Friess Lake residents have reported that there has been wake-enhancing activity on the Lake that is prohibited. Section 42.02 of the Village of Richfield Ordinance states under paragraph H.5.: No person shall use wake-enhancing devices, including bal-last tanks, wedges, or hydrofoils or other mechanical de-vices, or un-even loading of persons or gear, to artificially operate bow-high on any lake in the Village. Wake enhancement has many negative effects on the aquatic environment, primarily shoreline erosion and the safety of other boats on the Lake. Violators will be fined.

Paul Backhaus, Washington County Land & Water Conservation Division Project Technician, made a presentation at the June FLAA meeting identifying several locations on Friess Lake that could be consid-ered for improvement of drainage conditions. The Conservation Division has selected a specific site and has prepared concepts to address storm water runoff into Friess Lake at the access located at the intersec-tion of Lakeview Avenue and Shoreland Lane. These concepts have been discussed with the Village of Richfield, owner of the access property.

Plan to attend a meeting at the Village Hall on Tuesday November 9, 2010 at 7:00 PM where representa-tives from the Conservation Division and the Village of Richfield will be available to share and discuss the feasibility of these concepts with the Friess Lake Advancement Association and local property own-ers. Friess Lake - Deep Hole 2009 Results

Friess Lake - Deep Hole was sampled 20 different days during the 2009 season. Parameters sampled included: 1-water clarity /2-temperature / 3-dissolved oxygen / 4-total phosphorus / 5-chlorophyll The average summer (July-Aug) secchi disk reading for Friess Lake - Deep Hole (Washington County, WBIC: 853200) was 4.63 feet. The average for the Southeast Georegion was 9.2 feet. Typically the summer (July-Aug) water was reported as CLEAR and GREEN. This suggests that the secchi depth may be mostly impacted by algae. Algal blooms are generally considered to decrease the aesthetic appeal of a lake because people prefer clearer water to swim in and look at. Algae are always present in a balanced lake ecosystem. They are the photosynthetic basis of the food web. Algae are eaten by zooplankton, which are in turn eaten by fish. You will know algae are causing reduced Secchi depth if the water generally appears green when you assess the color against the white background of the sec-chi disc. Chemistry data was collected on Friess Lake - Deep Hole. The average summer Chlorophyll was 14.4 µg/l (compared to a Southeast Georegion summer average of 18.1 µg/l). The summer Total Phosphorus average was 28 µg/l. Lakes that have more than 20 µg/l and impoundments that have more than 30 µg/l of total phosphorus may experi-ence noticable algae blooms.

The overall Trophic State Index (based on chlorophyll) for Friess Lake - Deep Hole was 55. The TSI suggests that Friess Lake - Deep Hole was eutrophic. This TSI usually suggests decreased clarity, fewer algal species, oxygen-depleted bottom waters during the summer, plant overgrowth evident, warm-water fisheries (pike, perch, bass, etc.) only.

WHY WORRY ABOUT PHOSPHORUS? The best way to protect our state’s water is to avoid putting phosphorus into it to begin with. Phosphorus, a common ingredient in dishwashing detergents and cleaning products, is degrading 90% of Wisconsin’s inland lakes. Phosphorus is the fuel that transforms clear lakes into an algae laden, smelly green soup, making lakes unswimmable, suf-focating game fish, and creating the environment where eurasian watermilfoil and carp thrive. A considerable amount of phosphorus released to streams, rivers, lakes is the result of human activities. Improperly functioning or maintained septic tanks are a direct conduit of phosphorus pollution into lakes. One bushel of fresh grass clippings can contain 0.1 lbs of phosphorus that is enough to produce 30-50 pounds of algae growth. Keep phosphorus out of Friess Lake!

2010 FRIESS LAKE WATER CLARITY Water clarity often indicates a lake’s overall quality. Preliminary data from clarity tests in July and August 2010 indicate a Water Clarity Index (WCI) for Friess Lake at a Secchi depth of 4.59 feet. In 2009, the WCI was 4.63 feet. A depth of 5.0 feet is considered “poor” and a depth of 3.0 feet is “very poor”. The best read-ing was 8.25 feet on July 1 with the worst reading at 2.0 feet on August 10. July and Au-gust typically have the worst depth clarity.

DISSOLVED OXYGEN LEVELS IN FRIESS LAKE The water quality standard for oxygen in “warm water” lakes such as Friess Lake is 5 mg/l. This is the minimum amount of oxygen needed for fish to survive and grow. Dissolved oxygen levels in Friess Lake are tested four times a year in May, June, July and August. In previous years the 5 mg/l oxygen level is typically at a 12 foot depth. In 2010, however, oxygen levels were much lower with a 2.09 mg/l reading in 6 feet of water on July 27 and a 0.31 mg/l reading on August 25. This means that shallow water fishing in the summer most likely produced the best re-sults.

FRIESS LAKE ADVANCEMENT ASSOCIATION MEMBER MEETING Sunday April 18, 2010; 9:30 AM at the Firehall

Call to Order and Roll Call - Penny Phillips called the meeting to order at 9:45 am. Jill Pezewski, Herb Perske, Karl Glunz, Mark Knueppel and Todd Pytlik were present. Al Fritz, Chris Collins and Chan Siefert were excused. Minutes – Motion and second to approve as printed in the Spring 2010 Newsletter. Financial Report – Jill reported an ending balance of $11,841.71. Expenses over the winter were WE at $2281.89 and miscellaneous at $406.89. Income included $1600 from garage rent and other at $275.00. Membership – paid members at the end of last year were 117. Committee Reports Building – There was some problems with the furnace that Al Fritz took care of. Newsletter – Spring 2010 distributed. Next Newsletter in September before the Flea Market. Articles are welcomed. DNR/Lake Issue – Mark reported on a meeting with the new Village Administrator Josh Schoenemann and two DNR people regarding the proposed 35mph speed limit on Friess Lake. A hearing will be scheduled and the June Board meeting should include this on the agenda. Special Events – Cheryl Wolf ran the Easter egg hunt with 18 kids participating. Cost was $59.00. Bob and Jean Lubbert donated candy and gifts. - Rough Fish Contest was successful. 100 carp, 4 gar fish and 2 suckers were caught. A total of 1245 pounds were removed from the Lake that included 43 carp and 406 pounds by a boat from off the Lake, owner unknown. - Patty Weiss will be asked to run the 4th of July festivities as she has in the past. Flea Market – This will be covered at future meetings. Other Business: Jill suggested a website for FLAA. There was agreement that this should be explored. Mark reported that cars have been broken into recently. Keep cars locked. Telephone numbers in the Newsletter should be: Jill (262-628-0108); Herb (262-229-5070); and, Mark (414-507-9910). FRIESS LAKE ADVANCEMENT ASSOCIATION BOARD MEETING Monday, May 24, 2010 7:30pm at the Firehall

Call to Order and Roll Call - Penny Phillips called the meeting to order at 7:30pm. Karl Glunz, Chris Collins, Mark Knueppel, Todd Pytlik, Al Fritz, and Chan Siefert were present. Jill Adamski & Herb Perske were excused. Congrats to Jill and Randy on the birth of their baby boy! Minutes – Motion to approve made by Chan Siefert and second to approve was made by Chris Collins. Minutes will be in the next newsletter. Financial Report – None. Membership – Paid members to date: 23 Committee Reports Building – Al Fritz - the idea of lighting the flag pole was brought up with the maintenance of a light and the flag. Penny made a motion that if someone is looking to volunteer to upkeep a flag please come to the board. Karl seconded the motion - all were in favor. Al will look into the annual cost for the lighting. Until then the policy will remain to raise a flag during the Flea market, 4th of July, and special events. Todd has a flag that is available to fly. Al reported that there may be a problem with the furnace and he will continue to monitor. Lawn mower was fixed and the bulbs were replaced in the exit signs, so there were some expenses. Thanks to Al for maintaining the grass at the Firehall! Two children were identified as possibly attempting to vandalize the building. Authorities will be contacted if it happens again. Firehall has 3 dates booked so far for the year. Mark will inquire on how much it would cost to have it cleaned a couple times a year and an hourly rate. Supplies will be reviewed in the Firehall for need, and Chris will keep up the stock. DNR/Lake Issue – Karl reported that lake testing begins tomorrow. As one of 3 lakes in the area, Friess will undergo a quality as-surance measure in August. Mark noted that there appeared to be more snails visible this year. Village Administrator Josh Schoemann contacted Penny to find out more about the speed limit proposal. Karl Glunz made a motion that the board take an official position to recommend to the Village of Richfield that Friess Lake be a 35 mph speed limit, where it had previously been 25 mph. Penny seconded the motion. All were in favor and no one opposed. Penny will email the Villlage to communicate the position. Mark will be present at the June Village meeting to represent FLAA, also. The high water mark is no longer present. Al Fritz will use a metal marker and remark the lines on the gauges by Glacier Hills & the foot bridge. Penny will also contact Joe Klemm, as there were some challenges with the previous high water. Special Events – 4th of July - Patty Weiss will be asked to run the 4th of July festivities, as she has in the past. Chan will send out an email on the details of the 4th of July festivities. Todd Pytlik made a motion to pay a band $400. Mark seconded the motion. All were in favor. The band will play for 3-4 hours, ending before 9pm. If there is bad weather the band will be cancelled. Com-mittee to identify the details of the 4th of July includes Penny, Chan, Patty Weiss, and Ann Palmer. Rough Fish Contest is underway from May 1st through Sept 6th, 2010. Herb Perske is in charge. Web site – Todd has been in contact with some folks to identify local interest and will continue to pursue. Flea Market – Penny will send out the vendor mailing and be in contact with Judi Collins on the spaces and the email addresses. Penny Phillips called the meeting to order at 10:30am. Roll Call – Al Fritz, Penny Phillips, Jill Pezewski, Herb Perske, Karl Glunz and Todd Pytlik were present. Chris Collins, Mark Knueppel and Chan Siefert were excused. Minutes – Motion approved to publish minutes in the September Newsletter. Treasurer’s Report – Jill reported a balance of $11,238.28. Membership – No report; members in attendance were paying their dues. Committee Reports Building – Anyone interested in helping with mowing the Firehall lawn or maintaining the building should contact Al Fritz. Penny thanked Al for all his time and the good job done. Newsletter – Next Newsletter in September before the Flea Market. Articles are welcomed. DNR/Lake Issues – Water testing under way. Clarity of 9.75’ on May 25; 7.0’ on June 7, 2010. Special Events Rough Fish Contest – Herb reported contest under way on opening fishing day. July 4 Festivities – Patty Weiss in control: 10:30 am Kid’s Parade and 1:00 pm Boat Parade. FLAA will sponsor Mike Brown and fellow musicians after the Boat Parade at Wally & Bees. Members are encouraged to come to W & B or gather on the Lake on boats to enjoy the music. Country Flea Market – Penny announced that all who volunteered in 2009 will be signed up for 2010. Penny and Judi Collins are getting the Flyers to prospective vendors and for promotion in local businesses. More details coming. Unfinished Business The Village will hold a Hearing on the proposed speed limit increase on Friess Lake from 25 mph to 35 mph this Thursday June 17 at the Village Board meeting. The FLAA Board voted to officially support 35 mph speed limit, and a Member will be at the Hearing to state this. A volunteer is still needed to work on a website for the Association. Contact Penny. New Business Nominations are needed to fill the open positions of FLAA president and board member with Penny and Al Fritz at the end of their terms. Contact Penny. Election at the August meeting. Motion approved to retain Janet Spieker to clean the Firehall as needed. Chris Collins will contact Janet when cleaning is needed and approve payment. Jill will check the FLAA insurance to make sure the cleaner is bonded and has liability cover-age. Al Fritz will explore another sign to keep motor vehicles off of the FLAA property. Members have noticed that the public boat launch managed by the Village does not always have envelopes for fees available, and the money box has been without a lock. The Village should be so notified. Next Meetings Board meeting on 07/21/2010; Member meeting on 08/15/2010. Motion was made and seconded for adjourrnment at 11:00 am. 24 people were in attendance. Guest Speaker Paul Backhaus, Conservation Technician at the Washington County Land & Water Conservation Division presented findings from water samples taken from the Oconomowoc River inlet and outlet. There were many questions and comments. Paul also identified several locations on the Lake to consider taking action to modify possible concerns of drainage situations. Wednesday, August 11, 2010 7PM at the FIRE HALL

1. Call to Order – Penny Phillips called the meeting to order at 6:55pm Roll Call - Todd Pytlik, Chan Siefert, Penny Phillips, Chris Collins, Herb Perske, Jill Adamski, Mark Kneuppel and Al Fritz were present. Karl Glunz were not present, excused. 2. Minutes of Last Meeting were approved as published in the last newsletter. Approval made by Herb, Todd Pytlik, motion approved. 3. Treasurer Report was postponed. 4. Committee Reports Membership – Membership is down, but are hoping we gain more members at the flea market. Building – Al Fritz – no news to report. Lake issues – Karl reported through Penny there were no lake issues. Newsletter – Penny – Send photos or any other contributions to Penny. 5. Country Flea Market – Talk to folks you know to find someone to be in the kitchen on the day of the flea market. Chan to call CJ to ask for the meat donation. Rochelle Pytlik started getting prizes. Jill Pezewski & Chris Collins reported that more people are committed this year for vendors. Chan will send Jill a pdf of the ticket from last year for the permit. Jill already has some ads booked and will be contacting a bunch more. Mosquito spray – Penny will plan to coordinate for it to be sprayed before Saturday. Herb & Al and crew will take care of the Saturday set up starting at 9am. Al will set up microphone, roasters, and gas. With the vendor locations – Jill will plan to contact vendors to let them know was spots they will be in. Mark will be available all day to assist wherever. Al will have everything well marked on the roads. The more signs the better. Chris will donate the use of the tent. Chan and Mark will be available on Saturday morning to set up the tent. Penny will talk to certain individuals for certain positions at the flea market. Mark will inquire about the DTV converter. Motion was made by Penny Phillips, seconded by Mark Knueppel to purchase a DTV converter for the old TV. 6. Next Member Meeting is August 15, 2010. Todd Pytlik will be contacting someone to make a website. Election will be at the next member meeting. Al Fritz and Penny Phillips will be leaving the board. The board acting as a nomi-nating committee have contacted possible candidates. There have been a number of things on the lake that the village has not completed: sandbags not delivered, high water mark is not known. Penny and Jill will work with Karl, as the village liaison to work with a plan to remind the village of their responsibilities. Speed limit of 35 mph is in affect on Sunday, August 15, 2010. Hall Rental – Hall has been rented 4 times and chairs have been rented also. 7. Adjournment – Al Fritz, 2nd Herb Perske seconded the motion at 7:54pm All were in favor - meeting adjourned.

FRIESS LAKE ADVANCEMENT ASSOCIATION MEETING SUNDAY AUGUST 15, 2010, 10:30 AM at the FIRE HALL

Penny Phillips called the meeting to order at 10:40am. Roll Call – Chris Collins, Al Fritz, Mark Knueppel, Penny Phillips, Jill Adamski, Herb Perske, Karl Glunz and Todd Pytlik were present. Chan Siefert was excused. Minutes – Minutes were not available - to be included in the September Newsletter. Treasurer’s Report – Jill reported a balance of $11,645.58. Expenses included $550 - July 4th, $173 -Electric Bill and $115 for early Flea Market. Vendors have already rented 19 spots for the Flea Market. Membership – Membership is down. Those in attendance were paying dues. Committee Reports Lake Issues: Karl reported poor water clarity (2 feet last week). The flood could have had some effect. The Washington County Land & Water Conservation Division is working on a plan for two locations that drain into the Lake. FLAA will be a part of any plan. Weeds are a problem this year. People cutting weeds should be sure to remove all weeds they cut from the water. Also, people mowing or cutting grass on the shoreline should be sure to blow grass away from the water. (One bushel of grass can contain 0.1 pounds of phosphorus, enough to produce 30-50 pounds of algae growth!) Mark Knueppel reported that the new 35 mph speed limit takes effect today August 15, 2010. Newsletter – Newsletter in September. Articles and pictures are encouraged – send to Penny. Special Events July 4 Festivities – Positive feedback – thanks to Patti Weiss. The music was appreciated by all. Rough Fish Contest – No numbers to date. Halloween – No Halloween event unless there is renewed interest and participation. Country Flea Market - Sunday September 19, 2010 Flyers and Raffle Tickets are coming soon. Everyone should help to distribute and sell. A person to manage the kitchen operation is needed. More kitchen volunteers also needed. Penny announced that all who volunteered in 2009 are signed up to help in 2010. Old Business Volunteers are still needed to set up and manage a website for FLAA. Contact Penny. Rather than Face book, FLAA communications will continue through email. Members are encouraged to send their email ad-dresses to Chan Siefert. New Business Dissatisfaction was expressed regarding how the Village handles No-Wake enforcement. Numerous suggestions were made. A Committee headed by Jill Adamski and including Chris Collins, Mark Knueppel, Jim Koch and Herb Perske will meet with the Village for resolution. Village follow up to No-Wake was also mentioned: either no signs or late signs for water on the roads (Lakeview, Riverview and North Friess Lake Drive); sandbags were not available. Lake residents need to be more alert to high water situations – even before official No-Wakes. A Pig Roast by Bilda’s was suggested for the Flea Market, but there was concern that this would lower the profit from the FLAA Kitchen since much of the food is donated. A Pig Roast as a FLAA October Fest event was met with some enthusiasm. Mark Knueppel will contact Bilda’s to see if they would be interested. Ann Pomerow and Jill Adamski volunteered to help. Firehall rentals are handled by Chris Collins. You will be required to sign a contract. You will be responsible to clean the firehall and remove all of your trash. You will be required to pay a security deposit which will be re-turned when the firehall is returned to a satisfactory condition. Please call Chris Collins—628-9727 to see if the date you are interested in is available. All rentals are first paid—first served. Your reservation is not confirmed till Chris gets your money. And remember, members of FLAA get special rates if their dues are paid for the current and previous year.
