    bythefollowingSCCARallyCrossRules(RXR).TheSCCAreservestherighttorevisethese

    Rules,toissuesupplementstothem,andpublishspecialrulesatanytimeatitssole

    discretion.Changes

    of

    this

    nature

    will

    normally

    become

    effective

    upon

    publication

    in

    FastrackontheofficialSCCAwebsite;butmaybecomeeffectiveimmediatelyin

    FinalityofInterpretationandApplication

    TheinterpretationandapplicationoftheSCCARallyCrossRulesbySCCAofficialsshall

    befinalandbinding.Inordertopromotethesportofautomotivecompetition,to

    achievepromptfinalityincompetitionresults,andinconsiderationofthenumerous

    benefitstothem,allmembers,includingcompetitorsandofficials,expresslyagreethat:

    A. TheyarefamiliarwiththeSCCARallyCrossRulesandagreetoabidebythem;B. DeterminationsbySCCAofficialsarenonlitigable;C. TheywillnotinitiateormaintainlitigationofanykindagainstSCCAoranyone

    actingonbehalfofSCCAtoreverseormodifysuchdeterminations,ortoseekto

    recoverdamagesorotherreliefallegedlyincurredorrequiredasaresultofsuch

    determination;and,

    D. Ifaparticipantinitiatesormaintainslitigationinviolationofthisprovision,thatparticipantagreestoreimburseSCCAforallcostsofsuchlitigation,including

    travelexpensesandattorneysfees.

    ARTICLE1RALLYCROSSEVENTS

    1.1 DEFINITIONARallyCrossisanyevent(whereaneventisconsideredtobeanentire

    programofcompetitions)inwhichonevehicleatatimeistimedovera

    clearlydefinedcourse,withelapsedtimeandappropriatepenaltiesfor

    coursedeviationsbeingthedeterminingfactorforawards.Thisshallnot

    precludetherunningofmorethanonevehicleatatime,providedthey

    areseparatedoncoursebyadequatetimeanddistancetoeliminateany

    possibilityofapassingsituation.Eventswillgenerallybeheldonan

    unpaved,flatsurface,whereinthecoursegenerallyconsistsofshort

    straightsectionsandconnectingturnsorcorners.Theseeventsareheld

    onshortcoursesthatemphasizevehiclehandlingandagilityratherthan

    speedorpower.

    1.2 REVISIONOFRALLYCROSSRULES

    TheSCCAmayrevisetheserulesorissuesupplementstothematany

    time,viaTechorCompetitionbulletinsinFastrackontheofficialSCCA

    website.Allsupplementswillhaveapublishedeffectivedate.

    1.3 REPLACEMENTOFRALLYCROSSRULES

    EffectiveonJanuary1ofeachyear,allpreviouseditionsoftheRallyCross

    Ruleswillbesupersededbythecurrentedition.Norevisionspreviously

    publishedinSportsCarwillremainineffectunlessincludedinthenew

    editionoftheRallyCrossRules.

    1.4 COSANCTIONED/COSPONSOREDEVENTS

    Theprohibitionagainstcosanctioningand/orcosponsoringeventsby

    SCCAshallnotpreventcooperationbySCCARegionswithother

    organizationsprovidedthattheeventsarecontrolledbythesanctioning

    Region,andareconductedinaccordancewithSCCArulesandregulations

    pertainingtotheevent.

    2.1 APPOINTMENT

    TheSCCA

    Board

    of

    Directors

    (BOD)

    shall

    appoint

    aChairman

    and

    up

    to

    six

    othermembersannuallytotheRallyCrossBoard(RXB).TheBODshall

    alsoappointDivisionalRallyCrossStewards.Currentappointeesarelisted

    ontheSCCAwebsite(www.scca.com),publishedinthecurrenteditionof

    theSCCADirectoryandavailablefromtheNationalOfficeRally

    Department.AsopeningsoccurontheRXB,vacancieswillbeannounced

    intheFastracksectionoftheSCCA.comwebsite.Allapplicationswillbe

    reviewedbytheRXBandrecommendationswillbegiventotheBODfor

    finalapproval.

    2.2 DUTIES

    A. TheRXBdevelopstherules,standards,andproceduresthatgovernSCCA

    RallyCrosseventsfortheenjoyment,fairness,andsafetyofparticipants

    andspectators.TheRXBalsodirectstheevolutionofthesportin

    accordancewiththegoalsandproceduresoftheSCCA,memberinput,

    andshiftsinthemarketplace.TheRXBmakesruleclarificationsand

    proceduralchangesasneededatanytime.Suchclarificationsmay

    becomeeffectiveassoonastheyarepostedontheSCCAwebsitewitha

    statedeffectivedate.

    B. TheRXBmayalsoestablishandappointadvisorypositionstoassistwith

    specialareasofconcern.

    C. Thedevelopmentprocessforcurrent(andfuture)ruleswillfollowthis

    generaltimeline.RXBwillagreeontheconceptforrulesrevisions,and

    postformemberinput.RXBwillexamineallmemberinputand,if

    applicable,forwardthechangetotheSCCARallyandTechnical

    Departmentsforspecificwording.

    Ifapplicable,thespecificwordingwillbeforwardedtotheSCCABoardof

    Directorsforapproval.Themajorityofrulechangesforthesubsequent

    yearwill

    typically

    be

    sent

    to

    the

    BOD

    for

    consideration

    at

    the

    BOD's

    Augustmeeting.

    AssomechangesmayneedadditionaltimeforconsiderationbytheRXB,

    themembership,ortheBOD,theserulechangeswouldbesenttothe

    BODforconsiderationbytheirearlyNovembermeeting.

    Ruleswillbepublishedwithastatedeffectivedate.

    D. DutiesoftheRXBmembersshallinclude:Chairman:Organizetheefforts

    forstrategicplanningforthesport.ScheduleandchairRXBmeetings,

    assigningtaskstoboardmembersasneeded.Othertasksthatwillbe

    assignedannually

    to

    members

    of

    the

    RXB

    include

    Competitor

    Liaison,

    OrganizerLiaison,andSecretary.SubcommitteeswillincludeaTechnical

    AdvisoryCommitteeandanyotherCommitteetheRXBdeemsnecessary.

    E. TheRXBshallfurtherberesponsibleforthedevelopmentand

    maintenanceofauniformplan,requirementsandproceduresregarding

    event,competitor,marshal,spectatorandgeneralparticipantsafetyin

    theircapacityastheRallyCrossSafetyCommittee.

    ARTICLE3DIVISIONALRALLYCROSSSTEWARDS

    3.1 OneRallyCrossStewardperDivisionisappointedbytheRXB,subjectto

    theapprovaloftheBOD.TheRallyCrossStewardsareresponsibletothe

    RXBfordeveloping,supervising,andadministeringaprogramof

    RallyCrossevents

    in

    their

    respective

    divisions

    in

    accordance

    with

    the

    rules,standards,andproceduresestablishedforRallyCrossprograms.

    TheDivisionalRallyCrossStewardmustbeacurrentSCCAmember.

    3.2 RESPONSIBILITIES

    GeneraldutiesandtasksareoutlinedintheSCCAOperationsManual.

    Theirspecificdutiesareasfollows:

    A. ResponsibletotheRXBforthesupervisionandadministrationofSCCA

    policies,rulesandstandardswithrespecttoSCCARallyCrossevents

    conductedwithin

    their

    division.

    Responsible

    for

    developing,

    supervising

    andadministeringaprogramofRallyCrossevents.Suchaprogrammay

    includeaformalDivisionalSeriesthatincludesdriverspointsintheir

    respectiveDivisionsinaccordancewiththerules,standardsand

    proceduresestablishedfortheRallyCrossprogram.

    B. Additionally,maintainliaisonwiththeRXBBoardanditsadvisors,

    appropriateSCCAofficialswithintheDivision,eventorganizers,and

    competitors.

    C. CoordinateschedulingofeventswithintheDivisionandwithother

    Divisionsinordertomaintainanorderlyandsuccessfulcalendarfor

    RallyCrossparticipants.

    This

    will

    be

    done

    in

    coordination

    with

    the

    NationalOfficeRallyDepartment.

    D. IfDivisionalfeesareestablished,theDivisionalStewardmustsubmita

    complete,detaileddescriptionofsaidfeesatthebeginningoftheseason

    andafinancialstatementattheendofeachseasontotheRXBforeach

    seasonthatthefeesareinforce.

    E. RevieweventapplicationsandsafetyplansforallRallyCrosseventsheld

    intheDivision.

    F. ReviewandissuefinalapprovalforissuanceofSCCAsanctionwhen

    standardshavebeenappropriatelymetforeventregulations.

    G. AssignanEventStewardforeacheventoractinthatparticularcapacity

    asrequired.EventSteward(ordesignee)dutiesincludeheadingupthe

    ProtestCommitteeifappropriate.

    H. AssignaSafetyStewardforeacheventoractinthatparticularcapacityas

    required(butnotastheEventStewardsimultaneously).TheSafety

    StewarddutiesincludereviewoftheeventSafetyPlanandsupervising

    thecourseandspectatorsafetytheday(s)oftheevent.

    I. PromotethegrowthofthesportintheDivisionbyassistingevent

    organizersinthemaintenanceandimprovementofeventquality.

    J. MakerecommendationstotheRXBfortheimprovementorgeneral

    developmentof

    RallyCross

    Rules

    and

    program.

    K. MakerecommendationstotheRXBforannualawards.

    L. EstablishasystemofassistantswithintheDivisiontoassistwiththe

    executionofdutiesandresponsibilities.

    4.1 Sections1(all),2(all)and3(all),4.1,5(allexcept5.2.E)6.1,6.2.b,6.3

    and7(all)oftheserulesaremandatoryforallSCCAsanctionedRallyCross

    events.

    Variationsfromtheremainingnonmandatorysectionsoftheserulesare

    allowedforregionaleventsandmustbeincludedasrequestedsanction

    exceptionsonthesanctionapplicationandmustbeintheNationalOffice

    nolaterthanaminimumof14dayspriortosaidevent.SeeArticle5.6

    (SanctionRequirements)forfurtherdetails.

    5.1 COMMONSENSEANDRallyCrossCOURSES

    RallyCrosseventsarenonspeedeventsundertherulesoftheSCCA.The

    normallyexpected

    maximum

    speeds

    for

    straights

    and

    turns

    are

    described

    inthecoursesafetyandlayoutsection(Article5.3).However,speed

    aloneisnottheoperativefactorindeterminingwhatisandisnota

    properRallyCrossevent.Safetyistheoperativewordandhazardsonthe

    coursemustnotexceedthoseencounteredinlegalnonpavedroad

    travel.Forexample,iftherearetwoidentical30mphturns,one

    borderedbya50footdropofforasolidrowoftreessome20feetaway,

    andtheotherturnisborderedby50feetofflat,obstaclefreearea,the

    hazardsinvolvedaremuchdifferent.Theformerisclearlynotpermissible

    foraRallyCrosseventandthelatterclearlyisanacceptableturn.

    Noeventwillplaceadditionalhazardsontheeventcourse.Thisincludes

    steelsupportsforcoursearrows,signage,andrelateditems.

    ARallyCrosseventisalsoopentonovicesinanyvehiclethatcanpass

    safetyinspection.Coursedesignersmusttakethisintoconsideration

    whendevelopingthecourseforanyevent.Itwouldbepossibletoset

    extremelystrictandrigidlimitsonRallyCrosseventsregardingspeed

    and/orcoursedimensions;however,itisnottheintentoftheserulesto

    outlaweventsitesthatcannotaccommodateacourseofcertainstated

    dimensions.Similarly,itisnottheintenttocreatetheimpressionthatso

    longassomesafebutarbitraryspeedlimitisnotexceeded,theserules

    areadheredto.Acoursecanbedesignedtohaveslow,technicalcorners

    thatrequirenotgettingoutoffirstgearoramoderatespeedwhere

    therearemanyturnsandthecompetitorisalwaysbeingchallenged.The

    firstcoursewillpresentadditionalconcernsasthecornerslikelydevelop

    rutsduringtherunningoftheevent.Thesecondcoursewillbemore

    likelytolastlongerandbemoreeasilymodifiedforsafetyreasonsaswell

    asprovidingtheperceptionofgreaterspeedtothecompetitors.

    Basically,RallyCrosseventspeedsarelimitedtowhatis"reasonableand

    prudentfor

    the

    conditions

    encountered,"

    subject

    to

    the

    constraint

    that

    topspeedsbewithinanallowablerangedescribedinthecoursesafety

    andlayoutrulessection.Layingoutcoursethatwillcomplywiththe

    safetyrequirementsdefinedintheserulescallsfortheexerciseofgood

    judgmentandcommonsense.

    5.2 EVENTOPERATINGRULES

    A. AllSCCAsanctionedeventsmustbeinsuredforeventliabilityand

    participantaccidentcoveragebytheSCCAMasterPlan.Avalidinsurance

    certificatefortheeventmustbepostedatregistrationontheNotice

    Boardbeforetheeventmaybeginandmustremainposteduntilthe

    conclusionof

    the

    event.

    The

    steward(s)

    shall

    delay

    the

    beginning

    of

    the

    eventuntilheissatisfiedthattheinsurancerequiredunderthisArticle

    hasbeenprovided.AlleventswillhaveaNoticeBoardavailableforthe

    competitorstoreviewatregistration.Ataminimumthisboardwill

    containtheSCCAInsuranceCertificatethatincludestheeventsanction

    number.Additionalinformationmaybe postedatthediscretionofthe

    organizers.Oncecompetitionbegins,theboardmayberelocatedtoa

    locationspecifiedintheeventSupplementalRegulationsoraplace

    mutuallyagreeduponbythecommitteeandpostedontheboardat

    registration.

    B.

    Driversmust

    possess

    acurrently

    valid

    automobile

    driver's

    license.

    Any

    licenseorpermitthatrequiresanotherlicenseddriverinthevehicle

    (learnerspermit)isnotacceptable.Minordriversunder18yearsofage

    mustbeabletoshowthattheyhavepermissiontooperatethevehiclein

    theevent.AllpersonsinaneventcarmusthaveanSCCAmembership,

    eitherfullorweekend.

    C. One(1)passengerisallowedtorideinanapprovedseatlocatedinthe

    forwardmostoccupantareaofavehiclethathaspassedtechinspection

    (6.3AN)andisregisteredforcompetitiononthatday.Thepassenger

    mustbenoyoungerthantwelve(12)yearsofageandhasmetallliability

    waiverrequirements

    outlined

    below.

    The

    passenger

    must

    be

    wearing

    a

    helmetthatfitscorrectlyandmeetstheDOT/Snellrequirementsfor

    competitionuseasrecognizedbythecurrentSCCARallyCrossrules.

    Safetyrestraints/seatbeltsmustbeinproperworkingconditionand

    adjustedtofitthepassenger(6.3H).

    Participantwaivers:

    Theindividual(parent/guardian,asappropriate)hascompletedand

    signedtherequiredparticipantwaiver(s).Ingeneral,apassengershould

    beeitherastudentridingwithaninstructororaninstructorridingwitha

    studentduringaninstructionalrun.However,itshouldalsobenotedthat

    someRegionsallowpassengersinordertoacquaintnewcomerswiththe

    sport.Aslongasthepassengermeetsalloftheaboverequirements,an

    individualwouldbeallowedatRegionaleventswhereapassengeris

    permitted.Passengersarenotallowedduringcompetitionrunsin

    DivisionalorNationalEvents.

    D. AllvehiclesshallbesubjecttoastrictsafetyinspectionbasedontheRXR.

    SeeArticle6.3fortheserules,includingvehicleconfigurationrestrictions

    duringcourseruns.

    E. AllDivisionalandNationalRallyCrosseventsmustuseacumulative

    scoringmethodwithnodroppedruns.

    F.

    Vehicleclassifications

    to

    be

    used,

    minimum

    class

    size,

    class

    merger

    plan,

    anddistributionofawardsshallbeestablishedpriortotheeventand

    availabletoallcompetitors.

    G. AnEventStewardmustbeappointedbytheDivisionalRallyCrossSteward

    tosupervisetherunningoftheevent.ThispersonmustbeanSCCA

    member.

    H. Allparticipants,includingcompetitors,workers,crew,members,and

    guests,mustsigntheSCCAwaiverform.Spectatorsshouldsignthe

    waiver.

    I. AnyparticipantconsideredbytheEventChairmanorStewardtobe

    undertheinfluenceofalcoholornarcoticsshallberemovedfromthe

    event.TheDivisionalRallyCrossSteward,RallyCrossBoard,andSCCA

    NationalRallyDepartmentwillbenotifiedassoonaspossibleafterthe

    eventifthepersonisanSCCAmember.

    J. Competitorsdrivinginanunsafemanneratorneartheeventlocationor

    displayingunsportsmanlikeconductmaybedisqualified

    K. Itisrequiredforemergencypurposesthatapublictelephone,cellular

    telephone,orhamradiobeavailableattheeventsiteorataknown

    nearbylocation.Itisrecommendedthattheeventchairman(or

    designee)contactlocalauthoritiesifthelocationisinaruralareato

    informthemoftheevent.Itisrecommendedthatalleventshavean

    ambulanceand/oranEMTonsite.

    L. Eachdriverwillbeprovidedanopportunitytowalkordrivethroughthe

    courseortohaveaparadelappriortothefirstofficialrun.

    M. Car/DriverLimits:

    1. Adrivermayenteraneventonlyonce.

    2. Agivencarmaybeenteredbynomorethantwodriversinthesame

    class.

    3. If,duringtheevent,avehicleexperiencesmechanicalproblems

    resultingin

    its

    permanent

    withdrawal

    from

    the

    days

    competition

    the

    drivermayfinishhis/herrunsinanothercarlegalinthatclass.

    N. Anentrantisdefinedasapersonwhohasfulfilledthenecessary

    requirementstoentertheevent.

    O. Competitorsshouldonlyenterthecourseunderthefollowingconditions:

    1. theirdutyasaworkerrequiresit;

    2. duringacoursewalk;

    3. asadriver/passengerduringaparadelapfortheirrungroup;and,

    4. asacompetitordrivingatimedrun.

    Items2and3(above)areallowedonlyduringdesignatedperiods.P.

    Assumption

    of

    Risk

    RallyCrossisapotentiallydangerousactivitythatcanresultinserious

    injuryordeath.Participationinallaspectsoftheactivityisvoluntary.The

    ultimateresponsibilityforparticipantandvehiclesafetylieswiththe

    participant,vehicleowner,driverandcrewmembers.

    Theparticipantagreesthatbyenteringanevent,theParticipanthashad

    theopportunitytoinspecttheeventsiteandacknowledgesthatthe

    MinorWaiverformmaybeusedatindividualeventsoraMinorPhotoID

    cardmaybeissuedbytheRegion.Minorsmaynotattendnonspectator

    eventswithoutaproperlycompletedwaiver.

    5.3 COURSESAFETYANDLAYOUTRULES.

    Whenlayingoutacourse,thesizeofthevehiclescompetingshouldbe

    takenintoconsideration.Thedimensionsspecifiedinthefollowingrules

    areonlyminimums.Coursesmustbetightenoughtoallowvehiclesto

    runthe

    entire

    course

    in

    their

    lower

    gears.

    Speeds

    on

    straight

    stretches

    shouldnotnormallyexceed40mph(milesperhour)forRallyStock

    categoryvehiclesandshouldnotnormallyexceed60mphforanyvehicle.

    Turnsshouldnotnormallyallowspeedsinexcessof30mphforRally

    Stockcategoryvehicles;however,themaximumspeedinturnsforany

    vehicleshouldnotnormallyexceed40mph.Thefastestportionsofthe

    courseshallbethosemostremotefromspectatorsandobstacles.In

    addition,thecoursedesignshouldallowforperiodicchangesto

    accommodatedevelopingrutsorhazards.SeeArticle5.1forfurther

    informationregardingRallyCrosscoursesafety.Thecourse,aslaidout,

    mustcontainnolargeholes,deepruts,orotherdangerousfeatures.Dips

    orbermsthatcouldgetavehicleairbornemustnotbeincluded.The

    courseboundaryshallnotnormallypasscloserthan25feetfromsolid

    objects.Negativecamberedturnsmustbeavoided.Alongstraight(over

    100feet)mustnotterminateinanextremelysharpturn(i.e.,ashort

    radiusU turn).TheeventSafetyStewardmustcontinuallymonitor

    courseconditions.Ifconditionsdeterioratetoapointthatthecourseno

    longercomplieswiththeserules,competitionwillbehaltedandthe

    coursealteredtocomplywiththerules.Competitorsshouldbeaware,

    thatwiththeemphasisonsafety,thecoursemaychangeduringthe

    eventatanytime.Totheextentpossible,thesechangesshouldbemade

    attimes

    during

    the

    event

    that

    will

    allow

    minimum

    inconvenience

    to

    the

    competitors.

    Allcornersshallbenegotiablewithoutreversingbyanyvehicleentered.

    Thecourseshallbewellmarkedwithpylonsorothermarkers.Thebase

    ofeachmarkermaybeoutlinedtopermitaccuratereplacementif

    displaced.Vehiclesshouldleaveagate/turnheadedgenerallyinthe

    directionofthenextgate/turn.Coursemarkersshouldmarktheinner

    limitsandmaymarktheouterlimitsofturnsandcorners,displacement

    ofwhichresultsinatimepenalty.Cornerlimitsmustneverbemarkedby

    curbs,

    buildings,

    poles,

    trees,

    soft

    shoulders,

    or

    other

    hazards

    likely

    to

    causedamagetoavehicleorlikelytocauseavehicletooverturn.

    Vehiclesonthecoursesimultaneouslyshallnotrunincloseproximityto

    eachother.Allportionsofthecourseshallbevisibletoatleastone

    coursemarshalwhocancommunicatethroughsignalsorbyelectronic

    meanswiththestartingline.Ifthisisnopossible,theSafetyStewardwill

    determineifthecoursemeetstheintentoftherule.Itispreferredthat

    theSafetyStewardbeabletoviewallofthecourse,butitisacceptable

    fortheSafetyStewardtohaveradiocommunicationswiththosepartsof

    thecoursenotvisiblefromhisposition.

    Extremecareshallbetakeninthelocationofthestart,finish,staging,

    andtimingareas.Thetimersandstagingareamustbeplacedwellclear

    ofthe

    course

    in

    asafe

    area.

    The

    last

    turn

    should

    be

    as

    tight

    as

    possible

    andthefinishingstraighttightlydefined.Competitorvehiclesshouldnot

    berequiredtocometoacompletestopimmediatelyfollowingthefinish

    line.Itispreferredthatvehiclesberequiredtoslowtoawalkingspeed

    withinacontrolledareawhenleavingthecourse.Inallcases,asufficient

    distancepastthefinishlinemustbeavailabletosafelysloworhaltany

    competingvehiclefromthehighestpossiblespeedattainableatthe

    finishwithoutlockingbrakesorwildmaneuvering.Itisrecommended

    thatanofficialbeassignedtocontrolthefinisharea.Particularcaremust

    beexercisedinthefinishareatokeepitfreefromhazardsand

    spectators.Spectatorsmustbekeptatasafedistancefromthecourse,

    particularlyattheoutsideofturnsandatthestartandfinishlines.Unless

    protectedbysubstantialbarriers,spectatorareasmustbeinanarea

    definedbybannerorsimilarmarker.TheRallyCrossSafetySteward

    (RXSS)shallhavetheauthoritytosetminimumspectatordistancesfrom

    thecoursebutsuchminimumdistancesmaynotbelessthan75feet

    fromthecourseedgeinunprotectedareas(areaswithoutbarrier

    protectionsuchasconcreteortirewalls).Videoorstillcamerasarenot

    permittedatcourseworkerpositionsorotherlocationswithinthecourse

    area.TheSafetyStewardmaygrantexceptionsformediarelations

    purposes.Thispermissionmaybegivenonlyifthelocationisacceptable

    tothe

    Safety

    Steward

    and

    if

    the

    photographer

    is

    accompanied

    by

    a

    spottertowarnofapproachingvehicles.Thespottermaynotbeacourse

    workeratthatlocation.

    5.4 EVENTOFFICIALSDUTIES

    A. TheEventStewardandtheEventSafetyStewardshallbeSCCAmembers

    andwillbeappointedbytheDivisionalRallyCrossStewardwith

    jurisdictionintheareatheeventisbeingconducted.Membersfilling

    thesetwopositionsmaynotserveinanyotherofficialcapacity.

    B. TheEventSteward(Chairman)shallbethechiefplannerandorganizerof

    theevent.

    The

    Event

    Steward

    shall

    design

    and

    establish,

    or

    oversee

    developmentof,allnecessaryeventadministrativeprocessincluding:

    1. Establishingeventadministrationproceduresthatachievecompliance

    withallapplicableRXRandsupplementaryregulations,includinga

    waiversigningsystem.

    2. FormulatingprocedurestoimplementtheDivisionalRallyCross

    Stewardsplansforensuringspectator,driverandworkersafety.

    C. TheEventSafetyStewarddutiesshallconcernthesafetyofspectators,

    workersanddriverssafetyrelativetocoursedesign.Controlovercourse

    designextendsonlytosuchissuesascoursesafetyandnottodesign

    philosophy.Thisincludescoursesecurity,whichisdefinedasmaintaining

    controloverspectatoraccesstothecourse.

    1. VerifythattheCertificateofInsuranceispresentattheeventsiteand

    correctbeforetheeventbegins.Ifthisisnotinorder,theEvent

    SafetyStewardmustconfirmcorrectionsorissuanceofthecertificate

    withSCCARiskManagementpriortothestartoftheevent.Ifoutside

    ofbusinesshours,theEventSafetyStewardStewardmustcallthe

    Insurance/IncidentEmergencyNumber,18007709994.

    2. VerifythattheEventStewardhasasysteminplacetoassurethat

    personsattheeventsitehavesignedthereleaseandwaiverforms.

    3. TheEventSafetyStewardsfinalrecommendations(s)forthecontrol

    ofspectators,

    driver

    or

    worker

    safety

    (relative

    to

    course

    design),

    becomesmandatory.Itistheresponsibilityofthehostregionto

    implementsafetycontrolstothesatisfactionoftheEventSafety

    Steward.Failureofaregiontoimplementthesecontrolscancause

    thecancellationoftheeventforsafetyreasons,whichincludeslossof

    insurancecoverage.

    4. Allcoursechangesaftercompetitionstartsmustbeauthorizedbythe

    actingSafetyStewardatthetimetheissueisraised. Thisdoesnot

    meanthatallissuesraisedaboutthecourserequireactiononthe

    course. ITISHIGHLYRECOMMENDEDTHATTHESAFETYSTEWARD

    OVERSEETHE

    CHANGES.

    D. TheEventTechnicalInspectorshallascertainthatthevehiclescomply

    withtheRXRandanysupplementaryregulations.Competitorsare

    directedtoArticle7.3.Dforprotestsinformationregardingclass

    eligibility.

    E. TheEventRegistrarmustbeaSCCAmember(oramembermustbe

    presenttowitnesswaiversaresigned).Theregistrarsdutiesinclude

    acceptingandverifyingentryinformationandassuringthatall

    participantssigntheSCCAWaiverandReleaseForm.

    F. TheChiefofTimingandScoringisresponsibleforaccuratelytaking,

    readingand

    recording

    times,

    posting

    them

    conspicuously

    during

    the

    event,andpreparingtheofficialresults.

    G. ConductofEventOfficialsAnofficialcanalsobeacompetitorbutmust

    followtherulesinthissection(Article5.4.G.2)toavoidtheperceptionof,

    oractualconflictofinterest.TheSafetySteward(andsubsequentSafety

    Stewardsifrequired)andCourseDesignermustnotbethesameperson.

    Thiswillavoidanyconflictsofinterestarisingfromaninteraction

    1. Officialswhoarecompetitorsmustnottakeanyactionormakeany

    rulingthatmayhaveanimpactontheoutcomeofthecompetitionin

    that

    their

    duty

    as

    anofficialcontinuesthroughtheeventregardlessofrole. Theywill

    stillbeabletocompete,butiftheynoticesafetyissuesthoseissues

    thantakingactiondirectly. Theintegrityofthesportrestsinthe

    handsoftheofficialsandcompetitorsactinginaresponsiblemanner.

    3. Ifacompetitor,whoisalsoaneventofficial,hasaconcernaboutthe

    event,conductofanothercompetitororofficialorsafetyissue,heor

    shemustbringthemattertotheattentionoftheproperofficial.

    Afteradescriptionoftheissue,theofficialmustthenstepawayand

    letthe

    other

    event

    officials

    resolve

    the

    matter.

    5.5. INSURANCE

    A. EventLiability/ParticipantAccidentcoverage

    AllSCCAsanctionedeventsmustbeinsuredforEventLiabilityand

    ParticipantAccidentcoveragebytheSCCAEventInsurancePlan.

    CoveragedetailscanbefoundinthecurrentcopyoftheSCCARisk

    ManagementDepartment.TheEventChairmanshallnotlettheevent

    beginuntilassuredbythereceiptofanappropriateinsurancecertificate

    thattheinsurancerequirementshavebeenmetandthecertificateis

    postedat

    the

    event.

    shouldexercisecareinhowboththeRegionanditssponsors

    advertiseaneventifitdoesnotapplyforspectatoreventsanction

    andsafetymeasuresmustbespecificallyapprovedbytheDivisional

    RallyCrossSteward,andSCCANationalRallyDepartment.An

    withRiskManagementastotheamount.Spectatoreventsmust

    2. AnonspectatorRallyCrosseventmaybeadvertisedtothegeneral

    isallabout.Thefocusoftheadvertisingmustberecruitmentof

    possiblefutureparticipants.

    B.

    Advertising

    must

    be

    broad

    based

    or

    entertainment

    oriented.

    Examplesofunacceptablelanguagewouldinclude:spectators

    welcome,spectatorsfree,comeseetheexcitementslides,

    spins,screechingtires!(Entertainmentexample).

    C. Alladvertisingmustincludeastatementonwaiversigningsuchas

    everyoneenteringtheeventsitemustsignareleaseandwaiver

    form.

    D. Whenaneventisadvertisedinthemannerabove,aplanmustbe

    inplacetolimitaccesstotheeventsitetothosewhohavesigned

    limitingphysicalaccesstocontrolledlocationsorbyassigning

    multipleworkers

    equipped

    with

    forms

    and

    credentials

    continuallysurveytheeventsitefornoncredentialedpeople.

    E. ItishighlyrecommendedthataminimumoftwoEventSafety

    Stewardsbeassignedtotheadvertisedevent.

    5.6. SANCTIONREQUIREMENTS

    A. Sanction

    Office.AcompletedSafetyPlanandSupplementaryRegulationsmust

    1. EachSCCARallyCrossshallhaveSupplementaryRegulationscovering

    areasnotspecifiedintheseRulesandaddingtorulescontained

    herein.Thiswillincludeasaminimumthetimingandscoringmethod

    tobeusedandcoursepenaltiesbutmayalsoincludeinformationon

    awards,divisional

    championships,

    sponsors

    of

    the

    event,

    etc.

    These

    SupplementaryRegulationsshouldbepostedontheOfficialNotice

    Board.

    2. Exceptincaseswhereaspecificsanctionexceptionhasbeengranted

    6.2 VEHICLECLASSIFICATION

    7.1 PENALTIES

    A. A2secondpenaltywillbegivenifacoursemarker/pylonisupsetor

    totally

    displaced.

    B. A10secondpenaltywillbegivenforeachmissedgate.Thisiscalleda

    gatepenalty.Agateisdefinedasapairofconesplacedoppositeeach

    otherontherack,orasingleconewithadirectionalconetoindicatea

    specificwayaroundthatcone.Ifagateorapointerconeisplacedatthe

    beginningofslalomthenthecarmustgothroughtheslalomon

    alternatingsidesofthecones.Ifnogateisatthebeginningthenthe

    competitors,workersorspectatorswillbeevaluatedonacasebycase

    basisbytheEventStewardandSafetySteward.Theyshallapplypenalties

    asdescribedinDattheirdiscretionaswarrantedbytheoffense.

    7.2 PROTESTS

    Whilethe

    right

    to

    protest

    in

    proper

    cases

    is

    undoubted,

    it

    should

    be

    rememberedthatRallyCrosseventsareMotorsporteventsconductedin

    asportingspirit. Eventsareorganizedandmanagedbyamateurswho

    cheerfullygivetheirtimeanddotheirbest. Thecompetitormay

    encountersomeimperfectionswiththeeventorganization,hisfellow

    competitorsandcourseconditions. Itisrecommendedthatacompetitor

    wishingtofileaprotestconferwithoneofthestewardsattheevent

    priortodoingso. Nocompetitorwillbedeniedhis/herrighttofilea

    protest.

    7.3 PROTESTPROCESS

    Therighttoprotestshallrestwithanyentrant,driver,organizationor

    officialtakingpartinthecompetitioninquestion.Each,alone,may

    protestany

    decision,

    act,

    or

    omission

    of

    the

    organizers,

    an

    official,

    entrant,driverorotherpersonconnectedtothecompetition,whichthe

    protestorbelievesisinviolationoftheRxR,theSupplementary

    Regulations,oranyconditionsattachedtothesanctioningoftheevent

    bySCCA

    A. Typesofprotests

    1. Aninquiryisaninformalwrittencommunicationfromthecompetitor

    totheorganizerdescribingasituationandrequestinganaction. It

    requiresunilateralactiononthepartoftheorganizer. Organizerswill

    respondinwriting. Ifsuchaninquiryisgiventotheeventorsafety

    steward,it

    will

    be

    passed

    along

    to

    the

    organizer

    in

    atimely

    manner.

    2. Aprotestisawrittencommunicationonanofficialprotestform,

    submittedtotheEventSteward. Theseformswillbeavailablefrom

    theEventStewardortheorganizers.

    B. FeesandDecisions

    1. Protestmustbeaccompaniedbya$50.00feeperitem. Thefeeis

    payabletoSCCAandcollectedbytheEventSteward. Thisfeewillbe

    returnediftheprotestisupheldandmaybereturnedregardlessof

    thedispositionoftheprotest.

    2. AlldecisionsoftheProtestCommitteeshallbereducedtowritingand

    acopyofthewrittenanswerwillbepostedontheOfficialNotice

    Board. Acopyofthewrittenanswerwillalsobegiventothe

    protesterandprotested. Writtenwitnessstatementsandthe

    committeesdecisionwillberecordedduringthemeetingandkept

    onfilebytheSCCARallyDepartment.

    3. TheProtestCommitteeisexpectedtomakeadecisiononany/all

    protestsfiledbeforetheendoftheevent. Ifadecisioncannotbe

    madeattheevent(i.e.,missinginformation,etc.)itmustberesolved

    assoonaspossibleaftertheevent(SeeArticle7.D.1.A). Allparties

    filingtheprotest,thecompetitorprotestedandtheSCCARally

    Departmentwill

    be

    notified

    by

    the

    Chair

    of

    the

    Protest

    Committee

    by

    telephoneofthedecisionoftheprotestcommittee. TheChairofthe

    ProtestCommitteemustalsonotifytheChairoftheCourtofAppeals

    bytelephoneofthedateofnotificationoftheprotestedparty.

    4. MoniesfromproteststhataredeniedbytheProtestCommitteeshall

    beretainedbytheEventStewardandforwardedtotheSCCARally

    Department.

    C. ProtestCommittee

    1. Acommitteeofthreevotingmembersshallsettleallprotests. The

    committeewillbechosenpriortothestartofcompetitionandconsist

    oftwocompetitorsfromdifferentclassesandonerepresentativeof

    theorganizingcommittee. Thesethreememberswillchooseoneof

    thecompetitors

    to

    be

    the

    chair

    of

    the

    protest

    committee.

    The

    organizerrepresentativewillnotserveinthisposition.

    2. AnalternatewillalsobeselectedforeachoftheoriginalProtest

    Committeemembers(threealternates). Toreducethepossibilityof

    conflictsofinterest,allprotestcommitteemembersandtheir

    alternatesshouldbechosenfromdifferentcompetitionclasses.

    3. IfthecompositionoftheProtestCommitteeincludesamemberwith

    aconflictofinterestinaproperlyfiledProtest,thatmembermust

    stepasideandanalternatewillreplacethatmemberforthatprotest.

    D. HearingtheProtest

    1. Meeting

    TheProtestCommitteeshallheartheprotestassoonaspractical

    aftertheprotestislodged.Allpartiesconcernedshallbegiven

    adequatenoticeofthetimeandlocationofthehearing.Theyshallbe

    entitledtocallwitnesses,butshallstatetheircasesinperson.Inthe

    absenceofaparty,judgmentmaygobydefault.Eachpartyor

    witnessshallbeheardseparatelyandinprivate.Ifjudgmentcannot

    begivenimmediatelyafterthehearing,allpartiesshallbeinformed

    ofthetimeandmethodbywhichthedecisionshallbe

    communicated. Allpartiesshallbenotifiedofthefinaldecision.

    Anyonewhohasfiledaprotest,beenprotestedoristhesubjectofa

    A. ContinuingtheMeeting

    IftheProtestCommitteeisunabletoreachadecisionatthe

    byconferencecallorinpersonifpossible.

    2. AwitnessfromtheRXBwillbepresentatthereconvened

    2 Judgment

    Allpartiesconcernedshallbeboundbythedecisiongiven,subject

    onlytoappealasprovidedinSection4.4.,AppealsProcess

    3. Reasonableness

    It

    is

    expected

    that

    protests

    shall

    be

    reasonable,

    logical,

    and

    based

    on

    soundevidence,thuswellfounded.Awellfoundedprotestshall

    furtherbedefinedasoneuponwhichreasonablemenorwomenmay

    differ.Aprotestmaybewellfoundedevenifnotupheld.

    A. ForfeitureofProtestFee

    Ifaprotestisjudgedtobenotwellfounded,theprotestfeeshall

    beforfeited.

    B. VexatiousorBadFaithProtests

    Aprotestorwhohasactedinbadfaithorinavexatiousmanner

    maybepenalizedbytheEventSteward.

    C.

    ProtestsAgainst

    the

    Conduct

    of

    the

    Event

    Protestssubmittedforsituationsarisingonthecourseorevent

    proceduresmustbesubmittedwithin15minutesofthe

    contestant'sfinishinghisfinalcompetitionrun.Protestsprompted

    bythepostingofprovisionalscoresshallbesubmittedwithin10

    minutesofthepostingofthosescoresandmustbebasedon

    informationcontainedinthosescores.

    D. ProtestsAgainstCompetitors

    Protestssubmittedagainsttheactionsofanothercompetitor

    mustbesubmittedwithin15minutesofthepostingoffinal

    scores.

    E. ProtestsAgainstVehicles

    Aprotestagainstthelegalityorclassingofacompetitionvehicle

    shallbelodgednolaterthanthestartofthefirstcompetitor.The

    EventStewardmayextendthistimeinexceptionalcaseswhere

    thecompetitorcandemonstratethatevidencepertinenttothe

    claimwasnotavailablewithinthetimelimit.Failurebythe

    entrantofaclaimedvehicletoallowaninspectionofthatvehicle

    shallresultinimmediatedisqualificationfromtheevent.The

    EventStewardshallpenalizeanyvehiclefoundbytheProtest

    Committeetobeinviolationofvehicleeligibilityorpreparation

    rules.The

    burden

    of

    proof

    of

    violation

    will

    lie

    with

    the

    claimant.

    If

    disassemblyisrequiredtoruleonaclaim,theEventStewardwill

    requiretheclaimanttopostacashbondsufficienttocoverthe

    totalexpenseofthedisassembly,inspectionandreassembly.This

    cashbondshallbeaminimumof$200.00.Uponinspectionifthe

    vehicleisfoundtoconform,theclaimantshallforfeitthebond

    thatshallbeusedtocoverthecostincurredbytheentrantofthe

    claimedvehicle.Ifthevehicleisfoundtobeinviolation,the

    claimant'sbondshallbereturnedandtheentrantoftheclaimed

    vehiclewillberesponsibleforallexpensesincurred.Ifavehicleis

    foundtobeinviolationofaruleandtheprotestisupheld,the

    penaltyimposedontheprotesteddriverwillbeappliedequallyto

    alldrivers

    of

    the

    vehicle

    in

    that

    category

    even

    ifthey

    were

    not

    specificallynamedintheprotest.Ifavehiclehasitsclasseligibility

    protestedandthendoesnotfinishtheevent,theclaimismoot

    andwillbenullified.Acompetitormayonlybedisqualifiedor

    penalizedbyaProtestCommitteeattheendofaneventwiththe

    exceptionofAutomaticPenalties(seeArticle7.1).

    Article7.4 AppealsProcess

    7.4.1 CourtofAppeals

    Effective2009,

    the

    RallyCross

    Board

    will

    establish

    astanding

    Court

    of

    Appealstohearany/allappealsthatarisefromRallyCrossevents. This

    COAwillconsistofthreememberswhowillserveforaperiodofone

    calendaryear(1/1to12/31),butmayservemorethanoneconsecutive

    term. OnewillbeamemberofthecurrentRallyCrossBoardofDirectors

    andtheothertwowillbecompetitors. TheRallyCrossBoardofDirectors

    willalsopickthreealternatestoserveshouldanymemberofthe

    standingCOAhaveaconflictofinterestarisingfromeithertheoriginal

    protest,thedecisionoftheprotestcommitteeortheappeal. Shouldthe

    COAandalternatesstillhaveaconflictofinterest;theRXBwillchoose

    additionalmembers

    to

    serve

    for

    that

    appeal

    ONLY.

    7.4.2 AppealContents 1

    A. Anyperson,entrantororganizernamedasapartytoaprotestshallhave

    therighttoappealanydecisionorpenaltyimposedbytheProtest

    Committee. Anappealstartswithawrittennoticeofintenttoappeal

    andsubmissionofonehalfofthe$200appealfeethatmustbegivento

    theEventStewardwithin30minutesoftheannouncementofthe

    decisionoftheProtestCommittee.

    B. IftheannouncementofthedecisionoftheProtestCommitteecomes

    aftertheevent,theChairoftheProtestCommitteeisresponsiblefor

    placingatelephone

    call

    to

    the

    parties

    involved

    in

    the

    original

    protest.

    Uponreachingtheprotestedparty,therewillbea48hourperiodtofile

    anoticeofappealandsubmittheappealfeeasdescribedabove. Itisthe

    responsibilityoftheChairoftheProtestCommitteetonotifythe

    ChairmanoftheCOAasapwhentheprotestedpartywascontacted. The

    noticeofintentmustgototheChairmanoftheCOAbyemailor

    telephone. AllfeesdueatthistimewillbereceivedattheSCCANational

    A. Afterconsideringallmaterialitdeemsrelevant,theCourtofAppeals

    maydecide

    that

    the

    penalty

    or

    other

    action

    of

    the

    Protest

    Committee

    shouldbenullified,mitigated,affirmed,increased,oradifferentpenalty

    imposed,butitshallnotorderacompetitiontobererun.TheCourtof

    AppealsmayorderarehearingbytheoriginalProtestCommitteeatthe

    Courtsdiscretion.

    B. AtnotimeshalltheCourtofAppealsactasafirstcourt.

    C. TheCourtmayorderthereturnorforfeitureofappealfeesorofstay

    andwilluseitsbesteffortstopublishsaidfinaldecisionsassoonas

    possibleafterfinalization. Persons,entrants,ororganizationsreferredto

    ineachsaiddecisionshallhavenorightofactionagainstSCCA,Inc.,or

    anypersonpublishingsuchnotice,andsaiddecisionshallbefinaland

    binding.AnypenaltyoftheCourtshallbeeffectiveimmediatelyoras

    statedinitsdecision.Penaltiesinvolvingtime,disqualification,or

    suspensionshallbemadeeffectivefromthedateoftheconclusionofthe

    eventinvolved. IftheCOAaffirmsasuspensionpenaltyimposedbythe

    firstcourtordeterminesthatanadditionalpenaltyshouldbeimposed,

    theCOAwilldeterminethedateonwhichtheadditionalpenaltybegins

    (ifapplicable).

    7.4.7. BadFaithAppeals

    IftheCourtdeterminesthattheappellanthasactedinbadfaithorina

    vexatiousmanner,itmaydeemsuchconductaviolationoftheRXRand

    imposeanypenaltylistedinSection7forsaidviolation.

    7.4.8. AppealsAffectingFinalPointsStandings

    ForallNationalEventsheldlessthan28dayspriortothecommencement

    oftheNationalChampionship(Octoberevent),anyappealaffectingthe

    NationalChampionshippointsstandingswithinadivision,includingall

    evidence,mustbereceivedintheNationalOfficewithin48hoursafter

    eitherthereceiptofajudgmentissuedbytheProtestCommitteeorthe

    completionoftheevent,whichevercomeslast.NationalChampionship

    beaccepted. Thisruleshallsupersedeanyothertimeallowancesfor

    filingan

    appeal.

    7.4.9 AppellantRightsandObligations

    ThecurrentyearRXR(andamendments)describeshowanamedparty

    mayappealadecisiontakenbyaProtestCommitteeatanevent

    sanctionedbytheSCCARallyDepartment.

    First,andmostimportant,theletterofappealmustbesentwithinten

    (10)daysofthedatetheappellant(you)isnotifiedofthedecisionofthe

    ProtestCommittee. Youmaysendyourappealbymail,ExpressMail,fax

    Purpose

    ThepurposeofthisdocumentistodefinetheRallyCrossSafetyStewardLicenseand

    associatedtrainingprogramtocertifynewsafetystewards.

    Goal

    Thegoaloftheprogramistocontinuetodevelopandenhancethecurrentevent

    programwithqualifiedandtrainedsafetystewards.RallyCrosseventsexistacrossthe

    countryinthevariousSCCAdivisionsandregions.Toassistinthisgoal,theRallyCross

    BoardhasappointedDivisionalRallyCrossStewardstooverseethedivisionallevel

    programs.Alldivisionswillberequiredtohaveapersonfillingthisposition.

    OrganizationoftheprogramisledbytheRallyCrossBoard.TheDivisionalRallyCross

    Stewardswillleadtheprogramsintheirrespectivedivisions.Advisorsmaybeselected

    events

    the

    country.RallyCrosseventsvaryamongthedivisionswithinSCCA.The2006RallyCross

    Rulesdefineeventsafetyrelatedtorunningeventsonunpavedsurfaces.Thatcould

    meandirt/sand,orice.SeveraldivisionshaveactivewinterRallyCrossprograms

    (Central,Northeast,andRockyMountain)whicharequitesuccessful.Theyhavea

    distinctadvantageovermoretraditionaleventsbecauseroaddamageiscompletely

    erasedwhenSpringreturns.

    RallyCross,likeotherformsofcompetitivemotorsport,presentsinherentrisksto

    participantsandspectators.Integraltothesuccessoftheeventsandprogramisthe

    controloftheserisks.SafetyStewardsandcarefulattentiontotherulesbyallinvolved

    weighheavily

    success.

    guidelines

    recommending

    how

    stewardsperformtheirdutiesatindividualevents,theconceptofmitigationofthese
