auto lights, auto wiper, in-dash CD changer, premium audio quality, USB port, iPod docking, reverse sensor with visual warning, traction control, leather interior, 17-inch alloys, six-speed auto gearbox with

paddle shifters, rear reverse camera and LED side repeaters.

The best part is that the Forte 2.0L SX sells for below RM100,000 (retailing at RM97,800 on-the-road with insurance) and has more

features than a RM120,000 Japanese sedan.

According to the Forte owners clubs, there are also many accessories available to customise the car.

“There is even an HID

projector conversion for the headlight,” said a club member.

n My Forte Club (www.myforteclub.com) will be organising its second annual gathering on May 1.

impressed our Car of The Year judges are its premium interior and solid drive.

“The i10 felt very premium and price start from below RM45,000. That’s superb value for money,” said Hezeri Samsuri, one of the judges.

NEW SUNDAY TIMES APRIL 24, 2011COMPACT/FAMILY CAR GUIDE XI

Car stereos for the uninitiatedFOR today’s iPod generation, music

has become a must. For example, cruising along

with your favourite tune playing in the background can be considered one biggest joys of driving.

But what if you are not satisfied with the current setup you have in your car. What do you do?

Before we can talk about how to improve your car audio system, you have to understand what’s in your car right now.

The head unit is the hub of your stereo system.

It’s where your car radio is located, where you can insert your CDs and in some cases where you can plug in an USB-drive to play MP3s.

However, it can be one of the more costly upgrades you can do, especially if it is the modular type where the head unit is integrated to the dashboard.

The factory provided speakers are usually paper-cone speakers that provide acceptable quality audio but this is not acceptable to a serious audiophile.

In addition to the average front speakers, you can get separate speakers for high and low frequencies

(tweeters and woofers) and for that deep down grumbling bass sound, a subwoofer.

All of this will usually have to be hooked-up to an amplifier, though in the case of subwoofer, you can find powered-subs that allow you to keep your costs down.

So what should you do first? According to Alex Lye, an

International Auto Sound Challenge Association (IASCA) judge, the first thing you should look into is the head unit as, “it’s a simple equation where if you have ‘rubbish’ sound in you have ‘rubbish’ sound out”.

Even if you’re on a tight budget, it is better to get a high power head unit otherwise you can get a reasonable powerful head unit and some good local-made speakers, said Lye.

Once you change the head unit you will instantly notice a difference in tonal balance, clarity and the quality of your systems sound.

Desmond Chong from KL Auto believes soundproofing plays an important part too.

“If you mount powerful speakers on the doors, the doors will act like a speaker box. Unfortunately, standard doors do not have the right material to act like a good box,” said Chong.

“You need to use sound deadening materials to make sure the sound does

not come out tinny.“A quieter car also helps the audio to

come out crisp. In a noisy car, you need to crank up the volume and this is not a good thing.”

Ultimately thought the choice is yours as it’s your ears that you have to satisfy. You’d have to list down all your do’s and don’t, likes and dislikes about your current system and try and find an audio solution that answers most if not all the items on your list.

Whatever you decide on, you have to make sure that you know and trust whomever you decide to install your little piece of audio heaven into your humble little auto because if he or she is tone-deaf and unskilled, it won’t matter what you stick in.
